Task 1: promote the adoption of alternative service delivery, municipal service partnerships and private sector financing of infrastructure as well as support prototype demonstration projects in service delivery
Task 2: promote the adoption of energy efficient, clean & renewable energy resources and environmental practices to increase access to services and reduce GHGs
Task 3: support prudent municipal financial management and good governance practices in service delivery
