A MESSAGE FROM THE MUNICIPAL COUNCILDear citizens,

The town of Danville is following in the footsteps of more than 300 municipalities, which since 1998 have begun collections of organic material. And that number is constantly increasing. Concrete action must be taken by all municipalities to ban organic matter from landfill sites by 2020, in line with Québec’s policy on the management of waste material.

As a stakeholder in the regional county municipality (MRC des Sources), which has declared its commitment to sustainable development through the adoption in 2014 of Agenda 21, the town of Danville wishes to reduce its ecological footprint by ensuring better management of the waste material generated in the area. A number of measures have been put in place to meet the Québec objectives and to emphasise our determination to be a proactive municipality.

Your participation is essential if we are to achieve better management of our waste material and greater control of the associated costs. That is why we would like to invite all of you to collaborate with us, both at home and at your place of work, by changing how you sort your waste material. The recommended methods are of course the use of the green bin for recyclable materials and the brown bin for organic materials. The black bin will thus be reserved for the very small proportion of waste material for which there is no further use. This guide is designed to help you decide the best way of disposing of the different types of waste material that you generate.

The town council is proud to promote the policy of sustainable development by supporting the implementation of best practice in the management of waste material generated by the local population.

THE COMPOSITION OF WASTE MATERIALDid you know that the population of Danville sent an average of 423 kg of waste per capita to landfill in 2014 ? By contrast, several municipalities in the MRC of Coaticook and Memphremagog, which introduced the collection of organic waste a few years ago, have reduced the average yearly quantity of waste buried in landfill to less than 250 kg per inhabitant. According to studies carried out by Recyc-Québec, the general composition of waste material in an average Québec household, excluding material from wastewater treatment systems, is made up of the following percentages:

X 44 % consists of compostable organic materials that can be

diverted from the landfill by using your brown bin or your home composter ;

X 36 % is potentially recyclable material, such as containers and packaging made of paper, cardboard, plastic, glass or metal, which can be recycled via your green bin ;

X 14 % are bulky items that are collected during the biennial collections offered by the municipality or, better still, sent to a recycling facility. Or they are the remains of construction, renovation and demolition (CRD) activity which must be transported to a CRD sorting center to maximize recovery ;

X 3 % are textiles which should be deposited in the appropriate recovery bins to ensure their reuse or their recycling into new materials ;

X 1 % is hazardous household waste (paints, oils, solvents, batteries, etc.) which should be taken to a designated drop-off point ;

X 2 % are other materials which cannot be recycled or re-used, and which constitute the waste to be deposited in the black bin.

COLLECTION CALENDARWASTE – ORGANIC MATERIAL - RECYCLINGA calendar is sent to you each year to identify the days of the various regular and special collections. It is important to keep it for future reference as it informs you about changes in the frequency of collections during the year for waste, organic material, and recycling. The calendar is available at all times at the Town Hall and on the municipal website.

The new integrated collection schedule for 2017 makes it possible to maximize recycling and limit the costs associated with the management of waste material, and is in line with the current practice in many proactive Quebec municipalities. Your contribution to the new collection system for organic material is essential, both from an environmental and economic point of view, because it enables us to improve the management of waste material produced in our area.

Each tonne of organic matter that the brown bin prevents from going to landfill represents a saving of $ 38. This is quite apart from the fact that it gives a second life to such material, in that it will become a useful compost. In addition, each tonne of recovered recyclable material (via the green bin) represents a saving of $ 56.

ORGANIC MATERIAL BROWN BINHOW TO USE THE BROWN BIN ?COMPOSTING METHODOrganic materials are compostable residues which, in the presence of oxygen, are transformed into compost by microorganisms, and can then be used to enrich the soil. This natural process makes it possible to recycle these materials and give them a second life.

THE IMPACT OF BURYING ORGANIC MATERIALThe burial of organic matter pollutes water, air and soil, among other things by its decomposition in the absence of oxygen: this phenomenon produces a biogas which contributes to the greenhouse effect and therefore to climate change. Organic material makes up a significant proportion of the waste that is collected and currently buried, thereby reducing the lifetime of landfills. If we want to limit the creation of new landfill sites, it is up to us to make sure that we prolong as much as possible the lifetime of existing sites.

THE COLLECTION OF ORGANIC MATERIAL AND THE DISTRIBUTION OF BROWN BINS AND KITCHEN BINSThe City of Danville will implement the collection of organic materials in two phases: in spring 2017 for urban areas and in spring 2018 for all rural areas. Each of the households and units in the municipality will receive, free of charge, a brown wheelie bin and a kitchen bin.

X MOVING HOUSE: The brown bin is the property of the city and is assigned to the residence. If you move house, you are not allowed to take it with you.

X BREAKDOWN AND WARRANTY: It is important to report any breakage of your brown bin to the municipality in order to take advantage of the manufacturer’s ten-year warranty. Of course, normal and responsible use is expected. The general maintenance of the brown bin is your responsibility.

X OBLIGATORY USE: It is your responsibility to ensure that your residence has a brown bin for collection. This bin is compulsory for each household and a fine can be imposed in the case of default (municipal by-law).

DISTRIBUTION OF COMPOST TO RESIDENTSStarting in the spring of 2018, the City of Danville will host a day of free bulk compost distribution for residents. This compost will come from the composting platform where your organic matter will be processed. You will thus be able to benefit from the fruit of your collaboration, in making use of the organic materials to enrich your soil.

METHOD USING OF BINSKITCHEN BINS

X Place organic matter in the kitchen bin delivered to you by the municipality;

X Make it easier to clean by placing a paper towel, a sheet of newspaper or a paper or compostable bag in the bottom of the tray;

X Rinse it every time you empty it.

BROWN BINS

X Make sure that your brown bin is not overloaded by the weight of organic material so that it becomes too heavy for the truck to lift. It should be possible for one person to roll the bin towards the road. If heavy materials are to be deposited (example : lawn edges with soil), fill the bin to only two-thirds of its capacity;

X Position the bin so that the wheels are towards the property;

X Make sure that the bin is set back from the road, slightly within your driveway, or on the curb;

X Keep a distance of at least 50 cm (20 in.) between your bins;

X Ensure that no vehicles or other objects get in the way of the collection process;

X Put your bin out the day before collection, as it can be collected at any time the following day.

Please note: these instructions are given so that your bins can be collected and

preserved in good condition and apply to all bins, brown, black or green.

USE OF BAGSYou can dispose of your waste in three ways:

X Without bag;

X With paper bags or newsprint (you can re-use the paper bags used for groceries, sugar, flour or potatoes);

X With bags marked “compostable”.

IMPORTANT MESSAGEPROHIBITION ON THE USE OF PLASTIC BAGS

No plastic bags are accepted, not even biodegradable or oxo-biodegradable bags. These take too long to degrade in the composting process, which only lasts six months. Nor should any plastic bags be placed in the brown bin during the collection of dead leaves.

MATERIAL ACCEPTED OR REFUSED FOR THE BROWN BINIMPORTANT - SORTING AT HOMEPlease pay particular attention in identifying any waste material which should not be put in your brown bin. The brown bin is for the collection of organic matter, and its contents are emptied directly, without sorting, into the composting process. The quality of the compost produced depends directly on your collaboration, because it will be affected by any unsuitable material. In this respect, glass is the number one enemy of composting.

DOMESTIC COMPOSTING - REDUCTION AT SOURCEResidents are always encouraged to do domestic composting in their own gardens or on their own land. This reduces the volume of material that needs to be collected and processed by the municipality, and provides residents with a supply of compost for their own use.

However, some organic materials cannot be processed in domestic compost. These include animal matter, dairy products, fats, animal litter, seeded weeds, diseased plants, etc. The brown bin then becomes the solution to keep this waste from going to landfill.

HERBICYCLAGE: GRASS CUTTINGS = NATURAL FERTILIZERLeave your grass cuttings where they are.

They have a beneficial effect on the health of your soil because they are rich in nitrogen and act as a natural fertilizer ... completely free. The mown grass decomposes quickly and disappears in one or two days (the length of the process will obviously depend on the length of the cut grass).

Grass recycling also saves time by cutting down on the need for watering, since grass cuttings contain 80% water. They also help to increase resistance to disease.

The weight of the grass in the bin is very significant, increasing the cost of collection and processing.

If putting grass cuttings in the brown bin is unavoidable, allow the cut grass to dry in order to reduce its weight, volume and odor.

RECYCLABLE MATERIAL THE GREEN BINWHAT MATERIAL CAN BE PLACED IN THEGREEN BIN?Before you throw anything into your recycling bin, ask yourself: « Is it packaging, is it a container, is it a newspaper or printed material? » as these categories represent a significant proportion of the material for the green bin. So you’ll have a big part of the answer!

Sorting recyclable material at home reduces the contamination rate at the sorting center and maximizes the recovery of recyclable material, thereby diverting it from landfill.

The five most common errors when using the green binJust because an item is made of recyclable material does not necessarily mean that it can be put into the recycling bin. For example, the following five objects are prohibited in the green bin:

Some of these items are recyclable ... but not in the green bin! They should be taken instead to specialized drop-off points.

TIPS FOR THE RECUPERATION X Remove plastic wrappers from catalogs, magazines, and

« Publisacs » before placing them in the recycling bin.

X Remove till receipts from plastic bags.

X Soft plastic bags and films should be packed together in one closed bag tied at the neck to prevent contamination with other materials and for ease of sorting.

X Collapse cardboard boxes to save space in the bin, having removed any material inside them.

X Rinse containers and recyclable bags lightly with water, both for the health of the workers at the recycling plant, and to remove any contamination on the material itself.

CAMPAIGN FOR THE REDUCTION OF WASTE MATERIAL AT SOURCE How many people receive unwanted advertisements, circulars and directories that go directly to recycling?

In the « principle of 3 RV-E », the first « R », which stands for « reduction », is the most efficient in terms of resources. Reducing the use of paper saves money, energy and forest resources.

Save paper and no longer receive flyers, advertisements, or the Yellow Pages directory by taking these simple measures !

PUBLISAC

If you never look at flyers and put them straight into your recycling bin, why not unsubscribe? To do so, simply call Publisac at 1-888-999-2272 and ask them to remove your address from the mailing list. A sticker will be sent to you free of charge to be displayed where the person making the deliveries can see it. If you continue to receive Publisac, you must contact them to notify them.

You must go to the Danville Post Office at 86 Daniel-Johnson Street if your address is in the « Danville » area, or to 285 Olivier Boulevard for addresses in the « Asbestos » sector. This service is offered free of charge and you will still continue to receive notices sent by the Town of Danville via the postal boxes.

YELLOW PAGES DIRECTORY

If you no longer wish to receive the Yellow Pages directory, you can unsubscribe online (https://delivery.yp.ca/optouts/address). In fact, you no longer need to have it in paper format if you have an Internet connection, since it is possible to consult the Yellow Pages online. The Yellow Pages are also available on all smart phones.

In general, this waste is solid, non-hazardous waste that is not accepted in the recycling bin or in the brown bin for organic material, and which cannot be transported to a designated drop-off location.

SPECIAL COLLECTIONSLARGE ITEM COLLECTIONS, AUTUMN LEAVES AND CHRISTMAS TREESLARGE ITEM COLLECTIONS

Each year, the City of Danville’s collection calendar notifies residents of the two dates (in spring and fall) where large items of scrap will be collected.

No construction, renovation and demolition (CRD) material is accepted during these collections. Bricks and rubble of this type should be taken to a designated collection point or to a CRD sorting center.

AUTUMN LEAVES – COMPULSORY USE OF PAPER SACKS

For the past three years, in the fall, the municipality has asked residents to put dead leaves in paper sacks for collection. Beginning in the fall of 2017, no plastic sacks will be accepted. This is in order to avoid contamination of organic matter, as the collected leaves are sent to composting and the plastic sacks are not degradable.

The leaves should be put in paper sacks and left out for collection, or put directly into the brown bin.

CHRISTMAS TREES

Each year, during the month of January, the City of Danville organizes a collection of Christmas trees. Your tree should be stripped of all decorations, and placed at the roadside. The trees are taken away to be turned into mulch.
