  • 1. Farmer Outreach - Raising Productivity IFPRI USAID workshop on Food Security Strategies in Asia Kathmandu , Nepal , November 15 , 2011 Srinivas Rao [email protected]

2. Presentation Scheme The Context - About CSISA The Approach Scale and Scope About Delivery , and Roll Out About Building Partnerships Other Models Private Sector 3. Food security Rural and urban poverty & malnutrition Natural resources: land and water Farm sizes and labor Energy Climate extremes and climate change Financial crisis The Big challenges 4. Geographic Spread of CSISA Pakistan, India ,Nepal and Bangladesh Phase 1: 2009-2011 (launched April 2009) Phase 2: 2012-2019 BMGF, USAID, WB - US $ 31 Million CGIAR:IRRI, CIMMYT, IFPRI, ILRI NARES Private sector NGOs ARI Universities Societies (ASA) 5. Integrated solutions for ecological intensification and diversification at high levels of productivity, new prodn systems Strategic germplasm improvement for selected traits Public-private sector partnerships, R&D ,delivery , Value Chains Policy analyses ,Business Models , Communications Impact Assessment , Scale up, Replicability , Sustainability By Year 03 40,000 farmers @ 0.5 mts on 50,000 hectares 20,000 farmers @1.0 mts on 20,000 hectares By Year 10 4 million farmers @ 0.5 mts on 5 million hectares 2 million farmers @ 1.0 mts on 2.5 million hectares Incomes up by at least $ 350 per household p.a. Scope 6. Holistic Approach of CSISA The 8 Key Themes : Delivery of new technologies and practices through public- private partnerships , CKB, HCP , Value Chains , business models Future cereal-based systems Rice breeding for current and future systems Wheat breeding for current and future systems Maize breeding for current and future systems Technology targeting and improved policies Capacity building: scientists ,Interns, professional agronomists Project management, communication and impact assessment 7. Theme 1: Delivery of Production and Post Harvest technologies Local synthesis of cereal farming knowledge for greater impact Design & implement schemes for outscaling improved delivery of seeds and modern technologies, conservation agriculture technologies Large scale Roll through Public Private Partnerships CKB, HCP ,Value chains , Business Models, Training, ICT 8. 8 5. Labor, Energy shortages, High production cost Minimal tillage Zero tillage Raised bed Double no-till system New Machines 6. Diversification and Fallows Relay/Para cropping Crop substitution Cotton wheat) S.Cane wheat ) Rice Fallows 7. Herbicide resistance / Weed mgt. Test new molecules Integrated weed management approach 8. Net works and Capacity Building Public Private partnerships Trainings Traveling seminars 1. Water 2. Rainwater 3. Nutrient 4. Terminal Heat shortages Management Imbalances tolerance/ Seed In-situ moisture conservation Groundwater recharge Conjunctive use of nutrient inputs LCC/ GS Super granules Cultivar choices Seed increase Water schedules Residue manage. Laser land leveling Raised beds DSR & remove puddling Conceptual Framework of CSISA Strategic Entry Points and Potential Options for solutions 9. Customized Management Solutions Seeds Laser land leveling to save water and facilitate direct sowing Zero till crops after rice Raised bed systems Direct-seeded rice Alternate wetting and drying in rice cultivation Site-specific nutrient management (R, W, M) Integrated weed and pest management in cropping systems Postharvest solutions (drying, storage, .) Agri Mechanisation Super bags Information systems (hub communication platform) Business Models and Market Linkages 10. India Pakistan Nepal Bangladesh CSISA Delivery Hubs & Research Platforms Tamil Nadu Rice Research Institute, Aduthurai Research Platform BARI/BRRI ICAR Complex for Eastern Region, Patna Faislabad, Pakistan Thanjavur, TN Bagusarai, Bihar Ludhiana Central Soil Salinity Research Institute, Karnal 11. 163 districts in IGP 67 districts covered 1/3 of the IGP Nine hubs with one satellite established and fully functional Hub Name Area (Mha) Haryana 2.75 Punjab 3.9 EUP 4.5 Bihar 7.3 Tamil Nadu 4.5 Total Area (mha) 22.95 CSISA Action Corridors 12. Laser Assisted Precision Land Leveling Laser land leveling introduced in the region 6700 units (Farmer investment ~ USD 9.0 Million) in the past 3 years Saved 800 Kwhr-1 units /ha during rice season in Punjab; USD 55M in India (Sidhu,2009), and saves 25-30% water at least Employs 4 persons for 125-150 days / year 13. Direct Seeded Rice becomes a Reality DSR in flood prone areas DSR improves productivity DSR and PTR yield can be similar at less cost and saving of water Rice hybrids useful in irrigated areas Choice of rice cultivars and use of herbicide molecule holds the key for success in DSR Useful to counter labor shortage DSR 14. CKB: CSISA Knowledge Bank 15. Partnerships to Synergize The Rationale of the TWGs . A group of like minded experts who believe and deliver new CSISA and other bundled technologies to the farming community. Have the reach and wherewithal to outscale Have to ability to convince farmer groups Have the systems to train ,motivate, and assess impact. Have the credibility to influence policy over time Typically Cross section of Experts from: Govt Agri Institutions / SAUs District Agri Officer NGO representatives Farmer Associations/ Cooperaratives Private Sector Input Suppliers ( seeds, equipment, agri biz) Media Local extension experts / agencies CSISA Hub Manager More of an Action group with complimentary objectives to synergize mutual efforts 16. CA based RCT Key Technologies evaluated in farmer participatory mode 19 RCTs inclusive of elite cultivars Household benefitted >100,000 Number of trainings on CA practices > 250 Participants in training program (Farmers) 2100 (30,000) Adaptive trials 700 Technology roll-out demos, FPTs 7400 New machinery development/ refinement 6 Seed Increase of elite germplasm 800 tons Public-private partnership forged in 9 hubs 318 Salient Achievements (Year 2) 17. Other Models Private Sector E-choupal ( ITC Ltd ) 6200 computer kiosks , 40,000 villages , 4.10 million farmers End to end solution demonstrations ,advice , information , procurement First mile to last mile . Digital to Physical , demand led production Haryali Kisan Bazzar ( DSCL group ) Rural Hyper markets , agri advisory , sales , agri services 200+ outlets , one stop shop for farmers , 300+ agronomist Mahindra Samirdhi Centers ( Mahindra Group) Largest tractor manufacturer , agri service centers Equipment and multi product outlets 18.
