State school building of-ficials asked the town torevise its high school de-sign plan because Win-chester’s proposed reno-vation and expansion is
bigger and more expensivethan nearby schools withsimilar enrollment.In a Dec. 5 letter, the
Massachusetts SchoolBuilding Authority (MS-BA) asked the town’sschool building committeeto submit two additional
addition/renovation op-tions with sizes and costscloser to state guidelinesby Friday, Jan. 4.The Preferred Schematic
Report is now due Feb. 14,2013, rather than Dec. 13.And the MSBA’s Board ofDirectors will likely review
the proposal at its April 3,2013, rather than in lateJanuary 2013.The delay may mean the
renovated and expand-ed high school is not com-pleted by September 2019,which was the projectedend date. The delay would
not affect student activi-ty at the building, becausethe current plan calls forstudents to use portionsof the old building duringconstruction and movinginto the new building as it

The Zoning Board ofAppeals (ZBA) held thefirst of at least four hear-ings on the proposedCVS at the corner ofWashington and Swan-ton streets on Tuesday,with a decision aboutthe project not expecteduntil at least February.The ZBA discussed the
building’s architectureon Tuesday, and it willdiscuss lighting, signage,drainage and soil condi-tions on Tuesday, Jan. 8.A discussion about traf-fic will be on Jan. 29, fol-lowed by another discus-sion about architectureand a discussion aboutdemolition.CVS is seeking a
special permit/siteplan review to build a13,158-square-foot store.Three existing struc-tures—the retail mallat 278-292 WashingtonSt., the auto repair shopat 12 Swanton St. and adry cleaners and restau-rant at 16-20 SwantonSt.—would be demol-ished to make room forthe development.The ZBA is not being
asked to approve or denythe project altogether,since it is allowed underthe town’s zoning bylaw,
