    SECTION I

    INTRODUCTION

    The project will consist of two main components and several subcomponents as follows :

    COMPONENT 1: JAVA-BALI SYSTEM

    SubcomponentA: Expand existing 500/150 kV Substation

    Depok (West Java) add 1 transformer bay

    Pedan (Central Java) add 1 transformer bayKrian (East Java) add 1 transformer bay

    Balaraja (West Java) add 1 transformer bay

    The expansions will all take place within the existing plant fence. There will be no land

    acquisition, and mostly civil works to accommodate installation of the new equipment.

    SubcomponentB: Construction of a new 150/20 kV Substation (Millineum)

    The substation will be built on vacant land already owned by PLN. The land is

    unproductive within an industrial park hosting a variety of industries (iron and steel mill,

    food processing etc.). The substation will expedite power service to these industries.

    SubcomponentC: Upgrade 150/20 kV Substations

    Twenty two (22) substations will be upgraded by adding one (1) transformer bay, except

    Sragen substation by adding two (2) transformer bays.

    SECTION II

    STRUCTURE OF ENVIRONMENTAL MANAGEMENT PLAN (EMP)

    In a generic sense, the environmental issues of several of the project subcomponents are

    similar, and rather than present repetitive and identical mitigation and monitoring plans, single

    generic plans for each of these types of projects will be presented.

    Furthermore, since all subcomponents will be owned by PLN, the EMP aspects of: institutionalarrangements, occupational health and safety, and emergency preparedness and response

    systems are established by corporate policy and will be the same for all of the subcomponents.

    However, each subcomponent is unique in the sense that: (a) it is situated at its own unique

    location, (b) public consultations would involve different affected groups, and (c) the outcome of

    the public consultation may present special environmental or social issues.

    As a result, the FEMP will assume the following format:

    It is located in Millenium Industrial Estate, Panongan, Tangerang. The location is

    surrounded by steel industries. Nearest local residents about 3 km.

    It is located in Gajah Mada Road, Semarang, Central Java. The location is surrounded bycommercial area and office.

    2. Pati Substation

    It is located on Panglima Sudirman Road, Pati, Central Java. The location is surrounded by

    garden. Nearest local residents about 500 m.

    3. Jekulo SubstationIt is located on Kudus-Pati Road, Tenggeles, Mejobo, Central Java. The location is

    surrounded by home industry. Nearest local residents about 50 m.

    4. Beringin Substation

    It is located on Patimura Road km 1.2, Salatiga, Central Java. The location is surrounded

    by residential. Nearest local residents about 50 m.

    5. Pekalongan Substation

    It is located on Urip Sumoharjo Road, Pekalongan, Central Java. The location is

    surrounded by home industry (Batik) and residential. Nearest local residents about 50 m

    It is located on MT Haryono Road, Cilacap, Central Java. The location is surrounded by rice

    farm and residential. Nearest local residents about 50 m

    9. Kentungan Substation

    It is located on Kaliurang Road Km.7, Yogyakarta, Central Java. The location is surrounded

    by residential and rice farm. Nearest local residents about 50 m.

    10. Tambak Lorok Substation

    It is located in Semarang, Central Java. The location is near Tanjung Emas harbour.

    Nearest local residents about 2 km.

    11. Wonosobo Substation

    It is located on Tumenggung Joyonegoro Road, Tawang sari, Wonosobo, Central Java. The

    location is surrounded by tobacco garden. Nearest local residents about 500 m.

    COMPONENT 2: SUMATRA SYSTEM

    SubcomponentA:

    1. 275 kV Lahat Substation

    Land for extension of Lahat substation is on the coffee plantations that are owned by the

    local community. It is located in South Sumatra Province, Lahat Regency, Pagar Agung

    Sub District. The development of the 275 KV Lahat Main Substations is part of the

    expansion of the existing LahatMain Substation that will require land in the width of + 3,1 hain a coffee, rubber and fruit plantation area owned by the community. Aside from the Main

    Substation building land for the relocation line outside the existing Main Substation land for

    4 electric towers with a area of @ 900m2 is also required. Two towers at the exsisting

    location of main substation and the other two outside.

    2. 275 kV Lubuk Linggau Substation

    Lubuk Linggau substation is located in South Sumatra Province, Musi Rawas Regency,Lubuk Linggau West Sub District. The development of the 275 KV LubukMain Substations

    is part of the expansion of the existing LubukMain Substation that will be built on an empty

    lot that is available in the existing power station area. Land needed to be acquired is the

    electric tower land for 3 electric towers with a area of @ 900m2 for the line relocation. The

    area surrounding the Main Substation is an empty lot over grown with underbrush. It is

    located quite far from the settlement areas.

    3. Bangko Substation

    Bangko substation is located in Jambi Province, Merangin Regency, Bangko Sub District.

    The development of the 275 KV Bangko Main Substations is part of the expansion of the

    It is located in Prabumulih District, South Sumatra. The location is near oil refinery and gas

    RESULT OF PUBLIC CONSULTATION

    1. Public consultation for the Lahat substation conducted by informal consultations on the date of 21 to 22 January 2010 inapproximately the location of the Lahat substation, precisely Pagar Agung Village, District Lahat, South Sumatra.

    Consultation conducted by distributing questionnaires and asked to answer 8 of 14 pemilk project-affected land and the

    residents around the site. FAQ sheets distributed to participants and discussed with representatives of PLN. Existing

    environmental issues in the community during the consultation is the problem of electric and magnetic fields from

    transmission towers and so when the construction does not damage the existing road so as not to disturb the grave yard.

    The response from the responsible dissemination PT.PLN PIKITRING SBS: In the construction of the Lahat main substation

    there is no tower that was built for the relocation of the path, will pass through the residential population and to answer the

    second environment issue , the construction contract documents construction and electricity transmission networks main

    substation mentioned that any damage caused by the development / construction activities during the responsibility will be the

    third party (contractor) including roads to the project site, so if any damage will be repaired by the contractor as before.

    2. Public consultation for the Millennium substation performed by Formal Consultation (Socialization) held on January 29, 2010

    at the Millennium Industrial Estate between representatives of PLN, Developer and Tenant Millennium Industrial Estate.

    Socialization is done by asking the opinion about the construction of the Millennium Master relay to the Millennium Industrial

    Estate Tenant and residents in the surrounding region. There are no environmental issues in the implementation of the relay

    location due to socialization Mother Millennium is located in the Industrial Estate. Participants expect the development of

    socialization Main substation implemented immediately to support productivity and electricity factory and surrounding areas
