The conference will be held in English and Spanish. Simultaneous translation will be available for the entire conference.
Meals and social events
Lunch: Lunch for all participants will be offered during the conferences. Evening: There will be a cocktail offered by CAF – Latin-American Development Bank on October 31st. City Tour: The City Tour will be held on November 2nd. Spouses/partners: There is no programme arranged for participants’ spouses.

Accommodation expenses shall be paid directly by the invitees.

Getting there
Rafael Nuñez International Airport is situated two kilometres north of the city. Transfer to the Hilton Cartagena Hotel is ten kilometres and takes approximately 15 minutes by car.

A taxi station can be found at the Rafael Nuñez International Airport. (USD10 Approx.). For security reasons, we suggest you to take your cab, from a taxi station authorized by the airport authorities.

HISTORYCartagena was founded in 1533 as a small coastal base. Its strategic location and the characteristics of its natural harbor, transformed this city into a thriving sea commerce center, which has positioned Cartagena as one of the richest and most important ports of the New World.
In 1586, the citizens of Cartagena began to build the huge walls of the city. In the early eighteenth century, “La Heróica” (as it is known locally) was considered as an impenetrable city, and is reason why Simón Bolívar, leader of the independence process in Colombia, remained there during the revolution of 1811 against the Spanish.
The last two decades have witnessed its renaissance, and it is now is the most touristic city in Colombia. A growing number of national and international tourists fall in love with its history, its colonial architecture and its people.

Climate
Thanks to its South American location, Cartagena enjoys a mild, tropical climate. The average annual year-round temperature in Cartagena is 88°F (30°C). Humidity here is high with an average annual humidity rate of 90%. Cartagena averages 40 inches of rain a year, with the “high” rainy season being the month of October.

Do bear in mind that these temperatures are averages, and the weather may fluctuate from the normal.

Opening Hours
Cartagena has long opening hours:Shopping centers and department stores open from 10:00 to 22:00 (this may change from one establishment to another). Small shops open their doors at 9:00 until 19:00.
In Cartagena lunch is served from 12:00 until 15:00 and dinner from 19:00 to 22:00. Bars open their doors between 17:00 and 19:00 until 4:00.
Bank hours
Banks open Monday to Friday, from 8:00 until 11:30 and from 14:00 until 16:00. Some banks have extended hours from 17:00 until 19:00, and on Saturday morning.
Currency $
The local currency in Cartagena is the peso (COP; Col$ symbol), but credit cards are accepted (Visa and MasterCard are widely accepted, American Express and Diners Club less so).

Value added tax is charged on most items (10% or 16%).

Voltage: 110-120 Volts
You are advised to check your appliance before travelling to see whether you need a plug adaptor or a voltage transformer. Multi-voltage appliances (laptops, etc.) require a plug adapter. 220-240V appliances require a plug adapter + step-up transformer.
Tipping
Restaurants add a 10% service charge to service bills which is not obligatory. However, it is customary to leave some tip.
Customs
The custom control in Colombia is governed by the Directorate of National Taxes and Customs.
Personal safety for tourists
Most visits to Colombia are trouble free. Cartagena can be safely visited by tourists provided they take basic common-sense precautions.
Immunization
Entering Colombia does not require any form of immunization. For tourists planning to visit jungle regions, yellow fever vaccines are recommended.
