“Overview of Health & Safety Management”- Health & Safety Management system is the means by which an
organization controls risk through the management process.- Most organizations have a management system in place covering
administrative and management, operational and technical functions.- Some of the Important models which are being widely followed are: ILO-
OSH-2001 & OHSAS 18001:2007 (British Standard Institution) includingHSG 65 UK & ISO 45001 Leaders should able to demonstrate a good and
functional health and safety management system!

“What are its Key Elements (OHSAS-18001)?- Policy: It states the overall objectives of health and safety and commitment
towards its improvements authorized by top management.
- Planning: This states the effective plan for identification of hazards covering allbusiness risk with a program to achieve the objectives.
- Implementation & Operation: This provides the framework on organizationstructure and resources required to implement the plans in support of topmanagement and the roles and responsibilities of each employees to fulfilduring the process, followed by communications and consultation.
- Checking & Corrective Actions: It states the requirements of proactive andre-active performance measurements in health and safety managementsystem, including audits and taking appropriate actions to mitigate identifiedrisks.
- Management Review: This is the requirement for the management team tocarry out a review of whole system to make sure health and safety is beingeffectively managed. The review process may come up with new changes inpolicy or an objective for continual improvement.

- Every 15 seconds, a worker dies from a work-related accident or disease.
- Every 15 seconds, 153 workers have a work-related accident.
- Every day, 6,300 people die as a result of occupational accidents or work-related diseases.
- More than 2.3 million deaths per year.
- 268 million non-fatal occupational accidents takes place annually.
- Economic loss related to these accidents are estimated to amount 4% of world gross domestic product.

Going back to the History! World Worst Industrial Disaster?
- The Bhopal Gas disaster, on the night of 2–3 December 1984.- Release at least 30 tons of a highly toxic gas called methyl
isocyanate, as well as a number of other poisonous gases.

Root Cause- The Unfinished Story of Bhopal, 1984?- Corporate negligence, (Leadership) such that corrective actions were
not taken to address earlier accidents.- There were also operational lapses, such as the failure to follow
safety and operational procedures and faulty, inadequate, or non-operational process equipment.
- Manpower was also cut due to economic reasons, a problemexacerbated by the replacement of experienced staff with less-skilledemployees.
- In terms of responding to the accident and mitigating its impact, theplant's safety systems, such as the flare tower and the water curtain,were either not operational or did not have sufficient capacity.
- Emergency response planning and public health infrastructure in thevicinity of the densely populated Bhopal area were also lacking,which could have otherwise minimized the number of people in thecommunity affected by the disaster.
All pointed towards failure of Leadership and driving health & safetymanagement system.

-According to (walker 2010), 80 to 90% ofaccidents are due to unsafe acts committedby group or individuals.
-Significant reduction in accident rates canonly be achieved by creating a safetyculture which leads to a change in theattitudes of both leaders and employees,improving their safety behaviour(Broadbent, 2004).
-In day to day activities employees observetheir leaders behaving which influencethem to behave or act and it is clear thatleaders should be a role model in everyaspect while managing health and safety(Hofmann and Morgeson, 2004).

So as a leader, are you process focused or people focused or Both?- Numerous studies have been done on developing various
models of leadership styles and have been identified to apply inhealth and safety management system.
- This Supports the positive effects of managers’ leadershipintervention on safety compliance, safety participation, reducedinjury rate and near-misses in various high-risk industrialcontexts.

Facts of Deep Water Horizon Incident- Gulf of Mexico
- The Deepwater Horizon (DWH) oil drilling platform exploded andreleased over the adjacent 3 months a government estimated 4.9million barrels of oil.
- The largest marine oil spill in the United States History.- This Deepwater horizon rig was owned by Transocean and operated by
BP.- Over 40 years the Shell-USA oil company had successfully drilled
35,000 wells in the Gulf of Mexico, they lambast and blame BP bycommenting that, this unexpected incident is an act of pure humanerrors and poor leadership qualities (Hofmeister, 2013).
- The findings of Investigation showed the DWH incident at Gulf ofMexico is entirely due to human errors and poor dynamic leadershipskills, Improper leadership and co-ordination were prevailing in the top,middle, and lower management of the BP oil giant company (Judy etal., 2014)

organisation, demonstrating on-going commitment towards health andsafety management system and its components.
- Effective leadership with adequate engagement in promoting safetybehaviours by leaders can change the employee’s perception towardssafety compliance & participations.
- Leaders of the company legally, morally and economically responsiblefor setting vision across the organisation, involving others in developingappropriate safety culture and ensuring health and safety policies areapplied fully and consistently integrating components of managementsystem in a structured framework.
- Organisation safety performance depends on the influence of leadersby valuing and caring for their employees where employees get highmorale and greater commitment to the organisation.
