BACKGROUND
UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria and is the UN
agency assuming the role of Principal Recipient of GFATM grants in Sudan. In its role as Principal
Recipient, UNDP ensures quality financial management, timely procurement of supplies and service
delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated
Programme Management Unit (PMU) is currently managing four grants (2009-2015) from the Global
Fund with a budget of US$ 235 million. As of January, 2015, there are 19 Sub Recipients (SRs) which
includes WHO, UNICEF, UNFPA, UNHCR, National Malaria Control Programme, Sudan National AIDS
Control Programme, National TB Programme, Director General of Internal Health and Planning,
Continuous Professional Development Directorate (CPDD), Central Medical Stores Corporation (CMS),
National Medicines and Poisons Board and some NGOs.
UNDP as the interim PR have a strong element of capacity development integrated into the various aspects of
grant management including, financial management of grant funds at different levels, procurement and
supply chain management, planning and monitoring of the sub recipient (SR) activities. The management of
the Global Fund grants in Sudan is a complex task due to stringent donor requirements and capacity gaps in
the organizations implementing the grants as SRs. The General Directorate of Planning and International
Development (DGIHS) is assuming the role of the PR for the HSS grant in Sudan in 2015 and has requested
support to install, configure and train key finance staff in the DGIHS on Tally financial software. The software
will also be installed and configured in the Sub Recipients of UNDP, namely Directorate of Communicable and
Non Communicable Disease Control, Continuous Professional Development Directorate.
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK
Objective:
Objective: This technical assistance is to build the capacity of government entities engaged with the Global
Fund grant implementation in Sudan on financial management, specifically through the introduction of a
financial software to ensure the accuracy of the financial information, proper recording of transaction and
budgetary control. The proposed software to be used is Tally.ERP9 Business solution (international
version).
The IC-holder is expected to produce the following deliverables, as specified below ensuring highest
level of quality of the output and maintaining the required degree of confidentiality of
correspondences. He/she shall always seek advice on technical matters from the Finance Specialist
from the PMU when uncertain situation arises and are outside the scope of regular day-to-day business.

the specific objectives mentioned above under point 2.
Academic Qualifications:
• Bachelor degree or equivalent in Financial Management, Business Administration,
Accountancy, CA/ACCA or finance related subjects.
Experience:
• 10 years of progressively responsible experience in financial management, and/or accountancy
at national or international level.
• Demonstrated work experience in managing Tally software.
• Clear understanding of Global Fund Finance management systems and reporting toolsis a
definite asset.
Competencies:
• Demonstrated initiative and perseverance; self-starter, and comfortable in a multi-cultural
team setting; Personal sensitivity and commitment to the values of the United Nations.
• Results driven, ability to work under pressure and to meet strict deadlines.
Language:
• Proficiency in English and (both spoken and written). Knowledge of Arabic is an asset.

The proposals of candidates obtaining 49 points and higher (or 70% or above) will only be technically
qualified; they will be reviewed and compared for the assessment of overall ranking of the proposals.
Those obtaining lower than 49 points (or lesser than 70%) will be technically non-responsive proposals,
price proposals of such candidate will not be compared.
Recommended Presentation of Offer
Applicants are kindly requested to complete and sign and submit all the following documents
a) Duly accomplished Letter of Confirmation of Interest and Availability using the template
provided by UNDP;
b) Personal CV or P11, indicating all past experience from similar projects, as well as the
contact details (email and telephone number) of the Candidate and at least three (3)
professional references;
c) Brief description of why the individual considers him/herself as the most suitable for the
assignment, and a methodology, if applicable, on how they will approach and complete the
assignment.
Financial Proposal:
The consultancy fee will be determined on installment basis. The installment amount must be all-
inclusive and the contract price must be fixed regardless of changes in the cost components. Daily
Subsistence Allowance (DSA) and round ticket by economy class air travel to the duty station will be
included in the installment. Payment will be made upon completion of the following stage of all
deliverables and following the submission of the final mission report.

• Lump sum contracts
- The financial proposal shall specify a total lump sum amount, and payment terms
around specific and measurable (qualitative and quantitative) deliverables (i.e.
whether payments fall in installments or upon completion of the entire contract).
Payments are based upon output, i.e. upon delivery of the services specified in the
TOR. In order to assist the requesting unit in the comparison of financial proposals,
the financial proposal will include a breakdown of this lump sum amount (including
travel, per diems, and number of anticipated working days).

Travel:
- All envisaged travel costs must be included in the financial proposal. This includes all
travel to join duty station/repatriation travel. In general, UNDP should not accept
travel costs exceeding those of an economy class ticket. Should the IC wish to travel on
a higher class he/she should do so using their own resources.
- In the case of unforeseeable travel, payment of travel costs including tickets, lodging
and terminal expenses should be agreed upon, between the respective business unit
and Individual Consultant, prior to travel and will be reimbursed
5. EVALUATION
- Individual consultants will be evaluated based on the following methodologies:
- Cumulative analysis
- When using this weighted scoring method, the award of the contract should be made to the
individual consultant whose offer has been evaluated and determined as:
- a) responsive/compliant/acceptable, and
- b) Having received the highest score out of a pre-determined set of weighted technical and
financial criteria specific to the solicitation.

- Only candidates obtaining a minimum of 70% point would be considered for the Financial
