Part 1 – General

1 General

1.1 Definitions

Vessel : 47.000 DWT Clean Products Carrier.

Purchaser : Astillero Rio Santiago.

Owner : PDV Marina.

Shipyard : Astillero Rio Santiago.

Designer : PROJEMAR S.A. – Estudos e Projetos de Engenharia.

Contractor : The Manufacturer or his agent who will make the selling contract of the Equipment.

Equipment : The entire scope of supply of Contractor, being an equipment, a component or the entire system.

Specification : This entire document.

1.2 This Specification covers the scope of supply, scope of works, individual requirements and specifications for the Equipment.

1.3 The Contractor shall present its proposal divided in:

A Commercial Proposal and,

A Technical Proposal.

The Technical Proposal shall include at least the following technical information whenever applied:

Detailed description of the scope of supply;

Technical specification;

List of deviations from the Specification;

Catalogue / Leaflets (with dimensions, main particulars, directions for use, assembly instructions and details, and weights).

General Arrangement (with section, dimencions and weights);

List of spare parts;

List of special tools;

Technical assistance conditions (when specifically required);

After order has been placed Contractor shall provide the drawings and documents required in item 1.7 of this Specification.

1.4 The Equipment shall fully satisfy the Specification and the requirements of the Classification Society and Regulatory Bodies concerned, whenever applicable.

If any part of the Specification is not covered by the Contractor’s proposal, the deviation must be stated in writing.

Any requirement stated in the Specification but not referred in the Contractor’s proposal shall be considered as part of the Contractor’s scope of supply if not expressly mentioned in the list of deviations.

1.5 Rules, Regulations and Standards

Flag of Vessel : Venezuelan.

Classification Society : Lloyd’s Register of Shipping.

Class Notation : LRS 100A1 Double Hull Oil Tanker, ESP, ShipRight (CM), *IWS, LI LMC, IGS, UMS

Descriptive Notes: Part Higher Tensile Steel, PL, SBT

Rules and Regulations : - Lloyd’s Register of Shipping: Rules for Classification of Steel Ships (2006 Edition)

- International Convention for the Safety of Life Sea (SOLAS), 1974

1.6 Certificates

Together with the Technical Proposal, the Contractor shall present a copy of the following certificate(s):

- Type approval certificate of compliance with SOLAS Chapter II-2 / Fire Test Procedure Code, where applicable, for the materials and components used in this package.

Together with approval documents, the Contractor shall provide and deliver 2 (two) originals of the following certificate(s):

- Components and materials certificates;

- Guarantee certificate;

- Certificates required by Classification Society and / or Regulatory Bodies where applicable.

The certificates shall fully comply with the requirements of Classification Society and / or Regulatory Bodies where applicable.

1.7 Drawings and Documents

The Contractor shall submit the following drawings and documents to the Purchaser after order.

1.7.1 Approval and Working Drawings and Documents

Incomplete documentation will not be reviewed for approval. Documentation will only be considered on time when a complete submittal is received.

Each resubmittal should retain the original document number and should include a new revision number.

Supplier should notify Purchaser of voided or inactive documents. Reassignment of number is not permitted.

Approval drawings and documents : - 6 (six) printed copies plus 2 (two) electronic media.

Drawings and documents for approval, are those that will be reviewed by the Designer, will receive comments made by the Designer, if necessary, and will be sent back to the Contractor by the Purchaser for their proper revision.

Drawings and documents for approval shall be submitted to the Purchaser within 2 (two) weeks after the order has been placed.

Working drawings and documents : - 6 (six) printed copies plus 2 (two) electronic media.

Working drawings and documents are those that, after the revision made by the Contractor to incorporate Designer comments, will be used by the Designer to develop the vessel design.

Working drawings and documents shall be forwarded to the Purchaser within a week after the Contractor receives the approval drawings and documents from the Purchaser.

Installation instructions and guides : - 6 (six) printed copies plus 2 (two) electronic media.

Installation instructions and guides are those that will be used by the Designer to develop the vessel design and will be used by the Shipyard to install and to test the Equipment on board.

Installation instructions and guides shall be furnished to the Purchaser together with working drawings.

The drawings and documents in electronic media shall use the formats DWG of AutoCAD or DGN of Bentley’s MicroStation and Microsoft Office Suite.

At least the following drawings and documents shall be submitted to the Purchaser by the Contractor:

Drawing list;

Weight table (wet and dry where applicable);

Scope of supply list;

Spare part list;

Tools list;

Test report;

Maintenance guide.

1.7.2 Final Drawings and Documents

Final drawings and documents are those that will be delivered by the Shipyard to the Owner at vessel delivery. Contractor shall supply to the Purchaser the following drawings, documents and manuals:

Final drawings and documents : - 6 (six) printed copies plus 3 (three) in PDF format written in English.

Instruction Manuals : - 4 (four) printed copies plus 3 (three) in PDF format written in English and 2 (two) printed copies plus 1 (one) in PDF format written in Spanish. If instructions manuals written in Spanish are not available from the Contractor, all 6 (six) printed copies and all 4 (four) copies in PDF format shall be furnished written in English.

Final documentation shall be delivered by the Contractor to the Purchaser, within at least one month before the equipment delivery.

The presentation and the contents of the instruction manual shall be in accordance with the Manufacturer’s practices and shall include at least a description of system/equipment functions, data sheets, operating and maintenance instructions, trouble shooting guides, spare parts list, special tools list, drawings and certificates.

1.8 Notice to Quotation

The Contractor shall offer his quotation based on this Specification.

If the Contractor does not satisfy the Specification, he may propose a substitute subject to the Purchaser’s approval.

No amendment to the Specification shall be valid without written approval of the Purchaser.

Part 2 – Technical Specification

2 Technical Specification

2.1 Equipment: Windows, Scuttles and Bull’s-eyes

2.2 Technical Characteristics

Windows together with theirs glasses are to be of approved design and construction in accordance with, or equivalent to, recognized national or international standards (ABNT, ISO, BS, etc).

The windows shall be for welding to the steel bulkhead with external frame in mild steel and internal frame in sea worthy brass.

The mounting of windows glasses shall be such as to prevent vibration or rattling. Complete weathertightness shall be obtained by use of suitable gaskets.

The windows shall be provided with tempered and completely transparent glass and thickness according to Classification Society Rules.

Hooks of stainless steel or brass chromed material, for securing the windows in the open position must be supplied by Contractor.

Heaters shall be of the conductive panel type with controls integral with panels, and shall have 110V supply.

The Contractor shall inform the value of power consumed by the heating resistance in the proposal.

The windows for Machinery Control Room must be suitable for a sound reduction of 45dB.

Window casing of adjustable depth shall be of pre-finished FRP construction, subject to Classification Society approval or galvanized steel sheet fitted with drip pans with drains. The Dimension of the window box (width & height) shall be determined by the Contractor considering the size of the windows.

The type and quantities of windows and windows boxes to be supplied shall be as indicated on Annex I – “Windows Table”.

The Annex II shows the sketches with the arrangement and dimensions of the windows to be used in the Navigation Bridge Deck.

Opening direction of the windows indicated on Annex I is based as follows:

– Right (R) and Left (L)

The observer shall be always positioned in the side to which the window opens (hinged side).

Notes:

1. Only for information. Final dimensions shall be defined by selected Contractor;

2. Type H means Heavy – type window, without deadlight; Type HD means Heavy-type, with deadlight;

3. Opening Side F means non opening window (fixed);

4. Only Window Casings made of FRP shall be supplied. Window Casings made with “B” class fire retarding panels will be made and installed by the Shipyard;

5. Each “Item No” of the table corresponds to a quantity of 1 (one) piece;

6. Electric heated glass, where referred to in the table, shall be included in Contractor’s scope of supply;

7. Window wiper and clear view screen, where referred to in the table, shall not be included in Contractor’s scope of supply, because is supplied by a third party.

8. Windows with clear view screen shall be provided with a suitable cutting to fit the screen. Final screen cutting dimensions shall be supplied by the shipyard to the contractor immediately after the order has been placed;

9. Fittings “H” means hanger for hinged deadlight. “A” means avar hook for hinged side scuttle and opened window.

2.1 Accessories

The accessories shall be according to the Contractor’s standard, to the satisfaction of Class Rules and Regulations, whether and where applicable.

2.2 Materials

The materials shall be supplied according to the Contractor’s standard, to the satisfaction of Class Rules and Regulations, where applicable.

2.3 Spare Parts

The spare parts shall be supplied according to the recommendation of the Classification Society including those ones of Contractor’s standard, in excess to the class recommendation.

The spare part list shall be issued according to the Contractor’s standard format.

2.4 Tools

The tools shall be supplied according to the Contractor’s standard.

The tools list shall be issued according to the Contractor’s standard format.

2.5 Surface Treatment and Painting Scheme

The surface treatment and the painting scheme shall be according to the Manufacturer’s standard.

3 Inspections and Tests

3.1 Shop Test

The equipment shall be tested and approved according to the requirements of relevant Authorities and Classification Society.

The Contractor shall submit to the purchaser the test methods and the corresponding tests results of the equipment at manufacturer’s shop.

4 Scope of Supply

Quantity of vessels : 2 (two).

Quantity per vessel 1 (one) set of Windows and scuttles according to item 2.2;

1 (one) set of accessories according to item 2.3;

1 (one) set of spare parts according to item 2.5;

1 (one) set of tools according to item 2.6.
