I.What are the driving forces of sustainability and growth in Finland? What are the driving forces of sustainability and how can we influence them? One purpose of this call is to measure the raising
phenomena that lead to the sustainable development in small open advanced economy as Finland. This target can not be reached without deepdialogue with companies, who are seeking new low-carbon possibilities. How to manage innovation environment in order to create sustainableeconomy? How to combine carbon-neutral society with company and economic growth? How can public actors increase our innovation system’sability to encourage sustainable change? What public actions are needed to solve the puzzle of sustainability and growth?
II. How to build global business ecosystems in Finland? How to find new practical and methodological approaches to ecosystems? Are there new methodologies that could be developed further to
better assess the success and success factors of business ecosystems? Focus in this theme is on global ecosystems, company-level practicalcases, and internationalization of ecosystems as well as a role of innovations to accelerate dynamics. Business Finland’s company level data onhigh potential ecosystems is available. What is or should be, the role of public actors in building and supporting business ecosystems?
III. How to measure the impacts of public R&D and innovation funding and growth services on the economy? What are the new methodologies of impact analysis and could they be developed further? From the innovative growth perspective, R&D
and innovation activities renew economic structures and increase knowledge spillovers. How can policy tools and actors accelerate thisdevelopment? The aim of this theme is to develop new methodologies and test empirically the impacts of public RDI funding and activities inFinland. More inspiration can be found for example from theories by Bloom et al. (2013) “Identifying technology spillovers and product marketrivalry” or D. Acemoglu, P. Aghion, P. Mohnen, J. Van Reenen etc. Business Finland’s RDI data is available for research purposes.
