I. INTRODUCTION AND DRAFT PROVISIONAL AGENDA
The 2012–2013 United Nations Commission on Science and Technology for
Development (CSTD) inter-sessional panel is organized by the United Nations
Conference on Trade and Development (UNCTAD) and the Government of Peru. It
will be held at the García Bedoya Building of the Ministry of Foreign Affairs of Peru,
in Lima, Peru, on 7–9 January 2013.
The Draft Provisional Agenda for the 2012–2013 CSTD Inter-Sessional Panel is
included in Annex A.
II. REGISTRATION
All participants must register in advance. Please complete the Registration Form on-
line here. Alternatively, you are also welcome to complete the form provided in
Annex B and send it to the CSTD secretariat by e-mail to [email protected] or by fax
to +41 22 917 00 52.
Early registration is encouraged but all registrations must be received no later than
21 December 2012.

V. ACCOMMODATIONS
Participants are welcome to make reservations at the hotel of their choice. A list of
hotels is contained in Annex D of this Note. Participants are encouraged to make
hotel reservations well in advance.
Hotels might require participants’ credit card information upon booking and require
participants to present their credit cards during check-in to guarantee the booking of
their room and to cover any incidental charges incurred during their stay.
Participants will be responsible for any cancellation fees.
Accommodation rates are exempt from payment of the 18% general sales tax and
subject to the 10% service tax for foreigners, upon presentation of your passport.

VII. OFFICIAL LANGUAGE
English will be the official language for the panel. Additionally, interpretation
services from English to Spanish and from Spanish to English will be provided.

IX. ATTIRE
The dress code for all the meetings is business attire, unless otherwise advised.
Because the inter-sessional panel will take place during the summertime in Lima,
light clothing is sufficient. Those traveling to other cities as part of touristic
programmes are encouraged to consult tour operators on the attire suggested for
each case.
X. COUNTRY GENERAL INFORMATION
a. Climate and weather
The Peruvian capital has a special climate due to the cold Humboldt current that
flows along the coast. January is summertime in Lima, as the summer starts in
December and lasts until late March. Days are very hot while evenings are less warm.
During this season, the temperature varies between 24 °C and 30 °C and light
clothing is sufficient. In general it seldom rains in Lima, so rain attire is not necessary.
Should you travel to other cities as part of touristic programmes, you are advised to
consult the tour operator to learn about the weather conditions in the cities that will
be visited. If you wish to visit the Andes and the rainforest, please note that it will be
the rainy season, although rainfall is usually sporadic.
b. Currency and banking
The national currency in Peru is the Peruvian Nuevo Sol (denoted by S/.). Coins in circulation are in denominations of 10, 20, and 50 céntimos, as well as 1, 2, and 5 Nuevos Soles. Banknotes in circulation are in denominations of 10, 20, 50, 100, and 200 Nuevos Soles.
The exchange rate fluctuates freely, in accordance with market conditions. As of 19 December 2012, one U.S. dollar is equivalent to 2.6 Nuevos Soles. For current exchange rate information, please visit the Web site www.xe.com.
Currency can be exchange without any restrictions, although it is recommended to exchange currency in hotels, banks, and the multiple foreign exchange offices that operate in the city. The majority of commercial establishments generally accept U.S. dollars. Euros can also be exchanged.

Most businesses accept the following credit cards: American Express, Diners Club, MasterCard, and Visa.

c. Taxes and fees
Goods purchased in Peru are subject to a General Sales Tax of 18%. General services
(like restaurant consumption, hotel accommodations, etc.) are taxed at an additional
rate of 10%.
In the past, an airport use tariff was charged when leaving the country via the Jorge
Chávez International Airport. Now this tariff is already included in flight tickets
(except for charter flights).
d. Time
The official local time of Peru is five hours before Greenwich Mean Time (GMT).
e. Electricity and water
In Peru, electricity is 220 V / 60 Hz. Participants are encouraged to bring adapters if required, although in most four and five-star hotels, 110 V outlets are also available.
Tap water is potable but it is not recommended for consumption, so it is suggested
to drink bottled water.
f. Phone services
The country dialing code for Peru is +51 and the city dialing code for Lima is 1.
Please note that participants are responsible for all charges for personal phone calls made in hotel rooms.

The primary mobile phone operators in Peru are Claro, Nextel, and Telefónica del Perú.
g. Business hours
Local banks are open Monday to Friday, from 9:00 a.m. to 6:00 p.m., and on Saturday’s from 9:00 a.m. to 1:00 p.m.
Commercial opening hours (general stores) are Monday to Saturday, from 10:00 a.m. to 9:00 p.m. Shopping malls are also open on Sunday’s.

k. Earthquake safety
Peru is located in a seismic zone where earthquakes occur frequently. Therefore
please observe the following precautions:
When entering premises, identify safety zones (they are designated with signs) and the nearest exit routes
Stay calm Stay away from windows and anything that could fall Do not use elevators for any reason Do not run Stay in designated safety zones

Follow the instructions of the security department of the premises Leave the premises in an orderly manner, following the evacuation signs
which indicate the evacuation direction If possible, carry a flashlight
l. Smoking
Smoking is prohibited in the meeting venue (the García Bedoya Building of the
Ministry of Foreign Affairs of Peru).
Hotels should be consulted directly to determine whether they have smoking
restrictions.
m. Illicit drug trafficking
The illicit sale and trafficking of drugs are severely punishable crimes in Peru.
Do not accept any packages to take on your return trip. If you feel obliged to do so,
open them and carefully examine them. Keep in mind that there are different
methods of carrying drugs, such as embedding them in clothing.

The rapid pace of urbanization in developing countries is a challenge with economic, social and
environmental dimensions. The use of science, technology and innovation (STI) to address this

against natural risks, improved resource efficiency, cost savings and new employment opportunities.
This session examines the potential of STI in key urban sectors such as transport, energy, water,
waste and buildings, and reviews successful cases from cities around the world. It also explores how
STI could be used to maintain the livelihood of peri-urban communities confronted with urbanization.

The CSTD and ECOSOC have noted with concern that there is a growing digital divide in the
availability, affordability, quality of access, and use of broadband, between high income countries
and other regions, with Least Developed Countries and Africa as a continent lagging behind. This
session will examine the current status of the digital divide, new and emerging trends in Internet
broadband, and attempts to increase access and use. It will also explore potential opportunities for
developing countries, addressing barriers and challenges which deserve policy attention.

This discussion will cover key trends and significant activities in implementation and follow-up to the
World Summit on the Information Society (WSIS) which have taken place over the past year,
particularly since the 15th session of the CSTD. This will also provide an opportunity to consider the
United Nations General Assembly resolution on information and communications technologies for
development, the seventh Internet Governance Forum held in Baku, the World Conference on
International Telecommunications, preparations for the ten-year review of WSIS (WSIS+10), including
the meeting to be hosted by UNESCO entitled “Towards Knowledge Societies for Peace and
Sustainable Development,” and other relevant upcoming events such as the World
Telecommunication/Information and Communication Technology Policy Forum.

The 2013 Annual Ministerial review (AMR) of ECOSOC will be on the theme of “Science, technology
and innovation (STI) and culture for sustainable development and the MDGs.” A series of global and
regional preparatory meetings are organised, the outcomes of which will feed into the AMR. This
session will begin with introductory remarks by the Vice-President of ECOSOC from Mexico (TBC),
followed by discussions on key policy messages/recommendations emerging from the previous CSTD
sessions to be delivered to ECOSOC, as well as regional challenges/priorities on the theme.
