Two strategic projects to support and foster EU-India STI cooperation

About INDIGO POLICY

IINDIGO POLICY, which is a so-called INCO Bilat project, supports STI policy cooperation between Europe and India in selected ares of mutual interest - Water, Energy, and Health.

This support is given through evidence-based knowledge production (funding situation, publications, patents etc) and organizational support. The project is the main organizer of the annual EU-India STI cooperation days.

About INNO INDIGO

INNO INDIGO is a so-called ERA-Net, which facilitates scientific collaboration by bringing together funders and implementing bi-regional calls for proposals.

Within its lifetime, INNO INDIGO will implement at least three calls for proposals. Beyond the preparation and implementation of joint calls, one central aim is to optimize the outreach of INNO INDIGO and facilitate the networking of funding organizations in Europe and India.

Within the INNO INDIGO Partnership Programme

(IPP) the first multilateral call for prposals was

launched in the field of clean Water and Health.

The sub-thematic areas are:

• Development and applications of membrane

technology in water purification/sanitation

• Membrane bioreactor applications at

domestic and industrial wastewater

management

• Reuse of municipal/industrial wastewater

The deadline for the submission of applications is

15 October 2014.

INNO INDIGO is an INCO ERA-Net with India

funded under FP7. It is the successor of the ERA-

Net New INDIGO (2009-2013) which successfully

launched four multilateral calls for proposals

with European funding agencies, the Indian

Department of Science and Technology (DST) and

the Department of Biotechnology (DBT). 35 Indo-

European research projects were funded under the

four calls.

INNO INDIGO aims at creating new collaborations

and strengthening existing ones in thematic areas

that address global challenges, thus favoring the

development of innovative services and products.

The first IPP call for proposals will fund three-year

research and innovation projects which involve

at least one Indian partner and two European

partners from two European countries.

INDIGO POLICY linking programme on biotechnologyinthefieldofhealth

The call for proposals organised within the

frameworks of the INDIGO POLICY Linking

Programme, was launched the 24th July 2014 and

will be open until September 29th.

The INDIGO POLICY Linking Programme will

fund three projects involving a minimum of two

European and one Indian research teams. The aim

is to establish sustainable multilateral networks by

opening up existing bilateral cooperations to new

partners.

The selected bilateral cooperation will propose

a complementary cooperation with a new

partner. The latter will bring a real added value

to the current project. INDIGO POLICY will fund

mobility for preparatory meetings to lay the

foundation for the new cooperation. The projects’

partners will afterwards use national funding and

national cooperation tools to set up the practical

cooperation in the long run.

The selected multilateral cooperation will be

an association of laboratories wanting to join

their forces on specific topics. Mobility activities

(preparatory meetings and their related costs, e.g.

travel costs, workshop costs, etc.) to set-up a virtual

multilateral laboratory will be funded by INDIGO

POLICY whereas each partner will be responsible

for its own projects funding, its own facilities, and its

own workforce.

Particularity of INDIGO POLICY Linking Programme: Funding in two phases

Phase 1: The selected projects will be financially supported by the INDIGO POLICY project. Seed grants of up to 30 000 euros will be provided for 18 months to prepare the launch of the multilateral virtual labs.Phase 2: Partners will assure the continuity of the project funding. Collaboration activities will therefore continue from the financial support for their respective national/regional funding agencies.

The Platform for Funders: EU-India funding organisations implement potential future activities

The Platform for Funders in the”heart” of INNO INDIGO. Beyond the preparation and implementation of joint calls one central aim of the platform is to optimize the outreach of INNO INDIGO and facilitate the networking of funding organizations in Europe and India.INNO INDIGO’s Platform for Funders main task will be to:• Discuss and prepare joint multilateral calls

for proposals.• Enhance relevance especially in terms of

the outreach to countries / regions / funding agencies not yet involved in Indo-European STI collaboration;

• Offer a platform for activities that contribute to the implementation of outcomes of the EU-India STI policy framework (e.g. GSO, Strategic Forum for International Science and Technology Cooperation [SFIC]);

• Enhance the exchange of information to include new elements especially with regard to the involvement of innovation players or young researchers;

• Pave the way for sustainable trans-national funding programmes beyond the runtime of an EU funded project.

Within INNO INDIGO’s Platform for Funders funding organisations will meet regularly to discuss, prepare

and implement potential future activities.The participation of funding organisations in INNO INDIGO’s Platform for Funders does not imply any commitment to the participation in a subsequent joint call. Rather the Platform for Funders should serve as an open, continuous platform that ensures an ongoing dialogue on a working level among a wide range of European and Indian stakeholders.

The participation in the Platform for Funders is covered by INNO INDIGO in order to ensure a wide participation of European and Indian funding organisations.

European and Indian water experts meet in Delhi

1-2 April the brokerage/twinning event on water was held in Delhi. It was organized by the Netherlands Enterprise Agency (RVO.nl), INDIGO POLICY under the responsibility of the European Commission. The objective of the event was to define a roadmap/list of challenges and activities for the coming three years and beyond. About twenty European experts and fifty Indian experts were present to jointly draft a roadmap/list of activities in three separate workshops and some plenary sessions.There is a long history of collaboration between the European Commission (EC) and the Indian Department for Science & Technology (DST).

Water is amongst the thematic priority areas which have been selected and endorsed by the Group of Senior Officials (GSO). For water, a thematic working group between EU and India has been established in order to contribute to the development of a joint Strategic Research and Innovation Agenda (SRIA). The short term priorities in this agenda are: • Technologies for drinking water purification

including removal of emerging toxic pollutants and online/remote water quality monitoring

techniques. • Technologies for wastewater treatment for

reuse and recycle and reject management in urban and agricultural sectors.

• Technology Incubation and Demonstration Park(s).

This RDI agenda was the basis of the joint workshops on Drinking water quality, Wastewater treatment and Urban water management.

INDIGO POLICY was responsible for the organisation of the three parallel workshops where both Indian and European experts discussed challenges,

constraints, solutions and actions needed. “We choose for an innovative approach where each participant worked pro-actively on a set of priorities” according to Bart Jeroen Bierens and Martin Goller, two of the organizers of the event. This created a dynamic atmosphere and excellent results. These results must now be brought to establish joint projects and activities from both sides. Horizon 2020 and the Water Joint Programming Initiative might be the appropriate tools from the European side for funding. INDIGO POLICY will

use the results as the basis for establishing the EU – India water platform.

The 5th edition of the EU-India Science and

Technology Cooperation Days with a thematic

focus on Energy will be held in Chennai, India, 12

- 13 November 2014. By jointly organising this event

in partnership with the European Commission (EC),

INNO INDIGO and INDIGO POLICY guarantee the

continuation of a series of successful events, which

have been amongst the yearly highlights of INDO-

European STI cooperation. The events were formerly

organised by the projects New Indigo, EUINEC and

India Gate.

The event aims at supporting the STI policy dialogue

by creating new research and business networks

on thematics of strategic interest for both regions,

therefore contributing to the implementation of

the EU - India Strategic Research and Innovation

Agenda (SRIA).

This will be done through linking existing bilateral

and multilateral projects on Energy as well as

showcasing technologies and exploring market

opportunities in Europe and India for entrepreneurs.

The first day of the conference will have a focus on

policy and young researchers and the second day

on business /research cooperation.

interest to industries?• What is the best way for

companies to participate in IPP (Joint Calls for Proposals launched in the framework of INNO INDIGO)?

Ten Indian and ten European SMEs participate in a roundtable discusion. Prior to the STI Days EBN will send a questionnaire to clusters and SMEs and undertake additional qualitative interviews. The results will feed into the discussion about how to design future joint calls which are attractive for participation by businesses/clusters/competencny networks.

• Concluding session: Wrap up of the thematic panels by the moderators, announcement of the winner of the young researcher competition and closing note.

In the EU-India Joint Declaration on Research and

Innovation Cooperation, which was signed in

February 2012 in Delhi, the EU, its member states and

India decided to step up their cooperation towards

building a Indo-European Partnership in Research

TheGroupofSeniorOfficials(GSO)process

and Innovation. For the achievement of this goal,

the EU/Presidency Trio-India Ministerial Meeting

in Brussels on May 2012 decided to develop a

Strategic Research and Innovation Agenda (SRIA)

and to set-up a Group of Senior Officials (GSO) to

implement it.

The GSO has the mandate to steer, coordinate and

monitor the shaping and implementation of the

Indo-European Strategic Research and Innovation

Agenda (SRIA).

The GSO is supported by a GSO Working Group,

which receives input from Thematic Working Groups

in selected priority areas, namely Health, Water and

Energy. Ultimately, the aim of this newly established

structure is to facilitate the creation of an Indo-

European Partnership in Research and Innovation

with (i) larger scale, scope and impact, (ii) focus

on common societal

challenges, and (iii)

enhanced synergies

between India, the EU

and its Member States”.

The GSO which consists

of high-level officials

from national research

ministries and the EU

had its first meeting

on 8th October 2013.

The Thematic Working

Groups have also

started their work to

identify priority areas

within the thematic

fields water, energy,

and health.

INDIGO POLICY’s main

role is the support of the GSO Working Group and

the Thematic Working Groups through the provision

of analytical work and organizational support to

facilitate evidence based recommendations to

decision makers.

First multilateral Call for proposal in the field of “Clean Water and Health” under the INNO INDIGO

Partnership Programme (IPP)The programme will fund three projects in the field of biotechnology with regard to health. It will support the mobility of researchers in order to stimulate cooperation between labs in India and Europe.

The Platform for Funders Meeting aims to involve funding agencies in order to present the upcoming calls within INNO INDIGO and to discuss chances and opportunities to enhance the EU-India STI cooperation. In particular, one of the objectives of this workshop is to explore ways to enhance the innovation dimension of INNO INDIGO calls.

The event is jointly organized by INDIGO POLICY and INNO INDIGO in partnership with the EU Commission.

It supports the STI policy dialogue and promotes the creation of new research and business networks. Workshops with innovative industries will be held during the event.
