Bovis Development - S106 agreementAssociated with any substantial development the developer is required to enterinto an S106 agreement. It defines the level of funding the developer must maketo council bodies to allow them to provide the infrastructure (extra school places,leisure facilities etc) to support the influx of population. It also defines theproportion and price of “affordable” houses in the development. - In this case35% of the total at 80% of market value. It also covers details of public spaces,play areas and design and construction constraints.

I calculate that the village will receive a sum of around £260000 for the provisionof sport and leisure facilities. I understand that the Parish council intend to usesome of the monies to purchase the freehold for the recreation ground and are indiscussion with other bodies in the village regarding the allocation of theremainder.

Chafor Wine Estate have just scooped the Food & Drink Producer of the Year Award, in theBerkshire and Buckinghamshire Life Food & Drink Awards 2015. The judge, Jo Fielderremarked: Tim Chafor, has planted a vineyard from scratch, taught himself everything he knowsand is the most dedicated producer I’ve met. He works 24/7 making sure that his grapesproduce the best possible wine and it is delicious. He does this sustainably, sells mainly into hislocality, hosts events for the locals and markets his product with provenance really well. Heeven has an alarm system on his phone which tells him if there is a frost approaching so he cango down to the vineyard at the dead of night and light 400 massive candles to warm the vines!


Tingewick WalkersThe November walk took place at Stoke Bruerne in Northamptonshire. Having parked atThe Navigation and ordered lunch, the walkers started out along the canal but quicklydiverged on to pavements. A decision had been made not to go the muddy route, so at thebeginning there was about a mile of roadwalking. This was not a problem as the trafficwas light and eventually a narrow countrylane was reached, which in turn led on toarable fields. Here the walking was easy andmuch speculation went on as to what wasbeing grown over the vast expanse of land.No conclusion was reached. The last part ofthe journey was back along the canal.Everyone enjoyed the pub lunch, with theirspecial offers of the day at £10 for two, whatbetter way to finish a healthy exercise?

A brief history of TingewickThe population of the village has fluctuated over the years for various reasons. Records over theyears show – 1841 = 911, 1891 = 714, 1931 = 566, 1951 = 1,297, 1961 = 755, 1971 = 765. Therise in 1951 is accounted for with the inclusion of personnel at Grove Hill army camp and R.A.F.Finmere. The decrease in 1961 is due to the closure of R.A.F. Finmere. Numbers given includeLittle Tingewick.The number of properties has, of course, increased considerably over the years and with theadvent of the by-pass, Tingewick is now a very desirable place to live and properties have beenbuilt in numerous spaces all over the village. 1871 = 229 dwellings, 1971 = 300+ dwellings and2002 = 760.The by-pass cost £13.5million. It has 2 bridges, 1 underpass and has 7.3 miles of dualcarriageway. During the building, 500,000 cubic metres of earth were removed. Around 135,000cubic metres were transported to the A421 between Great Horwood and Whaddon crossroads tobe used to re-shape local land. The remaining earth went to licensed tips and was used to buildembankments and landscaped areas.When King George VI died, Princess Elizabeth became Queen and Buckingham Street residentsheld a meeting and decided to have a street party to celebrate the coronation . All householdspaid weekly to cover the costs. The date of the party was the 1st or 2nd Saturday in June 1953. Itwas a lovely day. All people that could, prepared the tables. Ladies were busy sandwich making and cakes were made. Before that, a Queen had been chosen. She and her attendants wereparaded along the street and back in her wooden chariot. There was singing and races for all thechildren. It was a very successful party.These articles were originally produced by the Historical Society. Elderly Targeted by Fake Police OfficersThere has been a recent series of incidents whereby fraudsters either phone or attend the home address ofelderly members of the public, claiming to be police officers.The fake officer/s will claim that they are investigating a fraud which they believe the elderly person to be avictim of. The fake officer/s will then request the bank cards and personal identification numbers (PIN) ofthe victim and claim these are needed for investigation purposes. If the first contact was made by a phonecall, the fake officer/s will tell the victim that someone will be over to collect the evidence. In one case thevictim was instructed to attend their local bank and withdraw all of the money from their account. Thesuspect was left alone in the victim’s house whilst the victim carried out the instructions.Protect Yourself - Before letting anyone into your home who claims to be from any law enforcementagency, ask to see their identity card and check it by calling 101. Ask if they can attend at a pre-arrangedtime when a family member or friend can also be present. If you receive a phone call from a police officer,ask for their name and force and tell them you will call them back. Wait a few minutes and then use 101 tocall them back through their force’s switchboard and verify their identity. The Police will never ask for yourPIN or passwords. Do not give this information to anyone. The Police will never request that youwithdraw/transfer any money to them.

Protect yourself from Bogus Electrical WebsitesFraudsters have set up a high specification website template advertising various electrical goods anddomestic appliances. These goods are below market value and do not exist. The fraudsters will request yourcard details via the website; however the purchaser will then receive an email stating the payment failed andthey must pay via bank transfer.The fraudsters entice the purchaser and reassure them it is a legitimate purchase by using the widelyrecognised Trusted Shop Trustmark. The fraudsters are using the Trustmark fraudulently and have not beencertified by Trusted Shops and therefore the purchaser is not covered by the Trusted Shop money-backguarantee.Protect yourself - Check the authenticity of the websites before making any purchases. Conduct a ‘who is’search on the website which will identify when the website has been created, be wary of newly formeddomains. You can conduct this search using the following website - https://who.is/Carry out online research in relation to the website, company name and the business address provided toidentify any poor feedback or possible irregularities. Check the Trusted Shops Facebook page wherewarnings about websites using their Trustmark are published. If you are in doubt about the legitimacy of aTrustmark then you can contact Trusted Shops on 0203 364 5906 or by email [email protected] will confirm whether they have certified that website.Payments made via bank transfer are not protected should you not recieved the item. Therefore always try tomake the payment via PayPal or a credit card where you have some payment cover should you not receiveyour product. If the item advertised seems too good to be true, then it probably is.

Restorative Justice available to victims of crime across Thames ValleyVictims in the Thames Valley are among the first in England to be able to routinely ask for the opportunityto open up communication with their offenders.The Office of the Police and Crime Commissioner (OPCC) has commissioned Thames Valley RestorativeJustice Service (TVRJS) to provide Victim-Initiated Restorative Justice (RJ) across Oxfordshire,Buckinghamshire and Berkshire.


International Restorative Justice Week was in December and the OPCC worked with TVRJS to promotethe service and raise awareness of the benefits of RJ. RJ is the process of bringing together those affectedby crime with those responsible, to help repair the harm and agree a positive way forward. The process canhelp empower victims by having their voice heard, as well as helping perpetrators to face up to theconsequences of their actions.The Victim-Initiated service gives victims the opportunity to request RJ themselves, during any stage ofthe criminal justice process, or even if they haven’t reported to the police.Victims who have taken part in RJ have said:“It has given me back the key to my life”“There is nothing now that I cannot face or conquer”“RJ helps you to face the problem you’ve feared”Anthony Stansfeld, Police and Crime Commissioner for Thames Valley said: 'RJ has proven to bring manybenefits in aiding the recovery of victims of crime, and I have heard firsthand from victims the impact ithas had in providing closure. The Pub LunchReally delicious food, great value - and theopportunity to meet new friends - are all onoffer at the pub lunch.

The Christmas lunch was (as usual!) a veryspecial meal. Beautifully cooked turkey andpork and all the trimmings, Christmaspudding and crackers as we have come toexpect - but the roast chestnuts were anunexpected bonus.

As a thank you for all the great food we havehad all year Rosemary presented Sandra andTony with some thank you gifts.

Lunches are on the 3rd Tuesday of every month. The next pub lunchis on Tuesday the 19th January at 12:30. Home cooked ham, freshmashed potato and baked beans, or scampi chips and salad are onoffer. Pond NewsWell, a lot has happened since the last pond news. Firstly thoughwe’d like to thank several people, Mrs B for looking after us sowell this last couple of years or so and Anne her neighbour too!Nick who must have brought us nearly 20 bags of food in the pastfew months, we’d be very hungry ducks without him and Matildaof Main Street who looked after us for 2 weeks when our newKeeper Chris was away.As I said a lot has happened recently, Chris has been busy repairing, rebuilding and even refelting the roof on the pens so they’re ready for ducklings. He even found time for a fresh coatof paint on everything too. We must Thank Ed for donating the roofing felt as well.Unfortunately the Fox paid us a visit in October and we lost a small black duck but thankfullyeveryone else managed to keep clear.You’ve probably noticed how most evening we like to waddle across the road and root aroundon the grass, if you all could remind people driving down the near the pond that we’re not so“street wise” - in fact sometimes the road looks like a good place to have a rest! 152 Matters arising for information and reports onlyItem 88 - School Playground Surface - The school has been advised that Wicksteadconsider the playground surface to be safe.Item 101 - Cllr Smith and Cllr Roy attended a Village Hall Committee Meeting to discussthe use of s106 funding. It was agreed that the Village Hall Committee will confirm aproposal.Item 145 - The Christmas tree has been purchased and decorated. Thanks extended toMr Maxwell for his assistance with the tree lights.

Open Forum

Concern raised regarding the proposed development adjoining Field Close. There wereconcerns that the drainage was inadequate and there are traffic/ access issues that mayresult in a cap in the number of houses in the area following the development of FieldClose. The Parish Council has similar concerns regarding traffic, safety and access.Concern was also raised that the current infrastructure was insufficient, particularlytelecommunications/broadband. It was noted that it was unlikely that this is anenforceable requirement on a developer as it is the responsibility of the broadbandprovider however this can be raised in the consultation to the Vale Plan.It was asked whether there could be safety barrier at the end of the Gorrell Lane footpathshould the development proceed. This can be considered should the application moveforward.The Tree Preservation Orders on the various trees in the area of the proposeddevelopment will be respected by developers should the application proceed.


A view was put forward by a resident that the capacity of the culvert is considered to beinadequate. This has been raised with Anglian Water who advise they are limited bystatute as to the size of culvert. Investigations could be made into upstream influx as acontributory factor to the excessive flow of water downstream.

It was confirmed that the Parish Council does not own any potential development land. Itwas suggested that the recent correspondence from Bathurst Partners refers to theRecreation field. Cllr Roy has tried to follow this up but Bathurst Partners provided anincorrect telephone number. The correct number will be provided to Cllr Roy. Action: CllrRoyNB the PC is in the process of purchasing the Recreation field for further development asa major community leisure resource.

A resident is having difficulty obtaining insurance due to flooding. Advice was provided tocontact BCC's Flood Officer to obtain a map confirming that the area is not shown to be aflood risk from rivers. Recent flooding has been due to blocked gullies and culverts whichhave been cleared and are monitored.

155 Planning15/03642/APP-TINGEWICK- The Bungalow, Church Lane (Demolition of a sidegarage to children's nursery and erection of a single story extension). CllrFenemore took no part in the discussion - No objections.15/03672/APP-TINGEWICK- Land off Gorrell Lane (Outline application with ac-cess to be considered and all other matters reserved for 9 dwellings with associatedaccess, marking and landscaping) The Parish Council Objects. on grounds ofincreased traffic flow on the surrounding road network, access for emergencyvehicles, and strain on existing village infrastructure generally15/03560/APP-TINGEWICK-West Well Farm, Barton Road (Demolition of existingsingle storey side extension; two storey front extension and single storey rear ex-tension with lantern roof light. Addition of solar panels to roof and installation of twoair source heat pumps; change of use or land from agricultural use to formextended residential curtilage) - No objections

159 Councillors Reports and Items for Future AgendaStreet LightingThe light to the entrance to the village by the traffic calming measure has been repaired.


Stowe View - further work has been carried out to a faulty light and the voltage to a furtherlight has been upgraded to provide a brighter light.Resident at Stockley's Lane is dissatisfied with the Parish Council's decision not to install afurther street light.An article will be placed in the Tingewick News to explaining how to report faulty streetlights and providing general information.A general inspection of the lights will be undertaken and a priority list be drawn up so thatthe Parish Council can plan accordingly for maintenance and replacement over the comingfinancial periods.Bovis Site lighting - The Parish Council has confirmed its adoption of the lighting at thedevelopment. The Parish Council will ask for a committed sum in respect of futuremaintenance. Advice as to the relevant figure will be obtained by the clerk. Action:ClerkFootpaths and PondNothing to report

Cemetery, Grass Cutting and Special ProjectsNothing to report regarding grass cutting and special projects.It was confirmed that ashes can be scattered or interred but if they are interred theinterment must be carried out by an undertaker.

Playgrounds, Roads and Street FurniturePlaygrounds are all in orderThe gully sucker has recently been active in the village.

Recreation GroundNothing to report

PlanningThere have been no planning decisions regarding the village made since the last meeting.There is a concern that the draft Housing and Planning Bill would impact upon the futureavailability of affordable housing if the provision to allow a 'Right to Buy' is approved. TheParish Council is supportive of affordable housing and would be concerned if it were to bediminished. The Parish Council is accordingly supportive of the Housing Association intheir lobbying against the changing of the definition of affordable housing.

160 Vale of Aylesbury PlanCllr Roy presented a comprehensive overview of the Vale of Aylesbury Local Plan Issuesand Options Consultation Document.Housing Allocations.It was agreed that the response to the consultation questions would be as follows;1 Option A - Sustainable settlements with an extension to Milton Keynes and Bletchley isthe preferred option.2 Other options would require further studies which would delay adoption of the plan andtherefore prolong uncertainty for residents, and those involving intensification would im-pact upon the character of the villages.3 The Parish Council does not support the other stated options.5, 6 and 7 No comment on the Housing and Economic Development Needs Assessment.8 There are no reasons to disagree with the conclusions of the Housing and EmploymentLand Availability Assessment.9 There are no reason to disagree with status of Tingewick as a larger village in terms ofthe criteria adopted by AVDC.Development and Management Policies

161 Street Lighting at Stow ViewThe faulty light has been repaired.A site visit took place to consider the adequacy of lighting in the area. It was noted that itis not feasible to add an additional lamp column. However the wattage of a light in thearea has been improved which has alleviated the problem.

162 Salt Bin at Gorrell CloseIt was agreed that the damage to the current bin be considered along with its relocation soas to best serve the area.

163 CorrespondenceBuckingham and Winslow Citizens Advice Bureau - Request for a donation - It wasproposed that a donation of £50.00 be made on the basis that it is reasonable use of s137given the CAB service provides a valuable service which is available to be used by thevillage residentsProposed: Cllr Swinburne. Seconded: Cllr Hornsey AgreedClean for the Queen' - The Parish Council will express a willingness to engageTraffic speed in Barton Road - Representations have been received from residents thattraffic is driving without due care and consideration for the residents and that speeds areat times inappropriate. A letter will be sent to the landlord of the businesses in the areaasking for their assistance with this matter. Action: Clerk

164 Recreation Ground Report/DevelopmentThe Parish Council is still awaiting the receipt of the first tranche of S106 monies before itcan proceed with the purchase of the recreation field and the development of the area.

165 Date of Next MeetingThe next meeting is to take place on 7th January at 8.00pm in the Village Hall.
