FOR DESIGN PACKAGE 2

Indian Institute of Technology Tirupati (IITT) invites Expressions of Interest from qualified and

reputed Architects for the Design Package 2 of Phase 1 Campus Development design, comprising

the following:

1. Architectural, Structural and Internal Engineering utilities designs, specifications, and BOQ

etc., for the Students Hostel Zone to cater to 2500 students.

2. Architectural, Structural and Internal Engineering utilities design, Specifications, and BOQ

etc., for Faculty and Staff Residential Zone.

BACKGROUND:

Indian Institute of Technology Tirupati (IITT) was set up by the Ministry of Human

Resources Development, Government of India and has been functioning from the Academic year

2015-16. For developing its Permanent campus, IITT has been allotted 214 hectares of land at

Merlapaka Village, Yerpedu Mandal Chittoor District on the Yerpedu – Venkatagiri State Highway.

The Overall Master Plan is being finalised by the Consultant (Design Package 1) already appointed

by the Institute; and land area is being allocated for the above two residential Zones.

Consultant (Design Package 2) has to work out the Architectural, Structural and Internal

Engineering utilities designs, specifications, and BOQ etc., for the Students Hostel Zone and for the

Faculty & Staff Residential Zone and all common amenities including sports facilities in line with

the Master Plan guidelines.

IIT TIRUPATI - DEVELOPMENT OF PREMANENT CAMPUS

Invitation of Expressions of Interest from qualified and reputed Architects

IIT Tirupati has been allotted about 214 hectares at Merlapaka village, Yerpedu Mandal,

Chittoor District, AP (on Yerpedu – Venkatagiri Road) (ANNEXURE A1&A2). IIT Tirupati is desirous

of creating a state-of-the art smart campus, promoting a learning environment, which is

functionally suitable, safe, convenient and pleasant to live and work in.

It is envisaged that the Campus will be built in phases. During the Phase 1, a campus to

cater to 2,500 students, 250 Faculty and 275 supporting Staff is to be built in 6 years duration.

Subsequently the campus is to be developed in various phases eventually growing over a period of

20 years to cater to a 12,000 students Institute with proportionate increase in Faculty and

Supporting Staff.

1. THE DESIGN ASSIGNMENT IS PROPOSED TO BE DEALT WITH IN 2 PACKAGES FOR PHASE 1:

1.1 DESIGN PACKAGE 1:

1.1.1 MASTER PLAN for the WHOLE CAMPUS to cater to 12,000 students indicating

phase wise development over a 20 years period.

1.1.2 Architectural design, detailed Structural and internal Engineering utilities designs,

Specifications and Bill of Quantities (BOQ), for all Buildings in Academic zone to

cater to 2,500 students.

1.1.3 Design of External Engineering Services for the whole campus (including

Residential zones).

1.2 DESIGN PACKAGE 2:

1.2.1 Architectural, Structural and Internal Engineering utilities designs, specifications,

and BOQ etc., for the Students Hostel Zone to cater to 2500 students.

1.2.2 Architectural, Structural and Internal Engineering utilities design, Specifications,

and BOQ etc., for Faculty and Staff Residential Zone.

NOTE: The Master plan under Design package 1 is being finalised by the Consultant

already appointed by the Institute; and land area is being allocated for the

buildings and facilities under Design package 2.

2. THIS ASSIGNMENT IS FOR DESIGN PACKAGE 2:

2.1 Architectural, Structural and Internal Engineering utilities designs, specifications, and BOQ

etc., for the Students Hostel Zone: Hostels, Dining facilities, Sports and Recreation

Facilities (indoor and outdoor) and other amenities for Phase -1.

2.2 Architectural, Structural and Internal Engineering utilities design, Specifications, and BOQ

etc., for Faculty and Staff Residential Zone: Housing and Common Amenities (Shops,

School etc.), Sports and Recreation Facilities for Phase-1.

2.3 All the above should be detailed in line with the Campus Master Plan (ANNEXURE -A3)

2.4 All internal Engineering utilities for all buildings are to be terminated suitably at ground

level or ground floor level (chambers, Main electrical DB etc.). The external services and

service connections component is part of Design Package 1. The details are to be worked

out in co-ordination with Consultant (Design Package 1).

The list of buildings covered in the scope of work is given in ANNEXURE A4.

3. ELIGIBILITY CRITERIA:

All Applicants must satisfy the following eligibility criteria.

3.1 The Principal or Principals (i.e., Partners, Directors etc.) of the Applicant Firm with

Registered office in India should be qualified in the field of Architecture (Registered with

Govt. of India’s Council of Architecture) and should have been a registered practitioner in

the field for at least 10 years (by Dec 2017). These personnel have to be in-house and

fulltime.

3.2 A Consortium of 2 or more firms can also apply; the relevant details for each firm should be

given, with details of the areas of work they will be responsible for, in this project; The

Lead Firm of the Consortium should be clearly indicated, who will take the responsibility

for all the deliverables and with whom the Institute will deal and make payments to. The

other firms should confirm this arrangement in writing. The Applicant / Lead firm of

Consortium should have Registered Office in India and satisfy para 3.1 above.

3.3 The Lead Firm should have qualified and experienced personnel in Architectural Design

work and Coordinating and integrating all Engineering utilities.

3.4 The Applicant firm or a Consortium partner firm should have carried out (merely submitting

proposals is not to be counted) the design work for at least one similar project with built-

up area of 1,20,000 sq.m or two similar projects with built-up area of 60,000 sq.m each

completed during the last 7 years. The firm should submit the details of such completed

works.

Please note that, Similar projects means residential and hostel buildings along with

associated Amenity buildings and Sports facilities.

3.5 They should have Structural and MEP Engineers and Landscape Architects with relevant

qualifications and experience (these personnel can be in house or in tie-up arrangements)

3.6 Should have adequate Drawing Office set up for quick response to deliver designs and

drawings and troubleshooting to a very tight time schedule.

3.7 Should have experience in Design and Modelling software including BIM.

NOTE: Details in to be filled in ANNEXURE A5

4. HOW TO APPLY?

4.1 Submit details of earlier work for with names and addresses of clients, supported by

drawings, sketches, photographs etc. in hard copies as well as soft copies for projection

purposes.

4.2 Mention any awards and honours won by the Firm/individuals in the Firm.

4.3 Submit a write-up on the Design Philosophy adopted by the firm in similar works

completed and the Design Philosophy for this assignment.

4.4 The Firm should not have been subject to any disciplinary action by any Professional Body

or Hon’ble court or debarred from practising during the last 5 years. Please note that

suppression of information may result in disqualification.

4.5 Submit an undertaking as per the following:

“I/We have read the EOI conditions and having accepted all of them including the method

of computing the design fees; send herewith all the required input, for being considered

for appointment as Consultant (Design Package 2)”

In the event of getting selected, I/ We undertake to carry out the full scope of work as per

my /our Fee Offer.

4.6 Enclose Income Tax Clearance / return for the last 3 years (Up to Assessment year 2016-17)

certified by a Chartered Accountant. The firm should not have incurred loss in more than 1

year in the last 3 years.

4.7 Give the credentials of the Applicant Firm(s) and other submissions and undertakings (as

per-ANNEXURE A6 (A6.1 to A6.4) and send to

This submission should reach the above Office at or before 3.00 pm on ……….., 2017. The

Institute will not take any liability for applications received late, for any reasons. If the last

date for the receipt of applications mentioned above gets declared a Public Holiday at

Tirupati, the last date will be the next working day. Submittals will not be returned to the

Applicants.

5. EVALUATION PROCEDURE:

5.1 STEP 1

5.1.1 The responses to EOI received within the due date and time would be scrutinized by

an Empowered Committee of Experts in the related fields, specially constituted for

this purpose. For Evaluation Criteria see ANNEXURE A7.

Based on the above a Shortlist up to maximum 15 applicants would be made, and

“Request for Proposal” (RFP) would be issued to them.

5.2 STEP 2

5.2.1 On receipt of information about short listing, the shortlisted Applicants should

submit their detailed proposals (drawings, sketches, details, and a write up on the

design photographs etc.) in hard copies as well as soft copies within the due date

specified.

Along with these, in a separate sealed cover, they should give their Fee offer as

follows:

5.2.3 For Architectural, Structural and all internal Engineering utilities design,

specifications and BOQ’s etc., the Fee should be quoted as a single Percentage (F)

of thumb rule costs to be given by IITT across all categories of buildings. The

thumb rule costs will be issued along with RFP. These thumb rule costs alone will

be used for computing Fee for each Building Design (F)

This cover should be superscribed “IIT Tirupati Campus Development – Fee Offer

for Design Package 2”

5.3 STEP 2 EVALUATION:

The shortlisted applicants who have submitted proposals would be given an opportunity to

present their proposal in person to an Empowered Committee at a time, date and place to

be intimated.

5.3.1 The Committee would evaluate the proposals and award marks (T) out of 70 (Max)

under Technical Evaluation.

5.3.2 The Fee offers covers of only the top 3 applicants as above would be opened, for

further processing.

5.4 FINAL EVALUATION:

5.4.1 Technical Marks (T) (out of 70 max.) will be taken as such.

Financial offer marks: F (out of 30 Marks):

5.4.2 The details regarding awarding of “T” and “F” marks will be given in the RFP

document.

5.4.3 The applicant giving the lowest fee offer will be given the full marks of 30. The

others will be given marks in inverse proportion to their Fee offer.

5.4.4 Technical Marks “T” and Fee offer marks “F” will be summed up (T + F) to get the

total marks out of 100. The Applicant with the highest Total Marks (H1) will be

selected as Consultant (Design Package 2). The other 2 applicants will be ranked on

the same basis.

5.4.5 In case of a tie, the applicant with the higher Technical score (T) will be selected.

5.4.6 Applicants finishing in 2nd and 3rd positions, will be given a token honorarium of Rs.

2 lakhs (Rupees two lakhs only) each, for the time and efforts put in by them.

5.4.7 In the unlikely event of the selected Applicant getting disqualified for any reason,

the 2nd Ranked applicant would be declared the Consultant (Design Package 2)

without any further procedure.

5.4.8 The selected Consultant (Design Package 2) would be required to enter into an

Agreement with the Institute within the period of 30 days from the date of issue of

letter of intent (LOI)/ work order whichever is earlier.

6. PERFORMANCE GUARANTEE:

Before signing the Agreement, the Consultant should submit a “Performance Guarantee” in

the prescribed format along with an irrevocable Bank Guarantee from a Scheduled Bank

amounting to 5% of the approximate Total Fees payable as per his/her fees offer.

7. DISPUTE RESOLUTION:

The Institute will designate an Engineer-in-charge for the campus construction. In case a

dispute arises between the Consultant and Engineer In-charge, it will be referred for

resolution to a Senior Member of the Faculty nominated by Director. If the dispute persists,

Director will refer the matter to a Sole Arbitrator and proceedings will be as per Arbitration &

Conciliation Act 1996 (with latest amendments). For any appeal to legal authorities, the

jurisdiction will be that of the Hon’ble District Court at Chittoor, Andhra Pradesh.

8. COMPENSATION FOR DELAY:

8.1 A time schedule fixing the timelines for various milestones of the design process will be

as per RFP (Request for Proposal)

(This will also be linked to the release of instalments of fees)

8.2 Compensation at the rate of 0.5% of the relevant fee amount per week shall be recovered

for delay in completing the stages of design as per milestone chart, subject to a cumulative

maximum of 5% of the total fees payable. If any delay of the Architect was due to delay in

issue of approvals by IIT Tirupati or any other statutory authorities, this will be taken into

account while deciding on the levy of compensation. The decision of the Engineer in-

charge in deciding the compensation will be final and binding.

9. TERMINATION OF AGREEMENT:

The Agreement may be terminated at any time by either party by giving a written notice of

one month. In the event of the termination of the agreement by IIT Tirupati, the Consultant

shall not be entitled to any compensation or damages by reason of such termination but

only to the fees for the milestones of services actually achieved (Based on actual

submissions) up to the date of notice. In case of termination by IIT Tirupati for non-

performance by the consultant or the consultant terminating on his own, the performance

guarantee will be en-cashed.

10. VALIDITY:

The validity period of the fee offers will be three months from the date of opening of the

technical part by IIT Tirupati.

11. TRANSFER OF INTEREST:

So long as the Agreement subsists, the consultant shall not assign, sublet or transfer their

interest in this Agreement, without the written consent of the Institute.

A4.0 This gives the brief scope of Design work, with total built-up areas required in the 2

Residential zones: Student’s Hostels, common amenities and Sports Facilities, etc. & Faculty

and Staff Housing and Common Amenities.

A4.1 Zoning: The two Residential zones should be within the land allocated in the Master Plan

each with its own area for future expansion with optimum economy of land use without

being cramped. Circulation within each zone should be pleasant and safe.

Tirupati shall be the foundation of the rights and responsibilities of both the parties and the

A7.0 Evaluation Criteria for Stage 1 short listing:
