The Master Plan approached this problem by integrating and articulating different means of transportation, requiring minimum and permanent investments to improve the public transportation network and the non-motorized transportation means (bicycle systems and pedestrian tracks) that are less polluting. It also recognizes new elements part of the urban mobility system (logistics and loads systems, waterways and car sharing), aiming to struc- ture a more efficient, environmentally balanced, and exten- sive system.
