The position of pipelines marked in the GIS drawings, is approximate and not to scale. Manual trial excavation shall be carried out to ascertain the actual location of pipelines, before commencement of work in the area. 2. Full set of original NOC to be available at site all the time. 3. Proposed waterline for the road crossing projects shall be provided by the road contractor as a betterment work under DEWA water supervision and approval. 4. Changing of all existing House Connections to the new network, from the old/ tobe abandoned water lines, must be covered in the present contract and shall be as per the DEWA specs/standard. 5. Shop drawings must be got approved by DEWA, before commencement of work. 6. Consultant / Contractor should submit the crosssection details for any other services crossing the water lines for DEWA approval, well in advance of installing such crossings. 7. The Contractor will be responsible for all the consequences of such damages and the reason that the pipeline is not shown in the NOC will not relieve the Contractor of his responsibility in protecting the existing services. 8. Any existing pipeline located during the construction stage. Excavations shall be noted to DEWA and shall be recorded in the ‘AsBuilt’ drawing. 9. Corridor reserved for water lines shall be left free of other services, even if no pipelines are laid under the scope of this work. In case such services are found laid in our corridor without our prior approval, the same shall be diverted at your cost 10. Wherever the existing water lines are not in the proper corridor, the work of shifting the pipelines to proper corridor must be included in the scope of work of the present contract. The pipeline positions shown in our drawings are indicative only 11. The cost of transferring the existing house connections, necessitated due to cancellation / diversion of existing pipelines will be charged to the Contractor if the work was carried out by DEWA 12. This N.O.C. is valid up to 6 months only from the date of issue. It must be revalidated two weeks before expiring the NOC. 13. Consultant / Contractor are advised to liaise with any Consultant / Contractor who is / will be, engaged with other project of DEWA within the area of subject project, and agree on a schedule to facilitate both Contractors to work simultaneously. The Contractor shall not object to DEWA’s Contractors working within their area. Any delay in releasing the No Objection certificate of work to DEWA will automatically lead to the withdrawal of NOC. 14. We reserve our right to excavate in the area wherever required for any future tapping / maintenance / repair works. Coordination Conditions (Refer to the below mentioned table) 1. The Contractor has to inform, in writing to DEWA, one week before starting any excavation work on the proposed area / Road. 2. Whenever any water pipe line is exposed, the same shall be notified to DEWA and all trial excavation information shall be incorporated in the ‘AsBuilt Drawing. 3. Wherever road cutting is to be carried out, advance intimation of the same shall be given to DEWA so that any road crossing required for our future development, can also be installed at the location. 4. The size of water meter/water connection will be decided only after getting details of daily water requirements/ storage capacity. 5. Consultant / Contractor is fully responsible to take all precautions to ensure utmost safety of DEWA water pipelines. Any damages and / or losses due to damages will be subject to penalty in addition to recovery of compensations, with respect to direct or indirect losses of material / property / personnel etc. 6. In case of breakage/leakage of main pipeline/polyethylene pipe the Contractor has to inform DEWA as soon as possible on Tel. No. 991 (24 Hrs.). The Contractor is not authorized to repair the polyethylene line and isolating DEWA line by closing the valve. Permission and Supervision Conditions 1. The Contractor / Consultant shall submit the proposed detail of protection to be provided for existing pipe under the road for DEWA approval prior to execution of the work 2. Any protection to the proposed services, where it is crossing the existing pipeline viz. precast concrete, protection slab etc., is not acceptable to DEWA, unless our prior approval of the Method Statement is obtained. 3. All the materials related to DEWA water works are subject to DEWA approval before commencement of the water line works. 4. Existing ferrules for which house connection is transferred on to another pipeline shall be traced and shown to DEWA’s representative to ensure that the ferrules are closed permanently. 5. Existing AC pipe crossing under road shall be lowered/ protected according to DEWA Engineer’s approval. 6. Existing valve chambers should not be relocated or raised / lowered as per the proposed final level and offsets without prior approval from DEWA water department. 7. Existing PVC ducts shall be extended outside the proposed construction area under DEWA supervision. Protection and Safety Conditions 1. No heavy machinery or vibrating equipment shall be used near and over the pipeline and adequate safety measure should be taken to avoid any damage to waterline in service along and nearby the activities and Vehicle / machineries movement should not allow close to water line. 2. Vibration must be outside the position of water pipeline. Adequate protection like protection slab etc. to DEWA’s approval shall be prided to pipes wherever necessary at no cost to DEWA. 3. The Contractor shall ascertain exact location and depth of DEWA water mains by manual trial excavation and take all precautionary measures such as sheet piling, shoring, etc., for deep excavation and loose ground strata. If the Contractor is not able to locate any pipeline, our Engineers shall be contacted for assistance. Any damage to our pipeline due to carelessness will be charged as per DEWA’s rules and regulations. 4. The Contractor is to protect and maintain all house connections polyethylene lines located onsite during excavation as per DEWA standards/specs. These polyethylene lines also will be considered as a part of our water system and damage to these lines will be charged according to our regulation. Site Conditions 1. In addition to trial excavation to locate the existing pipes marked in our NOC drawing the Contractor should make more trial trench if required and excavation across the working area in order to ensure that no water pipelines unmarked exists at site.   consequences of such damages and  the  reason  that  the pipeline  is not shown  in  the NOC will not relieve the Contractor of his responsibility in protecting the existing services. 

2. The level of other proposed of other services running parallel to existing water lines, as far as possible, be same as, or deeper than the invert level of DEWA existing pipeline. 

3. Maximum allowable period  is 7 days to  flush the pipeline  for bacteriological test  from the date of passing  the  chlorination  test and 7 days  for  commissioning  the pipeline  from  the date of passing bacteriological test. 

4. DEWA recommends Sodium Hydrochloride as the chemical for the disinfectant for pipelines.  It is easy to mix and liter to cubic meter of water gives and advised dose of 50PPM.  A prior approval from DEWA is required if any chemicals are using for the same purpose. 

5. For existing distribution pipe, the maximum cover allowable is 1.5 m from the finished road level and the min. is 1 meter. 

6. A minimum cover of 1.00 m for pipes <300 mm dia and 1.5 m for pipes >300mm dia should be kept constantly from top of pipe to the finished road level.  The maximum cover allowed is 1.5 m and 2.0 m respectively for the said pipeline.  If ground is undulating, levels of pipe are to be decided at site, in coordination with DEWA. 

7. No pipeline shall be left to run under asphalt road / parking.  Wherever the existing pipeline falls within the proposed asphalt road/paving, the same shall be re‐located in proper corridor.      Note: Completion Certificate may not be issued, if above conditions are not fulfilled.     

               

     

   

8. Existing  house  connection  crossing  under  the  new  road  /  parking  shall  be  upgraded  to  ‘DEWA’ standards, specifications and be protected by PVC Ducts, at project cost, which shall not be recharged to DEWA. 

9. For any other proposed services is crossing to the water line, it shall be ensured that the socket on the water pipeline is not situated over the proposed services.  Failure to comply with the same will result in charges being levied for relaying the other services. 

10. Plantation, street light pole, fence posts, crash barrier and road sign boards etc., should not be erected on top of the existing pipelines / in designated pipeline corridor. 

11. Existing valve chamber should be accessible at all times and should not be buried during construction activity.  Any valve chamber if found buried, during construction or at later stage, will be exposed by DEWA and the cover level will be adjusted to match with the ground level and the cost of these works will be debited to concerned Authority. 

12. Any temporary diversion or  isolation of pipelines carried out for temporary road/services diversion shall be reinstated to its original position / in allotted corridor. 

13. No structures like other services manholes, soak away pits gullies etc., should be constructed over the pipelines. 

14. Existing chambers located in parking areas shall be relocated outside parking and, in case where this re‐location is not possible due to site conditions, the same shall be brought to the attention of DEWA (WD) Engineer and necessary protections / barriers should be provided for these chambers to prevent any vehicles parking over them.

 During the course of works if damages are caused to DEWA services, the concerned contractor will be liable for action as per Law No. 6/2015 Government of Dubai concerning “Protection of the General Network of Electricity and Water Services”. The concerned contractor should take extreme care & ensure safety of  the  services  to  avoid any  consequential punitive action.  It  is obligatory  that  the  contractor  immediately  informs our Complaints  Section on Tel.No.991 of any damages, suspect or actual.
