1.2 Facilities in Labor

1.3 Sewage
Treatment
Two sewage treatment plants have
been proposed for treatment of
sewage generated during project
operation phase.
To make the sewage treatment plant
functional, continuous power supply was
required. The work for procurement,
installing, commissioning of DG sets had
been awarded and was in progress.
The STP at Hatkoti has been made
operational by providing standby power
supply arrangement through DG sets.

Sewage treatment plant installed at HPPCL complex, Hatkoti
1.4 Solid Waste
Management
To collect the solid waste from
project township, labor colonies
etc. and dispose of thewaste in
scientific manner.
Three bins collection system is being adopted
in the colonies to collect and dispose of solid
waste. 7 Workers have been employed on
outsourced basis for collection and disposal of
solid waste.

1.5 Environmental
Management in
Road
Construction
To reduce the dust emanating from
the road, it will be laid grit from the
muck generated from the tunneling.
Water sprinkling is being carried out
regularly.

1.6 Muck Disposal It is proposed to stabilize the
dumping sites with bio-
technological approach in the
designated dumping sites. Dumping
sites would be rammed, compacted
and sprinkled with water for
stability and reducing dust
emanation.
The excavated muck from excavations is
being dumped in designated dumping sites
duly compacted and protected by providing
stone wire crate walls/retaining walls to
prevent its slippage in to natural drainage
system. Muck has been allowed to be lifted
for utilization by other Government/ Non-
Government agencies and there are chances
that in near future whole of the muck would
get re-cycled and sites restored to their
original shape.
During the reporting period 551.95 cum
protection work has been provided at
dumping site Bharot, Hiuna, Anti and
MungraNadal. (Annexure-1 attached).

1.7 Compensatory
Afforestation
It is proposed to afforest little over
double the area of forest land being
diverted
For Compensatory Afforestation (CA) over
109.3884 ha i.e. twice the area of
forestland diverted (53.2076 ha+0.6942 ha
(additional area) in lieu of diversion of
forestland for the Project, Rs 70.62 lac (for
53.2076 ha forest land diverted)have been
deposited during March, 2006 and Rs 1.58
lac (for 0.6942 ha forest land diverted)
during March, 2009 with HPFD (Himachal
Pradesh Forest Department).
A sum of Rs. 55,300/- for Compensatory
Afforestation (CA) and Rs. 2,42,692/- for
Net Present Value(NPV) has been deposited
against the diversion of 0.3472 Hac. forest
landfor Additional Adit during the last year
(Annexure-2).
1.8 Acquisition of
Lands under
Private Holdings
The compensation amount will be
paid as per HPPCL policy.
Land has been acquired on lease basis for
dumping of muck near adit-II.
No progress.
1.9 Maintenance of
Water Quality
Community toilets with septic tanks
have to be provided to avoid open
defecation.

to nallahs /river is there, from the
construction activities. The samples are
being regularly tested by state Pollution
Control Board.

1.10 Health Delivery
Systems and
Development of
Medical Facilities
It is proposed to strengthen and
upgrade the existing dispensary at
Sawra to provide the medical
facilities to labor and staff.
Local health centre has been strengthened
by providing grants to the tune of 0.5
million to cater for additional load of
labour force in the area.

Construction Sites
and Labor Camps
First aid facility with essential
medicines is to be provided at each
of construction sites.
Each site has been provided with First Aid
Boxes. Pharmacists have been deputed by
construction companies for routine
checkups. Ambulance service is available
with all the contracting firms & in PHC to
meet with any emergency.
During the reporting period (January-
March’13) 2639 workers of all contractors
has been checked and given medicines.
Total expenditure incurred during the
quarter is Rs. 1,75,601/- only.

HPPCL dispensary at Power house site has
been made functional and a pharmacist
deployed to check labourer and local
public. Essential medicines have been
purchased for dispensing.
1.13 Control of Air
Pollution
The air pollution shall be controlled
by providing the water sprinkler on
crusher and project roads.
All the three crushers have been equipped
with washing arrangements. Also, to
control dust on approach roads/sites,
regular water sprinkling i.e. 3 times a day
is being ensured. For underground works
workers are provided with masks by the
contractors.
Water sprinkling is being carried out
regularly.
1.14 Noise Control
Measures
To construct walls or provide CGI
sheet barriers around the crushers
as per parameters already defined
by the industries Department.
Most of the project work is underground
and for over the ground operations mainly
stone crushers have been provided with
CGI sheets barriers. To reduce the noise
from Machinery it is being ensured that
Mufflers are provided and exhaust are kept
in good conditions. For labour working in
underground works ear plugs are being
provided by the contractors.
Measures have been put in place to reduce
the noise from the project machinery.
1.15 Sustenance of Riverine Fisheries
Sustenance of
Endemic
Fisheries
It is proposed to strengthen the
existing hatchery at Dhamwari and
also start fish farming activities by
constructing aqua-cultural facilities.
In the process 1st installment of Rs 3.100
million has been released to HP Fisheries
Department for providing alternate water
supply to Dhamwari Trout Farm.
Utilization of Rs. 7.344 Lacs only (upto
the year 2009-10) has been intimated by
the Fisheries Department.
More funds will be allocated from LADF as
and when demanded.

2 Environmental Measures during Operation Phase
2.1 Green Belt
Development
It is proposed to develop and maintain for 7
years with the help of HP forest department,
the greenbelt in selected stretches around the
reservoir periphery.
Green belt has been identified
along the rim of reservoir area and
along the project roads. 630 Nos.
of trees has already been planted
around the periphery of
reservoir.The matter has been
taken up with DFO for remaining
plantation.
The process of planting of remaining
plantation is in process by the department
itself.
2.2 Road
maintenance
It is proposed to metal and tar of about 9 kms
of road length in different stretches. Metalling
is not feasible during the construction phase,
as heavy traffic flow with heavy load would
make it difficult to maintain. The
maintenance of roads during the operation
phase will be done as per requirement of the
project, while the roads that are of public
utility shall be maintained by the concerned
department/ Panchayat.

2.3 Road Side
Plantation
It is proposed to develop and maintain for 7
years, 3 rows of trees of locally found species
along both sides of road.
11400 plants have been planted
alongside the project roads with
the help of forest department.

been entrusted to them.
No plantation has been done during the
reporting period due to snow season.
2.4 Catchment Area
Treatment
Total area of 263 sq km was considered under
the CAT plan of SKHEP.
42932 Nos. of trees has been
planted by the forest department
covering total area of 39.03 Hac.
till to date Rs. 86,65,553/- has been
spent against total funds released

cum-Awareness Camps in these areas.
