New ASTM Guide Helps Prevent CorrosionNew ASTM International guide

will help the petroleum, chemical and water industries better moni-

tor equipment corrosion. The standard (soon to be published as G217, Guide for Corrosion Monitoring for Field Structures and Plant Equipment and for Electro-chemical Studies with Coupled Multielectrode Methods) was developed by ASTM’s committee on corrosion of metals (G01).The standard outlines ways to monitor corrosion in labs and plants using a new technology called the coupled multielectrode array sensor (CMAS) method. Ac-cording to ASTM member Lietai Yang of Corr Instruments, CMAS measures nonuniform, especial-ly localized corrosion, for which there has not been a real-time and quantitative method avail-able. Localized corrosion is the most detrimental form of corro-sion for equipment in industries related to oil and gas, chemical processing and water treatment and distribution. The standard provides guidance on how to use CMAS to monitor corrosion dam-age to metallic equipment in real time, so that effective remedies can immediately be taken to extend the life of the equipment.

China’s Efforts to Reduce Excessive Steel & Coal Production: Will It Have Any Real Impact?According to an article in the South China Morning Post, China’s cabinet says it has “basically completed” its targets this year to reduce excessive production capacity in the nation’s steel and coal sectors. But analysts have questioned whether the government’s campaign will have any real impact.Premier Li Keqiang ordered his minis-ters and local officials to shut down 45 millions tons of steel capacity this year and 280 million tons in the coal sector. As 2016 ends, local officials have de-clared to Beijing they have done their part, with the cabinet saying the war against excessive capacity was “ahead of schedule”. The move to cut the size of China’s coal and steel sectors comes as the government attempts to shift the focus to the high-tech and service sectors. Beijing is also under pressure from trading partners includ-ing the EU, who have accused China of steel dumping in their markets. But a deeper look at the government’s

efforts to cut production capacity be-comes much more murky.First is the question of whether China’s official data accurately measures the true scale of the country’s hodgepodge network of coal and steel producers, according to industry researchers.China’s steel plants if run at full steam can produce 1.3 billion tons of metal a year, far higher than the 1.2 billion tons reported by the government. As China’s output of crude steel was only 800 million tons last year, it meant about 500 million tons of production facilities remained idle in 2015 and so shutting down 45 million tons of capac-ity makes little difference to China’s actual steel production. According to Julian Evans-Pritchard, a China economist at Capital Econom-ics, the government’s efforts to reduce capacity were more a numbers game than a concerted attempt to scale back the coal and steel industries.
