I, the above named deponent do hereby solemnly affirm and

declare as under:-

1. That in compliance of the order dated 26.08.2017 passed by this

Hon’ble Court, the requisite information has been sought from

the concerned authorities and the same is given hereinafter for

the kind perusal of this Hon’ble Court.

2. That Gurmit Ram Rahim Singh the Head of Dera Sacha Sauda,

Sirsa, Haryana was an accused in CBI case No.RC-5(S)2002/SIU-

XV/Chd. u/S-376/506/509 IPC and other murder cases. The

above case was fixed for hearing for pronouncement of judgment

and he was required to appear in person on 25th August 2017 in

CBI Court at Panchkula. Gurmeet Ram Rahim Singh has earlier

been appearing in all cases in Court on dates fixed through Video

Conferencing. Gurmeet Ram Rahim has mass following in Punjab,

Haryana, Rajasthan and many parts of India and the followers of

Dera are highly committed to him. Since, he had to attend the

hearing of case to hear the verdict, lot of his followers were

expected to gather at Panchkula, where the verdict was to be

pronounced. Elaborate security arrangements were made in all

the districts of Haryana especially Panchkula, Sirsa, Fatehabad,

Jind, Hisar, Hansi, Kaithal, Karnal, Panipat, Ambala and

Kurukshetra which are strong hold belt of Gurmeet Ram Rahim’s

followers.

3. That the State Government has been constantly monitoring the

situation and has taken all necessary steps to maintain the Law

and Order in the State. Apprehending, the threat to the Law &

Order situation the State Government took up the matter with

the Government of India for providing/deployment of

RAF/CRPF/CAPF from time to time. A meeting was also held with

Union Home Secretary and other officers in Delhi on 16.08.2017

to bring the severity of problem to their notice and demand CAPF

for maintaining Law and Order in the State. The State

Government vide letter dated 17.08.2017 demanded for 150 coys

of RAF/CRPF from the Central Government in view of expected

verdict. In response thereto, the Central Government provided 35

coys of CAPF.

4. That meanwhile on 21.08.2017, a meeting though Video

Conference was held under the Chairmanship of Home Secretary

and Senior Police Officers to review the security arrangement.

The meeting was attended by the all Divisional Commissioners,

Range IGs, Commissioners of Police, Deputy Commissioners,

Superintendents of Police and other concerned officers and

detailed directions were issued.

5. That the matter was taken up by the State Government vide D.O.

dated 21.08.2017 explaining the grave and serious Law & Order

situation with the request to make available more 115 coys to

the State. The matter was again taken up with the Central

Government vide communication dated 22.08.2017. The State

Government vide letter dated 24.08.2017 again taken up the

matter with the Government of India to provide 200 coys of

RAF/CRPF with effect from 24.08.2017 to 04.09.2017. Out of 150

Coys of CAPF demanded, only 53 Coys were allotted till

24.08.2017, out of these 27 Coys and 10 Coys were allotted in

Panchkula and Sirsa respectively. It was after constant pursuance

by the State Government and the intervention of this Hon’ble

High Court on 24th August 2017, that additional 40 Coys of CAPF

were allotted to Haryana. However, out of 93 CAPF Coys allotted

to Haryana only 83 Coys of CAPF could reach to the allotted

destinations till morning of 25th August 2017, which were

deployed in various districts on the basis of sensitivity.

6. That the matter was regularly reviewed at high level meetings

and directions were issued for preparation of action plans to deal

with all possible eventualities that may arise as a result of

appearance/non-appearance and conviction/acquittal of the

accused. Immediately upon the order of conviction, the convict

was flown to Rohtak and the State Government immediately took

up the matter with Railway authorities for temporary suspension

of various trains to Rohtak. Infact, Ministry of Railways had

cancelled the trains by 6:00 PM on 25.08.2017 only. The State

Government again took up the matter with Government of India

demanding 100 additional coys of CAPF vide letter dated

26.08.2017 so as to defuse the situation.

7. That elaborate security arrangements were made especially in

Panchkula and Sirsa. It is pertinent to mention here that Sirsa is

the base of Gurmeet Ram Rahim Singh where Dera Sacha Sauda

is situated while in Panchkula, the CBI court holding the trial is

located. In Commissionerate of Police, Panchkula, the security

arrangements for Law & Order was supervised by a DGP rank

officer as overall Incharge assisted by two ADGsP, 3 IGsP, 12

SP/DCP and 40 Coys of State Police Force. Also, 52 Coys of CAPF

were also deployed by 25.08.2017. The SWAT team of Haryana

Police, bomb Disposal and Detection Team, Anti-Sabotage Team

and Mounted Police was also deployed in Panchkula. Similarly,

elaborate arrangements were made at Sirsa where ADGP rank

officer was deputed for maintaining Law & Order and security

arrangements, assisted by IGP rank officer and SsP. The SWAT

TEAM, Bomb disposal and detection team, anti-sabotage team

and mounted police was also deployed in Sirsa. Gurmeet Ram

Rahim Singh had to attend the hearing and he was given Z+

security by the State Level Review Committee of State

Government on 06.06.2007. Therefore, proper security

arrangements on the route were made from Sirsa to Panchkula.

During his movement from Sirsa to Panchkula, 2 IGP rank

officers were deputed, who were assisted by a SP rank officer.

Further, in view of the Technical and Intelligence input, following

steps were taken to ensure the law and order and public safety

which are as under:-

CP Delhi were requested on 18.08.2017 for stopping Dera

Premis coming towards Panchkula

Orders were issued for making security arrangements by all

SsP of Haryana State for ensuring unhindered movement of

the accused Convict and to avoid any untoward incident

during his journey from Sirsa to Panchkula Court.

Cancellation of trains coming to Chandigarh from various

parts of Haryana, Punjab and Delhi was got done from

Government of India.

Necessary arrangements made for Gurmeet Ram Rahim

Singh for his transportation after the verdict, both in the

event of his acquittal or conviction in the case

Establishing of Temporary Jails – The State Government

had declared Chaudhary Tau Devi Lal Stadium, Sector-3

Panchkula and Dalbir Singh Indoor Stadium, Sirsa as

Temporary Jails to meet with any number of arrest in event

of any law and order situation.

Suspension of bus services to Panchkula.

Appointment of 56 Duty Magistrates for Law & Order duties

in Panchkula

Surveillance by Drone cameras.

Arrangements of Fire Brigades, Ambulances and liaison

with Hospitals.

Extensive security arrangements for the Judicial complex,

Panchkula and adjoining area. Two IGPs rank officer were

deputed for the same.

Setting up of State level Riot Control Room at PHQ,

Panchkula.

Necessary security arrangements for protection of the

Presiding Officer, CBI Court, Panchkula, prosecution

witnesses, Public Prosecutors of CBI with immediate effect

and standing counsel for CBI in High Court.

Request was made to the Army Authorities for keeping the

force on standby to meet any eventuality.

Holding Flag Marches of State Police and CAPF in

Panchkula.

Video Conference of all DC/SsP by the Additional Chief

Secretary, Home and Director General of Police of the

State, addressing all field officers to take all effective and

major steps for maintenance of peace and Law & Order. In

addition to this, DGP(HR) addressed all CsP/SsP to do the

needful to ensure preparedness for maintenance of Law &

Order in their respective jurisdiction.

Meetings of Crisis Management Group under the

Chairmanship of CS Haryana were done followed by two

meetings with Senior Punjab Police Officers.

8. That during this period a CWP No.19086 of 2017 titled as

Ravinder Singh Dhull Vs. State of Haryana was listed in this

Hon’ble Court on 24.08.2017 for hearing in forenoon session

when this Hon’ble Court directed that Central Government shall

provide adequate security and force to the State Government for

maintaining peace and Law & Order in Panchkula and its

surrounding areas forthwith. The Central Government was

directed to make its own assessment in this regard. State of

Haryana was also directed to provide its own assessment and

requirement of para-military forces as may be required from time

to time.

This Hon’ble Court also directed for making necessary

arrangements for providing protection to the witnesses in the

case, Public Prosecutor in the trial of the case as also the Public

Prosecutor in the Hon’ble High Court.

Accordingly, Commissioner of Police, Panchkula was instructed

vide letter No.16864-68/OPS-3 dated 24.08.2017 to make

necessary arrangements if not already made for providing

adequate protection to CBI Judge, Panchkula, witnesses, Public

Prosecutors, Counsels and other persons related to the above

said case as also the Public Prosecutor in the Hon’ble High Court

for strict compliance.

9. That the matter was again heard upon by the Hon’ble High Court

in post lunch session on 24.08.2017 itself where Court passed

following directions:

“….the Central Government is directed to provide

additional forces during the intervening night

today itself and before down tomorrow.

The State Government shall ensure that peace

and law and order is strictly maintained and those

who are found to be violating the law are dealt

with sternly. This direction shall not only be

applicable in case of Panchkula but also in other

parts of the State of Haryana, Punjab and UT and

more particularly also in Sirsa districts of State of

Haryana. The State and district police shall act

firmly to ensure that the persons who have

gathered at Panchkula would return. Besides,

prevent and ensure that crowd does not further

swell.…”

Pursuant to the same, Central Government allotted 40

Coys of CAPF in addition to already allotted 53 Coys which

were further allotted to various districts especially Panchkula

and Sirsa. Efforts were made to ensure that persons who have

gathered at Panchkula should return and as a result of efforts,

the people could be evacuated from Sector-1 to 21 of

Panchkula except in a Park in Sector-5 Panchkula and some

crowd in Naam Charcha Ghar in Sector-23, Panchkula.

However, it was not possible to evacuate them beyond the

jurisdiction of Police Commissionerate Panchkula without use

of force which could have resulted into very serious and highly

violent situation and as a result thereof Gurmeet Ram Rahim

Singh would not have appeared before the Special CBI Court,

Panchkula. It is a well known fact that he has mass following

and bringing him from his Dera Sacha Sauda, Sirsa under

warrant of arrest was fraught with the danger of very high

rates of casualties and extensive damages to public as well as

private properties in district Sirsa and other areas of his

strong hold in Punjab, Rajasthan, Delhi and Chandigarh.

10. That the Hon’ble Court further directed on 25.08.2017 itself that

“….(i) all parties and every section of the society

should maintain peace and harmony;

(ii) in case anybody indulges in any kind of violence,

arson, loot, etc. he or they should be dealt with

firmly by use of force, if necessary;

(iii) the police force and CAPF would have free-hand

to deal with the situation wherever and whenever

required against any individual or any section of the

society or organization;

(iv) in case of need, the Army shall be deployed and

made operational.

(v) the police force shall make arrangements

forthwith for capturing every moment of untoward

situation through video-graphy by using video-

cameras. Those who are indulging in any kind of

violence, arson or breach of peace etc shall be

video-graphed and an FIR shall be registered

against him/them;

(vi) In case any politician or anybody else including

Ministers interferes in the enforcement of law, FIR

be registered against him/them. In case of failure

on the part of the police officer to register an FIR,

similar action would be called against him;

(vii) No politician, leader, social-worker, spiritual

leader, religious leader or any such organization

shall make any provocative speech or statement,

which may have the tendency to affect public

order….”

The directions of Hon’ble Court were immediately

conveyed to all the concerned for strict compliance vide letter

No.17034-70/OPS-3 dated 25.08.2017 for their strict

compliance.

11. That in post lunch session on 25.08.2017 before this Hon’ble

Court, when court’s proceedings were going on in the matter, in

the meantime, immediately after getting the news of conviction

of Gurmeet Ram Rahim Singh by the Special CBI Court,

Panchkula some of his followers who had gathered went berserk

and started attacking media vans, public property and the

security forces with a view to get him released from the police

custody and to vent their anger against the judgment. They burnt

/ damaged private and public properties and attacked some

security personnel with an intention to kill them. Several clashes

between security forces and violent Dera followers took place at

many places. Army was called in to assist the Civil Authorities in

maintaining Law and Order. All the security forces handled the

situation in highly professional manner and used appropriate

force as warranted use of including tear gas shells, lathi charge

etc. Firing had to be resorted at some places as a last resort

when the violent Dera followers armed with sharp edged

weapons, petrol bombs, lathis etc and fire arms tried to kill the

security personnel. The security forces were able to control the

situation within duration of only three hours and secured

Panchkula city from the violent Dera followers. Senior officers

including the DGP, ADGP, (L&O), IsG, DIsG and a number of SP

rank officers personally commanded the entire operation on the

ground. The law and order situations were also created in Sirsa,

Kaithal, Jind, Panipat, Bhiwani, Fatehabad and Karnal but the

security forces remained in tight grip of the situation and

maintained law and order in highly professional manner. No

untoward incident was reported in the state after evening of 25th

August 2018.

On receiving the information about arson and violence in

Panchkula, the Hon’ble High Court further directed for

submission the status report regarding law & order situation

from each districts from the Police Administration in Court

next date i.e. 26.08.2017.

In compliance to Hon’ble Court further directions dated

25.08.2017, the Status Report of law & order situation from

each districts was submitted before this Hon’ble Court during

course of hearing on 26.08.2017.

12. The matter was again listed on 26.08.2017 and this Hon’ble

Court has given certain directions. In compliance to the same,

the requisite information has been sought from the concerned

authorities and the same is given hereinafter.

13. That 61 FIRs have been registered so far in various districts of

the state till 27.08.2017. As many as 1126 persons have been

14. That this Hon’ble Court vide its order dated 26.08.2017 directed

to furnish the details about the number of vehicles accompanying

Gurmeet Ram Rahim Singh while travelling to Chandigarh and

number of passengers travelled in each car. In this regard, it is

respectfully submitted that Gurmeet Ram Rahim Singh was given

Z+ security category by Haryana Government since 2007 and

there had been a history of attack on him while travelling in

district Karnal in the year 2008. Keeping in view this, Inspector

General of Police/Hisar Range, Hisar was deputed to accompany

Gurmeet Ram Rahim Singh from Sirsa upto Narwana and

Inspector General of Police, Karnal Range, Karnal was deputed to

accompany him from Narwana to Special CBI Court, Panchkula

and further journey. As per the report of Inspector General of

Police, Hisar Range, Hisar, the security vehicles in the cavalcade

of Dera Sacha Sauda Chief who is Z+ protectee of Haryana State

are under the charge of Inspector Sat Pal from CID Haryana for

past several years. The security vehicles including one Pilot

vehicle, one Escort vehicle, one Jammer vehicle accompany the

Dera Sacha Sauda Chief in the cavalcade. In addition to this, a

pilot and escort vehicle is detailed by the concerned district. An

Ambulance, Crane, Fire brigade and striking reserve vehicles are

also provided by the concerned district Police. The Dera Sacha

Sauda Chief travels in five black coloured identical SUVs with

dark glasses. Each SUV has a Gypsy vehicle with private security

as an escort. In addition to the above, the cavalcade generally

also includes security vehicles detailed by Punjab Police for his

security. Great secrecy is maintained about the seating plan of

the five identical SUVs and the same is not shared with the

district police and district administration. In addition to above, a

variable number of private vehicles carrying dera followers

typically accompany the Dera Sacha Sauda Chief in cavalcade. As

per the report by Sh. Ravinder Kumar, DSP/Ellenabad, Sirsa, the

total number of vehicles that formed the cavalcade of Dera Sacha

Sauda Chief including the security vehicles as detailed above is

estimated to be 350/400. He has further submitted that there is

no way of providing an accurate estimate of number of

passengers who travelled in the cavalcade. The Dera Sacha

Sauda Chief had been accorded permission to travel alongwith his

car-cade from Sirsa to Panchkula for the specific purpose of

attending the CBI Court by SDM Sirsa vide his office letter No.

Spl. 1-2 dated 24.08.17. The IGP, Hisar Range was directed to

ensure the Dera Sacha Sauda Chief should not be stopped

enroute by his followers within the jurisdiction of Hisar Range

while travelling from Sirsa to Panchkula. Proper instructions were

given to SsP Sirsa, Fatehabad, Hisar and Jind for making

appropriate deployment for ensuring that no obstruction was

caused by the followers/devotees of dera who were standing in

large number on both sides of route of the roads for catching a

glimpse (darshan) of the Dera Sacha Sauda Chief. The effective

deployment ensured that no obstruction was posed to the travel

of the Dera Sacha Sauda Chief for attending the C.B.I. Court at

Panchkula. The responsibility of ensuring unobstructed onward

travel from Narwana to Panchkula was handed over to Inspector

General of Police, Karnal Range, Karnal on the border of districts

Jind and Kaithal as per the instructions of Police Head-Quarters.

It is submitted that the atmosphere in the dera and all along the

route was highly surcharged and great care was taken to prevent

any untoward incident that could have possibly led to a failure of

Dera Sacha Sauda Chief to attend the court of 25.08.17. Any

attempt to stop or reduce the number of vehicles travelling with

the Dera Head would have been a potential flashpoint in the

highly emotionally surcharged atmosphere and would have

jeopardized the plans of the police to ensure his presence in CBI

Court. The report received from Inspector General of Police,

Karnal Range, Karnal is also on the same lines. It is a well known

fact that he has mass following and bringing him from his Dera

Sacha Sauda, Sirsa under warrant of arrest was fraught with the

danger of very high rates of casualties and extensive damages to

public as well as private properties in district Sirsa and other

areas of his strong hold in Punjab, Rajasthan, Delhi and

Chandigarh.

15. That it is further submitted that about 2 Kilometers after the

cavalcade had entered the jurisdiction of district Panchkula, a

high resolution camera installed by Municipal Corporation,

Panchkula has recorded the cavalcade to be consisting of 173

vehicles which included 16 Police vehicles (as per “Police” written

on the vehicles) and including 3 Ambulances and one Fire-

Brigade. Out of the 58 vehicles (including luxury vehicles) seized

by Panchkula Police 51 have been identified to be a part of the

cavalcade.

16. That it is submitted that Gurmeet Ram Rahim Singh was on bail

before his conviction and he was appearing before the Special

CBI Court on his own volition in compliance of the order of the

trial court through Video Conferencing. There was no order to

bring him to the Special CBI Court in custody. The duty of the

State Police was to ensure his safe journey to the Court, he being

Z+ protectee. Further securing the presence of the accused

Gurmeet Ram Rahim Singh was the top priority of the

authorities, so that he may not take the plea of threat to his life

as a ground for his non-appearance before the Special CBI Court,

Panchkula.

17. That so far as the information regarding instructions to the

learned Advocate General, Haryana about Gurmeet Ram Rahim

Singh travelling to Chandigarh in 5 vehicles is concerned, it is

most respectfully submitted that there appear to have been a

communication gap about communication from Police Control

Room in this regard. As per the security arrangements, the

restriction of travelling in 5 vehicles was only for entering the

highly secured area adjoining the Court premises and not for the

travelling purposes from Sirsa to Panchkula. Infact, after

reviewing the security arrangements, the number of 5 vehicles

were finally curtailed to 2 vehicles only in which Gurmeet Ram

Rahim Singh was allowed to enter barricade/secured area of

Sector 1, Panchkula where the District Court are located.

18. That in compliance of the directions given by this Hon’ble High

Court vide its order dated 26.08.2017 in which direction were

given to ascertain the complicity of 5 persons in instigating and

inciting the crowd to violence was mentioned in the newspaper

report published in the Chandigarh Bhaskar dated 26.08.2017, an

Action Taken Report was called from Commissioner of Police,

Panchkula. The news item was verified by Assistant

Commissioner of Police, Panchkula from the concerned press

reporter. Only thereafter a case FIR No.345 dated 27.08.2017

u/s 120-B/121-A/145/ 150/151/152 and 153 IPC has been

registered in Police Station Sector 5 Panchkula against Aditya

Insa and Dhiman insa and others. In this case, the investigation

is going on.

19. That during the course of hearing of the present case on

25.08.2017, this Hon’ble Court observed that it has been

reported by some members of the bar that they have been

informed that the police seems to be running from the places

where the incidence of violence had occurred. They ran away on

the arrival of CAPF. The police officials, if any, responsible for

this should be taken to task. This reporting before this Court was

baseless and without any substance. The State Police alongwith

the CAPF has tackled the situation in highly professional and bold

manner and has been able to control the loss of life and property

to the minimum extent keeping in view the number of violent

dera followers. The same is evident from the fact that the whole

of Panchkula town was sanitized and secured within a period of

less than three hours and no single miscreant was left un-

attended to continue with unlawful activities. No untoward

incident was reported in the state since then.

It is pertinent to mention here that in this operation, Director

General of Police, Haryana alongwith Additional Director General

of Police, Law & Order personally and many other top rank

officers actively participated alongwith the police force. Further,

in the entire operation, the police authorities used force as per

the need of situation for the safety and security of general public,

their property and of the court offices especially the court

complex in which accused was appearing and effectively curbed

the violence in a very short span of time.

It shall further be pertinent to mention here that not even a

single case of any injury to or loss of life of any resident of

Panchkula has been reported so far. In this operation, more than

50 police personnel suffered injuries simple as well as grievous in

nature. However, in this regard, if someone has any credible

input, it can be shared with the police authorities and if any of

the police official is found guilty of dereliction of duty, the same

shall be sternly dealt with.

20. That to deal with the situation in a case as the present one,

Hon’ble Supreme Court has given certain directions after

examining the nature and scope of implementation of prohibitory

orders in the matter of “Inre : Ramlila Maidan Incident dated

4/5.06.2011 Versus Home Secretary, Union of India and others,

(2015) 5 SCC 1.”. Theses directions are required to be followed

by the authorities in such like cases. The authorities at Panchkula

have strictly followed those directions while dealing with the

crowd of Dera followers assembled at Panchkula. The authorities

had taken their decision on proper assessment of the situation

and bonafide.

21. That so far as the directions given by this Hon’ble Court vide its

order dated 26.08.2017 with regard to submission of future plan

and strategy for preventing this kind of incidents of violence in

future and whether such planning includes complete sanitization

of Dera Sachha Sauda is concerned, at this moment, the police

department is occupied with the operational preparedness to

maintain law and order and peace in the entire state on a fall out

of the verdict on 25.08.2017 and the order of quantum of

punishment on 28.07.2017. It is respectfully submitted that

some more time may kindly be granted so that a meaningful

future plan and strategy for preventing this kind of incidents of

violence in future be presented before the Hon’ble Court.

However, it is further submitted that sanitization of various

premises connected with Dera Sacha Sauda across the state is

being done. As on 27/08/2017, 103 “Naam Charcha Ghar” have

been sanitized in the state.

22. That so far as the details of the persons killed in the incident is

concerned, it is submitted that 39 persons have died so far in the

State in the violent incidents erupted after the pronouncement of

judgment by the Special CBI Court at Panchkula. Out of them, 33

persons have died in Panchkula and 6 persons have died in Sirsa.

Out of these 39 persons died, 34 have been identified so far (28

in Panchkula and all 6 in Sirsa). Efforts to identify remaining

deceased are being made. 34 dead bodies (20 from Haryana, 12

of Punjab, 1 belonging to Rajasthan and 1 from Uttarakhand)

issued instructions to all the Deputy Commissioners in Haryana

directing them to invite applications/claims about the damages

caused to public and private properties during the agitation/riots

application for claim has also been circulated and made available

online at www.haryana.gov.in. The Deputy Commissioners have

been directed to give wide publicity in media as well as internet

about the contents of the application form and to grant 15 days

time to the claimants to submit their claims. Thereafter, report

with specific recommendations shall be sent to the office of Chief

Secretary after verification of the claims. With regard to

public/government properties, they have been directed to obtain

the claims from the Head of the Office of various departments,

boards, corporations and other public organizations. On receipt of

the claims and after verification thereof, the same will be

presented before this Hon’ble Court through the office of

Advocate general, Haryana. A copy of the letter dated

26.08.2017 alongwith the application form for claim is annexed

herewith as Annexure R-1.

24. That the State Government vide letter dated 26.08.2017 has

directed all the Deputy Commissioners to identify all assets,

incomes, bank accounts and properties of Dera Sacha Sauda and

submit the list of the same. The information is being received

from various districts. The information so received is being

compiled and shall be submitted before this Hon’ble Court, on

receipt of complete information. A copy of the letter dated

26.08.2017 is annexed herewith as Annexure R-2.

25. That the State Government vide letter dated 26.08.2017 has

directed all the Deputy Commissioners in Haryana to submit the

details of the expenses incurred by all the departments in their

respective districts in making all types of arrangements during

the recent agitation, within 10 days. The information so received

dated 26.08.2017 is annexed herewith as Annexure R-3.

26. That the reports of interception of the massages given by the

Dera Sacha Sauda are being placed before this Hon’ble Court in

sealed cover with separate supporting affidavit of Mamta Singh,

Inspector General of Police, Crime Against Women.

27. That at present, the Law & Order situation in the State is

perfectly under control including in Panchkula, Sirsa and Rohtak.

However, the security forces are at high alert and continuous

monitoring of the Law & Order situation is being done at the

highest level. The State Police has taken all preventive measures

to prevent any untoward incident in the State. As many as, 131

Coys of CAPF have been deployed in the State of which 25 are

deployed in Rohtak and 21 in Panchkula and rest in other

districts, apart from 14 columns of army deployed in Sirsa (08)

and in Panchkula (06). The army has also been kept on standby

in Rohtak. The Government is committed to the safety and

security of each citizen of the State. After the delivery of the

quantum of sentence, not a single untoward incident has been

reported from the state due to very effective security

arrangements. Due to very effective and tactical handling of a

volatile and highly emotionally surcharged situation, the state

has been able to accomplish the task of completing the legal

process with minimum collateral damage.

As per directions of Chief Secretary, Haryana in a meeting dated

26.08.2017 it is informed that the Hon’ble High Court in CWP No.

19086 of 2017 (O&M) Ravinder Singh Dhull Vs State of Haryana &

others, has directed on dated 26.8.2017 that Deputy Commissioners

shall identify all assets, incomes, bank accounts and properties of

Dera Sacha Sauda and submit a list of the same to the High Court

for attachment. Till then, no properties of Dera Sacha Sauda shall be

sold, transferred, alienated or encumbered in any manner.

A copy of the CWP No. 19086 of 2017 is attached.
