ECONOMIC DEVELOPMENT: SHARION LOUW, MELISSA POTGIETER & CHANDRE MANUEL

1. BEE-HIVES

LED is responsible for the following business spaces:

Market Stalls; Kwanonqaba Beehives, ERF 6412 and Adriaanse Beehives and

manage the facilities on a regular basis and includes the following activities;

Regular site visits;

Contracts and new application management;

Reporting on reparations and cleaning of the spaces;

Non-payment follows up;

Updates with finance and legal department on issues relating the spaces; and

Tenant complaints referrals to applicable departments (town planning; parks

etc).

1.1 Adriaanse Beehives:

Contacting tenants and do follow up with applicable applicants who applied for

space to fill the vacant spaces. The unit also assist with contract renewal at

least two months before contracts expires. As part of the contractual

agreements tenants are supposed to be open 6 days a week, if spaces are

not open and functioning, the unit contact tenants and follow up on tenants

with non-compliance letters. The unit also follow up on non-payment of

municipal account accounts to ensure that tenants keep to their contractual

agreements, and report it to the legal department to handle.

Riaan’s Repair shop to move out by the 31st January 2019 after follow up on

business doors being closed.

1.2 Kwanonqaba Beehives:

Contacting tenants and do follow up with applicable applicants who applied for

space to fill the vacant spaces. Various tenants have been handed over to

the Legal Department for non-payment of rent. Unit await feedback from

Legal Department to handle tenants. A decision was taken that no renewals

will be done for tenants whose accounts is in arrears. Non-paying tenants are

informed to move out and new clients now occupy the vacated spaces.

1.3 Erf 6412 (Mosselstreet)

space to fill the vacant spaces. The unit also assist with contract renewal at

Bee-hives will be formalised as part of the Youth Business Park Project.

Meetings were held with tenants and an agreement was reached that

Businesses will be opened under the 15th of January 2019, arrangements of

accounts to be closed by 15th January 2019 were made.

Electrical Department will remove all electrical equipment from containers by

the 25th January 2019. Rent – a – Container will then remove the containers

from 31st January 2019 from the site. The site establishment to be organised

by mid – February 2019, thereafter the construction of the new formal Bee-

Hives will start. Construction are perceived to be completed early in the new

financial year.

2. Enquiries: Space; Tentants; Business Enquires

The Unit handled 42 enquiries for the period under review. The enquiries

includes pre-applictions for business space, general information on business

registrations, renew contracts for existing tenants as well as queries by

tentants and public.

All enquiries was resolved and applications were captured and placed on file.

3. Newly Identified Beehives Site: Erf 20660/ Parking next to Mayixhale

The project is 80% completed, regular site meeting and technical meetings

are held to evaluate the contractor in line with project milestones. Due to

budget constraints we looking at ways to save. Monthly Reporting is done to

funders to give feedback on funds spent and project milestones. Continuous

discussions are done and follow up on Funding from Department Small

Business Development, Shared Infrastructure Fund to ensure that outstanding

funding are paid into the municipal account. Regular engagements was done

through their appointed Engineers and their offices. The project is registered

as an EPWP Project, and we are assisting the contractor to comply with the

Ministerial Determination. Research are currently done for a Jungle Gym and

Outdoor Gym Equipment.

A budget meeting was held and we were to attend for the discussion on the

grant funding and project deliverables on 11th January 2019.

A notice went out to invite people to apply for the beehives on the corner of

Bill Jeffery and Mayixhale Street on the 19th October 2018 and the first

meeting was held on the 10th January 2019. Next date of meeting will be on

the 24th January 2019 where interviews will follow and the desired tenants will

be listed.

Motivation for further funding must be handed in by 25th January 2019. We

are currently busy with the application and motivation for more RCEP Funding

which cover the shortfall and enable us to complete the project.

4. Mayixhale Corridor Plan

RSEP (Regional Socio – Economic Programme) appointed VPUU (Violence

Prevention through Urban Upgrading) to do the Mayixhale Corridor Plan.

Arrangements is made to host the Mayixhale Corridor Forum Meeting on

February 2019 awaiting feedback from Department to give feedback on the

Corridor plan and input to projects. Project funding will be identified to

implement the corridor plan.

The Social Hub is one of the projects we are currently discussing and want to

apply for funding. It will be used to build the social fibre of the community and

will also open space in the BEE-Hives which are currently being used by

NGO’s within the community.

5. Mossel Bay Development Forum

The last Forum was held in October 2018; the Review of the Terms of

Reference was discussed as well as catalectic projects. Preparations for the

engagements for the next Forum has started and will take place within this

quarter. Internal arrangements for the development forum engagement was

initiated and will take place on the 20th February 2019. The review of the

LED Strategy and the Indonesian Report will be placed on the agenda.

6. Mossdustria Information Session – Town Hall

Biodiversity and Environmental Impact Assessment are planned for

Mossdustria Area, which will enable the municipality to promote Economic

Development and create employment opportunities for the people of Mossel

Bay. An information session will be held on the 23rd January 2019.

Thereafter the studies will be conducted and after completion economic

development will be promoted.

HIV, GENDER, DISABILITY AND ELDERLY REPORT: ALMA KRITZINGER

HIV/AIDS:

PIET JULIES SOUP KITCHEN: FOOD SECURITY: CONTINUOUS

BACKGROUND: This soup kitchen was initially started to donate soup to the OVC

(Vulnerable and Orphans) who are 50 in total. The soup kitchen provides soup twice per week to

vulnerable children as well as once per week to Joe Slovo and also Siyabangane next to the

Kwanonqaba Police Station.

Outcome

A strategic session took place on 24 October 2018, during which the different organisations and

spiritual leaders gathered to do a needs analysis regarding all vulnerable groups in Mossel Bay.

GREAT BRAK RIVER WORLD AIDS DAY PROGRAM – 5 DECEMBER 2019

BACKGROUND

The (CPOS) (Community Orientated Primary Care) is a community based health committee that

has as purpose to execute programs in Great Brak River. The program’s theme was “Know your

status”.

BACKGROUND

As a “Joint Plan Initiative” it is attempted to establish opportunities to improve men’s health by

making the following services available:

HIV/AIDS testing

Information on circumcision

Circumcision procedures at the community hall.

SWOP SHOP

BACKGROUND

The Barcelona Swop Shop is open three times per week on Mondays, Wednesdays and Fridays

from 13:00 – 15:00.

DISABLED:

BREAD TAGS FOR WHEELCHAIRS: CONTINUOUS

BACKGROUND:

Special containers were placed at cashier points and libraries of the Mossel Bay Municipality

where the public could deposit their bread tags. A further process was followed where

businesses, schools, churches and pre-primary schools were invited to form part of the process.

The past month 7,5kg bread tags were collected.

PROTECTED WORKSHOP SOUP KITCHEN: FOOD SECURITY: CONTINUOUS

BACKGROUND:

This soup kitchen makes soup three times per week and the project leader and volunteers of the

Protected Workshop distribute the soup to the participants.

OUTCOME:

October – November : 473 cups

November – December : 431 cups

December – January : 24 cups

GENDER:

INTERNATIONAL MEN’S DAY : 19 NOVEMBER 2018

BACKGROUND:

As part of the annual 16-day Activism program, the focus was on the celebration of International

Men’s Day. As an internal awareness making program, the focus was placed on the following

sections:

Danie Lodewyk Water and Sanitation 17 men

Ralph Dickson Streets and Storm Water 10 men

Charles Diamond Refuse removal 8 men

The focus of the day was to motivate the male personnel to be healthy role models in the

community.

Various motivational talks were held:

Pastor Neil Williams - Spiritually role

Nomzi Jika - Fatherly role

Mr Marcus - Men’s Health

HIV/AIDS

ENTREPRENEURS DAY: 3 DECEMBER 2018

BACKGROUND

In cooperation with BEECORP it was attempted to host the program where the vulnerable

groups were offered the opportunity to participate in an informal market day where their

products are investigated for the possibility to participate in the formal market.

Surrounding Municipalities invested in the program and also brought some of their vulnerable

groups to the occasion. Involved Municipalities include:

- Knysna Municipality

- Hessequa Municipality

The day was a combined effort where acknowledgment was given by each organisation to

infected persons or affected by HIV/AIDS with lighting of a candle on the behalf of the

organisation.

The following highlights of the day can be listed:

Short commemoration service that was held in remembrance of those who lost their fight

to HIV/AIDS and those who presently live with it.

Motivation by Eno Sibiza from BEECORP about Entrepreneurship and Councillor

Rosina Ruiters (Deputy Mayor from Garden Route Municipality).

Evaluation of each stall.

Each exhibitor won a prize at the “lucky draw”.

A total of 136 persons formed part to the day.

OUTCOME

A total of 11 exhibitors were present at the occasion.

GREAT BRAK RIVER “COLOUR WALK” – 8 DECEMBER 2018

BACKGROUND

In cooperation with Great Brak SAPD and the CPF from Great Brak River it was attempted

organise a day that focused on the 16 Days of Activism Against abuse against children and

women. The day existed out of a “colour walk” where colour paint was thrown out as a symbol

to set women and children free from abuse.

The day was characterised with a march against violence, various activities such as face paint,

colour in competitions and a dance competition as well as a “be safe” talk by the SAPD and a

message by Council.

OUTCOME

The occasion was attend by approximately 60 persons.

WOMEN’S ROAD BLOCKADE: 14 DECEMBER 2018

BACKGROUND

An awareness making blockade was held on 14 December 2018 were the women of the local

Traffic, Fire and Rescue, SAPD and Provincial Traffic took hands and together with the Director

of Community Services, wished the motorists a Merry Christmas Season and handed over the

emergency number to all of them.

OUTCOME:

13 representatives from Traffic, Fire and Rescue, SAPD and Provincial Traffic

participated to the program.

The number of vehicles inspected were 92.

One vehicle was fined by Provincial Traffic.

SAFETY AWARENESS MAKING: DANA BAY NEIGHBOURHOOD WATCH

BACKGROUND

The Dana Bay Neighbourhood Watch wanted to participate to the awareness making of

emergency numbers to the community of Dana Bay and took 250 fridge magnets and 50 key-

holders for distribution.

The idea is to make the public more aware of emergency numbers and services that are available

in the Greater Mossel Bay with awareness making.

OUTCOME

100 Fridge magnets were distributed at businesses

20 fridge magnets were distributed at patrols.
