• As a result of the improvements proposed by Inova to achieve 0.70 FAR,
the transportation network, particularly the Beltway intersections, is
forecasted generally to perform better than if Inova does nothing.

Second takeaway from Task Force’s June 18 discussion: “Solutions need to be about more than just roads.”
• We agree whole heartedly.
• Fairfax’s long-range plan includes a transit extension from Dunn Loring Metro down Gallows Road to activity centers like Mosaic and Inova Fairfax Medical Campus.
• Fairfax just announced a pilot project with Dominion Energy to test an autonomous shuttle from the Metro station to Mosaic.
• Inova is committed to being a partner in conversations about improving transit connections.
• Meanwhile, the opportunity for the ICPH campus is NOW.
• So Inova is looking to IMPROVE the existing transportation network and provide MORE options.

• Transportation Demand Management (TDM)
• Strategies include:
o Free or low-cost fares for shuttles, buses, or trains
o Car / van pools
o Bike-safe routes to work
o Telework
• Inova Fairfax Medical Campus recognized
by the County as one of the Best Workplaces
for Commuters because of its robust TDM
program, which meets a 20% reduction goal.
• Inova Center for Personalized Health
o Transportation Study anticipated a 20% reduction
o Proffers commitment: Residential = 25% and Commercial =
30%*

• Third takeaway from Task Force’s June 18 discussion: “How do we
know what we’ll get or that all of this will happen?”
• Understandable given experience with developments that did not occur
as planned and elements of the Comprehensive Plan that have not yet
been completed.
• As we’ve discussed, this plan will evolve given market conditions and
community needs between now and 2045, the horizon for which we’re
evaluating, in ways in which we cannot anticipate.
• So how can the Task Force and the community be confident in planning
for that time horizon?
• 3 assurances:
o Regulatory construct
o Continued community involvement and process
o Inova’s relationship with the community

o Task Force input and guidance
o Benchmarks for infrastructure delivery at certain milestones
• Proffers
o Commitments made by a property owner in the rezoning process to
establish a right to develop their property.
o Inova has filed a concurrent Proffered Condition Amendment
