Institutionalizing and Integrating Nexus into the Urban Planning
In cooperation with
• Has a lot of synonyms: conjunction, join, inter-linkage, network, connection, tie, union, center, correlation
• Under this project, “nexus” means:– integration of water-food-energy sectors– how various levels of governance and other relevant actors
integrate processes
• Nexus approach on resource management refers to complex linkages of several sectors that have impacts on one or more of the others.
What is the “nexus”?

Setting the Context
• There is no ideal approach to apply the nexus because it is important to adjust projects based on a City’s specific needs and context as well as its surrounding environment. – Reliable data on availability of water, energy and food
resources and land are required to take the right decision particularly when tackling trade-offs.
– To fully realize the nexus, cities need vision developed with public consultations.
In cooperation with
Setting the Context
• Developing the Nexus Strategy Paper– Collaborative undertaking between GIZ and ICLEI– Menu of strategies and recommendations that local
governments can adopt• Developed in a generic format to allow flexibility and
customization of other nexus participating cities and countries
– Primarily takes off from the experiences of GIZ Urban Nexus in the Philippines (at the moment)

Potential Strategies for Institutionalizing Nexus
• Institutional Strengthening– To consider a project “nexus-sensitive,” it should be multi-sectoral. – At the institutional level, this means various departments within one
local government are able to work together.• clear coordination and communication lines• allows for wider perspective in project development• creation of “Nexus Task Force” city champion
– Goal: All departments develop and implement projects which complement rather than compete and/or overlap with each other.
– Translates to better use of city budget, resource efficiency, and improved processes within the local government

Potential Strategies for Institutionalizing Nexus
• Conduct of National – Local Dialogues– Cities and municipalities hold responsibility within a certain
geographic boundary. The level of autonomy given to them vary per country.
• There are mandates which remain at higher level of governments, i.e., national ministries or regional bodies.
• National bodies often provide an overarching framework and/or strategy to address a certain development issue.
– Main challenge is how to translate such framework or strategies at the local level where the context is different from the macro-level perspective.
In cooperation with
Potential Strategies for Institutionalizing Nexus
• Conduct of National – Local Dialogues– Dialogues help bridge the gap between the two levels of
government.– Dialogues can help strengthen the local governments’ stake an
important actors which can help the national government achieve development targets.
In cooperation with
Potential Strategies for Institutionalizing Nexus
• Engaging in Peer-to-Peer Learning Activities– Anchored on the principle that cities often face similar
problems in terms of managing their water, food, and energy sources.
– Identify areas of synergy and points of convergence where cities can learn from one another.
– The value of peer-to-peer learning is not about replicating a strategy that worked for another city.
• How can one city customize a process or technology and adopt it to suit the local context?
In cooperation with
Potential Strategies for Institutionalizing Nexus
• Employing the “clustering approach”– Effects and impacts of resource use transcend geographic
boundaries. Cities and municipalities must group together to address and find solutions to a common issue.
– Allows smaller cities and municipalities to undertake projects which may be deemed impractical if implemented within their jurisdiction alone.
– Successful clustering takes time and entails discussions and consultations especially when one considers the political dimension of running a local government.
• May be helpful to maximize existing institutions including regional bodies and metropolitan authorities when trying out this approach.

Santa Rosa sub-watershed managed by the Laguna Lake Development Authority• City of Santa Rosa, Province of Laguna• City of Biñan, Province of Laguna• City of Cabuyao, Province of Laguna• Municipality of Silang, Province of Cavite
Metro Naga Development Council• Covers 15 local governments• Has an existing secretariat• Employs the “big brother” approach• Created by Executive Order 102 in 1993
In cooperation with
Potential Strategies for Institutionalizing Nexus
• Embedding the Nexus within Local Government Plans and Policies– Nexus can be institutionalized once it is tied to a vision. Examine the
city’s vision and identify elements relating to nexus. – From there, a city can start to identify “wish list” of nexus projects
which will then influence strategies for implementation and support.
– Nexus principles should be embedded within local government plans and policies. These include relevant planning documents.
• Entry points can also be identified for the building code, environment code, as well as other guidelines and regulations to ensure that urban planning considers nexus

Potential Strategies for Institutionalizing Nexus
• Embedding the Nexus within Local Government Plans and Policies– It is important for a city to lead by example with regard to
implementing nexus projects. – City investments should exemplify nexus so that it can influence the
behavior and mindset of others (e.g., private sector)– Cities should continuously strive for the development of
transformative actions and programs.

TAP is the result of an inclusive and cooperative effort by networks of local and subnational governments to improve access to existing capital flows to cities
and regions, catalyzing and accelerating additional capital flows, and maximizing investment in low-carbon and climate-resilient urban development and
governance processes.
