The global rental industry report, recently published by market research and forecasting company Off-Highway Research (OHR), shows that revenues for the world’s 100 largest rental companies, as recorded in IRN’s annual IRN100 league table, have more than doubled in the past 10 years. And even taking into account the impacts of Covid-19, OHR forecasts revenues for the IRN100 will rise to �75 billion by 2024. Looking specifically at global equipment sales, OHR believes the impact of the pandemic will be significantly softened by stimulus spending in China, which is expected to lift the market by 14% to take sales in the country to their highest since the previous stimulus boom in 2010/11. In the US, the Associated Builders and Contractors’ (ABC) Construction Backlog Indicator has shown clear signs of recovery since the peak of the pandemic, with backlog and confidence indices both increasing in August. Meanwhile, the latest forecasts published by the European Rental Association (ERA) suggest that rental markets across Europe will rebound in 2021, following the steep drops seen in 2020. End user demand is holding up in many markets and although capex will be down this year, it will recover. Rental companies will need to replace old equipment and meet the growth in demand for rental that is expected to come in the wake of the crisis as companies shift away from the ownership model.

Although the sentiment within the European rental market remains positive on balance, companies are feeling more cautious about
the future. The downward trend in the RentalTracker since the first quarter of 2017 has continued into the third quarter of 2019, with the balance figure for current business conditions dipping to its lowest level since early 2016.
In their comments, respondents made reference to economic headwinds and the ongoing uncertainty surrounding Brexit, as well as downward pressure on rental rates.
The ‘balance’ figure recorded for each question in
questions in the survey for the third quarter of 2019 has generally reflected a shift away from positive and towards negative responses, as opposed to a shift towards the middle ground where respondents give a neutral answer.
Current business conditionsThis is true for business conditions now. Across Europe as a whole, 38% of respondents said they felt current market conditions were improving, which is down from the 44% recorded in the first quarter of the year. This positive response was counterbalanced by 18% of respondents who saw a deterioration – compared to 12% in the previous survey – giving a balance of 20%. This is a significant drop from the balance of 32% recorded in the Q1 2019 ERA/IRN RentalTracker.
It is worth noting that the survey response rate has remained relatively strong, with more than 115 respondents in the third quarter. (IRN thanks the various rental associations in Europe for their help in distributing the survey.)
Breaking it down by country, the sentiment in Spain is the most positive, with 52% of rental companies enjoying improving conditions and 45% experiencing a stable market; just 3% of the Spanish respondents are seeing a deterioration in market conditions – on a good sample number.
However, this compares with 67% of respondents in the previous RentalTracker saying conditions had improved for the first quarter of 2019, and none reporting a deterioration. It should be taken into consideration that the market is recovering from a low base following the financial crisis.
The next most positive market is France, with 31% of firms reporting improved market conditions and 63% saying there was no change. Just 6% of French respondents – again on a good sample number – said conditions were deteriorating.
These figures reflect a shift to the middle ground among French companies, with a greater proportion of respondents reporting stable conditions compared to the previous survey in the first quarter, when 42% said conditions were improving, 12% saw a decline, and 46% reported that the market remained steady.
In the UK and Ireland, the scales have shifted as the Brexit saga continues. Whereas the sentiment had remained positive up until the last survey, when 45% of respondents were enjoying buoyant market conditions and no one was suffering a fall in business, this time around 43% reported a decline in business conditions and just 14% said the market was improving. Though, it should be noted that the sample size was small.
Meanwhile, in Germany and Italy the responses were fairly evenly split – though, again, the sample sizes were small. Of the Italian respondents, 50% said conditions were improving while the other half said conditions were deteriorating, and none said the market was stable. 25% of German companies reported an improvement and 37% saw a decline in business, while 38% said conditions were stable.
Multinationals appear to have been feeling the pinch more than their smaller or national competitors, with half of the respondents reporting a decline in activity, compared to 33% who said conditions had improved. And in Russia, the sentiment is more negative, with half of the

respondents saying conditions had deteriorated and the other half experiencing no change; none of the Russian respondents saw an increase in activity.
The perceived slowing of the market is mirrored by the general perception of lower year-on-year growth, when comparing the third quarter of 2019 with the equivalent period in 2018.
Taking Europe as a whole, 47% reported year-on-year growth, representing a drop from the 52% recorded in the previous RentalTracker six months ago. Also, the overall balance figure for year-on-year growth came to 36%, which is below the 42% recorded in the first quarter of 2019 and continues the downward movement since the record
