Greetings 5M5 Lions, This issue of the Informer is dedi-

cated to the upcoming Midwinter

Convention to be held on January 11

-13, 2013 at the Bloomington

Doubletree Hotel. Plans for the con-

vention are progressing smoothly.

Joe Al Picone and his wife, Lion

Merle, from Texas. I've had the

pleasure of visiting with ID Joe and

Merle three times in the past nine

months. District 5M5 is quite fortu-

nate as ID Joe is a terrific speaker

with a stimulating message for our

members.

I'm also pleased to announce that the

Hamel Lions Club has arranged for

the Zuhrah Shriners Flames Orches-

tra to perform for us on Saturday

evening following the Awards Ban-

quet. The Flames will perform from

8 PM to 11 PM in the courtyard next

to the pool and our hospitality

rooms. So even if you do not plan

on attending the banquet, please

come for the entertainment. Remem-

ber that our hospitality rooms will

be judged on both Friday and Satur-

day nights this year. The 17-piece

Flames Orchestra is known for their

swing renditions of Glenn Miller,

Tommy Dorsey, Benny Goodman,

and other popular bands. I've en-

couraged them to add some German

themed songs to their repertoire as

well.

Has your club begun to consider your contri-

butions to the “Parade of Green”?

Each month this year, I have been writing about

International President Wayne Madden’s Global

Service Action programs and initiatives including

the Reading Action Program. Has your club

started a Reading Action Program for your com-

munity or schools? The Hennepin County Library

Foundation has given the 5M5 Lions Clubs three

interesting ways to participate. See the flyer in

this issue for additional details. We have an All

Zone meeting on Monday, November 12. Club

officers, please be prepared to tell the zone meet-

ing participants what your club is doing for the

Reading Action Program. Also remember that De-

cember / January Global Service Action program

is “Relieving the Hunger!!”. Let's do our best to

help our food shelves with cash and food dona-

tions.

Lion Lucia and I would like to wish all of our

5M5 friends a Happy Thanksgiving. We count

Greetings fellow Lions,

The Mid-Winter Conven-tion is just around the

corner and we are looking

forward to having a won-derful time. There is so

much to take in and en-joy I hope all of you are

planning to make it to Bloomington to celebrate

your Lions District. There will be the Friday and Saturday eve-

ning Hospitality Rooms but this year there is

a little twist…J We invite all of you upon ar-

rival at the convention to stop by and pick

up your “PASSPORT TO HOSPITALITY” - you

will need this card to travel around the Hos-

pitality Rooms and get your “stamp” for

each room you visit. There will also be a

“secret Hospitality Room” stamp that you

will need to have on your passport to be eli-

gible for a drawing. (The secret will not be

divulged under any circumstances!) We will

continue to update you with more informa-

tion as we get closer to the convention.

JOE AL PICONE

INTERNATIONAL DIREC-

TOR Joe Al Picone, from Brenham,

Texas USA, was elected to serve a

two-year term as a director of The

International Association of Lions

Clubs at the association’s 94th In-

ternational Convention, held in Seattle, Washington,

USA, July 4-8, 2011.

Director Picone is the President and CEO of the Blinn

College Foundation.

A member of the Brenham Evening Lions Club, and a

Lion since 1966, he has held many offices within the as-

sociation, including club president, district governor,

council chair, state membership chair and state Campus

Club chair. He also served as a member of the host com-

mittee for the Ft. Worth, Texas Forum, chair of the

Texas Lions Long-Range Planning Committee, chair of

the Texas Lions Camp by-laws committee and president

of the Past District Governors Association.

In recognition of his service to the association, he has

received numerous awards including the 100% District

Governor Award, Harry Reasonover Award, two Inter-

national President’s Certificates of Appreciation, two

International President’s medals, an International Presi-

dent’s Leadership Award, the Supreme Extension

Award, an International Key Award and the Ambassador

of Goodwill Award, the highest honor the association

gives to its members. He was also inducted into the

Texas Lions Hall of Fame and is a Progressive Melvin

Jones Fellow.

In addition to his Lions activities, Director Picone is ac-

tive in numerous professional and community organiza-

tions, including serving as chair of a city Planning and

Zoning Commission. He has also served as president of

the Board of City Development, the Washington County

Chamber of Commerce and local March of Dimes and

United Way organizations. He was inducted into the

Brenham High School Hall of Fame and the Blinn Col-

lege Hall of Fame. He has received numerous honors,

including the Washington County Man of the Year

Award and being named to the Phi Theta Kappa Interna-

tional Hall of Honor and the Brenham Maifest Hall of

Fame.

Director Picone and his wife, Merle, also a Lion, have

two sons and one granddaughter.

I am very proud to announce that the 5M Pin

Traders have a set of 5 school house pins for

sale with ALL the profits going to the LITPC

Scholarship Fund.

The pins are showing schools in 5 different

counties in the State of Minnesota.

Holdingford, MN, Ramsey County, MN, Ottertail

County, MN, Washington County, MN, and Blue

Earth County, MN.

The Lions International Pin Trading Club (LITPC)

started a Scholarship Program last year and

awarded 1 - $2,500 Scholarship to a graduating

senior who was the child or grandchild of a Lion

or mem-ber of a Leo Club.

The most important aspect of the youth scholar-

ship pro-gram is to help a young per-son pursue

his/her education and follow their dreams.

The LITPC and the 5M Pin Traders Club take

GREAT pride in that we are Lions first and pin

traders second and "WE SERVE".

The cost of this 5 pin set is $15 plus $3 postage

and han-dling or $15 if no post-age/handling is

Mid-Winter Convention Rules

Proposed Rules for the 5M-5 Mid-Winter Convention

Rule #1 All business shall be conducted or dealt with strictly in accordance with the order of business as out-

lined in the official convention program.

Rule #2 The rules of procedure or any deviation therefore shall not be suspended, added to, or amended except

by a two thirds affirmative vote of the certified delegates present at any session.

Rule #3 Proposed resolutions may not be read from the floor. All non-operating resolutions must be typewritten

and delivered to the Chairman of the Resolutions committee no later than 9:00 AM Saturday.

Rule #4 Regarding speakers, no person exclusive of those who have been assigned set speeches and discussions

shall be allowed to speak more than three (3) minutes on any subject without the consent of the conven-

tion. The number of speakers shall be limited to 3 pro and 3 con.

Rule #5 Any Lion may speak at the convention.

Rule #6 All voting shall be done by certified delegates by showing their delegate cards. All voting for District

Governor, 1st Vice District Governor and 2nd Vice District Governor shall be done by certified delegates

using paper ballots.

Rule #7 All new business shall be considered only at the conclusion of the business schedule for each session.

Rule #8 In the event of a dispute on matters before this convention the ruling of the Parliamentarian shall be fi-

nal.

Rule #9 Robert’s Rules of Order, most recently revised shall govern the convention except where they conflict

with Rules 1 through 8 of this report.

Rule #10 All hospitality rooms shall be closed during the Memorial Service, the Business Session and the semi-

nars.

Rule #11 For District Governor – there shall be a nomination and seconding – the candidate shall have five (5)

minutes to tell about themselves.

Rule #12 For First Vice District Governor – there shall be a nomination and seconding – the candidate shall have

five (5) minutes to tell about themselves.

Rule #13 For Second Vice District Governor – there shall be a nomination and seconding – the candidate shall

have five (5) minutes to tell about themselves.

Rule #14 No demonstration for a single candidate shall exceed five (5) minutes.

Camp Needlepoint for children with Diabetes is conducted for two

weeks each August — in conjunction with the American Diabetes Asso-

ciation of Minnesota — serving over 375 youth with resident camp and

Lions Clubs International Foundation provides money and services

throughout the world such as fighting river blindness in remote regions

of the world, providing seed money for Diabetes programs, relief for

natural disasters, and for national emergencies such as the World Trade
