Dear Sir, This is in continuation of our letter No. IITD/R/2018/LSUQ/AREG/195198 dated July 24, 2018. The additional information please, find the requested information below. (a) Whether the government has set up “Centers of Excellence” for technological development in order to

make the Indian Capital Goods Sector globally competitive; Response: Yes. (b) if so, the details thereof; I : Smart Manufacturing Research Response: Under the “Scheme for “Enhancement of global Competitiveness of Indian Capital Goods Sector” of Department of Heavy Industry, Government of India as indicated in Notification No. 7/6/2011- HE&MT dated 5.11.2014 published in the Gazette of India (Extraordinary) Part I, Section 1, No.264, as per component 4.11.2, a Common Engineering Facility Center (CEFC) for Industry 4.0, known as a SAMARTH (Smart Advanced Manufacturing and Rapid Transformation Hubs) Udyog at IIT Delhi has been approved on 9th Aug 2017. IIT Delhi has been directed to execute the project through formation of a Special Purpose Vehicle (SPV). Government of India grant will be utilised by the SPV towards the cost of establishing a Cyber Physical Lab for Smart Manufacturing Research at IIT Delhi, Hauz Khas campus and a full-fledged Cyber Physical Factory at IIT Delhi Sonepat Campus and also for rendering services like 1) Awareness Building, 2) Prototyping, Simulation and Testing services, 3) Consulting Services, 4) Site integration Services, 5) Education and Training, 6) Skills Certification, 7) Job work, 8) Research to promote innovation and adoption of Industry 4.0 solutions in order order to make Indian industries more globally competitive in Capital Goods Sector. IIT Delhi along with Automation Industry Association incorporated a SPV in the name of “IITD-AIA Foundation for Smart Manufacturing” as a Section-8 company on 29-11-2017 to execute the project. (c) The funds allocated and utilized by the government for setting up these centers, Centre and State-wise; Response: Government of India grant of Rs. 19.40 crore (Rupees Nineteen Crore Forty Lakh only) has been sanctioned to IIT Delhi for the project till FY 2019-20. First installment of Rs. 1.16 Crore (Rupees One Crore Sixteen Lakhs only) has been credited to SPV account on 28-Mar-2018 against industry contribution of Rs. 29 Lakhs in Cash. Out of the first installment of Grant Money, ~ 15% has been utilized during Apr – July 2018.

Response: Short-term education and training courses will be offered along with on-line learning and assessment tools to educators and users on a chargeable basis. All the 12 smart manufacturing technology streams will be covered in the training. Following training activities are committed in the approved project proposal at IIT Delhi to educate people in professional skill set.

II: Textile Machinery

a. Ministry of Heavy Industries & Public Enterprises, Department of Heavy Industry has approved “Centre of

Excellence” dated 26th Sep, 2017 under the scheme on Enhancement of competitiveness in the Indian

Capital Sector

b. Project title “Design and development of Robot for sliver can transfer from one machine to designated

machine”

c. Project cost – 4.6433 crore ( DHI - 3.7146 crore, Industry contribution – 0.9287 crore)

Duration of project – 3 years

Release of funds is awaited

d. Provision of training – Yes

e. One of the objectives of the project is to provide training to the user industry.

I : Smart Manufacturing Research

Ans: The discussion is in the final stage of setting up a Centre of Excellence in Artificial Intelligence. The complete research support for the COE will be provided by funds received from different industry. which will be used to carry out research related to the application of artificial intelligence in different fields of interest to industry.

(b) whether lIT Delhi has plans to promote data driven researches through AI; (c) if so, the details thereof;

Ans: (b&c) : A number of faculty members at IITD are involved in research related to data analytics, machine learning etc. The research in these areas is supported by various program of Government funding agency. The objective of the CoE on AI will be to direct these research activities towards solving industry related problems and issues.

(d) the modalities and methods of operations/functions of proposed AI; and

Ans: Under the CoE activities, proposals are invited from faculty of IIT Delhi in the research areas of interest to CoE. The proposals are reviewed by Advisory Committee and the selected proposals are supported by the research funds of the CoE. The main function of the CoE is to carry out research in the subject area of direct interest to industry and society, involving training programs for students and industry professionals and organize hackathons to involve students in research and innovation activities.

(e) the time by which AI would be functional?

Ans : There is no clear tipping point when one can claim that AI is now functional. AI, including techniques

developed at IIT Delhi, is already somewhat functional in a variety of domains with different degrees of success. However, the field is one of continuous and endless development, and we expect AI to become more effective as further research breakthroughs happen.

i. संस्थमन द्वमरम रमजभमषम द न्दी में “जजज्ञमसम” - पवत्रकम से द न्दी ववज्ञमन जनाल कम प्रकमशन तनयतमत रूप से दकयम जम र म ै। इस जनाल को देश के लगभग 700 ववश्वववद्यमलयों एव ंसंस्थमनों को भेजम जमतम ै।

ii. संस्थमन के सकंमय सदस्यों द्वमरम दद्वभमषी तशक्षण कमया व पसु्तक/पुजस्तकम लेखन व प्रकमशन प्रकमशन भी दकयम जमतम ै।

iii. संस्थमन में पीएच. डी. थीतसस के ‘समरमंश’ को अतनयवमया रूप से द न्दी में दकयम जमतम ै एव ंद न्दी के प्रकमशनों को भी पीएच. डी. तसनोजससस में शमतमल दकयम जमतम ै।

iv. संस्थमन के छमत्र ववतनमय कमयाक्रम के अन्तगात ववदेशी छमत्रों के तलए द न्दी तशक्षण (Hindi Learning) कमयाक्रम कम आयोजन दकयम जमतम ै।

b. संस्थमन के बजट में अलग से प्रमवधमन न ीं ै । रमजभमषम द न्दी के प्रचमर एवं प्रसमर के तलए उठमए गए कुछ कदमों के तलए धन-रमतश उपलब्ध बजट से की जमती ै ।

Kindly refer to your e-mail dated 31-01-2019 on the subject cited above. As desired, the information in

respect of IIT Delhi is given as under:

(a) whether the Government is aware that sexual harassment of women lecturers, professors and

research scholars at the hands of the academic heads of departments, professors and lectures in

educational institutions is on the rise across the country;

Reply (a): The institute follows the guidelines on prevention of sexual harassment of women at workplace.

The IIT Delhi Rules and Procedure for the Prevention, Prohibition and Punishment of Sexual

Harassment of Women at the Workplace, 2014 has since been notified and copy placed on the

website (www.iitd.ac.in) for information of all concerned.

(b) if so, the total number and other details of cases of sexual harassment in educational

institutions registered during the last three years;

Reply (b): No information.

(c) whether any prominent heads of departments, professors and lecturers are involved in such

episodes and if so, the details thereof; and

Reply (d): The institute has an Internal Complaint Committee (ICC) in place, to resolve cases if any, of

sexual harassment complaints by employees and students. Regular workshops are also

conducted by the institute for general awareness of all concerned.

respect of IIT Delhi is given as under:

(a) Whether the institutions of higher education like IITs have set up Centres for Artificial

Intelligence in view of increasing use of Artificial Intelligence (AI) technology in the world:

Reply (a): The Institute is planning to set up a Centre of Excellence (CoE) in Artificial Intelligence (AI).

The discussion to prepare a detailed plan through the Department / Committee is in

process.

(b) If so, the details thereof;

Reply (b): A number of faculty members are involved in the areas of research, related to Data

Analytics, Machine Learning and Artificial Intelligence etc. The objective to form a CoE on AI

will be to position these research activities towards solving industry related problems and

work with various government agencies. The research activities of direct interest to industry

and society are expected to help training the students and industry professionals, besides

kindling innovation activities. AI research at IIT Delhi includes core areas like deep learning,

text understanding, data mining and graphics, as well as applications to healthcare,

transportation, manufacturing and services etc.

(c) The courses proposed to be offered in these institutes; and
