FOREWORD

The annual pre-counselling event and seminar organized by theAssociation of Professional Academic Institutions, West Bengal(APAI, WB) is East India's leading educational fair supported byMaulana Abul Kalam Azad University of Technology, West Bengal(formerly WBUT), Joint Entrance Examination Board andDepartment of Higher Education (Technical), Government of WestBengal.

This mega event mirrors the scope of Engineering and Technicaleducation in West Bengal thereby showcasing the strengths of HigherEducation in Bengal.

'The APAI Pre-Counselling Event', now in its 14th year, has provedto be a strong platform to reach out effectively to a larger number ofstudents who are interested in pursuing education in Bengal. It is anexciting platform for WBJEE rank holders and eager parents to getintroduced and interact with self financed Engineering Colleges andlearn about various options in pursuing Technical Education. I wouldalso like to state that one of the important mandates of APAI, WestBengal will be to network, collaborate and develop a linkage betweenacademia and industry in the State.

PREFACE

Association of Professional Academic Institutions, West Bengal (APAI)has been organizing the Pre-counseling Fair and Seminar since 2005. Thisyear the fair is being held during June 5-7, 2018 at Netaji Indoor Stadium.This 'Educational Fair' is the largest one of its kind in Eastern and North-Eastern part of India. APAI, with a view to ensure excellence in engineeringand technical education, regularly interacts with various organizations likeAll India Council of Technical Education (AICTE), Department of HigherEducation and Bio Technology, Maulana Abul Kalam Azad University ofTechnology (MAKAUT) and West Bengal Joint Entrance ExaminationsBoard (WBJEEB).

The association is committed to the task of bridging the gap betweenacademic institutions and the industry. Developing an Industry-InstitutePartnership is one of the major aims of APAI. It sincerely works to helpdelivering quality education by the colleges and institutes under its umbrellaon one hand, and ensuring job opportunities of the students studying invarious engineering colleges in West Bengal on the other.

Bengal has a rich heritage of educational excellence, and it is the educationhub of eastern India. There is enormous effort being put in to make it thehub of technological excellence. Since time immemorial, Bengal has beenthe lighthouse that showed the way to the ships of education sailing acrossIndian waters. Education in West Bengal has always played an importantrole in the development of academic infrastructure of the country. Thestate government's focus on economic growth has important implicationsfor reforms in the education sector. It has directed a drive towards newpriorities for higher education i.e. industry-university engagement,employability and innovation.

This Information Brochure is being published to serve as an updated data-bank for the benefit of all the stakeholders associated with educationfraternity in general, and of the students in particular.

I extend my heartfelt gratitude to all those who have helped and supportedthe association, including all the sponsors and participants, for the grandsuccess of the Pre-counseling Fair and Seminar, 2018.

VISION

To produce every year a large number of engineers, mechanicalexperts, management executives in different disciplines suited fordifferent industries primarily in the state of West Bengal towardsmaking it self-sufficient and thereby place our State among theforemost positions in the country with regard to technologicalprogress.

MISSION

To work in close liaison with the Higher Education Department ofGovernment of West Bengal, Moulana Abul Kalam Azad Universityof Technology and West Bengal Joint Entrance Examination Boardon the one hand and EPSI & FAMPEI, our representative bodies atthe all India level, on the other, in implementing the directives ofthe All India Council for Technical Education, with a view toachieving the vision of the Association as also providing the desiredrelief to different colleges in the deserving cases.

APAI AND ITS ROAD MAP

The first question that arises before outlining the road map of APAI iswhat is and what its activities are.

The Association of Professional Academic Institutions, West Bengal, brieflyknown as APAI, WB., is a registered body, established in 2005. Althoughin terms of age, it is of a nascent origin, it enjoys the sole representativestatus of all the self-financed engineering and technological institutions inWest Bengal. Its members are the owners of these institutions either singlyor group-wise.

APAI’s activities constitute regular interactions with the differentauthorities, viz., AICTE, MAKAUT, Fee Structure Committee, West BengalJoint Entrance Examination Board and the Ministry of Higher Educationof Govt. of West Bengal on various matters concerning the interest of theirmember-colleges with a view to providing relief to such colleges.

While in many other States, AICTE’s guidelines get easy nodding by therespective State Government and other authorities, but in this State,unfortunately, APAI has to face the hurdle of obtaining specific separateapprovals from each of the different authorities.

APAI also arranges each year a gala pre-counselling event as a mockcounselling programme preceding the actual Counselling programmeconducted by the WBJEEB for the rank holders of WBJEE and AIEEEexaminations seeking admission to different engineering and technologicalcolleges. All the engineering colleges affiliated to MAKAUT as well asGovernment Engineering colleges participate in this event under a singleumbrella. The desirous students thus get the opportunity to directly interactwith all the colleges with the efforts of APAI and are able to avoid inevitableconfusion they may otherwise face regarding choosing an appropriatecollege and an appropriate course at the post-H.S. stage. Through such anactivity, APAI leads, guides and helps about 20000 students each year inchoosing their career in higher studies and thus provides much neededrelief to a host of worried guardians. In the process, APAI is been rendering

immense assistance to the society at large and to the students communityin particular who aspire to be engineers and future leaders of the country.The Pre-counselling event of APAI are normally attended by the ministers,vice-chancellors of different universities, the Chairman of WBJEEB andother notable dignitaries from different walks of the community.

APAI’s guidance in the pre-counselling resulted into success of about 20000students each year in the past in getting admitted in the engineeringorganizations through campus interviews and also otherwise.

APAI’s other activities include holding periodical meeting of its Governingbody, occasional General Body meetings, disseminating different valuableinformation to all its member colleges through circulars, fax, e-mails, smsetc.

ROAD MAP

Short Term:

i) Holding the Annual General Meeting.ii) Holding the Pre-counselling Event.iii) Widening the scope and ambit of the existing Bye-laws & Rules.iv) Improving the infrastructural position of APAI Office.

Medium Term:

i) Optimising the income by collecting subscription from members.

vi) Disaster Management Devices.

Long Term:

i) Sorting out with the authorities concerned, various problemsrelating to admission in the different colleges, includingcompletion of the process by 10 July each year.

ii) Pursuing effectively with the appropriate bodies for precedingthe date of publication of WBJEE results.

iii) Preceding the schedule of Pre-counselling.

iv) Bringing improvement in the existing systems of ManagementQuota for admission, full and half free studentship etc, bypursuing with the concerned authorities.

v) Realistic rationalisation of fee structure.

vi) Obtaining permission for conducting Common Entrance Test.

vii) Holding seminars, symposium, conferences for educatingparents, students and teachers about the benefits of engineeringand technological studies at post-H.S. stage.

viii) Coordinating with all the chambers of Commerce and reputedindustry houses for imparting training to the students of member-colleges of APAI and devise ways and means for absorbing agood chunk out of them on yearly basis.

MAULANA ABUL KALAM AZADUNIVERSITY OF TECHNOLOGY

WEST BENGAL

The Government of West Bengal set up an expert committee on December 31,1998, under the Chairmanship of Ashesh Prasad Mitra, Eminent Scientist to explorethe necessity and scope for establishment of an Engineering / Technology Universityin the state of West Bengal.

The University came into operation formally with the assumption of the officeof the first Vice Chancellor on January 15, 2001 as a sequel to the promulgation ofTHE WEST BENGAL UNIVERSITY OF TECHNOLOGY ACT, 2001, under WestBengal Act XV of 2000 passed by the West Bengal Legislature. The Universitystarted its academic programme, from July 16, 2001 following a Notification fromthe Department of Higher Education, Government of West Bengal dated June 15,2001 through the affiliation of Engineering and Management Institutions / Collegesand has entered the eighth year of its functioning. The University is included inSection 2F and also in Section 12B of UGC and recipient of UGC Grant.

We are equal opportunity, affirmative action institution and do not distinguishon the basis of gender, caste, creed and religion. The University wants to grownurturing innovative / novel ideas that would touch all segments of the societyespecially the marginalized ones. We look at technology from a broad socialperspective and are organizing postgraduate courses in basic and applied sciences.The University has introduced new courses in emerging areas to develop, enhanceand higher education. We strive for optimum utilization of recourses and believe inunleashing individual initiative for entrepreneurial development withoutcompromising the collective need.

The University is steadfast in its twin objectives:a) To serve as a Centre of Excellence in teaching and research in technology

and management area.b) To provide framework of industrialization based on knowledge economy.To realize its mission of emerging as a Centre of Excellence the University has

created three Schools of Studies viz. School of Engineering & Technology (SET),School of Biotechnology & Biological Sciences (SBTBS) and School ofManagement and Sciences (SOMS) comprising presently of five departments viz.Department of Computer Science & Engineering, Department of IndustrialEngineering & Management, Department of Biotechnology, Department ofBioinformatics and Department of Management and Sciences.

The Schools formed in this University would function in the same style as theSchools in Jawaharlal Nehru University, New Delhi. The Directors of the Schoolsate taking steps to open up new departments in the Schools and the Departmentsare motivated to encourage inter-disciplinary research and teaching. All thedepartments enjoy full academic autonomy, and provide overall guidance innurturing our ideas of development and help intergrate disciplines to provide new

focus. The SET offers B.Tech. in CSE and IT as well as M.Tech. in SoftwareEngineering, M.E. in Computer Science & Engineering, M.E. in InformationTechnology, M.Tech. in Microelectronics and M.Tech. in Industrial Engineering& Management. The SBTBS offers M.Tech in Biotechnology (supported financiallyby Department of Biotechnology, Government of India), M.Tech. in Bioinformatics,Integrated Ph.D. Programme in Molecular Biology, Microbiology andBioinformatics and Ph.D. programs in emerging areas. The University also offersan Integrated Ph.D. program in Physical Science and Chemical Science incollaboration with S. N. Bose Centre for Basic Sciences. The SOMS offers M.Philin Management, Material Science and Glycobiology. SOMS has also initiatedprofessional training courses in other countries for foreign students in collaborationwith South Asian Management Technology (SAMT).

THE CAMPUSThe University, which began operating from the West Bengal State Archives

Building located at 43 Shakespeare Sarani, Kolkata 700017, India is currentlylocated at BF 142, Sector I, Salt Lake, Kolkata 700064, India with area of 45000sq.ft. with another 20,000 sq.ft. at AQ 13/1, Sector V, Salt Lake 700091.

The University would have a permanent main campus of approximately 40acres of land at Haringhata, District Nadia, provided by the Government of WestBengal. Hostels has been built to accommodate students both boys and girls.

Initial Set-upAll India Council for Technical Education (AICTE) was set up in November1945 as a national-level apex advisory body to conduct a survey on thefacilities available for technical education and to promote development inthe country in a coordinated and integrated manner. And to ensure the same,as stipulated in the National Policy of Education (1986), AICTE was vestedwith:o Statutory authority for planning, formulation, and maintenance of norms

& standardso Quality assurance through accreditationo Funding in priority areas, monitoring, and evaluationo Maintaining parity of certification & awardso The management of technical education in the country

Role of National Working GroupThe Government of India (the Ministry of Human Resource Development)also constituted a National Working Group to look into the role of AICTEin the context of proliferation of technical institutions, maintenance ofstandards, and other related matters. The Working Group recommendedthat AICTE be vested with the necessary statutory authority for making itmore effective, which would consequently require restructuring andstrengthening with the necessary infrastructure and operating mechanisms.

The All India Council For Technical Education Act 1987(No 52 of 1987 as passed by both the Houses of Parliament)

The AICTE Act was constituted to provide for the establishment of anAll India Council for Technical Education with a view to proper planningand co-ordinated development of a technical education system throughoutthe country, the promotion of qualitative improvements of such educationin relation to planned quantitative growth, and regulation & propermaintenance of norms and standards in the technical education system andfor the matters connected therewith.

The purview of AICTE (the Council) covers programmes of technicaleducation including training and research in Engineering, Technology,Architecture, Town Planning, Management, Pharmacy, Applied Arts andCrafts, Hotel Management and Catering Technology etc. at different levels.

WEST BENGAL JOINT ENTRANCEEXAMINATION BOARD (WBJEEB)

The West Bengal Joint Entrance Examinations Board was formed in theyear 1962 for the purpose of holding Common Entrance Examinations foradmission to the Undergraduate Level Engineering Courses in the State ofWest Bengal. The endeavour of the Board has always been directed towardsenhancement of transparency in conducting Common EntranceExaminations for various professional Undergraduate and Postgraduatelevel courses in the State through effective state-of-the-art technology.

For the 2018-2019 academic session, the Board will conduct theCommon Entrance Examination for admission to Undergraduate Coursesin Engineering & Technology, Pharmacy and Architecture in Universities,Govt. Colleges and Self Financed Institutes in the State.

RAGGING

Ragging is a social evil, a cognisable offence and is punishable under Law. Raggingis similar to the American phenomenon of Hazing. It often takes a malignant formwherein the newcomers may be subjected to physical or psychological torture. Itis worse than Racism and needs to be dealt with sternly in any educationalinstitution.

Ragging is in fact, a vicious circle in an educational institution, which passes fromone batch to the next and thus goes on as an unending tradition.

The entire concept of ragging is based on two major superstitious beliefs that ithas a positive effect on the personalities of the freshers and that it helps in theinteraction between the seniors and the juniors.

It is clear that ragging is a criminal problem which has psychological roots andsocial ignorance around it. It is somewhat like dowry in its characteristics andhence a top-down law enforcement approach alone may not adequately solve it.

Within UN, ragging has been considered as an issue of Human Right in Education.The practice of ragging in educational institutions in India should be regarded asa major obstacle to the realisation of the Right to Education.

The Hon’ble Supreme Court of India, in a judgement, defined Ragging as actionsthat “adversely affect the physique or psyche of a fresher or a junior student.”

Some NGOs like Society Against Violence in Education (SAVE) and Coalition toUproot Ragging from Education (CURE) have been trying to create publicawareness of the evils of Ragging.

Ragging is the biggest fear of any student entering a college, specially those movingaway from home to live in hostels. In fact, many times students choose collegesbased on their perception of the extent of ragging.

The Apex court in its verdict in response to a PIL filed by Vishwa Jagriti Missionin August 2001 had put a ban on ragging. ragging. an offence.

The UGC has recently approved anti-ragging resolutions. These regulations callfor treating ragging as “a cognizable offence under the law on a par with rape andother atrocities against women and illtreatment of persons belonging to SC/ST.”

Besides proposing punishments ranging from expulsion and debarring studentsfrom admission to any other institute, rustication from 1-4 semesters, admissioncancellation, debarring from examinations, fine up to Rs. 2.5 lakh, withholdingresults, expulsion from hostel and collective punishment for all those foundinvolved in ragging have also been recommended. The UGC has gone one stepahead asking institutes to ensure that no ragging is carried out even in private

lodges where students are staying and these are registered with the local police.

On its part, the UGC expert committees and other regulatory authorities will verifythe institutes’ compliance of anti-ragging regulations and this will be factored inwhen accreditation is given to these institutes. It is most shameful to see that thatit is the educated students who indulge in ragging thus making an open mockeryof their education. They cannot be called educated and those indulging in brutalragging deserve no mercy at all.

A Supreme Court Bench of Justice Arijit Pasayat and Justice Ashok Kumar Gangulyrecently observed : “It appears that the concern shown by this court (about thecontinuance of ragging) have not been taken seriously by the authorities. Primafacie it is contempt of this court…Time has come for cutting off financial aid tothese institutions which are not complying with directions.”

It is the Hon’ble Supreme Court again which set up a committee on ragging underthe former CBI Director R. K. Raghavan in 2006 and has ever since then issuedrepeated directives to curb the menace.

Justice Arijit Pasayat of the Supreme Court of India observed while expressingserious concern over the death of Aman Kachroo that “The directions issued bythis court on May 16, 2007 and February 11, 2009 (on the basis of the R K RaghavanCommittee report to end the menace) have not been complied with.”The AdditionalSolicitor General Gopal Subramanium, assisting the apex court as amicus curiaehas urged the judges to view the recent shocking incidents of ragging as evidenceof apathy and negligence by college authorities in complying with detaileddirectives issued by the Court on May 16, 2001 and on February 11, 2009. Hevery rightly said : “These episodes must be viewed as a gross violation of humanrigths and as acts of savagery and cruelty.”

The Supreme Court, on a writ petition filed by the Vishwa Jagriti Mission in 1998held that ragging could be stopped by creating awareness among students, teachersand parents that ragging was a reprehensible act and by simultaneously sending aclear message that no act of ragging would be tolerated and any act of raggingwould not go unnoticed and unpunished. The court said that the punishment hadto be exemplary and justifiably harsh. Every incident of ragging where the victimor his parent or the head of the institution was not satisfied with the institutionalarrangement for action, an FIR must be filed by the institution with the police.Failure on the part of the institution or deliberate delay in lodging the FIR shouldbe construed to be an act of culpable negligence on its part.

The Division Bench of Justice R.C. Lahoti and Brijesh Kumar in 2001 distinguished

the root cause of ragging as “deriving sadistic pleasure or showing off power,authority or superiority by the seniors over their juniors or freshers.”

While there has been a gradual awakening against ragging, the overall progress is,however, slow. In 1997, Tamil Nadu became the first State in India to legislateagainst ragging. But till now, not more than 10 States have enacted laws againstragging. West Bengal is the only State where the Indian Penal Code has beenamended to make ragging as an offence. The West Bengal Prohibition of Raggingin Educational Institutions Act, 2000, prohibits Ragging in an educationalinstitution. The penalties for Ragging can be (a) Expulsion from the educationalinstitution, (b) imprisonment of either description upto two years or fine up to fivethousand rupees or both, (c) No future opportunity for the guilty student to bereadmitted in the institution from where he was expelled.

The Director of Technical Education & Training, Government of West Bengal hasin a message to the senior students of all educational institutions said, “ Even ifthe raggers get their due punishment, the scar inflicted on the mind of a raggedstudent does not heal easily. He has suggested that seniors should organize andhost in every educational institution a programme on teaching manners, etiquettesand smartness to the freshers. He has also suggested as soon as a new academicsession starts a competition among the seniors for choosing three best mentorsshould be held in which they will try to outsmart one another by showcasing theirtalent. His third suggestion is to ban alcohol and drugs from the campus of aneducational institution.

Our colleges offer a ragging free atmosphere for studies and new students havenothing to be apprehensive in this respect.
