Introduction This Index covers the period from February 1951 to December 2015; Bulletins 1-170, three Newsletters and
various self-contained occasional supplements which accompanied Bulletins. The following pages aim to follow
the main principles already established. As with previous editions, this work is prefaced with a summary enabling
the reader to link the date of issue with the number of the issue. In cases where separate papers, articles etc.
accompanied earlier Bulletins, few were actually referred to as ‘Supplements’. However the Index treats them all
as such in order to simplify matters.
Indexing has been prepared in accordance with the following:
A subject appearing in ‘Bulletin 33 page 8’ will be listed as ‘33/8’.
An entry on page 8 of a related Supplement to Bulletin 33 and needing specific mention will be listed as
‘33/Suppt.8’.
An entry for the ‘Supplement’ as a whole would simply read ‘33/Suppt.’
Newsletter items are prefixed by ‘N’.
It should be noted that the earliest Bulletin issues could not be copied satisfactorily and were finally retyped onto
A4 masters so that any request for past issues could be met. As a consequence the existence of slightly different
pagination is recognized. Over a period of time, further and important research has rendered obsolete or
reshaped much information within Bulletins 1-30. Any member still referring to the original sized Bulletins, should
bear in mind that the page quoted in this index may be at a slight variance.
Readers are recommended to delve into the Philatelic bibliography compiled by R. H. Keach, for sources of
information outside BCSC Bulletins. This bibliography was updated in a Supplement to Bulletin 48 (i.e. Supplement
number 28).
Reports of contemporary stamp issues are omitted unless they contain information that does not seem to be in
the usual catalogues. With effect from the ‘2008 index update’, references to general or irrelevant Study Circle
administrative matters have been omitted.
With the exception of the ‘Mols’ issues, general articles and summaries are normally indexed first as entries under
the given headings, and are not further indexed under later subheadings. In the case of the ‘Mols’, this duplication
enables two different collecting methods to be catered for, that is by issue or by denomination. Furthermore,
anything missed from one listing should be recorded in the other.
Stuart Smith (2013)
In the process of converting the Bulletin archive to a digital format, the index has been brought up to
date. In the digital format there is no restriction on space as there is with a printed version (for which

the least number of pages possible is a significant consideration). The layout is more spaced which I
hope will make it easier to use. An edited list of the Supplements was present in the 2013 update of the
Index. With the increased space available, this list is given in full. Stuart’s reassurance that, “every effort has
been made to remain logical and consistent” still holds true. However, it is inevitable some omissions or errors
will occur. It would be greatly appreciated that any are drawn to the General Secretary or the Bulletin Editor.

Newsletters alone (N1, N2 & N3) were issued at these times
Supplements issued with the Bulletin
Between 1951 and 1998, 54 articles and other items of interest were issued as Supplements to the Bulletin.
Their pagination was separate to that of bulletin. When published, the supplements were not numbered. In
the table that follows, each supplement has been given a number for the convenience.
To avoid confusion, the indexing system adopted by Stuart Smith has been retained. (e.g. An entry for the
Supplement that accompanied Bulletin 33 would read “33/Suppt.” An entry for a particular page for the
Supplement that accompanied Bulletin 33 would read “33/Suppt. 3” if that page is page 3).
Nine of the 16 Addenda & Corrigenda to the first edition of “The Cancellations of the Normal Post Offices of
Belgian Congo 1886 – 1960 & Ruanda Urundi 1917 – 1962” were issued as supplements between 1974 and
1981. The remaining seven were included in the bulletin. Again, for convenience all are listed in the table.

The first edition of The Cancellations of the Normal Post Offices of Belgian Congo 1886 – 1960 & Ruanda Urundi 1917 – 1962 by A I Heim and R H Keach was published in 1975. Over the next 15 years a series of 16 Addenda & Corrigenda were produced as supplements to, or were incorporated within the Bulletin. All were included in the second edition published in 1992. Members who possess the second (or third) edition will not need to consult the following subsection. For convenience all 16 Addenda & Corrigenda are presented here.

PART 2
CONGO – Mols stamps by Date of Issue
The reader should pay particular attention to the series of Supplements as well as ‘Plating Mols stamps’ by
Hudson, which appeared in Bulletins 85-90 and reviewed with illustrations by Smith, in Bulletins 153-161. The
details therein are too numerous to be indexed within the following framework. Introductory general notes are
in 85/Suppt (Part 1) as amended by 86/2. The separate tables relating to the 1909 overprints are also repeated
together in Bulletins 112 & 113. The reader is also referred to the series of detailed books by Frenay, dealing
with the Independent State Mols issues. More recently Leo Tavano has added to the series and these too should
be consulted.
The ‘Index’ is prepared in considerable detail. Please also look at the ‘Entire Period’ articles. Furthermore, also play
safe by seeking specific information on individual values in ‘Part 3’ of this index.

Part 3
CONGO – ‘Mols’ stamps by Denomination Part 3 covers the previous section in more detail. For a given stamp and where practical, it gives details of almost
all places where specific mention has been made and this runs counter to the normal theory of this index, i.e.
that of letting the user search for himself through major articles in order to supplement references already
found indexed. If a given Mols stamp is not mentioned individually in the following pages, this implies that an
important Bulletin comment on that specific stamp is unlikely to be found. However, bear in mind that general
information on issues to be found within Part 2. For plating purposes the series of Supplements by Brian Hudson

beginning with Bulletin 85 is indispensable but the comments therein are too detailed to index individually. The
Hudson Tables relating to 1909 overprints are repeated together for convenience in Bulletins 112 and 113.
Information on the ‘Princes’ issue is best sought in Part 2, subsection ‘c, (v)’. Specific to the identification of
printing plate combinations, Hudson original work has been updated and illustrated by Smith, in Bulletins 153-
161.
Note: The listing that follows is by basic stamp, prior to any subsequent overprint or surcharging.

For ease of reference, post-Independence issues
(30 June 1960) are normally indexed under ‘Zaire’,
exceptions being ‘Rebel’ and ‘Secessionist’
material. To avoid confusion, the reader is
reminded that there also exists the quite separate
territory, west of the river Congo, known variously
over the years as “French Congo”, “Congo
Brazzaville”, part of “French Equatorial Africa”,
”Middle Congo” and “Congo”.

Printing
Some of the sub-sections below also receive mention
in the series of ‘Plating articles’ starting in Bulletin
85. These should be studied carefully as complete
cross-reference within this index would be quite
impracticable.
Printing may be regarded as a difficult technical
subject and a few years ago Ray Keach suggested a
few changes in terminology. He preferred ‘lay marks’
– the term used by Waterlow & Sons – to ‘traits de
repère’. ‘Guide marks’ are confused with ‘guide lines’
and ‘guide dots’; the latter two having been engraved
on the plate before entry of the subjects and which,
where practicable, should have been burnished
away.
‘Lay marks’ were intended to remain, in order to aid
centring the vignettes within the casements. Apart
from those alterations, the entire ‘Printing’ section
has remained unchanged for many years.
