1. INTRODUCT
Lao people’s democratic republic ( Lao PDR) is a small land locked
country in south east Asia sharing its borders with five nation namely;
Thailand to the west, Vietnam to the east, China and Myanmar to the north
and Cambodia to the south. Lao PDR has a land area of 236,800 km2 ,
Topography is predominantly mountainous with cultivated Flood plains
along some reaches of the Mekong River and larger tributaries. The
climate is typically monsoon rainy season start from April to October, with
average annual rainfall of 1,600 mm.
Background
• heavy raining and serious flooding in 1966 and 2008, destroy many of road, agriculture, farming and bank erosion etc …
• The government set up policy aim to reduce disaster mitigation for such as :a. rehabilitation and improving the existing infrastructure for example: bank protection along Mekong River, dike and drainage canal in the city and townsb. New construction dike and bank protection in the emergency point such as VTE Capital borkeo province, borlikhamxay provincec. Propose: international funding:
1. the project Mekong River bank protection management in Vientiane capital 12.5 km funded by KOICA. 2. Mekong River bank protection project at Takek, KhammounProvince by China road and brigde ( CRBC), China EXIM Bank

Environment issues
• Locate on lower Mekong Basin
• Surrounded mountainous
• Typically monsoon and heavy rain fall rang from 1500-
4000 mm annually
• Height velocity and strong current flow river
• Lack of Funding to improve infrastructure
• Only 15% of river bank was constructed
Objective
Due to our situation the government was set up the case study to:
a. To investigate the environmental impacts
b. To study the exiting system of flooding and disaster mitigationoperation and management of Lao PDR
c. To explore the potential implementing to reduce the impact such as:
• Set up Policy according to MDG and our country strategy plan
• Set up new Environmental and global warming policy
• Improving our exiting for example: dike, bank protection andcanal
• Set up priority and Immediately construction for emergencypoint
• GMS cooperation dialog for sustainable development and
• etc….
PRESENT STATUS
• The flood and disaster would be increase year by year and more effected to our country
Due to the world climate change and global warming our government was:
• Our government was set up disaster mitigation committee to responsible, acting by: deputy prim minister
• Set up the responsible organization official such as: Department of Waterways under Ministry of Public work and transport and Water resource and environmental authority ( WREA)
• Year by year Increasing
• Week of experience
• Poor of funding to maintenance the exiting and new
construction of infrastructure
• Lack of tool, equipment and staff
• Less cooperation among the region country

Following above mention our department
( Department of Waterways) , Ministry of Public Works
has been surveyed and prepare the dike protection
about 29 kilometer for protection Vientiane the future
flood.
Solution
• Issue the effectiveness policy to reduce the flood and disaster
• Apply funding
• Upgrade equipment, tool and staff capacity building
• Private and public partnership cooperation
• Strong cooperation among the region country, especially GMS
