Looking Back

In the years following the Civil War, Americans watched a burgeoning railroad system create villages, towns and cities across the prairies, in metropolitan areas, and throughout rolling fields of farmland. Such was the case in the birth of the City of Bowie.

Growth

After incorporation, the Town of Bowie was governed by the Commissioners of Huntington, who were authorized to choose a president, a town clerk, an assessor and a bailiff. No for-mal structure was considered a “town hall.” Town meetings were held in residents’ homes, St. James Church Hall, McNa-mara’s Barn, the Knights of St. John Hall, and in the base-ment of City Clerk Rosemary Abell’s home. The second floor of the 9th Street Firehouse, built in 1939, also served as Town Hall.

Unity

In 1957, the face of Bowie changed forever. In August of that year, developer William J. Levitt handed over a check for $1,750,000 to the executors of the estate of the late William Woodward, Jr., owner of Belair Farm. Levitt announced his plans for a new residential community: “Belair at Bowie.” In the purchase, Mr. Levitt ac-quired the historic Belair Man-sion (1745) and the equally his-toric Belair Stable (1907). In 1959, the Levitt Corporation convinced the Town of Bowie (today’s Old Bowie) to annex his development into the town.

Progress

The City of Bowie continued to expand in both area and popula-tion, and the business of govern-ment outgrew its beautiful 18th century home.

In 1978, City Hall moved to the former Foxhill Elementary School on Kenhill Drive. The school building covered 39,500 square feet, accommodating a growing city staff and its multi-ple needs. Classrooms were re-designed for office space; the large auditorium became a multi-purpose area. A new era began for City government on February 21, 1978, with the first City Council meeting in the “new” building.

Looking Forward

As Bowie moved into the 21st century, it became obvious that growth and progress needed to unite under a new roof. By 2006, discussions were under-way toward construction of a new City Hall – one constructed to take the City into the next century. The new Bowie City Hall is a 3-story building. The 80,000 square foot structure is situated on 6.2 acres. Environ-mentally efficient, the building and site development are being designed for LEED Silver Certifi-cation. LEED stands for Leader-ship Energy and Environmental Design and is a third-party certi-fication process that ensures that a new structure was built using strategies to improve

Due to the rapid growth, the Town of Bowie soon became the City of Bowie, governed by a Mayor and City Council. Voters adopted a Council/Manager form of government in 1960. The new form of government would take office in 1963; a charter revision changed the status from Town to City. In 1964, Levitt ceded Belair Mansion to the City of Bowie for the amount of $1, along with a signed agreement that the Man-sion would always be used to the benefit of the City’s residents. City of Bowie government finally had a permanent home.

While evidence suggests that town meetings may have been held in the building as early as 1962, the Belair Mansion served as Bowie’s first formal City Hall from 1964 through 1978. Visi-tors and residents to the Mansion today still fondly recall paying water bills, attending council meetings and conducting City business within the building’s co-lonial walls. Many remember the small “jail” which served as a holding area for lawbreakers be-ing sent to Hyattsville or Upper Marlboro.

Theresa Bucalo moved to approve the minutes of June 28, 2011. Brenda Colegrove seconded the motion. The motion carried.

ACCEPTANCE OF THE TREASURER’S REPORT

Awilda Hernandez recommended that the $100 donation to MCEF be taken from the General Fund rather than the Scholarship Fund.

Kim Rau moved to accept the recommendation. Seconded by Theresa Bucalo. The motion carried.

Janeen Miller moved to accept the Treasurer’s Report, as amended. Yvette Allen seconded the motion. The motion carried.

IIMC

President Barber reported that he had submitted information for the Region II Newsletter. He noted that members should save the date (January 11-13, 2012) for the Region II conference in Prince William County, VA.

Kim Rau reported on the IIMC Legislative Committee. At the mid-year board meeting, it was agreed to create a clearinghouse for legislative items of interest among the states.

MML

MML Update. Paula Chase Hyman provided the MML report. She noted deadlines for room reservations for the fall conference (September 30). MML is offering a first time attendees’ discount.

MML will be producing a digital directory instead of a printed booklet. There is an opportunity to custom-ize a municipal listing by purchasing an ad for $225.

MML is overhauling its website. For $362.50, MMCA can have 12 pages created and developed by CivicPlus. Additional pages could be developed by MMCA.

Board of Directors Report. Doug Barber provided a report on the Directors retreat in Aberdeen.

MML 2011 Convention MMCA Booth. Doug Barber requested that members provide feedback on the 2011 MMCA booth. There was a suggestion to provide a handbook of benefits of membership in MMCA.

MML 2012 Convention – Education Workshop Request. MML is providing an opportunity for workshop sug-gestions for the 2012 convention. The deadline is October 14. Kim Rau will put together a list to send to the membership for suggestions.

COMMITTEE UPDATES

Handbook Committee. No report.

MMCA 35th Anniversary Committee. Doris Stokes is taking RSVP’s for the Anniversary Dinner. Doug Barber will prepare a slide show of photos.

Region II Conference Committee. Members should let President Barber know if they are interested in serv-ing. Members to date include: Doug Barber, Theresa Bucalo, Awilda Hernandez, and Stacy Wilkerson.

Committee Overview and Member Recruitment. It was suggested that members reach out to new members to welcome them.

Hospitality Committee. Pam Fleming reported that a $100 donation had been sent to Coastal Hospice in lieu of flowers in memory of Kathleen Mathias. She reminded members that she will send cards on behalf of the Association.

NEW BUSINESS

Scholarship Committee Recommendation – Lou Ann Crook. Kim Rau moved to accept the recommendation of the Scholarship Committee to approve the $600 registration fee for Lou Ann to attend the Virginia Mu-nicipal Clerks Institute. Brenda Colegrove seconded the motion. The motion carried.

Scholarship Committee Guidelines. The members discussed the Scholarship Committee Recommendation of September 13, 2011 (prepared by Dashaun Lanham, Chair):

The committee is recommending changes to the guidelines to include the following:

1. Limit the number of scholarships awarded to 2-3 per fiscal year.

2. Limit the amount of the scholarship awarded to $300 per applicant.

3. Allow consideration for first-time attendees to be first.

The recommendation from the committee derived for the following reasons:

1. Decline in membership.

2. Rapid depletion of the scholarship fund.

At the time of the conference call meeting held by the Scholarship Committee, there were 46 paid members and the scholarship fund balance was $4,447.

We concluded our celebration with an Anniversary Dinner held on Thursday, October 6, 2011, at Annie’s Restaurant on Kent Island with over 40 at-tendees. MML President Mike Bennett and MML Executive Director Scott Hancock were also in attendance. I have re-ceived many acknowledge-ments of thanks on behalf of our association for the anni-versary dinner.

2012 Region II Conference

The 2012 Region II Conference is being hosted by Prince Wil-liam County, Virginia. I would like to thank Phil Campbell (Prince William County) and Jackie Henderson (City of Al-exandria) for their work on the conference.

Information is included in this edition of the Messenger. Please note the deadline for registration is Wednesday, December 7, 2011, which is quickly approaching.

Maryland State Archives – IPER Program Training Opportunity

I attended the two-day IPER Pro-gram training sessions offered by the Maryland State Archives on Essential Records and Records Emergency Planning and Re-sponse (REPR). The classes are being offered around the state and there is no cost for the train-ing. I, along with other clerks in the area, have attended the ses-sions and found them to be very valuable. Carrie Brady from the Maryland State Archives advised that additional dates for the training will be offered in the coming year. We will keep you posted. We will also be discussing the IPER Program at our Decem-ber meeting.

IIMC 2012 Conference – Port-land, Oregon

Be on the lookout for IIMC 2012 Conference information forth coming from IIMC. If you are planning on attending the conference please let me know. MMCA has had a large atten-dance the past couple of years. We look forward to continuing the trend.

I hope everyone is looking for-ward to the Holiday Season. To all the clerks that have held their 2011 elections recently, great job! Only your fellow clerks can understand the work that goes into the elections process. I look forward to see-ing everyone in Bowie on De-cember 8th. A special thanks to Pam Fleming, Bowie City Clerk, for serving as hostess for the meeting.

MMCA Officers June 2011 to 2013

Awilda Hernandez, CMC - Town Clerk - Town of Indian Head, MD recently received the prestigious Certi-fied Municipal Clerk (CMC) designation from the International Institute of Mu-nicipal Clerks (IIMC).

The CMC designation program is de-signed to enhance the job performance of the Clerk in small and large munici-palities. To earn the CMC designation, a Municipal Clerk must attend extensive education programs. The designation also requires pertinent experience in a municipality. The program prepares the participants to meet the challenges of the complex role of the municipal clerks by providing them with quality educa-tion in partnership with 47 institutions of higher learning. The program has been in existence since 1970 and has helped thousands of clerks in various municipalities.

MMCA’s 2012 Clerk of The Year

Clerk of the Year Information: Nomination information and deadlines for the “2012” Clerk of the Year will be sent out to all MMCA member Clerks, Administrators, and Mayors of the Cities/Towns in Maryland in early January 2012. The award will be announced at the Maryland Municipal Clerks Association meeting in March and then presented at the Maryland Municipal League’s Annual Convention in Ocean City, June 2012. Criteria for the Clerk of the Year Award: 1. Extraordinary individual job performance. 2. Member of the MMCA for at least two years and at least five years’ experience as Clerk.

3. Brings innovative ideas to the Association. 4. Demonstrates commitment to professional development. 5. Demonstrated commitment to community involvement and positive on-the-job attitude.

Discussion comments included:

A $300 limit may not be enough for a member to attend a conference or training.

$500 may be a better limit because it is more substantial.

The amount to be awarded in a year could be set in the budget.

Providing the full amount of registration would more likely allow members to attend.

Perhaps cap the amount at $600 for registration.

It is good to allow some flexibility.

Proposed schedule to submit requests 60 days before a quarterly meeting.

Dashaun Lanham will be asked to send an e-mail to members soliciting comments.

MML Booth for June 2012 Convention. Janeen Miller moved to approve the expenditure of $225 for the MMCA booth at the June 2012 Convention. Pat Haag seconded the motion. The motion carried.

MML Booth Give-A-Ways. Pam Fleming moved to spend up to $1,000 for booth give-a-ways. Brenda Colegrove seconded the motion. The motion carried.

MMCA Website. Jessie Carpenter moved to spend $362.50 to have 12 web pages developed for MMCA by CivicPlus. Janeen Miller seconded the motion. The motion carried.

Danielle Mandley volunteered to serve as webmaster for MMCA. Janeen Miller and Irma Andia agreed to work with Danielle on this.

MMCA Mailing of The Messenger. Doug Barber noted that one issue of The Messenger is required to be mailed to members annually. He recommended that MMCA end this practice to save the cost of postage.

Kim Rau moved to end the practice of mailing one issue of The Messenger annually and instead refer members to the version posted on the website. Seconded by Theresa Bucalo. The motion carried.

A discussion about non-returning members ensued. Some of the reasons given by those who do not join or who drop their membership include that meetings are too far away or the municipalities are too small to make membership worthwhile. A question was raised as to whether those who are not members should be able to participate in the listserv. There were suggestions to consider member fees based on municipality size and to add a tag line to emails noting that participation in the listserv is a benefit of keeping membership up to date and one of many benefits of membership. Kim Rau and Cindy Murray will serve on a subcommittee to look into the issue of non-returning members and clerks who don’t join the Association.

ATHENIAN DIALOGUE

It was noted that the Athenian Dialogue was scheduled for September 23, 2011, hosted by the City of Lau-rel. (Note: since the meeting, the Dialogue was postponed to January/February of 2012.)

NEXT MEETING

The next meeting is scheduled for Thursday, December 8, 2011 at the City of Bowie.

Doug Barber offered to host the March meeting at the City of Hyattsville.

Diane Fitzhenry and I just got back from the Mid-year Board of Directors meeting in Riverside, California.

The following items were discussed:

The 2015 IIMC Annual Education Conference was awarded to Hartford, Ct.

With regard to Education, it was reported that the turnaround time for CMC and MMC Application(s) is 1-3 weeks, which is a significant improvement over the past few years.

IIMC has been operating without a Director of Education for the past few years. Executive Director Shalby had recommended to the Board that IIMC commence with the search for a Director of Education, but make it a part-time position instead of full-time. That also was approved by the Board.

As a result of decreasing membership (due to budgetary constraints and retirements) IIMC will be em-barking on a major Membership Drive. This will include sending quarterly postcards and letters to all mu-nicipalities whose Clerk is not a member of IIMC telling them of the benefits of joining IIMC and receiving your CMC and MMC designations.

With regard to Personnel, Emily Maggard, Verification Specialist, will be taking her talents into the realm of Social Media. As you may be aware, IIMC can be followed now on Twitter and Facebook. Emily will be assuming the responsibility of maintaining and updating both. I encourage all to visit both.

The 2012 Budget for IIMC was approved by the Board.

Board Approval At its Mid-Year Meeting in November, the IIMC Board of Directors approved the Annual Conference Grant Program funded by the Municipal Clerks Education Foundation (MCEF). Complimentary Conference Registration The Conference Grant Program provides a Grant Award for two IIMC members from each Region (I through XI). The award will cover registration fees for the upcoming 66th IIMC Annual Conference in Portland, Oregon. MCEF Scholarship & Grant InformationMCEF Scholarship & Grant Information

If you have not obtained your CMC designation, you may apply for the CMC Scholarship. This is awarded to Municipal Clerks attending 1st, 2nd, 3rd or 4th year IIMC-approved Institutes. If you qualify and you’re awarded a scholarship, MCEF will reimburse you $400 upon your submitting proof of attendance. Application deadline, February 3, 2012.

The MMC Scholarship is available only to one Clerk per IIMC’s eleven Regions. It is awarded to Municipal Clerks who are continuing their education in the Master Municipal Clerk Academy. If you are awarded a Scholarship, MCEF will reimburse you $100 for participat-ing in an Academy program at an IIMC approved Institute. Application deadline, February 3, 2012.

IIMC’s The First 50 Years tells the story of the Organization’s beginning, why it was formed and the key players that made it happen. The book, which was originally published to coincide with the 1996 Annual Conference in Albuquerque, New Mexico and IIMC’s 50th anniversary, details the early years, the Certifi-cation and its evolution into the CMC and then the AAE programs, the need to relocate from the Midwest to Southern California, IIMC’s introduction to Internationalization and the creation of the Municipal Clerks Education Foundation.

It’s a fascinating history of an Organization that was born in 1947 and a heartfelt tribute to its loyal mem-bers who persevered to maintain its existence through today.

IIMC 2012 Committee Applications - Experience Personal Growth -Volunteer Your Time IIMC needs Committee members who are prepared to work. Although, Committees meet during the An-nual Conference to review the previous year's accomplishments, and discuss strategies and objectives for the upcoming year, you do not have to attend the Conference to serve on a Committee. Most Committee work is done throughout the year through teleconferences, E-mail or mail. IIMC's growth is attributable to you -- the members. To be considered for the 2012-2013 Committee assignments, your application must be received by IIMC Headquarters no later than January 13, 2012. The IIMC Region II Annual Conference, hosted by Prince William County, is scheduled for January 11-13, 2012, in Prince William County. The theme for this year is “The Battle for Ethical Behavior” and a host of education sessions have been scheduled.

There are also two half-day pre-conference CMC/MMC education sessions planned for Wednesday, January 11 and information on the sessions is also included with the conference registration.
