WhenwehadourDorschInterna-tionalsummerpartyinMunichonSeptember�4th,20�2,interestedcolleaguescoulddoaspecialists‘tripofseveralhoursalongtheIsar.
TheIsarwasoriginallyameanderingwildriver.ItsnamewhichderivesfromCelticmeans“thetorrential“.ItoriginatesintheKarwendelsandflowsthroughfourdistricts,BadTölz-Wolfratshausen,Munich,ErdingandFreising.
Inthemiddleofthe�9thcenturythebanksintheurbanareaofMunichwereforcedintoacanal-likeforminordertousetheriverforwaterpower,keytothedevelopmentofthecitythen.
Therenaturalisedandsignificantlyenlargedriverbed(doubledinwidth)oftheIsarintheMunichurbanarea

Theoriginalformoftherivercouldnolongerberecognizedintheurbanarea.
Inthe�980’sthecitizensofMunichstartedtothinkdifferentlyabouttheIsarbecausetheyappreciatedthewaterandgreenspacefortheirleisuretime.Inaddition,thefloodingwasaprobleminMunich’surbanareas.Thus,theideafortheIsarplanwasborn.
From�999to20��theIsarwasreformedintoanaturalshapewithbeachesandrecreationalareas.ThisprojectoftheFederalCapitalofMunichandthefederalstateBavariaintegratedup-to-datefloodprotectionmeasureson8kilometresbetweenGroßhesseloheandtheDeutschesMuseum.Landscapingandfloodprotectionwereextensiveforthisproject.Thewaterpowerbusinesshadtogiveupbigamountsofremnantwaterandtheconcreteframesonthebankswereremoved.Sincethen,theIsarmaymeanderlikeawildriveragainbetweenWolfratshausenandMunich.
OntheDorschtriptheformerdirectoroftheWaterEconomyAuthorityMunich,Mr.KarlHafner,toldusaboutthehistory,backgroundandtechnicalprocedureoftheIsarrenaturation.
Mr.Hafner,whomanagedtheWaterEconomyAuthorityMunichtillthemiddleoftheyear200�andthenworkedfortheBavarianMinistryforEnvironment,isoneofthegodfathersandinitiatorsoftheIsarplan.

OnAugust28th,20�2,theFederalAuthorityofForeignAffairs(Auswär-tigesAmt)cooperatingwiththeGermaneconomyinvitedwiththeleadersoftheGermanrepresentativeauthoritiesabroadtoaninformationandviewsexchangemeetingattheFederalForeignAffairsAuthorityBuildingattheWerderscherMarktinBerlin.
ShareholderMr.OlafHoffmann,andMr.AlexanderGoertz,DIheadofdivision,representedtheDorschGruppeatthispublicevent.Mr.HoffmannandMr.Goertzhadtheopportunitytomaintaincontactswiththepoliticalrepresentativesandtoinformallyconversewiththeambassadorsandhighprofileparticipantsoftheconference.

TheambassadorofBosnia-Herzegovinareportedaseveresplittingofcompetencesbecauseofthepronouncedfederalism.

New Dorsch Office Premises in Sana‘a, Yemen
FordecadesDorschhasbeenconstantlyresidentinthesameofficepremisesinSana‘a.
Sana‘a,thepolitical,economicandculturalcentreofYemen,isoneoftheoldestcontinuouslyinhabitedcitiesintheworld.
TheArabianSpringalsocausedsevereviolenceinYemen,especiallyinourtownquarterHassaba.Ourofficebuildinghasnotsufferedanydamagesduetothecontinuouscareofourlocalstaff.
However,weconsideredfollowingmostorganisationsandmovingtothesouthernquarterHassabah,intheneighbourhoodoftheGIZandtheConsulateoftheFederalRepublicofGermany.
Ournewofficecomprisesofficeroomsfor�2staffmembers,alargerconferencehall,variousguestroomsandanofficialresidenceforourdelegatestaff.
Wearelogisticallywell-equippedfortheupcomingrebuildingofYemen.
InadditiontothecurrentGIZproject,wearegoingtorestarttwoKfWprojects.AstheinternationalbudgetsforYemen‘saidandrebuildinghave
beenapprovedweareoptimisticwithrespecttoourofficeinYemen.
Thenewlyfurnishedconferenceroomiswell-likedandoftenused.TheimageshowsafewofthegeneraldirectorsoftheurbanwatercompanygatheredinthecourseofourGIZproject.

Can you give us some details about your professional education and your occupational development?
Ihaveanengineer‘sdegreeinmineengineering(IngénieurCivildesMines)oftheEcoledesMinesinNancy,whereIfinishedmystudiesin�967.Then,in�972,Ifinishedmydoctoralthesis(Doctoratdu�èmecycle,esSciences).
From�97�till�979IwasemployedbytheGKWMannheim,since�972IhavebeenfounderandleaderoftheGKWforeignbranchinBurundi-Rwandaandteamleaderofthe
project”technicalhelpREGIDESOBurundi“(REDIGESOwasthethenrecentlyfoundedstatewaterandenergysupplycompanyBurundi)assignedbythedevelopmentaidauthorityofGermany(BfE).
From�977till�979,IwasdelegateddirectlytotheAssociationforTechnicalCooperation(GTZ,todayGIZ)inthecourseofthatproject,whichwasthefollow-uporganisationoftheBfE.

Can you tell us more about the challenges of your assignment in Benin?
InBeninthesupplywithhygienicdrinkwaterandtheavailabilityofsanitaryfacilitiesisstillcompletelyinsufficient.Thisfacthindersthesocialandeconomicdevelopmentofthecountry,alsowithrespecttopovertyreduction.Merelyabout58%ofthepopulationhavecleandrinkwater,andonly44%haveaccesstosanitation.
Theoverallintentionoftheprojectistocreatethepolitical,institutionalandjuridicalconditionsfortheimprovementofthewatersectorand,thus,guaranteethesustainedsupplywithcleandrinkwaterandadequatesanitaryinstitutionsoftheurbanandruralpopulation.
TheaimistoimprovetheserviceofthenationalwatersupplycompanySONEBsustainably.Themodule“Urbanwaterandsanitation”hasbeenassignedtoDorschInternationalConsultantsGmbHasasubcontractorforGIZ.
ThemainfocusliesonimprovingthemanagementmethodsandservicesoftheSONEBhere.
What does the term “Capacity Development“ mean?
Itmeans,aboveall,introducingfunctioninglocalorganisationstruc-tures.TheGIZ’sdevicesays“CapacityDevelopment.Supportpartners–developpotentials.”Theaimofitistoturnlocalorganisation,
managementandproductionstructuresmoreefficient.
Therefore,theGIZassistspeopletogaininexpertise,decision-making,responsibilityandleadership.
ForourpracticalworkonsiteIwouldratherusetheterm„ManagementofChange“,asthepeoplearethecentreofourattention.

What has been achieved in Benin so far?
Therearesomeindicatorsforthesuccessofthemanagementassess-ment.• Thenumberoffollow-uppartici-
pantsoftheSONEBhasincreasedfrom��0,000in2006to�78,478onDecember��st,20��.InJanuary2004,whentheactivitiesstarted,theSONEBhad��5,�52follow-upparticipants.
• Thetotalcostcoverageoftheurbanwatersupplyhasincreasedfrom8�%(in2006)to97%.
• Thecollectionrateofthewaterconsumptionbillshasgrownfrom84%(in2006)to95%.
• TheSONEBhassignedsupplycontractswith�00watersellersonpublicextractionpoints,whichprovideforaregularcontrolofwaterqualityandprices.

Our common project will soon end. What will the GIZ do in Benin in the future?
ThecurrentDorschInternationalassignmentconcernsthe2ndperiodoftheproject,whichwillbefinishedin20�2.Therewillbeafollow-upperiod�oftheGIZwaterprogramme,whichwillrununtil20�5.Butthatwillratherbeaconsolidatingperiod.*)
What do you think about the future of Benin’s water sector?
ThewatersectorhashighpoliticalpriorityinBeninandthefundingcommunitygivesitspecialsupport.Thus,ourprojecthascontributedtobuildabasisforfurtherimprovement,abovethealreadyachievedlevel,ofthedrinkwaterandsanitationsupplyofthepopulationbytheSONEB.
Theconsolidationperiodtill20�5alsoservesthesupervisionofthethenlargelyself-dependentdevelopmentoftheGIZ-initializedprocessesintheSONEB.
You will go into your well-deserved retirement when the 2nd period of the SONEB project ends. Where are you going to live then?
DependingontheweatherIwillalternatebetweenmyoriginalhome,theAlsace,andBenin.
Thatisbecause,aftersomanyyearsofworkingthere,IforgedclosefamilyandpersonallinksinBenin,andinAfricaingeneral.
MyfamilyhasalwaysaccompaniedmyprojectsinAfrica.Thus,oursonhasgrownupinAfrica(Burundi,NigerandWest-Africa,Namibia)andfeelsverymuchathome,especiallyinWest-Africa,sohedoesnotwanttopartfromthiscontinent.
Hehadworkedasafreelancerintheelectro-mechanicalfield,especiallyinthewatersector,inSouthAfricafrom2002till20��.
However,asthesecuritysituationtheregotworsehedecidedtomovetoBeninwithhiswifeandtwodaughters.Inthemeantime,hehassetuphisowncompanyinCotonou.

Thecurrentlackofhygienicallysafepotablewaterandlarge-scaleabsenceofsanitaryfacilitiesinthecountryrepresentsamajorhindrancetosocialandeconomicdevelopment,withparticularreferencetothefightagainstpoverty.
Furthermoretheprotectionwaterresourcesshallbeenhancedandthemanagementoftheseresourcesshall
beadequatelyperformedbyrelevantstakeholders.
Theprovisionoffacilitiestooffsetthesedeficitsintheurbanenvi-ronmentrepresentstheprimaryobjectiveoftheGermanGovern-ment’scontributiontoBenin’scomprehensiveprogrammeofurbanandruralwaterdevelopment.
Specifically,thisistobeachievedbyhands-onsupporttothenewlyfoundednationalwatercompanySONEBintheprovisionofwaterservicestoitsclients.
Theprojectisbeingcarriedoutmainlybyanexpatriateteam(comprisingGerman,FrenchandAlgerianstaff),assistedbyshort-andlong-termlocalstaff.
TheGermancontributiontotheurbanwatersupplyandsanitationpartoftheprojectconsistsof
assessmentbydelegatinganinter-nationallong-termspecialist,andinternationalandnationalshort-termspecialistsinvariousareasofexpertiseandalsoextensivetrainingprogrammes.
Alsointhisphaseoftheprojecttheassessmentfocusesonthemanage-mentandorganisationaspects,especiallycommercialandfinancialones(customerservice,accounting,collecting),butalsotechnicalmanagement(GIS,operationandmaintenanceofthefacilities)andhumanresources.
Theoverallaimoftheprojectdesignedasaprogrammewasto“improvethepolitical,institutionalandjuridicalconditionsforthereformofthewatersectorinordertoguaranteeanintegratedwaterresourcemanagementandasustainedsupplyoftheurbanpopu-lationwithhygienicdrinkingwater.“

Inthecourseofnumerousworkshops,trainingprogrammesandstrategymeetingstheSONEBstaffweretrainedinthedifferenttechnicalandfinancialfieldstoimprovetheirworkmethods.
FortheCityofPortoNovo,forinstance,withapopulationof420,000,wehavecreatedaGISmapwithSONEBrelevantinternalperformanceindicators,e.g.supplygrade,clientsatisfaction,lifteffi-ciencyandcostcoverage.
Theprojectwillnowenteranewperiodconcentratingonthesemi-urbanareasinordertofulfiltheaimsofthemillenniuminpoorerregions.Thisisgoingtotakeplaceinasomewhatchangedform,namelyinjointventurewiththeIGIPcompany.
ThecurrentsecondphaseoftheSONEBprojectwillofferhelptoSONEBfororganizinganddevel-opingtheteamworkwiththecommunities,i.e.supportexchange,commonconditions,communication,partnership,makingandsupervisingpartnershipcontracts.
Wewillalsogiveahandinanalyticaccountancy,calculationandcostchargingforwater.
Theprojectalsoincludesconsultingfordevelopment,supervisionand
actualizationoftheSONEBdevelop-mentplan/businessplanandtoolandperformancemonitoring,i.e.introducingperformanceindicators,afinancingplanandacontractbetweenSONEBandthegovernmentofBenin.
Humanresourcemanagementisalsopartoftheprojectthatmeanssystemperformanceevaluationofthepersonalperformance,organiza-tiondevelopment,managementcontracts,careermanagementsystemandsupportofanewtrainingcentreforwaterprofessions.
DorschInternationalwillalsohelptoplanandprogrammeinvestmentsincooperationwiththecommunities.
Inaddition,wewillsupportstafftraining,forexampletrainingforclientmanagement,accountancy,watertariffsandperformancemanagement.
Alloftheseaspectswillcontributetothefulfilmentoftheurbanwatersupplystrategy2006/20�5.

Atthesametimetheirfrequencyhasalsoincreased,causinghighloadsinshortburstsforthedrainingsystems.
Therefore,itisimportantforeverynetworkoperatortoknowthehydrauliccapacitiesandunderdimensionsoftheirsurfacedrainingsystems.
Complexrainwaterdrainsystemscanbemodelled,simulatedwithvariousrainloadsandanalysedbyup-to-datehydraulicsoftware.
InRostock-WarnemündetheEUROWASSERNordGmbH,whooperatetheplantsoftheWarnowWaterandSewageAssociation,assignedusthemodellingoftheexistingurbanrainwatercanalsystemonasectionof9.5kmatfirst,consistingof�70reachesincludingshaftbuildingsandthecorrespondingdrainingditches.
Inthemodelweintegratedtheindividuallocalaspectslikemodelrain,fallsofground,infiltrationrates,waterlevelsofdrainingditchesandmanymoreparametersintothecalculations.
Afteranalysingthesurfacedrainageforthespecialbasinswithdifferentmodelraindownfallswewereabletohydrodynamicallysimulatetheexistingdrainagenetworkintermsofhydrauliccapacityutilisation,backwaterandoverflow.
ThecanalnetworkcalculationfortheWarnemündesectionwascarriedoutwiththeBaSYSHydroCADsoftware.

ThisDorschGruppesoftware,whichhasbeenespeciallydevelopedforcanalnetworkcalculations,isdistributedbytheBarthauerSoftwareCompany.
Asaresult,wepresentedreach-specificresultstothenetworkoperatorconcerningcapacityutilisation,waterlevelandflowvelocityofeachreach.
Inordertovisualizetheseresultsweproducedlongitudinalcutsandbackwaterplansofthereachlegs.
Alongsidetheanalysisofthestatusquowealsomadefirstattemptsofrainwaternetworkoptimisations.
Bymeansofcanalnetworkcalculations,weakpointsofnetworkscanbedetectedandsolutionsfoundbysimulations.
Thus,itispossibletofindcalculatedsolutions,forinstance,bygraduallyadjustingthenominalwidthsofoverloadedreachesinordertoavoidoverflowsintheanalysednetworkduringsimulatedheavyraindownfalls.
Inaddition,furtheroptimizationcanbeimplementedtoabolishhydraulicnarrowsinthenetwork,forexamplebyfloodretentionsandnetworkdisconnections.

New Construction of theSubstitutional Neumühl Weir
AftertheGermanConstructionContractProcedureshadbeenfulfilled,theworksforthereplacementnewconstructionoftheNeumühlweirhavebeeninprocesssinceMarch�0th,20�2.
TheplanningassignedbytheEnvironment,HealthandConsumerProtectionAuthorityofBrandenburg(formerFederalEnvironmentAuthorityBrandenburg)hadalreadystartedwithavariantsstudy�0yearsago.
The Planning Team
TheassignedcompanyfortheplanningserviceswasBDCDorschConsult.ThespecialisedplanningofweirgatesandtheircontrolwasperformedbyDr.Schipple&PartnersfromHannover.FrantzLandschafts-planungfromSenftenbergsupervisedtheenvironmentprotectionaspectsoftheplanning.TheGSEEngineeringAssociationfromBerlinandthebuildingagencyoftheawarding
authoritycontrolledthestaticandtechnicalcalculationsfortheplannedplant.
Innumerousconsultingandagreementsessions,whichtookplaceespeciallywiththespecialistsfromtheNatureConservationAuthorityandtheWaterAuthorityoftheElbe-Elsterdistrict,wedevelopedsolutionsforthissensitivelocationintheFlora-Fauna-Habitatarea“MittellaufderSchwarzenElster”whicharecompatiblewiththeconservationanddevelopmentaimsoftheconservationarea.
The Construction Works
STRABAGCONSORTIUM,GroupLübben,startedtheconstructionworksinJuly2009.Theyconstructedanupstreamfishmigrationstructureintheweirplantasroughrampwithbasinstructure,aparallelbenchingforottersandbeaversandaguidingfencetotheotterpipe.
Bymeansofthefishrampthelocationisnowecologicallyintegratedandtraversableforfish
andmicrobes.EspeciallythesalmoncomingbackfromtheAtlanticarenowabletoascendbythisstructure.
Thesupervisionoftheworkswasconductedbytheconsultants,theawardingauthorityanditsbuildingagencycooperatingcloselywiththeauthoritiesoftheElbe-Elsterdistrict.
Thenewconstructionwasbuiltasentirelyseparatehalfframereinforcedconcretestructureinabuildingpitofsteelsheetpilingapprox.45metresdownstreamfromtheformerplant.Thus,theroadbridgeandtheweircouldbelocallyseparatedandatthesametimecomplywiththeauthorities’responsibilityformaintenanceandoperationofthetwostructures.
The Construction Periods
Theconstructionofthenewweirplanttookplaceintwoconstructionperiods.Inthefirstone,therightandmiddleweirfieldsandthejunctionareaforthesecondperiodwereconstructed.Inthattimethewaterflowedintheremainingflowcross

sectionleftofthebuildingpit,whichwasreinforcedwitharmourstonesinordertoholdtheincreasedflowvelocities.
Inthesecondperiodthebuildingpitforthethirdweirfieldandthefishrampwasconstructedand,then,thewaterflowwasdirectedthroughthealreadyfinishedweirfields.
Thenewweirconsistsof�weirfieldswith9mflow-throughwidtheach,a4mbroadfishrampwith6stonebarsandabenchingasrouteforottersandbeavers.Electricallycontrollabledoublefloodgatesfunctionasweirgates.
Thistypeofgatingoptimallyallowsforthetasksoftheweirplant.WhenthereareloweffluentstheSchwarzeElsterisdammedinordertosecurethewatersupplyoftheupstreamcatchmentareatoBadLiebenwerda,todirectenoughwatertotheoff-branchingMühlgraben,andtoenabletheoperationofthewaterwheelatthetechnicalmonument.
Flood Events
Thecontrollabilityoftheweirgatesallowsforthedoublefloodgatestobepulledentirelyupincaseofhighwaterevents.
Thus,theentireflowcrosssectionoftheweirfieldsisdeblockedsothatthefloodwatercandrainwithoutdamages.Astherewereextremeeventsofflood,theestimatedwaterlevelfortheconstructionperiodwasexceededbya�0-year-flood,andthebuildingpithadtobefloodedmanytimesforsecurityreasonsinthesecondconstructionperiod.Thefloodsalsocausedthedelayoftheplannedconstructionperiod.
Theupstreamanddownstreamwaterlevelsatthelocationaredigitallyrecordedbygaugewells.Onthisbasisthedamobjective(upstreamlevel)iscontrolledbymeansoftheweirgates.
Technical Equipment
Alltheelectricalandremotecontroltechnicalequipmentislocatedinanewcontrolbuilding.Fromtwocontrolgirderstheweirgatescanbecontrolledandmaintained.
Incaseofrevision,whenoneoftheweirfieldshastobedriedforrepair,thesegirdersserveasupperbeareroftheemergencyshut-offneedles(pipewithadiameterofapprox.20cm)bysettingthemuprightovertheentirewidthoftheweirfield.
Thelowerbearersfortheneedlesconsistofacavityinthesoil.Theareabetweenbothneedlerowswillbepumpeddry.Thewateroverpressurehastheneedlespresstogetherandthusserveassealingwall.
Financing
MoneyfromtheEuropeanFondforDevelopmentoftheAgriculturalAreaswasprovidedfortheproject,co-financedbytheFederalStateBrandenburgandtheGermanFederation.
2.67millionEuroswereinvestedfortheproject.
Documentation and Evaluation of Engineering Structures in the Urban Area of the Hanseatic City of Rostock
BDChasbeenassignedthedocumen-tationandevaluationofengineeringstructuresfortheNewCommunalBudgetandAccountancyProgramme(“NKHR“)oftheCivilandHarbourEngineeringAuthorityoftheHanseaticCityofRostock.
Theaimwastofulfiltherequire-mentsofthedouble-entryaccountingsystem,whichhasbeenintroducedarea-wideonthemunicipallevelbyJan�st,20�2.
Theobjectiveofthedouble-entryaccountingisthecompletedocumen-tationofthecommunalassetsonthebasisofthehistoricalacquisitionvalues.
Ifthesearenotavailablesubstitutionvaluesaretobefoundbymeansofnationwideconsistentcalculationmethods,whichthenrepresentnotionalacquisitioncostsaswellasconstructioncosts.
Fortheaccountingoftheassetvaluestheamortisationcosts,whichalsohadtobere-determined,hadtobesubtractedfromthesecosts.

Therefore,theBDCconductedmaininspectionsforengineeringstructuresaccordingtoDIN�076for��culverts.
ThelargestpartsofthesewerecamerasurveysandculvertcleaningscoordinatedbyandassignedtoBDC.
ThemaintaskofBDCwastodocumentandevaluate65bridgesfrom5mto�55mlong,fivenoiseprotectionwallsandtwelveretainingwallsintheurbanareaofRostock.
Inordertoevaluatetheengineeringstructureswehadto:• doafileresearch/inspectionofthe
engineeringstructureaccounts• investigatetheaccounting-relevant
engineeringstructuredata• evaluatetheinspectionreportsof
earlierstructuralinspections• determinetheconditionofthe
structurebyon-siteinspection.
Onthebasisofthecollecteddataweinvestigatedthegeneralproductioncostsandcalculatedthenotionalproductioncosts.Generally,thesubstitutionvaluemethodwasusedforstructureswhichcouldbeaccessedinanextensivedatabaseinMecklenburg-WestPomerania.
Forthecalculationoftheage-andcondition-relatedamortisationwereliedonnumerousspecificvaluesliketheconditionratingofthelastofficialmaininspection,and(mostlyconstructionpart-related)visualestimations,usingapre-defineddistributionkey.
Inthecourseofacontractextensionwewerealsoassignedthedocumen-tationofnumerousculvertswithnominaldiametersfrom0.4mupto�.60m.
Thatwasachallengingpartoftheprojectwithlaboriouson-siteresearch,astherewasverylittlearchivematerialtobefoundandthelocationsofthemostlyveryoldculvertstructureswereonlyvaguelydescribed.
Wefinallymanagedtolocalize,documentandevaluate82ofthe90estimatedculvertsintheurbanarea.
