CHAPTER 1

CONTEXT AND AIMS OF THE VISIT

INTRODUCTION

The external visit of the group of experts in the framework of the procedure of

the institutional accreditation of the Republican National Enterprise «The Academy of

Public Administration under the President of the Republic of Kazakhstan» was

conducted on November 9-11, 2015.

The external review was carried out in accordance with the program developed

by IQAA and coordinated with the administration of the Academy. All necessary

working materials (the program of the visit, a report on self-assessment of the

Academy, Guideline for organizing and conducting the external assessment for the

procedure of the institutional accreditation) were presented to the members of the group

of experts prior to the visit to the educational organization, thus providing a timely

opportunity to prepare for the procedure of the external assessment.

Meeting with the administration of the Academy provided an opportunity for the

group of experts to officially meet with the rector, Abdrasilov B.S., who gave a brief

overview of the Academy, noted the achievements of recent years and the prospects

for the development of the Academy.

The scheduled activities in the framework of the visit contributed to a more

detailed introduction to the structure of the Academy, its material and technical basis,

members of the teaching staff from educational institutions and departments, students,

alumni, employers of the Academy, and gave an opportunity to the external experts to

conduct an independent assessment on compliance of the data from the report on self-

assessment with the actual state of affairs in the educational organization.

The report on self-assessment of the Academy contains a large amount of

information, which helped to analyze all aspects of the activities within the Academy

and structural units in accordance with the standards of the institutional accreditation,

and to identify strengths and weaknesses, threats and opportunities for a further

development.

The visual review was carried out in order to get a general overview of the

educational organization and its research processes, material and technical base,

identification of its compliance with standards, as well as to maintain contact between

students and staff at their workplaces. Experts conducted a review of the Institutes and

departments, divisions and services, centers, libraries, and others.

In the course of the external review, experts conducted the analysis of the

documentation of Institutes and departments, and carried out selective visits of training

sessions in areas of training in order to get a more detailed acquaintance with the

document flow, teaching and material support.

The full name of the educational organization – Republic State public enterprise

«The Academy of Public Administration under the President of the Republic of

Kazakhstan».

Year of establishment:

1994 – The National Higher School of Public Administration under the President

of the Republic of Kazakhstan (NHSPA);

1998 – The Academy of Public Service under the President of the Republic of

Kazakhstan;

2005 – The Academy of public administration under the President of the

Republic of Kazakhstan.

The Academy of Public Administration under the President of the Republic of

Kazakhstan in accordance with the license АБ № 0026242 dated by June 28, 2005 and

АБ № 0137339 dated by November 2, 2009 (due to the re-registration of the Academy

– from State institute to the Republican National Entreprise) implements study

programs of postgraduate education: Master degree programs – PhD programs. The

number of enrolled students at present constitutes 406 people, including 362 Master

students and 44 PhD students.

Currently, the Academy includes 6 institutes: Institute of Management; Institute

of Justice; Institute of Diplomacy; National School of Public Policy; Institute of further

education for civil servants; Research Institute and 4 centers: Center for the Study of

Interethnic and interfaith relations in the Central Asian region; Research and Analytical

Center for the Study of anti-corruption; Center for Academic Programs and the Center

for Information Technology. Moreover, there are 8 departments, seven services sectors

and 2 units.

The staffing of the Academy constitutes 272 persons, of which: the teaching staff

- 69 individuals; support staff – 45; academic researchers – 23; Administrative and

managerial staff – 52; technical staff - 83.

The retainment of the teaching staff constitutes 82.7%, of which: 36 PhD

students; 46 Candidates of Sciences; 4 PhD holders.

CHAPTER 2

REPORT ON THE EXTRENAL REVIEW BY THE GROUP OF

EXPERTS

Compliance with the standards of the institutional accreditation

Standard 1. Mission, strategic planning and approaches in the field of

quality assurance

The definition of the mission, goals and objectives of the Academy of Public

Administration under the President of the Republic of Kazakhstan is based on the goals

and objectives for the modernization of the system for training civil servants, which

are reflected in the Strategy "Kazakhstan-2050": a new policy of the established

government"; Laws of the Republic of Kazakhstan "On Public Service", "On

Diplomatic Service of the Republic of Kazakhstan", "On Science", "On Combating

Corruption", "On the law enforcement service" and other legislative acts of the

Republic of Kazakhstan.

"The Academy of Public Administration under the President of the Republic of

Kazakhstan" (hereinafter - the Academy) is the only postgraduate higher education

institution in Kazakhstan in the system of training, retraining and advanced training of

civil servants from central and local government, judges and the judiciary workers, the

diplomatic personnel reserve; head research and methodical center of training civil

servants; Research Centre on holding the basic and applied research in the field of

public administration and public service.

In the years 2012-2014, the staff of the Academy developed and approved the

Vision of the Academy and the Action Plan for its implementation. The development

strategy of the Republican National Enterprise "the Academy of Public Administration

under the President of the Republic of Kazakhstan" and the Plan for its implementation

have been approved for a period from 2015 to 2020 (hereinafter - the Strategy).

The strategy of the Academy was developed taking into account the provisions

of the mission and strategic priorities of the Academy.

The mission, goals and objectives of the Academy have been widely discussed

within the Academy staff and received feedback from foreign experts of the EU project

"Reform and modernization of the civil service of the government of Kazakhstan" and

partner universities (Leiden University, Brigham Young University, University of

Ulster, and others) and were approved by the Academic Board (Minutes № 6 dated by

11.26.2014). The implementation of the mission aims to achieve a high quality of

training public administration staff through good education, research, knowledge

exchange and the implementation of the talent management.

In accordance with the mission, the priorities for the improvement and

development of the Academy were identified in the following areas:

provision of high-quality training of professional and competent staff from the

public administration, diplomatic service and the judiciary system;

improvement of the activities of Academy in the field of combating corruption;

development of the system of retraining and advanced training of civil servants,

staff of the diplomatic service and the judiciary system to the level of educational

institutions in the region;

development of Kazakhstani research school of public administration and

combat of corruption;

strengthening of the position of the Academy as a regional research center and

discussion platform for researchers and practitioners in the field of public

administration, public service, international relations, judiciary system, anti-

corruption, inter-ethnic and inter-confessional relations; greater interaction with

the community.

Evidence In the course of interviews with the teaching staff, Master and PhD students, it

was revealed that teachers and students are familiar with the mission, goals and

objectives of the Academy. The website of the Academy (www.pa-academy.kz)

contains the Development Strategy of the Academy until 2020, which discloses the

content of the mission.

The degree of achievement of the intended objectives of the Academy is a

subject of ongoing analysis on the part of the administration, and is used as a means to

increase institutional effectiveness and prestige of the Academy.

The administration and staff of the Academy consistently and systematically

tackle the intended issues, as evidenced by its achievements:

Social and legal status of students of the Academy and the National School of

Public Policy has been legislated: public servants have the rights to retain their

work places (positions), provision of the scholarship in the amount of salary

from the last place of work, the right for educational leave;

Received the accreditation from the Agency for Quality Assurance and

Accreditation Austria (AQ Austria) - three study programs "State and local

management", "International relations", and "Law";

The expansion of international activities: implementation of programs for

double-diploma education. The Academy became a member of the world's

leading associations of Schools and Institutes for Public Administration: (ASPA

- American Society for Public Administration, NISPAcee - Network of Institutes

and Schools of Public Administration in Central and Eastern Europe, IASIA -

International Association of Schools and Public administration institutions, IIAS

- International Institute of Administrative Sciences, Association of Diplomatic

Academies, and AAPA - Asian Association for Public Administration), the

Global Network of schools in OECD countries;

enhancement of research and development activities: the main directions of

research activities on current issues of improving public administration and

public service are defined, achievement in the growth of publications made by

the teaching staff in world’s leading journals, including journals with impact

factor;

development and implementation of new practice-oriented courses in Master and

PhD studies based on the competence approach (MPA, MPP, MIR, LLM, DPA,

DIR, DPP);

Increased interaction with stakeholders of the Academy: Administration of the

President of the Republic of Kazakhstan, the Supreme Court of the Republic of

Kazakhstan, the Agency of the Republic of Kazakhstan for Civil Service Affairs

and Anti-Corruption, the Ministry of Foreign Affairs of the Republic of

Kazakhstan, the European Union, United Nations Development Programme,

United States Agency for International Development (USAID), Regional hub in

the sphere of public service in Astana and others.

Positive practice

The Academy periodically carries out SWOT-analysis of external and internal

environment with the participation of structural units, in which the Academy evaluates

its strengths and weaknesses, opportunities in the market and threats to the

development of the Academy. Having said that, for the first standard the Academy has

13 strong and 12 satisfactory positions.

The strategy of the Academy corresponds to the selected field of activity and

satisfaction of the needs of students, faculty and staff. The Academy regularly monitors

the implementation of the Strategy for the development of the Academy.

The policies in the field of quality assurance correspond to the strategic plan,

mission, goals and objectives of the Academy.

The Academy has sufficient resources and a capacity to achieve its intended

mission, goals and objectives for strategic development. The administration of the

Academy has a clear understanding of the current state, resources, competitive

advantages of the Academy, the risks in its development and ways of overcoming them.

Thus, the mission, goals and objectives of the strategic planning, ways of

achieving them, in general, comply with the standard of the "Mission, strategic

planning and policy in the field of quality assurance."

Recommendations

The policy in the field of quality assurance at the Academy should be maintained

throught the quality management system.

It is necessary to identify specific targets and indicators, with the addition of its

quantitative data, in the Development Strategy of the Academy until 2020 and in the

Plan for its implementation.

Standard 2. Information management

The Academy has a management system aimed at the realization of its strategy

to achieve the mission, goals and objectives. In its activities, the Academy is guided by

the Constitution of the Republic of Kazakhstan, the Civil Code of the Republic of

Kazakhstan, the Law of the Republic of Kazakhstan "On State Property"dated by

March 1, 2011, the Law of the Republic of Kazakhstan "On Education"dated by July

27, 2007, other normative legal acts, as well as the Statute of the Academy .

The system of assessment of the Academic Board, Institutes, departments at the

Academy is formed and used effectively.

The Academy established a system for monitoring activities and the quality of

education. In this regard, the Academy hold the following activities: internal review;

regular survey of the staff and students; assessment of the activities of the teaching

staff through the analysis of sheets for personal achievements, which is reflected in the

increase of the coefficient to the basic salary; assessment of the level of students'

knowledge; the accumulation of information for the analysis of processes; survey of

performers of the relevant work; analysis of the information provided by the results of

the work; comparison of actual obtained results with the established requirements;

consideration of suggestions aimed at improving activities.

The guidelines for the management of teaching, research, extracurricular

activities for each structural unit are formed on the basis of strategic objectives of the

Academy. The management is carried out according to the Statute, internal regulations

and other guiding documents of the Academy. In order to monitor the implementation

of work plans, the Academy holds monthly meetings of the Academic Council,

practical meetings, weekly Rectorate’s meetings, which are carried out to define

necessary actions and measures to improve the quality performance of the university.

They also keep records in the form of reports and action plans.

Qualifications of full-time employees from structural units correspond to the

objectives of the administration. Competences of personnel are controlled during the

employment procedures on the basis of documents on education, training and work

experience. The substitution of the vacant positions of the teaching staff of the

Academy is carried out on a competitive basis taking into account clearly defined

criteria.

The formation of the budget of the Academy is implemented on the basis of

applications for the needs of all structural units of the Academy. The procedure for the

defence and approval of the budget of the Academy takes place in specialized agencies

and the Ministry of Finance of the Republic of Kazakhstan. Budget revenues are

generated from budgetary and extra-budgetary funds. Budgetary funds come from the

national budget. Extra-budgetary funds are generated through the provision of paid

educational services for Master degree programs and other incomes (participation in

projects, government tenders, publishing activities, training courses, and training

seminars).

The teaching staff and students are actively involved in the management of the

educational process. The administration delegates the authority to structural units and

teachers. The decision-making process includes the discussion and the involvement of

the whole team. In addition, teachers have the opportunity to express their views at

meetings of departments, meetings for directors of Institutes, extended meetings of the

administration and the Steering Board.

An effective tool for obtaining information indicative of the quality of the

educational process at the Academy is its monitoring. Monitoring of the quality of

teaching includes the following activities: assessment of the quality of teaching

disciplines of the faculty by the expert committee (open classes); assessment of the

quality of teachers’ activities carried out by students through the method "A teacher

with students’ eyes". Organizational issues of monitoring are vested in the sector of

monitoring and assessment.

To determine the degree of satisfaction of the faculty, staff and students, the

Academy periodically hold their meetings with the rector of the Academy, vice-rectors,

heads of structural units, and conduct surveys.

Evidence

Supporting materials on the organizational structure and management of the

university are presented as follows: the Statute of the Republican State Enterprise

"Academy of Public Administration under the President of the Republic of

Kazakhstan", the Regulation on the Academic Council of the Academy, Regulations

on teaching methods and research council of the Academy, the Regulation on the

planning of training, teaching and methodical, research, organizational and methodical

work; decisions of the Academic Council; orders of the rector and vice-rectors on the

directions of activities; the provisions on subdivisions and activities; inner order rules;

job descriptions. Organizational and administrative documentation, regulating the

activities of the Academy, correspond to the current legislation. These documents

provide the support and participation of the faculty and students in the management of

the Academy.

The Academy established the Council of Master and PhD students. It is designed

in order to enhance the activities of Master and PhD students, to improve their skills of

leadership and effective participation in the process of managing the university.

Students are involved in addressing important issues related to the educational process,

their functioning, as well as the protection and support of their social initiatives.

The management policy of the Academy in resolving the conflict of interest lies

in the implementation of preventive measures. The general structure of management,

execution of legal documents, the availability of clear job descriptions and clearly

defined sphere of competences create the conditions for operation without a conflict of

interest. The cases where a conflict of interests takes place have to be carefully and

individually considered and all sides and aspects of the conflict should be taken into

account in the course of resolution of this conflict.

In the course of the external review, the Academy demonstrated the possibilities

of information programs of the Academy. There also was a successful introduction of

the electronic document management system «Outlook», which allows to solve the

issues of information support and automation of works on documentation assurance of

structural units of the Academy.

Positive practice

The Academy has a number of guiding documents, which can facilitate effective

exercise of authority and ensure the responsibilities of employees, faculty, and

students.

The methods of evaluating the satisfaction scores of the teaching staff and

students through the control system deserve worthy of attention. The Academy has a

well-organized system of monitoring the quality of the educational process (assessment

of the quality of teaching study disciplines by the expert committee (open classes),

evaluation of the quality of the teaching activity, carried out through the method of

studying "A teacher with students’ eyes”, etc.).

Electronic document management system «Outlook» provides a timely and

systematic flow of information.

Thus, the current standard, in general, conforms to the "Management and

Information Management" with a small remark.

Remarks The Academy does not fully exercise the principles of the corporate

management.

Recomendations

The creation of the Board of Trustees would contribute to the achievement of

strategic goals and objectives of the Academy.

It is necessary to improve the system of regular assessment of satisfaction of the

faculty, staff and students in the analysis of the results of observations and

recommendations for management decisions.

Standard 3. Students, student-centered learning and teaching and

assessment of performance

The Academy carries out an academic policy aimed at satisfying the needs of

different categories of students. Prospective students with intentions to enter the

Academy need to follow the regulations for admission, are provided with all necessary

information on the issues regarding the enrollment. Overall actual number of students

in the Academy this academic year (as of November 10, 2015) constitutes 406 persons,

including Master students - 362, and PhD students - 44 students. All students are

provided with a Handbook for Master and PhD students from the Academy

(guidelines). It presents an overview of the Academy, its mission, structure and

organization of the educational process, the method of calculating GPA, as well as

answers to topical questions of students, including medical care, housing, and others.

Every year, this reference book shall be updated accordingly. Students get

acquainted with all necessary regulatory instruments of the Academy, including the

provisions on the PhD and Master degrees, Regulations on the practical experiences,

research internships, the final certification, and other documents through the system

«Platonus», as well as oral information voiced by the Director of the Institute, Heads

of Departments at general meetings of Master and PhD students. A successful practice

is the introduction in the educational process of the orientation week for Master and

PhD students.

The Academy assists students in acquiring study programs. Students master a

study program by compiling an individual curriculum, which is annually created by

students with the help of the advisor based on the Standard study program and the

catalog of elective disciplines.

The educational process is carried out by postgraduate education programs in the

following specialties:

for Master degree programs with instruction in Kazakh and Russian languages

in 7 specialties:

– «6М051000 – Governmental and local management», courses duration - 1 to 2

years;

– «6М030100 – Law», courses duration - 2 years;

– «6М020200 – International relations», courses duration - 2 years;

– «6М050200 – Political Science», courses duration - 1 year;

– «6М050600 – Economics», courses duration - 2 years;

– «6М050700 – Management», courses duration 2 года.

For PhD programs in 4 specialties with the courses duration of 3 years:

– «6D051000 – Governmental and local management»;

– «6D050600 – Economics»;

– «6D020200 – Internatinal relations»;

– «6D090500 – Social work».

The main group of students represents civil servants. Study programs of Master

and PhD degrees are implemented on the basis of the credit technology of training. All

specialties have State educational standars (SES) of RK, standard and working

curricula. The program of double-diploma has been realized, the training of personnel

is conducted under the joint program of training civil servants “Academy - ENA -

University Paris 1 Panthéon-Sorbonne".

The Academy uses different forms of teaching based on innovative technologies.

The main aim of improving the educational process is to introduce practice-oriented

learning technologies, to focus on rapid response to external changes in the system of

public administration and civil service, to use interactive teaching methods that

encourage the formation of key competencies of civil servants needed today. From this

perspective, the Academy conducts the analysis and assessment of the quality of open

classes carried out by the teaching staff and introduction of innovative teaching

methods in the educational process. The results of the assessment of open classes

conducted by the teaching staff and surveying of students from the Academy on the

assessment of teaching disciplines demonstrate the evidence of the quality of

conducting classes and application of innovative learning technologies.

The quality of acquiring study programs is evaluated in accordance with the

established criteria in SES RK dated 5.03.006-2006". The education system of the

Republic of Kazakhstan. Monitoring and assessment of knowledge in higher education

institutions. Main provisions" (ceased to be in force in 2013). The Academy conducts

the current, interim control, midterm exam, the final state certification. In accordance

with the working curriculum, Masters and PhD students can carry out independent

work under the guidance of a supervisor. There are journals of the teaching staff, which

record the attendace, on the basis of which the quality control of knowledge is

conducted. The acconting of the ranking points is held by a funded system in the

automated information program «Platonus».

For the purpose of training and retraining for public service, training is carried

out using distance learning technologies on the basis of the information program

"Plato".

Advisors provides students with system support in the design and development

of study programs, preparation of the individual learning path, disclosure of personal

qualities by attracting the participation in the public life of the university.

The Academy is successfully implementing the programs on mobility and

double diploma. The preparation for the implementation of the double degree in

cooperation of the Academy with the National School of Administration of France

(ENA) was launched during 2009-2010 academic years. In 2011, the first graduates of

the Academy had the opportunity to enroll into training at ENA, with the support of

the "Bolashak" scholarship program. From October 5, 2014 to October 15, 2020, the

ENA had 8 enrolled Master students from the Academy. Since 2011, one of the

strategic partners of the Academy has been Sanford School of Public Policy of Duke

University (USA).

In collaboration with this University, the Academy prepares graduates for the

degree in "Political Science". Since 2014 students in the corrsponding program have

been studying 2 modules at Kaunas University of Technology, and at the end of the

training receive a certificate of Kaunas University of Technology. International

cooperation is one of the strenghts of the Academy in two aspects: international

recognition of the Academy - interaction with higher education institutions and centers;

international cooperation has a close link with the educational process.

For example, international internships of students, attraction of foreign

professors not only to teach but also to provide academic guidance to students writing

dissertations. Students show a high level of satisfaction with the international

cooperation of the Academy, which is a major factor when choosing a place of study.

PhD students are involved in research and development activities as part of the

research grant projects by the MES RK. Students are supported by research managers

in regards to the selection of topics, the decision over the methodology and reseach

methods of research. Students have access to information about research conferences,

contests and competitions, as evidenced by the results of the interview, published

research publications, positive results in the form of the awarded diplomas and

certificates of participation in research competitions and projects.

There are all necessary conditions provided for the creative self and all-round

development of the individual student and his professional skills.

The quality of training students confirms the level of graduates’ employability,

positive feedback from employers, and alumni opinions. The university has developed

practices to support close ties with the alumni of the university, the conditions for the

functioning of the alumni community. During the meeting with employers, it was noted

that there is an adequate professional level of graduates, methodical preparation, as

well as a strong knowledge of the specialty.

Evidence

The Academy has all necessary training resources for studying, which are

available and meet students’ interests. There is also a functioning library, which

facilitates educational, research, methodological and creative activities of students and

faculty. It is equipped with normative electronic basis: the legal basis "Law" and the

library basis "IRBIS". The reading room is equipped with a permanent access to the

fund of electronic documents of the Academy, electronic network resources (electronic

catalog), databases, Digital Libraries with full-text intramural publications, obtained

and freely available on the Internet electronic network of resources (domestic and

foreign). The Academy has 5 computer classes with 101 seats. The number of

computers in computer classes constitutes 101 pcs., and all computers are connected to

a single network of the Academy. All computers are connected in the network, which

used Windows Server 2008.

PhD students are provided with separate training facilities for independent

research activities, personal computers CoreDuo, 1Gb RAM, and a monitor 19' LCD.

Students are provided with available information resources. The Academy uses a

unified automated information system of teaching «Platonus», which contains

timetables, midterm and final monitoring, as well as information about educational

achievements. The «Platonus» contains all educational and methodical complexes,

including syllabi, lecture materials, assignments, materials for independent work. In

the course of the external review, the Academy demonstrated a handbook, a catalog of

elective disciplines, standardized training and working curricula, syllabi, the programs

for research internships, pedagogical and practical training, other necessary regulatory

and educational documentation.

In accordance with the curricula of specialties and academic calendars, the

Academy holds a final and an intermediate control of the knowledge for one semester.

The number of knowledge inspections per semester is determined in accordance with

the approved curriculum of the specialty and depends on the amount of explored

disciplines in a semester.

The Academy established a system of internal monitoring of the quality of

knowledge in the context of specialties. It has an operating sector for monitoring and

evaluation, which provides control of the quality of education of students, organization

of monitoring the quality of teaching, conducts surveying of students, monitors the

organization of public sessions, organizes training workshops for the teaching staff on

innovative technologies.

Working training programs are developed in a close participation of employers:

representatives of the Presidential Administration, Prime Minister's Office, Agency of

the Republic of Kazakhstan on Civil Services and Anti-corruption, a Supreme Court,

the Ministry of Foreign Affairs of RK and other governmental agencies. For this

purpose, the Academy organizes round tables, where they hold discussions regarding

the draft of the working curricula. Subsequently, fully formed working study programs

are agreed with the Agency of the Republic of Kazakhstan on Civil Services and Anti-

corruption, Supreme Court, and Ministry of Foreign Affairs of the Republic of

Kazakhstan.

In regards to the implementation of the programs for academic mobility and dual

degree diploma, the Academy demonstrated international agreements with partner

universities. Overall, there are 134 agreements in total.

Positive practice

The catalogue of elective courses has an impressive amount and content offered

for training courses. They correspond to the requirements for practicums, are designed

to meet the needs and demands of public service of modern Kazakhstan.

The presence of stable corporate bonds of the Academy with employers in

matters of harmonization of working curricula, employability of graduates and the

organization of professional practicums of students.

The participation of Master students in research internships abroad, including in

the specialty "Political Science" within three months.

The active implementation of the programs of academic mobility, double degree

diplomas, and joint Master programs.

Students studying for civil servants on a budgetary basis, as a rule, are provided

with a scholarship in the amount of salary from the last place of work (on the basis of

the Resolution of the Government of the Republic of Kazakhstan dated November 11,

1998 № 1156 "Specific issues of training, retraining and advanced training of civil

servants"). They are ensured to keep their workplace open in order to provide a high

level of employment.

Thus, this standard generally is consistent with "Student-centered learning,

informing of its functions, the consolidation of university graduates.

Standard 4. Student admission, learning outcomes, recognition and

qualifications

When receiving training, there is a need to write an essay, in which all aspiring

students explain the reasons for wishing to enter this university, demonstrate their

achievements, and the level of preparedness. All information is available on the website

of the Academy.

At the beginning of the academic year, the Academy provides Master and PhD

students with regulatory educational documents reflecting the rules for the entire period

of students’ training, such as:

– Regulations on the preparation for Master Degree;

– Regulations on work experience internships;

– Regulations on the course studies;

– Regulations on the final state attestation;

– Regulations on foreign internships;

– Reference book;

– Rules of the internal regulation;

– Regulation on the preparation for PhD Degree;

– Regulations on the professional practicums/internships of PhD students;

– Regulations on the internships abroad by PhD students;

– Regulations on research and development work and seminars of PhD students;

– Regulations on research practicums;

– Regulations on pedagogical practicums;

– Regulations on independent students work;

– Forms for individual plans.

All of these regulations are posted on the electronic portal «Platonus». In these

documents, students can find answers to all their questions regarding the procedures of

the educational process of the Academy, adapted to the specifics of training.

An effective tool for obtaining information indicative of the quality of the

educational process at the Academy is its monitoring. Organizational issues on the

collection, monitoring and follow-up actions are assigned to the sector of monitoring

and evaluation.

The Academy successfully implements joint study programs and dual degree

programs. This is a joint project of the Academy in cooperation with the National

School of Administration in France (ENA) - the following types of diplomas are issued

after graduation:

- Diploma by ENA (issued based on the first year of training at the Academy and

on the basis of tests and oral examinations at the end of training in France);

- Diploma of Master Degree (level 2), issued by the University of Paris, taking

into account all the estimates of the French part of the training and defence of the

Master study;

- Diploma of Master Degree issued by the Academy, which takes into account the

first year of training, organized in Kazakhstan and the second year of study in France.

The issue of the diploma is based on the diploma issued by the ENA.

Sanford School of Public Policy of Duke University (USA) - in the framework

of prescribed three-month training, students from the National School of Public Policy

receive from 8 to 10 credits at Duke University. After a year of study, students from

the National School of Public Policy receive diplomas of Master students from the

Academy with a degree in "Political Science» (Master of Public Policy) and a program

certificate from Sanford School of Public Policy of Duke University (USA) (Executive

Diploma of Public Policy and Management - training program for senior executives in

the field of government policy).

Kaunas University of Technology - since 2014, students in this program study 2

modules and at the end of the training receive a certificate of Kaunas University of

Technology. A transfer credit of learning outcomes for this program is carried out in

accordance with the Regulations on the system of ESTC and training of Master

students in the Academy.

The procedure for awarding the academic degree and qualifications is regulated

by such documents as the Regulation on the final certification of Master and PhD

students of the Academy of Public Administration under the President of the Republic

of Kazakhstan.

Upon completion of training in Master degree programs, after successful

completion of complex state examinations and defense of Master Theses on the

decision of the State Certification Commission, graduates obtain government-issues

diplomas on the graduation with the obtainment of the Master degree and transcripts

in three languages.

The Academy retains the workplace and positions of students training for public

servants, the length of public service is not interrupted, which provides high motivation

to the learner and guaranteed employment. Quarterly, the Academy conducts

monitoring of graduates’ employment and their career opportunities. Summary

information is sent to the Agency of the Republic of Kazakhstan for Civil Service

Affairs and Anti-Corruption. Over the past three years (2012, 2013, 2014) 453

graduates degree from among civil servants completed their education in programs for

Master degree on a budgetary basis. Of these, in the first month after the completion,

61 people were promoted (13.47%). For over 2.5 years (as of December 2, 2014), these

indicators more than doubled - 143 persons received promotions, that is, 31.57%. This

means that every third graduate has developed his/her career and improved his/her

managerial position.

The load for a student per one academic year, in average, amounts to more than

30 credits. The number of credits for students of the specialty "Political science" in a

year constitutes 43 credits that is due to the specifics of the contingent and this training

program: due to the availability of academic mobility, education abroad makes from 8

to 16 credits.

Exams are held mainly in oral and written forms. For 2014-2015 academic years,

there were 221 exams, and 793 trainees mastered credits. In addition, the Academy

carries out credit transfer, developed in the partner institution in accordance with the

rules of the Order № 198. Every year, the number of obtained credits for specialties

varies depending on the number of specialties, which were announced for the

admission. Due to the specificity of the student contingent, needs of public authorities

in various components and study load, the number of credits changes. The Academy

has a "special" legal status. This gives it the right to vary the working curricula and

make their own innovations, which requires normative regulations on mandatory basic

and major disciplines in terms of the number of credits.

Student internships abroad are regulated by the relevant Provision on internships

abroad. Organization and administrative support over internships is provided by the

service of international cooperation and public relations of the Academy. The

experience and knowledge of its employees can contribute to the success of the

Academy. The internship is completed, as a rule, with a defence of the commission

reports, organized by Departments of relevant institutions. The results of defence are

then included in Master students’ transcripts.

One of the innovations of curricula for all specialties of Master Degree for 2014-

2015 academic years is the introduction of inter-departmental components to choose

from for further development at the request of students. Additional components are the

disciplines which are presented by the disciplines, which extend the horizons of

students in the field of public administration, its legal framework, develop their

negotiation skills, form their image, et al., such as "Government and Public

Administration", "Legal basis for governance", "The Art of Negotiation", "The

technology of image formation" and others.

Positive practice

Professional practicums of students in central and local government bodies at

various levels.

The presence of joint study programs, programs of double degree diplomas.

The assessment system of links with employers and analysis of their needs is

developed in such a way that the learning outcomes are changed or updated in

accordance with the results of surveys of the level of employers' satisfaction with

graduates’ training.

Thus, this standard generally conforms to the standard "Admission of students,

learning outcomes and recognition of qualifications".

Recommendations

It is necessary for the Academy to regulate the mechanism for the review of

study programs for compulsory component at the normative level in order to ensure

the results of training requirements.

Standard 5. Study programs: development, effeciency, continuous

monitoring and periodic assessment

Study programs for Master and PhD degrees meet professional and research

requirements, as well as social and professional competencies. The modernization of

the content of programs of postgraduate education aims at the formation of such

competencies as: managerial basic, professional and applied, social and economic,

political, legal and personal, developing analytical skills, skills of effective practical

solutions, adaptation of innovative policy strategies, the ability to successfully lead in

the times of transformation.

Study programs of Master and PhD degrees were developed in accordance with

the standard plans for industries and the requirements of State Educational Standards.

The curricula for specialties are developed by graduating departments and discussed at

their meetings of departments and directorates of Institutes and others. The curricula

presents the components, which allow to develop personal competencies, deepen

professional competencies and acquire new ones. In addition, the curricula for

specialties are subject to mandatory coordination with employers: with Supreme Court

on the specialty "Jurisprudence", with the Foreign Ministry of Kazakhstan on the

specialty "International Relations", with the Agency of the Republic of Kazakhstan on

Civil Services and Anti-corruption, ministries and departments in the specialties of

"State and local management", "Economics", "Management" and

"Political Science".

The study program traces a logical sequence of discipline courses, the basic

requirements are reflected in the curricula and study programs. The planning of the

learning process is based on the standard curricula, catalogue of elective disciplines,

individual educational plans of students, different kinds of educational and methodical

documentation. The catalogues of elective disciplines, which presents a summary of

the discipline, pre- and post requisites, are annually updated and available in print

and electronic versions. The sequence of studying disciplines is considered in the

structure and content of modular curricula and built with the use of pre- and

postrequisite systems. You can also note a sufficient methodological level of developed

programs of disciplines.

The implementation of each study program is determined by its objectives and

the development plan. To develop the Development Plan of the study program, the

Academy involves representatives of stakeholders: employers, students, teaching staff.

The plans for developing study programs are developed based on the analysis of the

study program functioning, a preliminary discussion at faculty meetings, on the results

of which suggestions, amendments and changes are made.

Study programs are designed to meet the needs of the government, employers

and students, are consistent with national development priorities and strategy for

development of the university. The specificity of the study program, their uniqueness

and originality lies in the fact that the study program takes into account peculiarities of

the modern stage of development of the Kazakh statehood. The validity and

verification of study programs are carried out on the basis of developed procedures,

which envisage the presence of:

- The reports of the Chairmen from State Attestation Commissions (SAC)

appointed from among the representatives of social partners and potential employers;

- Employers’ comments on the activities of students and graduates in the study

program.

Overall, the study program regulates the objectives, expected results, content,

conditions and technologies of educational process realization, assessment of the

quality of graduates in certain areas of training.

The analysis of demonstrated parameters is carried out on the basis of

quantitative data, indicators of graduates’ demand, employers' reviews, the results of

monitoring the quality of education. It should be noted that the analysis of learning

outcomes is carried out taking into account the competence approach.

The departments are provided with educational and methodological complexes

of modules / disciplines, which are approved in accordance with the requirements of

the quality management system.

The Academy considers the needs of the labor market when developing aims

and content of elective disciplines for upcoming years. The emphasis is given to the

applied nature of the training specialists.

The assessment of educational achievements and the level of training Masters

and PhD students is ensured through the use of the score-rating system.

The effective implementation of study programs is achieved through planning of

their resource support (financial, information, material and technical) at the level of

university administration.

The teaching staff are the initiators and participants of seminars, round tables,

lectures on professional orientation, as well as on the formation of spiritual and moral

qualities of students’ personality, their culture of tolerance and patriotism.

Disciplines include the results of current research studies of departments and

institutes, the positive aspect is the presence and implementation of the author's

programs of leading teachers.

The graduating departments implement the realization of study programs on

specialties "Jurisprudence", "Statistics" on the basis of specialized classrooms. PhD

students have separate rooms where they have their workplace and the opportunity to

engage in research activities.

The analysis of interviews with faculty, teachers, employers, graduates of

different years shows a fairly high assessment of the quality of training for study

programs of the Academy.

The content of the study program consists of a list of disciplines divided into

three cycles: general education, basic and profile. Besides the abovementioned

information, the learning process also reflects the components, which contribute to the

students’ personal development, form special competences and develop creativity.

The content of the study program provides its necessary integrity, which

combines fundamental training with the interdisciplinary nature of professional

activities of the specialist, determines the relationship between the classroom and

independent work loads of students. The curriculum of study programs ensures the

sequence of learning disciplines based on their eligibility, rational distribution of

disciplines per semester from the position of students’ training, efficient use of

personnel and material and technical potential of the Academy.

The analysis of study programs shows that their implementation contributes to

student's readiness to work and possibility of acquiring practical skills for future

professional work. There is a high demand for graduates from the Academy on the

labor market. Graduates, who are guided by the state body, are demanded and pursue

their professions, mastered through study programs.

The Academy maintains close and constant communication with graduates,

many of whom in the future contribute to addressing the issues of further employment

and professional practicums of students.

The active participation of employers in the development of study programs is

evident not only in annual examination of study programs, but also in the initiation of

relevant elective modules. In order to monitor the effectiveness of the implementation

of the study program, on the 7th and 15th weeks teachers assess the performance of

students in a form of the midterm examination. The results of students’ performance

are considered twice a year at the meetings of the departments, Academic Council of

the Academy, where they make decisions regarding the improvement of the

performance and quality of students' knowledge.

In order to develop creative personalities with divergent thinking, the classes in

the Academy are connected with the use of innovative pedagogical and informational

technologies and teaching methods: problem-based learning, student-centered

learning, project method, "case technologies", business games, distance-learning

technologies, which in a considerable degree satisfy the requirements of the

competency-based approach.

To enhance students’ cognitive activities, the teaching staff systematically

applies modern audio and video materials, electronic textbooks and teaching aids,

computer tutorials, video lectures, virtual labs, multimedia technologies, interactive

whiteboards, language and multimedia classrooms, and specialized laboratories.

The Academy constantly carries out a survey of employers in order to identify

the degree of their satisfaction with the quality of graduates training.

The Academy has Academic and Research Councils, at the meetings of which,

they pay a particular attention to the issues related to training and methodological

support of Institutions and departments.

The Academy ensures enhancement of teachers’ qualifications in the leading

universities of Europe, the USA, Asia through the program "Bolashak".

world’s leading universities.

The implementation of the program of academic mobility in the framework of

the trilateral agreement "Academy - ENA - University of Paris Panthéon-Sorbonne,"

which was undergone by 15 graduates. On December 3, 2015, the Academy scheduled

a diploma delivery ceremony. The Academy implements the international partnership

agreement in cooperation with the Hanns Seidel Foundation, under which 78 students

completed their training. The agreement is prolonged until 2017.

A significant advantage of the Academy of Public Administration under the

President of the Republic of Kazakhstan is that the Academy provides training and

advanced training of foreign public officials. During this period, representatives from

4 countries (Afghanistan, Azerbaijan, Kyrgyzstan and Tajikistan) receive their Master

Degrees: on the basis of grants of the President of the Republic of Kazakhstan,

representatives of Tajikistan, on the basis of the UNDP grant, representatives of

Kyrgyzstan, H. Seidel Foundation grant.

Also, in November 2015, the Academy held an international training program

"Managing the development of competitive advantages in the region" for 40 civil

servants from the managerial personnel reserve of the Russian Federation. This training

is organized by the Academy of Public Administration under the President of

Kazakhstan jointly with the Russian Academy of National Economy and Public

Service under the President of the Russian Federation.

double degree programs for training at the Academy.

Standard 6. Teaching staff and the efficiency of teaching

Qualifications of the teaching staff from the Academy correspond to the

licensing requirements. The teaching staff is supplemented by the personnel hired on a

contract basis, as well as part-time. The qualification level of the teaching staff

corresponds to the positions and a required level of the research training.

The analysis shows the participation of the teaching staff in the improvement of

study programs focusing on the latest achievements in science and introduction of

practical achievements in the educational process.

In accordance with the requirements of the higher school, the qualitative

contingent of the teaching staff, in general, comply with the requirements for

qualifications.

The qualification level of the teaching staff is confirmed by the following

components: basic education, the diversity of additional education (training,

internships), professional experience, as well as experience in the relevant industry, the

ability to communicate, the desire to improve the program and increase the

effectiveness of training, participation in the work of professional societies. The

teaching staff is actively engaged in research activities as evidenced by research

publications, including journals with high impact factor, research internships abroad,

participation in national and international research conferences.

Research and development work carries a planning and reporting character, as

evidenced by the annual plans, research reports, and individual work plans of the

teaching staff.

The recruitment of the teaching staff is implemented in accordance with

regulatory and legal basis of Kazakhstan and based on indicators of qualitative and

quantitative composition of the teaching staff, which corresponds to the levels and

specifics of study programs. The recruitment of the personnel in universities is carried

out in accordance with the analysis of the needs of study programs, the results of which

are then used for a contest for vacancies.

Competencies of the staff in employment are determined on the basis of

certificates of the obtained education and employment records.

Every year, the department conducts a survey to assess satisfaction of teachers

with the working conditions and educational structure.

An important area of the work lies in the cooperation with researchers from the

leading research institutions of Kazakhstan as well as foreign universities.

The results of the research activities of teachers are being introduced in the

educational process as evidenced by the published monographs, textbooks, and

teaching aids, guidelines (recommendations), programs, dictionaries, and tests.

The Academy has a working system of ranking to encourage teachers, which is

reflected in a sheet of achievements.

The Academy is considering the formation of the system of corporate values as

a means to improve the efficiency of university activities, to strengthen its reputation

and to improve the quality of educational services. The "Code of Honor for Academy

Teachers" defines the basic ethical rules of conduct.

A systematic assessment of teachers’ competences from the Academy is carried

out through the participation in open sessions, mutual visits and also during holding a

survey "A teacher with students eyes".

The work load of the teacher for a year, taking into account educational,

methodical, research, educational and other kinds of works makes up 608 hours for a

six-hour working day.

The teaching load of teachers from the Academy within the total workload

amounts to 40-60%.

The teachers of the Academy actively participate in the system of education and

science: a number of teachers are members of the National Academy of Sciences,

Chairmen of the State Attestation Commission and State Examination Comission in

different universities of the country, opponents of the defence of Master theses,

members of the expert committees of the MES RK.

The effectiveness of teachers’ social activities is reflected in received by teachers

letters of appreciation, diplomas, certificates obtained from third parties, including

international organizations.

Positive practice The establishment of annual wage supplements for all categories of the teaching

staff with account of personal achievements by each teacher, the premium rate

constitutes from 1.5 to 2.5.

The direction of the teaching staff of the Academy on training courses both

within Kazakhstan and in the neighbouring countries and beyond.

High-quality equipment of laboratory facilities and specialized classrooms.

It is necessary to note active use of innovative methods and technologies for

learning. The center of antiterrorist programs provides methodological support of the

educational process both for study programs, and programs for training and retraining

of civil servants.

Thus, this standard generally conforms to the standard "Teaching staff and

efficiency of teaching".

Recommendations

To include indicators of development for external academic mobility of the

teaching staff in the strategic plan of the Academy.

In order to disseminate best educational and methodological experience of the

Academy, there is a need to facilitate activities of the teaching staff by participating in

educational and methoological conferences of universities, in the work of the expert

groups as external experts on curriculum of postgraduate training.

Standard 7. Research work

Research work at the Academy corresponds to the content of the mission, goals,

objectives and Strategy of the Academy, which have separate directions: "Research

potential."

The Academy carries out research work on fundamental and applied research in

the field of education, humanities, social and economic sciences at the Institute,

research institutes and research centers.

The index of published research articles, abstracts, reports at conferences,

symposia, and published monographs; participation in international and national

conferences, exhibitions and competitions confirm the involvement of faculty in

research and development work. It can be noticed that there is a gradual increase in the

number of students involved in the implementation of R & D for the period of

reporting.

The effectiveness of research studies of the Academy is determined by the

presence of patents, copyright certificates, issuance of monographs, textbooks,

manuals, research studies in journals with non-zero impact factor.

The effectiveness of ongoing basic and applied research is confirmed by the acts

of implementation. The results of research and development work are introduced in the

educational process in form of the development of copyright courses (elective

disciplines), lecture materials of the teaching staff, as well as apply throughtout a

supervision of courseworks and projects, Master and PhD theses.

The Academy is working on the development of international cooperation in the

field of research studies. The Academy implemented international research programs

and projects, the Academy is actively involved in international, national and regional

alliances, associations, and so on.

The teachers of the Academy take internships abroad, as well as through the

program "Bolashak".

Evidence

The external review allowed to receive documentary evidence in the form of a

report on the research activities of the Academy with the SWOT-analysis, contracts,

and agreements on international cooperation.

During the interview with administration and faculty of the Academy, it was

revealed that the Academy has a system of motivation and stimulation of the teaching

staff, the opportunity to participate in research conferences and seminars held in

neighboring and beyond countries.

In the course of the review, the group visited research institutes and 2 research

centers.

The representatives of the Academy presented supporting documents on

inventions, certificates on the authorship of the intellectual property and patents.

During the conversation with students, they confirmed their participation in

research activities, the availability of published papers, presentations of reports at home

and abroad.

Positive practice

In the last few years, there has been a tendency of the increase in the number of

international and national research contacts with different organizations. Researchers

and students from the Academy participate in conferences, round tables, seminars,

public lectures, exhibitions, contests, workshops in order to share experience, conduct

joint research studies.

There has been an increase in the number of the teaching staff and students

participating in the work of national and foreign research and practical conferences.

Thus, this standard, in general, correspond to the standard of “Research work”.

Recommendations

To direct the research potential of the university to the development of research

projects with the emphasis on non-budged financing on national and international

levels.

The Academy has to ensure the participation in the sphere of international

research studies and to develop such instruments as research groups, competitive

research projects. It is necessary to produce more publications in journals with impact

factor. The reports on research projects, dissertations have to be supplemented with

abstracts in English language.

To ensure more active participation of students in financed research projects.

Standard 8. Resources and students’ support services

The Academy of Public Administration under the President of the Republic of

Kazakhstan carries out a current planning and distribution of finance resources on the

basis of the mission and by using the results of activities on the development of the

organization. The planning of activities at the Academy, which is based on the rights

of operational management, is implemented in accordance with the Rules on

development, approval of the plans on development of controlled by the government

limited joint-stock companies and firms, state enterprises, as well as the monitoring

and assessment of their implementation, approved by the Regulation of the

Government of the Republic of Kazakhstan № 673 dated by June 20, 2011.

The process of making the budget includes the identification of the income and

expenditure bases. The income part of the budget of the Academy is being formed on

the account of financial receipts from the main educational and other activities. The

planned sum of incomes necessary for the defrayal of costs is calculated on the basis

of the plan of recruiting the contingent of students, plan of conducting the courses of

retraining and advanced training of civil servants, as well as on the basis of the payment

for expenses.

The sources of financing are: incomes from the provision of services in the

framework of government orders, incomes from fee-based services in the areas of post-

graduate, further education, research studies and implementation of other works and

services, which correspond to the set activities, sponsor, charitable help, non-repayable

allocations, grants, etc.

The major share of financing consists of the means from the national budget,

which are sent for the implementation of set tasks and functions, as well as to realize

national areas of the government politics in accordance with the budgetary legislation

of the Republic of Kazakhstan. The total sum for financing of the budgetary programs

is determined by the Law on budget, approved for the corresponding financial year.

The administrator of budgetary programs is the Agency of the Republic of

Kazakhstan on the affairs of civil service and anticorruption.

Evidence

In the course of assessment, the Academy presented financial documents

confirming accounting, economic activities for the past 5 years.

During the consideration of documents on financial and economic activities, the

following data was revealed. The share of the budget makes up 80% and the revenue

from paid services constitutes 20% in the total structure of revenues. Financial

activities of the Academy is implemented on the basis of the Accounting Policy of the

Academy, which is approved by the competent authority and in accordance with the

current legislation of the Republic of Kazakhstan.

The financial reporting of the Academy is conducted in a transparent way. There

haven’t been any known facts of untimely submission of financial reporting to the

relevant authorities. There were no identified delays in paying salaries and stipends. In

the course of the assessment, the experts found a loan payable on wages in the amount

of 26.9 thousand tenge due to the failure to provide correct corporate details. The

Academy is currently undertaking work to eliminate it.

The Academy presented documents on the adoption of approved managerial

decisions in regards to the financial resourses of the Academy.

In the course of assessment, the Academy presented Acts and conclusions on

conducted inspections of financial and economic activities of the Academy. It was

found that the staff members of the Academy for the internal control of the authority

carries out financial and economic inspection on an annual basis. Every two years, the

Academy undergoes external review by the Accounting Committee for Control over

Execution of the National Budget, SI "The inspection of financial control in Astana by

the Financial Control Committee of the Ministry of Finance of the Republic of

Kazakhstan", SI "Interregional Department of State Property and Privatization of the

Committee for state property and privatization" of the Ministry of Finance of the

Republic Kazakhstan. Once a year, the Academy undergoes scheduled check-outs by

the SI "Management in Emergency Situations of the region "Saryarka"of the Ministry

of Emergency Situations of the Republic of Kazakhstan".

The financial state of the Academy can be characterized as stable and adequate

for implementing educational activities.

The Academy has necessary material and technical equipment to ensure the

quality of the educational process of the organization. The Academy holds a set of

measures to create a modern material base, information space and efficient developed

communication infrastructure, as well as to introduce new forms and methods of

educational services based on modern information technologies.

The Academy has 5 special computer classes. In total, there are 101 computers

for classes and independent work of students. All computers has conntections to the

Internet and are available throughout the day.

The computer hardware of the Academy is protected by antivirus software

license on the basis of "Kaspersky Anti-Virus." There are interconnect points to the

Internet by means of Wi-Fi technologies.

Rooms are equipped with 3 multimedia departments, 2 video walls and 8 screens

for carrying out seminars and presentations.

Also, there are 2 sets of equipment for simultaneous translation for 60 and 270

people. This equipment is used for lectures in foreign language.

The main entrance and lobby of the Academy are equipped with screens to

inform the visitors about current events at the Academy, as well as to provide various

information on the academies and institutes.

The library of the Academy is equipped with computers in the required quantity

and connected to the Internet.

All classrooms are equipped with modern teaching aids (projectors, computers,

TVs, etc.).

The Academy annually updates computer park and office appliances.

Since 2008, the Academy launched a massive program on informatization.

Under this program, the Academy introduced the following information systems. There

has been an expansion of the mail server Microsoft Exchange Server 2007 for mail

exchange between the staff of the Academy and external correspondence. Each

employee has a personal e-mail. Mail Server helps to protect business correspondence

and confidential information, thus simplifying compliance with regulatory

requirements and internal standards of the organization.

The employees of the Academy have Web-based access to corporate e-mail of

the Academy through the Internet - mail.apa.kz/owa.

There is an Instant Messaging server called Microsoft Communication Server,

which allows to communicate more efficiently and provide voice communication

between employees.

To automate management of the educational process, as well as to ensure

document flow between teachers and students, the Academy introduced an automated

information system "Plato» in 2012 (platonus.apa.kz).

The Academy introduced a system of distance learning (sdo.apa.kz) to teach

listeners of courses to increase qualifications of civil servants from the departments

"A" and "B".

Positive practice

The Academy has established a solid material and technical base, which is a

guarantee of stability and reliability in the fulfillment of contractual obligations to

students of the Academy.

The resources are consistent with the stated mission, goals and objectives of the

Academy. The regular modernization and strengthening of material and technical base

does not lag behind the development of teaching practices. Material and technical,

information and library resources used for the organization of the learning process are

adequate and meet the requirements of each implemented educational program.

To meet the needs of the educational process and the content of solid and

dynamic material and technical base, administration of the Academy defines and

allocates necessary and sufficient resources: human, material, technical, information,

financial resourses.

The category of students from the Academy are civil servants who are served by

a contingent of RSE "The Medical Center of the President's Affairs Administration of

the Republic of Kazakhstan". In order to provide medical care of non-resident students,

the Academy has an agreement with nearby clinics. In case of the needs for providing

first aid, the Academy staff calls the ambulance service.

When enrolling to the Academy, all Master students in need of housing are

provided with a dormitory owned by the Academy.

In general, material and technical provision, library and information resources

correspond to the requirements of the standard "The resources and student support

services".

Recommendations

It is advisable to increase the availability of textbooks, teaching materials,

research literature, including materials in national and foreign languages.

It is necessary to consider an opportunity of opening a medical center in the

academic building of the Academy to provide students and staff of the Academy with

immediate medical assistance and counseling.

Standard 9. Public awareness

The Academy is actively implementing outreach activities to promote its

activities by publishing materials on the web-site, in social networks, and media.

The Academy has a web-site www.pa-academy.kz, which functions in Kazakh,

Russian and English languages and provides information about the Academy,

structural units, press releases, photos, audio and video materials on activities and

PhD programs, the timing of submission of documents and examinations, etc.

With the help of an automated information system «Platonus», students of the

Academy actively and efficiently participate in the learning process, receive the

necessary information about the performance, teaching procedures, schedules of

disciplines and exams, etc.

In order to promote the achievements of the Academy and to improve its image

in the media: there is published and broadcast relevant information about the

achievements and activities of the Academy on television, radio, in the press as well as

on the Internet.

The provision of information about activities of the university in the media and

formation of a positive image of the Academy is carried out by the press secretary, who

is a full-time employee of the Rector’s office. The press secretary can be appointed and

dismissed by the order of the rector of the Academy.

The functional responsibilities of the press secretary include interaction with the

media, with the state authorities in media, press services of state bodies and other

organizations, distribution of press releases and other information related to the

activities of the Academy. The duties of the press secretary also include the

provisioning with information materials of official pages on social networks and

Internet resources of the Academy, the monitoring of the media on the subject of public

opinion research on the activities of the Academy, preparation of reviews of

publications and messages to the rector of the Academy, holding of the accreditation

of journalists on the events, held at the Academy, preparation of responses to the media

inquiries.

In order to systematize the work on public awareness, the Academy approved

the work plan for the coverage of the Academy activities. The plan was approved by

the rector of the Academy on February 5, 2015. It is based on four documents: media

plan on information support by the Agency of the Republic of Kazakhstan on civil

services and anti-corruption of the President's Address "Nurly Jol - Path to the Future",

Development Concept Plan for the implementation of a positive image of the Agency

for civil service and anti-corruption, media plan of the Academy activities and the

Action Plan of the Academy.

Evidence

In the course of the visit and during its preparation, the group of experts analyzed

the website of the Academy (www.pa-akademy.kz) and its sections. All the declared

resources are available and accessible to a wide range of stakeholders.

There are presented duties by the press secretary of the Academy.

CONCLUSION

Based on the results of the analysis of the report on self-assessment and external

review in the framework of the institutional accreditation of the Academy of Public

Administration under the President of the Republic of Kazakhstan, the group of experts

identified the level of compliance and suggested the following recommendations on

the improvement of activities:
