Fraud Management

Fraud Management Organisational processes to prevent, detect, contain, and remedy

fraud.

Fraud Detection Tools and techniques used to detect ‘acts of fraud’. Includes

tools and techniques for: data analysis data mining; rule based

detection systems; supervised machine learning systems and

unsupervised machine learning systems.

On-premises (aka in-house)On-premises solution is software that is installed and runs on

computers on the premises (in the building) of the organization

using the software, rather than at a remote facility such as a server

farm or cloud.

Cloud based solutionsCloud based solution, also called software as a service (SaaS),

is software running on a shared server farm that provides shared

processing resources and data to computers and other devices

on demand.

Hybrid solutionsHybrid solution is one that has both on-premises (in-house) and

cloud based components.

Issuer An Issuer (or issuing bank) is a bank or financial institution that

issues cards to consumers on behalf of the card networks (Visa,

MasterCard). The issuing bank is also known as the credit or

debit card company. The issuer acts as the middle-man for

the consumer and the card network by contracting with the

cardholders for the terms of the repayment of transactions.

AcquirerAn acquirer (or acquiring bank or merchant bank) is a bank or

financial institution that processes credit or debit card payments

on behalf of a merchant. The term acquirer indicates that the

merchant accepts or acquires credit card payments from the

card-issuing banks within an association.

MerchantA merchant (or merchant account) is a type of bank account that

allows businesses to accept payments in multiple ways, typically

debit or credit cards. A merchant account is established under

agreement between an acceptor and a merchant acquiring bank

for the settlement of payment card transactions.

Rule Based Fraud DetectionRule based fraud detection systems use correlation, statistics,

and logical comparison of data to identify Potential ‘acts of fraud’

based on insights gained from previous (known) fraud incidents.

They generally use traditional methods of data analysis and

require complex and time-consuming investigations that deal

with different domains of knowledge like financial, economics,

business practices and behaviour. Fraud often consists of many

instances or incidents involving repeated transgressions using

the same method. Fraud instances can be similar in content and

appearance but usually are not identical. Rule based systems

rely on identifying a known fraud pattern.

Machine Learning SystemMachine learning fraud detection systems use artificial intelligence

solutions to detect ‘acts of fraud’.

These techniques fall under two main categories:

Supervised learning systems require training data sets to learn and

use techniques like neural networks, bayesian models, regression

models, statistical models, or a combination.

Unsupervised learning systems are able to identify potential fraud

based on techniques like clustering, peer group analysis, break-

point analysis, profiling or a combination.

Hybrid Fraud detection system that uses both rule based and machine

learning techniques.

Intelligence Intelligence, in context of fraud management, refers to the

gathering, assessment, and dissemination of information that is

valuable for fraud prevention and/or detection. Fraud intelligence

can be strategic (activities of threat actors, etc.) and/or tactical

(mule accounts, phishing sites, botnet IPs, etc.).

Abuse List Abuse list, in context of fraud management, refers to intelligence

sharing mechanisms used to widely disseminate tactical fraud

intelligence like mule accounts, phishing sites, malware distri-

bu tion sites, compromised websites, botnet IP addresses, com-

promised point-of-sale terminals, etc. Abuse lists may be private

(available on subscription or as part of a larger fraud detection

solution) or public.

Monitoring Monitoring, in context of fraud management, refers to tools and

techniques used for tracking the flow of transactions across

processing systems with an objective of identifying unexpected

changes.

Address Verification Address Verification refers to a system or service used to verify

the address (generally billing address) of an individual or entity.

Credit Bureau Credit Bureau is an organization that collects and provides

information on borrowing and bill-paying habits of an individual

or company.

Shared Network/Information provider Refers to a service that manages one or more abuse lists either

for public or private distribution.

Case Management Case Management, in context of fraud management, refers to

the actions required to contain and remediate the impact of a

detected fraud incident. Case Management System refers to the

ICT tooling used to automate routine follow-up activities and

facilitate case management workflows.

Recovery Recovery, in context of fraud management, refers to the actions

undertaken to recover fraudulent funds (chargeback management).

Guaranteed Fraud Prevention Guaranteed Fraud Prevention refers to a kind of insurance that

transfers the impact of fraud losses from the insured entity (bank

or processor or merchant) to a third party. This may be linked to

the implementation of specific fraud prevention solutions.

Authentication

AuthenticationUse of a predefined sequence of events to demonstrate

possession and/or control of an authenticator in order to establish

confidence in a claim of identity.

Identity and Access Management Identity and access management (IAM) is the security and

business discipline that "enables the right individuals to access

the right resources at the right times and for the right reasons".

It addresses the need to ensure appropriate access to resources

across increasingly heterogeneous technology environments and

to meet increasingly rigorous compliance requirements.

Authentication Means (aka authentication factor)Piece of information and process used to authenticate or verify

the identity of an entity based on one or more of:

- Possession e.g., device signature, passport, hardware device

containing a credential, private key

- Knowledge e.g., password, PIN

- Inherence e.g., biometric characteristic

- Context e.g., behaviour pattern, geo-location

Onboarding and Identification Checking the provided information about the identity with

previously corroborated information and its binding to the entity.

Identity service providers An Identity Service Provider aka Identity Provider (IdP) aka Identity

Assertion Provider, in the context of federated IAM is a service

provider responsible for:

- Providing identifiers for users looking to interact with a system,

- Asserting to such a system that such an identifier presented by a

user is known to the provider, and

- Possibly providing other information about the user that is known

to the provider.

Integrators An Integrator aka Systems Integrator is an entity that specializes

in bringing together component subsystems into a whole and

ensuring that those subsystems function together.

End-Point Protection

End-point protectionEnd-Point protection refers to a wide range of solutions for protec-

ting and/or detecting compromise of the end-user’s computing

device (desktop, laptop, mobile device, etc.).

Hardening The solution blocks or otherwise eliminates commonly exploited

vulnerabilities.

Detection Monitoring The solution monitors the system and/or user behaviour and

detects anomalies.

Sandbox The solution redirects any untrusted content to a sandbox environ-

ment that enables safe identification of malicious content.

Anti-Virus Anti-Virus solutions are an example of endpoint solutions that

generally use a signature / rule based approach.

Sensitive Information Protection Sensitive Information Protection solutions rely more on information

classification and heuristics or machine learning based algorithms

for detection of abnormal information flows.
