General Introduction

The India Resident Mission (INRM) of the Asian Development Bank (ADB) and the Department of Economic Affairs (DEA) of the Government of India have jointly conducted training programs on ADB’s procurement, consultant selection, disbursement, and safeguard procedures during 2008–2010 to increase the awareness on ADB procedures among government agencies implementing ADB-funded projects in India.

In 2011, the coverage of the training programs has been increased to cover project implementation and thematic topics.

The INRM Training Calendar 2011 lists the training programs planned during August–December 2011. The calendar contains monthly schedules of the training programs, topics to be covered under each training program, and nomination forms. A CD containing the training calendar and e-files of the nomination forms is available in the back cover pocket.

The training programs will be conducted in collaboration with the Indian Academy of Highway Engineers (IAHE), New Delhi; the Indian Society for Trenchless Technology (INDSTT), New Delhi; The Energy and Resources Institute (TERI), New Delhi; the National Institute of Construction Management and Research (NICMAR), Pune; the Administrative StaffCollege of India (ASCI), Hyderabad; and the Indian Instituteof Technology (IIT), Roorkee.

Please consult the detailed tentative training topics under each program on the following pages, and send your nominations for the program(s) that interest you. You can send nominations to Mr. Vikram Harsha, Portfolio Management Specialist, INRM at [email protected].

ADB will fund expenditure related to the training venue, training materials, accommodation, and food of participants. Travel expenditure from duty station to the training venue and back will have to be borne by the participants.

We sincerely hope that this calendar will help government agencies to plan participation of their staff well in advance.

• Review of the accounting reforms undertaken in the various ADB Urban Cities. The discussion would cover the activities undertaken so far in the selected cities of Rajasthan, Madhya Pradesh, Kolkata, Karnataka, and Kerala and from other places

• Issues arising out of the reviews and the lessons learned. Analyzing the success and failures of the various models of implementation and deciding the right model for implementation; staff and capacity development in the Urban Local Bodies (ULBs); and state-level institutional support for sustainability

• The way forward. Developing pilot models for state-level implementation; development of common accounting modules and computer programs; accounting for ring fencing of municipal services for assessment of financial viabilities; defining private sector involvement for sustainable implementation and development of core accounting team among the ULB staff

• Leakage Detection and Control: basic leak detection methods, leak sounding equipment details, procedure to undertake leak sounding,

field investigation practical leak detection exercise

• Network Planning (Sectorization and District Meter Areas [DMAs]): DMA setup criteria, guidelines for zone boundaries, system schematics, recording zone boundary conditions, and practical example of sectorizing

• Use of Geographic Information Systems (GIS) and Management Information Systems (MIS) in network planning and management: basics of GIS and MIS, benefits of GIS for each city, and examples of GIS for each city

• Metering of Flows/Pipelines: need and advantages of metering, different types and sizing of meters, selection and installation of meters, advanced control and integrated metering
