Purpose and Objectives (A collective cross industry working group)
1) Collectively establish & execute activities to correct the current Unregistered/Shipperless datasets recorded within the central systems;
2) Identify the root causes & fix the process deficiencies;
3) Review the outcome of ‘Project Delta’ field visits & agree next steps, inclusive of Unregistered/Shipperless sites that are not recorded on central systems.
Scope This working group has been established to address the 3 objectives
utilising Licence, UNC and non-UNC instruments as appropriate
Composition The working group has been designed to be an open Industry forum. It is the
intention that representatives from Gas Distribution Networks and Suppliers as a minimum would be in attendance.

Not included in Total Figures
This report is sent out to the whole industry either following a shippers response to the shipper activity report, that they have no further interest in the M Number or that no response is received within the period of production of the next Bi monthly report. They also include sites where a service has been completed and in some instances a meter already installed.
Unregistered categories
These contain sites which have previously been confirmed (meter removed). Information provided by the Networks suggests either the existing meter still on site or a new meter has been fitted.

Targeted sites
To aid progression focus on specific ‘Legitimate’ categories
Highest AQ ~ Wider industry implications Potential to re-categorise/remove? Opportunity to stem rising volumes
Propose to issue ‘Legitimate’ pot for targeted analysis
How would industry like Xoserve to manage further examples End-user letters? Network Site Visits? Issue priority Unconfirmed ‘pots’
Proactive data cleansing - Orphaned
Report to identify potential duplicates from ‘Orphaned’ pot
Using ‘Fuzzy match’ principles Matched MSN and address (in line with DUP procedure)
In total 6,409 MPR’s with asset attached 147 ~ High confidence of duplicate (backed by manual checks) 18 ~ Possible; raise internal DUP 6244 ~ Not duplicates
Options to progress high confidence duplicates Set to ‘EX’ Request sample Site Visits
Proactive data cleansing - PTS
Report to identify potential duplicates from ‘PTS’ (Shipperless sites derived from GSR process)
Using ‘Fuzzy match’ principles Matched assumed MSN & address (in line with DUP procedure)
In total 2,120 MPR’s in population 64 ~ High confidence of duplicate (backed by manual checks) 9 ~ Possible; raise internal DUP 2047 ~ Not duplicates
Options to progress high confidence duplicates Set to ‘EX’ Request sample Site Visits
Proactive data cleansing - SSP

In total 4,749 MPR’s in population 106 ~ High confidence of duplicate (backed by manual checks) 10 ~ Possible; raise internal DUP 4,633 ~ Not duplicates
Options to progress high confidence duplicates Set to ‘EX’ Request sample Site Visits
Proactive data cleansing – No activity
Report to identify potential duplicates from ‘No Activity’ pot
Using ‘Fuzzy match’ principles Matched assumed MSN & address (in line with DUP procedure)
In total 1,408 MPR’s in population 3 ~ High confidence of duplicate (backed by manual checks) 3 ~ Possible; raise internal DUP 1,402 ~ Not duplicates

Modification 0410
Currently at draft proposal stage
New Connections where gas off-taken at Unregistered sites
Transporter responsibility Where MPR’s created for non Shipper parties
Shipper responsibility Where MPR requested by Shipper
