PayandAllowancesforGovernmentEmployees1.Asyouknow,wearearesourcepooreconomywheredemandsaremanyandresourcesarelimited.Thepresentgovernmentiscommittedtoreducenonproductiveexpendituretoachievegreateravailabilityoffiscalspacefordevelopmentspending.Thisyearinflationhassubstantiallycomedownandthereisatrendofpricestability.However,thegovernmentisfullycognizantoflowcompensationlevelofgovernmentemployeesandpensioners.Asperpastpractice,theGovernmenthadconstitutedacommitteewhichsubmitteditsrecommendationkeepingintheinflationandfiscalconstraints.Thegovernmenthastakenfollowingdecisionsinthisregard:1)7.5%AdhocReliefAllowanceonrunningbasicpaywillbeallowedtoallfederalgovernmentemployeeswitheffectfrom1stJuly2015,asagainsttherecommendationof5%increasebytheCommittee.2)Adhocincreasesof2011and2012willbemergedinthepayscalesasrecommendedbytheCommittee.3)MedicalAllowancesofallgovernmentemployeesisbeingenhancedby25%.4)Oneprematureincrementwillbeallowedtoemployeesofgrade5witheffectfrom1stJuly2015.Lastyearprematureincrementwasallowedtoemployeesofgrade14.5)AuniformPh.D.AllowanceofRs.10,000permonthwillbeallowedtoPh.D./D.Sc.degreeholdersworkingunderfederalgovernmentwitheffectfrom1stJuly2015.ThiswillreplacetheexistingScienceandTechnologyAllowanceofRs.7,500permonthandPh.D.AllowanceofRs.2,250permonth.BudgetSpeech201516536)TheratesofspecialpaytoSeniorPrivateSecretaries,PrivateSecretariesandAssistantPrivateSecretariesarebeingincreasedby100%.7)TherateoforderlyallowanceandspecialadditionalpensionisalsobeingincreasedtoRs.12,000permonth.8)Forthewelfareofthelaborclassandinlinewithincreaseinpayofgovernmentemployees,theminimumwagerateisalsobeingincreasedfromRs.12,000toRs.13,000permonth.Pensioners2.Followingreliefmeasuresarebeingannouncedforthepensioners(1)7.5%increaseinnetpensiontoallpensionersoffederalgovernmentwitheffectfrom1stJuly2015.(2)MedicalAllowancesofpensionersisbeingenhancedby25%.(3)Extensionoffamilypensiontowidowed/divorceddaughterforlifeortillremarriagewitheffectfromJuly1,2015.(4)Revivalofpolicyforrestorationofsurrenderedportionofcommutedvalueofpensionafteroutlivingtheprescribedperiod.(5)UpperlimitofinvestmentinBahboodSavingSchemeofNationalSavingsbythepensionersandseniorcitizensisbeingenhancedfromRs.3milliontoRs.4million.

Onethingmaybeconsideredwhilepreparingchartsorspeculatingnewrevisedpayscals.In2008initialbasicpayofgrade17was9850.Aftermergeroftwoadhocsi.e.15%of2008and20%of2009,initialbasicpayofgrade17fixedat16000.Itmeansactualriseininitialbasicwasaprox61%ofpayscalsof2008aftermergerof35%adhocs.Inmyopinionsumoffirststageandlaststageofbasicpayadhocallowancewillbeaddedinexistinginitialbasicpayforrevision.Onlythismethodcanprotectthefinancialbenfitoflaststageadhocallowaceavailingemployeesotherwisetheyhavetosurrendertheirexistingfinancialbenifits.
