Through Tola’s endeavours, the family in KwaNobuhle is getting the attention of the powers that be. Tola was part of a group of volunteers doing home visits for a survey on how KwaNobuhle residents survived in the midst of joblessness and poverty. The survey was aimed at checking the sick, the elderly and vulnerable children who needed government support grants or any other assistance. “We checked those who were on medica- tion to see whether they had people to assist them and offered assistance when opportuni- ties arose,” said Tola. Tola was however shocked by the way No- mathemba Pikoli (40) and her three children lived in their Mlambo Street house. Pikoli’s RDP house is a shambles. The house has cracks. The ceiling is falling down owing to strong winds. There are no win- dows, no window frames and locks in the doors. And when it has rained, water comes flooding in the house. “This house was built in 2005 and owned by my late father Wilson Sizani. It has had these problems ever since. I have been to the Ward Councillor a couple of times. He once came to investigate the situation but offered no assistance,” claimed Pikoli. There was a woman who came from Port Elizabeth to take pictures of the house in 2011 but did not come back, according to Pikoli. She did not know where the woman was from. But, a concerned Tola found out that de- spite all her RDP house miseries, Pikoli, who works twice a month in the Community Works Programme, receives social grants for two of her children. Her social pay card was kept by a loan shark (umatshonisa) and her 16 year-old first-born was not attending school. KwaNobuhle Community Sector Policing Constable Kiambu Kambu said working with the Community Police Forum (CPF), they had investigated the conditions under which Pikoli and her children lived, and were con- cerned. “We went to the Ward Cllr Andile Gqabi who told us he knew about Pikoli’s case and was endeavouring to assist her family,” said Kambu. According to Kambu, it is Cllr Gqabi who made sure that Pikoli got the job in the Com- munity Works Programme. Gqabi agreed. PORT Elizabeth police destroyed 1300 litresof the home-brew concoctionMtshovalale inMotherwell last Thursday.

This was part of the SAPS members’ oper-ation to rid the city of this illegal and danger-ous home brew which is called by othernames in different communities, said policespokesperson Captain Andre Beetge.“The brew, called Mtshovalale by locals,

has many other names in other communi-ties. It is a very dangerous substance whichcan only be described as a slow form of poi-son. Yet the communities in mostly low in-come residential areas go to great lengths tomanufacture it and sell it to their consumersas a low priced alternative to commerciallyavailable alcohol at taverns and liquor out-lets,” explained Beetge.The brew, he added, is manufactured in

very unhygienic and unhealthy conditionsand in themajority of cases contains danger-ous additives such as battery acid and“Brasso” to enhance the flavour and “kick”of the brew. According to Beetge, there arecases where even engine parts have beenfound in the brew containers, which is be-lieved to be adding a rusty taste to it.“Some of the basematerials these brewers

use include fruit peels, bread andmaize, but

we have found that some brewers even usedog food pellets,” said Beetge, adding thatthese brewswere also brewed inmostly opencontainers.He said it is not a strange sight to find dead

insects and small animals such as mice, ratsand bats inside the brew-filled containers.Said Beetge, “The South African Police

Service has a concern that these home brewsnot only contribute to the high incidencesof persons under the influence of alcohol,but also pose other health risks to consum-ers.“This, as well as the fact that these brews

contain alcohol that has not been acquiredor been sold under the control and licencedconditions of the Liquor Act, creates thescene where the police have no choice butto act against this illegal brew.”Beetge took the opportunity once again to

warn local communities not to use this brewthat contains potentially poisonous sub-stances.Motherwell police would continue with

operations, according to Beetge. He urgedcommunities to be patient with the policeover the weekends.“We want the co-operation of our commu-

nity and their trust that we will make thestreets a safer andmore secure environmentfor them”, said Motherwell Police StationCommander Brigadier Keith Meyer.

mately 12:20 am, when a grim situation un-folded for two South African Police Servicemembers.“The two members, attached to Kinkelbos

SAPSwereonduty,patrolling theN2 freewaywhen they spotted a suspicious white Corsabakkie.Thevehiclehadadriverand fourper-sons on the back.“When the members attempted to stop the

vehicle, the driver sped off in the direction ofPort Elizabeth. The police members gavechase up to Sundays River, close to a con-struction site next to the N2, where themem-bers succeeded in getting the driver of theCorsabakkie tostop thevehicle,” saidprovin-cial police spokesperson Colonel SibongileSoci.

Added Col Soci, “The two police membersthenattemptedtospeaktotheoccupants,whopulled out firearms and shot at the twomem-bers. The 58-year-old Sergeant was fatallyshot in the head and the 42-year-old WarrantOfficerwaswounded in the shoulder. TheW/O is in a stable condition in hospital.”According to Soci, the names of the two

members cannot be released until the next ofkin have been informed of the attack.“Three persons of interest have been taken

THE Eastern Cape Department of educationon Monday signed a major agreement withthe labour unions with regard to the turningof over 2 682 temporaryposts into permanentteaching positions.

Regardedasanaccomplishmentof amajorfeat for the Education Sector, the signing ofCollective Agreement No. 1 of 2014: “Perma-nent appointment of temporary educators invacant substantivepostsand transferof serv-ingeducatorsintermsofoperationalrequire-ments” will surely bring the desired resultsin Eastern Cape education.

According to the Provincial Educationspokesperson Mali Mtima, this is almost 92per cent of the posts converted from tempo-rary to permanent aimed at boosting themo-rale of the teaching personnel.

“The Province has become synonymouswith labour unrest, particularly relating tothe issues of temporary educators and thetransferofadditionaleducators.Thishashad

an adverse effect on teaching and learning inthe Province,” said an overjoyed Mtima.

Mali believes that through this agreementtheDepartment hasmade a breakthrough asall the signatories have shown their commit-ment to improving the education landscapein the Province, with a specific focus on im-proving the relations between the workforceand the Employer.

This will, in turn, improve the quality ofteaching and learning in public schools.

“Of significant importance is the objectiveof theAgreement, thatofprovidinganamica-ble and lasting solution to the future appoint-ment of temporary educators in the Prov-ince,” Mtima said, adding that this Agree-ment not only presents a resolution for 2014,but forms the basis for future years, offeringa permanent solution to the challenges thathave plagued the Education system in theEastern Cape for many years.

All parties to this process were applaudedfor their commitment and dedication to seethe amicable resolution of this matter, saidMtima.

He said his facebook profile was private andthat theengagements that tookplace therewerelittle more than “bar-room banter”.

The incident oncemorehighlights thepitfallson social media platforms.

According to Johan Theron, a lawyer atWerksmans Attorneys, specialising in mediaand communication, Williams’s post was in-deed libellous.

“Should Biddulph have taken legal actionagainst Williams, he would have had a strongcase, unless Williams could prove in a court oflaw that Biddulph was a ‘twit’ or ‘informedagent provocateur’ and ‘dishonest’.”

Before receiving and accepting Williams’s

apology, Biddulph told Express he thought Wil-liams’s comments were not only personally of-fensive, but were also detrimental to the imageof the municipality. “Our rights to freedom ofspeechandopiniondonot extend to libel ordefa-mation,” said Biddulph.

“I have accepted Roland’s apology and he hasalso agreed to publish an apology on my Face-book page.”

According to Biddulph, this was a valuablelesson for all social media users, to be very cir-cumspectwhen publishing an opinion on a pub-lic platform.

ANOTHER milestone in the development ofPort Elizabeth’s R1.7-billion Baywest Mall hasbeen reached with construction starting on thenew R300-million road infrastructure in thecity’s western suburbs.

Thenewroad infrastructurewill put city resi-dents at the doorstep of Baywest Mall with con-venient access to the double-storeymall and theBaywest precinct from the N2 freeway.The road infrastructure is the realisation of

the first phase of the city’s long-awaited Red-house-Chelsea Interchange road network,which has been unlocked by the Baywest devel-opment.The firstphaseof thenewroadnetwork,being

built by construction company Basil Read, willlink the suburbs of Sherwood and Rowallan

Park which sit on opposite sides of the N2 free-wayalongwhichtheBaywestMall isbeingbuilt.Thiswill bedoneby joiningWalkerDrive (Sher-wood) to Cape Road (Rowallan Park).Therewill alsobean interchangewithon-and

off ramps to the N2, allowing easy access fromthe freeway to Baywest Mall and at the sametimealleviatingtrafficcongestioninthewesternsuburbs.Eventually, the network will link up opposite

ends of the city, Redhouse and Chelsea.Baywest Managing Director, Gavin Blows,

said theBaywestdevelopers,AbacusAssetMan-agement andBillionGroup, aswell as the SouthAfrican National Roads Agency SOC Limited(SANRAL), will pay the bulk of the costs for thenew network, with the city contributing 15% ofthe costs.“While the Baywest development is a private

initiative, the developers have reached agree-

ment with the NelsonMandela BayMunicipali-ty and the SANRALona joint funding initiativewhich is based on proportional responsibilityderived from various traffic impact analyses,”Blows said.“The NMBM is contributing approximately

15% of the budgeted costs of the road networkupgrade. This upgradewill benefit current localresidents by linking the suburbs of Sherwoodwith Rowallan Park via a new multi-lane inter-changewhichwillnotonlybridgetheN2butwillprovidemuch needed on- and off ramps. “ThesenewN2 access and egress points will relieve thecurrent traffic congestion problems currentlybeing experienced inpeakhours andare expect-ed to stimulate growth in these suburbs,” addedBlows. Despite the size of the project, engineerssaid the road design specifically leaves an area,which is home to a rare species of frog and thesensitive cyclopia plant, untouched, while it is
