In Loving Memory

Raymond F. Kensell, age 89 of Brooksville, died Wednesday, December 14, 2016 at Bayfront

Health Brooksville. Born in Evansville, Indiana, he moved to Brooksville 14 years ago from Largo,

Florida. He was a retired Wesleyan minister, beginning his career in 1954 and pastoring at

numerous Wesleyan churches throughout the southern United States until becoming the Florida

District Superintendent in 1983, a position he held for 9 years. In 1992 Rev. Kensell then went to

Knoxville First Wesleyan Church where he was pastor for three years. He also served as trustee

for the Central Wesleyan College, now known as Southern Wesleyan University, and served on

the Denominational Committee for Ethnic Works. He was a WWII U.S. Army veteran and was

currently a member of the Brooksville Wesleyan Church. He was preceded in death by his wife,

Marcella; his identical twin brother, William Kensell and a sister, Pearl Smith. Survivors include

his wife: Faith E. Kensell; sons & daughters-in-law: Ralph F. & Mary Kensell of The Villages,

Florida and Randall M. & Betty Jo Kensell of Fort Myers, Florida; grandchildren: Kelly Kensell,

David Kensell, Julie Kensell Turner, Scott Kensell, Matthew Kensell, Wesley Kensell and Jesse

Kensell and 6 great grandchildren. The funeral was presided by Dr. Marlin Mull officiating and

Dr. Jerry Pence and District Superintendent Patrick Styers as speakers. Burial was at the Florida

National Cemetery, Bushnell, Florida.

The Florida District was organized on August 6, 1968, at the Wesleyan Campground in Brooksville, Florida. It is the successor to The Alabama Northwest Florida District of The Pilgrim

Holiness Church (first annual conference held in 1948), The Florida District of The Pilgrim Holiness Church (first annual conference held in 1954), and The Florida Conference of The

South Georgia Conference of The Wesleyan Methodist Church of America (Florida Conference first annual session held in 1950).

CONFERENCE RESOLUTIONS

SPECIAL RESOLUTIONS WHEREAS, we respectfully would remember those who have served the Lord as persons credentialed with the Florida District of The Wesleyan Church, and WHEREAS, these have gone on to their eternal reward during this past district year (June 1, 2016 – May 31, 2017),

BE IT RESOLVED, that the 2017 Annual District Conference Journal be officially dedicated to the memory of Rev. Forrest Gearhart, Rev. Duane Janssen, Rev. Raymond Kensell, and Rev. Dale Travis Sr.

STANDING RULES

Local Church Division Term of Officers: All local church officers' terms shall run concurrently with the district fiscal year. Communications to Church: The vice-chair of the local church is responsible for bringing to the attention of the local board of administration various items approved by the district conference and/or the district board of administration dealing with pastoral support and other related matters sent to him/her through the district superintendent. Pertinent information passed by the district conference shall be forwarded to the vice-chair and pastor as soon after the rise of the district conference as possible and other matters be forwarded to the vice-chair and pastor as they may arise during the conference year. Pastor's Appreciation Month: The Florida District shall observe October as pastor(s) appreciation month. The vice-chair or a person appointed by the local board of administration shall have the responsibility to see that plans be made for proper observances throughout the month. The district superintendent shall be responsible for sending appropriate notification to the vice-chair of the local board of administration. Church Planting Rallies: Each local church shall annually, in consultation with the district superintendent and/or the district director of evangelism and church growth, conduct a church planting rally wherein an offering and/or pledges will be received for the support of church planting within the district. Moving Costs: When a church calls a new pastor, the church is expected to bear the expense of the move. Property Deeds: The Local Church property shall be deeded to the ‘Florida District of the Wesleyan Church; Said property shall be in trust for the use and benefit of the ministry and members of the Wesleyan church, incorporated under the laws of the State of Indiana as The Wesleyan Church Corporation, subject to The Discipline, regulations and appointments of said church as from time to time legislate and declared. The district board of administration may, by special action, approve that property be deeded to the local church when that church is incorporated in the State of Florida and the deed is written according to the provisions of The Discipline. Unsecured Loans: The cumulative maximum amount of unsecured loans for a local church shall not exceed five percent (5%) of the annual gross income or five thousand dollars ($5000), whichever is less, without the approval of the district board of administration. Assessments: The district United Stewardship Fund assessment for each local church shall be 11.0% of their base income as defined in The Discipline, paragraph 2005, with 2.75% for USF General, 3.25% for USF-EIF, and 5.0% for the Florida District. The local church treasurer is instructed to remit at least ten percent (10%) of the current monthly receipts of tithes and offerings. (This is one way of raising the total district budget assessment.) Monies received from the local churches for district budget assessment (USF) credit for the previous year must be received by the district treasurer by June 10.

District USF assessment for a new or restart church shall be assigned in the same way as for USF in The Discipline, paragraph 2005(3). The Florida District of The Wesleyan Church help the Developing Churches progress toward becoming Established Churches as follows: When an established church is classified as a Developing Church (See Wes. Discipline paragraph 518) it shall be assessed an amount equal to 25% of the USF District in the first year; 50% of the USF District in the second year; 75% of the USF District in the third year; and thereafter 100% of USF District. Upon adoption, all present Developing Churches will begin with the first-year assessment of 25%. The local church assessment for district operation shall be reduced by 1% for that portion of income over $500,000 and less than $1,000,000; by an additional 1% for that portion of income over $1,000,000 and less than $2,000,000. There shall be no assessment on local church income over $2,000,000. District Journal: Each local church shall receive 1 printed and 2 digital copies of the district journal at no cost. Additional journals may be purchased at a price equal to the cost of printing and mailing. The district journal will also be made available for download on the district website. District Conference Delegate: It is recommended the Treasurer or Vice-Chairperson be nominated as a delegate to District Conference. Camp Meeting: The Florida District supports the WBCA winter camp meeting and Bible conference, and recommends that each local board of administration give the pastor the privilege of attending services one Sunday and that Sunday not be considered a part of the pastor’s vacation time. Educational Offering: It is recommended that each local church promote an offering each year to Southern Wesleyan University in a month of Education Emphasis. Pastor's Division Pastoral Vote: The established date for pastoral vote shall be the third Sunday in February, when the previous call has expired. Pastoral Support Standards (Guidelines): Senior Pastor support should be based on the previous year's income of the church as per the following formula: SALARY: Financial Equivalent Compensation

BENEFITS: Rent-free use of a parsonage with all utilities provided or a cash housing allowance. In the event a church provides a housing allowance and the pastor must rent his/her housing, then the church shall provide the new pastor with the necessary funds to move into said housing. This shall include required deposit, first month’s payment, utility deposits, and other required funding necessary to the move. Any prepaid deposits must be repaid to the church by the pastor when the pastor leaves his/her assignment. Full family health insurance coverage. Participation in the Wesleyan Pension Fund - minimum of 12% of salary as defined by the Wesleyan Pension Fund. Full Social Security Tax. Reimbursement of travel expense and cost related to attendance at district or denominational events (General Conference, District Conference, leadership/ministerial conferences or retreats), and attendance at these events shall not be counted as vacation time. STATEMENT:

Churches should allow for bi-vocational pursuits of the pastor until the salary schedule is at Level Five (5) and all recommended benefits are being provided. Churches are encouraged to exceed these minimum standards if at all possible. Pastoral Vacation Standards: Vacations with pay for all pastors of this district shall be based on the number of years in Christian service by conference appointment in this, or other districts as follows: During the first and up through five years of service, a minimum of two weeks. After five years of service, three weeks. After fifteen years of service, four weeks. After twenty years of service, five weeks. It is strongly recommended that no pastor shall be absent from his church for more than two consecutive Sundays without previous approval of the LBA. Each local church be encouraged to give the equivalent of 1 (one) week’s salary annually to the pastor as a vacation bonus immediately preceding the vacation. This is not to be included in vacation pay taken at the end of one’s term of pastoral service at any given church. Sabbatical: Every Wesleyan church is encouraged to provide a sabbatical leave for its pastor(s) at least every seven years of service. A sabbatical shall be for a minimum of four weeks in excess of vacation time with financial provisions as approved by the local board of administration. Revivals: A pastor may be permitted to hold one revival or two weekend meetings during the conference year at the discretion of the local board of administration, and those Sundays shall not be considered a part of the pastor’s vacation time. Annual Statistical Report: The local statistical report must be submitted by the pastor via the Pastor’s Portal June 10th. Attendance: Pastors are expected to attend District Conference and the Pastor’s Team Meeting. Pastors are encouraged to attend LDJ Meetings, the Ministerial Retreat, and other district/zone events. FLORIDA DISTRICT CORPORATION: Inasmuch as the Florida District is incorporated as "The Florida District of The Wesleyan Church," and the district board of administration serves as the board of directors, the district superintendent shall serve as president of the corporation, and the district secretary shall serve as secretary of the corporation. The District Board of Administration shall serve as the Board of Trustees for The Florida District of The Wesleyan Church Inc. Whereas, since during the year it may be desirable to sell or exchange properties belonging to the district corporation, and it may be needful to sell or exchange such properties; therefore be it resolved that the district board of administration be and are hereby authorized to execute such deeds, and when ordered, the president and secretary of the district corporation are empowered to sign and transfer such deeds. Whereas, since during the year it may be desirable and necessary to borrow money or mortgage district corporation property; therefore, be it resolved the district board of administration be and are hereby authorized to execute such loans, and the president and secretary of the district corporation are hereby empowered to sign all papers necessary to execute such loans. Fiscal Year: The District Conference fiscal year shall be June 1 - May 31. Financial Records: Dates for the closing of treasurer's books shall be as follows: Local treasurer's books shall close May 31. District treasurer's books shall close May 31.

Relocation Expenses: When the district requests the services of anyone, it shall bear the moving expense if any shall be incurred. District Zone Realignment: The Florida District shall be divided into seven zones: namely Northern, Central East, Central West, Tampa Bay, Central, South West, and South East. The boundaries of these zones shall be as follows: Northern: Gadsden, Leon, Wakulla, Jefferson, Madison, Taylor, Hamilton, Suwannee, Lafayette, Dixie, Columbia, Gilchrist, Levy, Escambia, Santo Rosa, Okaloosa, Walton, Holmes, Washington, Bay, Jackson, Calhoun, Liberty, Gulf, and Franklin counties. Central East: Volusia, Seminole, Baker, Nassau, Duval, Clan, St. Johns, Putman, Flagler, Union, Bradford, Alachua, and Lake counties.

Central West: Pasco, Hernando, Citrus, Marion, Sumter, and Polk counties.

Tampa Bay: Pinellas, Hillsborough, and Manatee counties. Central: Orange, Osceola, Hardee, Highlands, Brevard, Indian River, Okeechobee, St. Lucie, and Martin counties. South West: Monroe, Charlotte, Glades, Lee, Hendry, Collier, Sarasota, and DeSoto counties. South East: Miami-Dade, Palm Beach, and Broward counties, and Grand Bahama.

District Conference District Conference Resolutions: All resolutions from local churches or organizations within the local churches shall be in the hands of the District Board of Administration by April 15. DBA Members-at-large: The district conference shall elect six members-at-large to the district board of administration who will serve for a two-year term. District Superintendent Emeritus: A District Superintendent Emeritus of The Florida District shall be a lifetime Honorary Member of the Florida District Conference and the District shall provide room and meals for him and his wife to attend each annual conference of the Florida District. The following are District Superintends Emeriti: Dr. Jerry D. Rott, by action of the 2008 Florida District Conference. District Treasurer Appointment: The District Treasurer shall be appointed by the District Board of Administration. District Journal Dedication: The annual District Journal shall be officially dedicated to the memory of those credentialed persons who have died in the previous year; this by a special resolution presented to the District Conference from the District Board of Administration.

Ordination/Commissioning/Validation/Commissioned Special Workers Candidates: The District Board of Administration shall be authorized to act in place of the district conference in electing those candidates for ordination, commissioning, validation and commissioned special workers as recommended by the District Board of Ministerial Development. District Boards & Committees

Mileage Allowance: The rate of mileage allowance for district travel shall be five cents less than the maximum permitted by the Internal Revenue Service. Annual Budget: The district board of administration shall be assigned the duty of adopting an annual budget of income and expense.

District Salaries and Allowances: The district board of administration shall be authorized to set the salaries, allowances, and other related matters for the district officials and district departmental officers. District Children’s Ministry Director, Youth Ministry Director, and Adult Ministry Director are to be appointed by the DBA upon the recommendation of the Spiritual Formation Director. District Youth Camp Director: The district board of administration shall appoint the district youth camp director and give him/her supervision. DBA Members-at-large May Be Nominated: The nominating committee may bring a list of nominations to the district conference for members-at-large to be elected to the district board of administration. Youth Budget and Assessments: The district Wesleyan Youth executive committee shall present a budget to the district board of administration for review, adjustment, and approval. The district youth assessment shall be removed when a church’s USF apportionment for that conference year is zero. The district youth ministry shall be financed by an assessment according to the following formula:

District Superintendent Superintendent's Appreciation Day: The Florida District shall have a District Superintendent's Appreciation Day each year. The assistant district superintendent shall have the responsibility to see that proper plans are made and carried out for the observance of this special day. Superintendent's Vacation: The District Superintendent shall be given a vacation with pay based on the same criteria as that for pastors. (See II, Pastors Division # 3.) Florida District Conference – July 14, 2017

The 50th Annual Conference of the Florida District of the Wesleyan Church was called to order at 8:02 AM on July 14,

2017 by Rev. Patrick Styers at the Orlando Marriott in Lake Mary, Florida.

D.S. Reverend Patrick Styers welcomed all delegates and Dr. Russ Gunsalus, General Church representative.

Reviewed Roll call ballots and discussed the process. Roll call ballots were turned in and collected.

The Conference bar was established - Center section to the rear including sound booth and front table, and the

section to the congregation right. Bar established with a hearty Amen.

Tellers were appointed and introduced - Rachel McKee and her team of assistants.

An agenda of daily proceedings was introduced by the district superintendent and adopted.

D.S. introduced speaker – Rev. Dr. Russ Gunsalus. He brings greetings from the General Superintendent, Rev. Dr.

Wayne Schmidt. He presented a video from Dr. Schmidt. “Discipleship leading to Multiplication” All in for what God

is doing!

Dr. Gunsalus talked about Entrepreneurial Christians – working in and outside the church. Needing a “Kingdom

Force” to have a transformational impact on (every zip code) the communities we reside in. We have to do more,

and do better!! He had everyone put a zip code on their card and hold them up. His challenge was to put the card

with the zip code somewhere you can see it. Continue to strategically position yourself through prayer to make an

impact on that zip code.

The Chair was turned over to Dr. Gunsalus. He recognized District Superintendent, Rev. Patrick Styers, to present his

annual report.

Rev. Styers began by presenting Lay Couple of Year to David Torres and wife (Marinela), serving at Park Place Church

in Pinellas Park. He presented his written report (as in the booklet), and highlighted several areas:

Students in each of the five Wesleyan schools.

Partnership and support of our ministry in Cuba

Rev. Fernando Martinez, National Superintendent of Colombia – coming to plant a church in Florida

Renewal Projects - Leesburg, Hudson and Port St. Lucie

The report was given a motion to accept with support. It was accepted with a standing applause.

The chair was returned to Rev. Styers.

Chair introduced Mr. Alan Pevy serving as reader and recorder appointed by the DBA for this conference. Role is

necessary as a result of Dr. Gray’s health condition and not being able to be with us in his regular duties as District

Secretary.

Discussion regarding change in name on nomination for Secretary – removal of Dr. Gray’s name from ballot as a

result of health concerns and at his request to be withdrawn. DBA action to add Joe Jackson to the ballot.

A ballot was cast for District Secretary, Joe Jackson, was elected to a two-year term.

DBMD report - presented by Rev. Derek Atkinson, newly appointed DBMD Chairman also as a result of Dr. Gray’s

A report was received from the Assistant District Superintendent, Rev. Walter McKee, Jr.

Joe Jackson’s name was removed from DBA Ministerial ballot due to prior election as District Secretary. A ballot was

cast for District Board of Administration, Ministerial representatives (two to be elected). Dennis Harmeson and Phil

Lewis were elected to a two-year term.

A report was received from the District Treasurer, Rev. Walter McKee, Jr.

D.S. Styers indicated that the books have been audited and the results were satisfactory. The auditing report was

accepted by the DBA in regular action.

Rev. McKee presented his written report (included in the packet) and made oral remarks to accompany same. He

highlighted some areas - Record percentage of USF collections in the district, paid off several loans that the District

had with WIF, drop in M3 fund, but explained due to some church plants becoming self-sufficient. Total Income just

below 1.1 million.

Motion to accept report – second and passed.

A ballot was cast for the District Board of Administration, Lay Representatives (two to be elected). Alan Pevy and Tia

Phiri were elected to a two-year term.

A report was received from Assistant District Superintendent, Dr. Shelton Wood. Dr. Wood presented short two

thoughts from his report.

The chair took a moment for special prayer for Dr. Phillip Gray and his wife (Carolyn) due to his health issues and her

DISTRICT SUPERINTENDENT'S REPORT

Dr. Russ Gunsalus, delegates, and friends of the Florida District Family. As I write this report I am reminded that with God in control all things are possible. In this ninth year in office, we have reached new heights in our mission to multiply believers, leaders and churches. MULTIPLICATION OF BELIEVERS I praise God for the many people who came to Christ this past year. Our churches reported 700 salvations, and 193 baptisms. Our average worship attendance was 3,750. God is building His church and we praise the Lord for the harvest of souls. MULTIPLICATION OF LEADERS Our leaders continue to develop. We have 96 students enrolled in District extension classes through our ministerial and lay academies and 19 students enrolled in all five of our Wesleyan universities. This past year we disbursed $33,000 for leadership development making a seven year total of $332,000 disbursed for our students. Giving scholarships to students attending our Wesleyan Schools and District extension courses is a Florida District priority. We are pouring resources into leadership development because these leaders are the future of our district. We are starting something new for our churches. We plan to establish a template for building websites and helping churches with website design. Some leadership transitions are taking place this year due to pastoral change. Rev. John Croft has accepted a call to Crosstown Fellowship in Port St. Lucie. I expect Pastor John to do a great job leading this church to reach people for Christ in their community. MULTIPLICATION OF CHURCHES Momentum is growing in the multiplication of churches. This year we started three new Wesleyan works in the following Florida communities: Sebring, Wesley Chapel and Ft Myers. They are church plant projects in the early stage of development. One of these is English speaking, two are Spanish speaking. We have approved two church plant projects with leaders preparing to start work this coming year in the following locations: Spring Hill and Naples, one will be English speaking and one will be Spanish speaking. We have both of these pastors and their families with us today. They are Rafael Bellinni, and Edith Feliciano. I will introduce them to you later. Overseas we have partnered with the Western District of Cuba by giving financial support to the district helping them to purchase six buildings in Cuba for Church plants. We have supported the national church with resources and given the district financial support to build classrooms for their ministerial institute. We have helped pastors and leaders by purchasing bicycle parts needed for

transportation. Florida pastors have preached in their churches, taught ministerial classes, and helped with build out of facilities for church buildings. We have partnered with the Guyanese District to develop leadership and equip them to do greater ministry. We also have been involved in Guatemala serving those in need through Impacto ministries. MULTIPLICATION OF RESOURCES Momentum is growing in support of our vision. We increased our income in the operations account from $568,000 to 590,000. We also had a strong year in our multiplication fund with $305,000 coming in. God has provided for our vision in amazing ways. I want to thank all of our donors for their generosity toward the District mission to multiply believers, leaders, and churches. SUMMARY Our mission is to fulfill the Great Commission in the Spirit of the Great Commandment. Our Multiplication movement focuses on multiplying believers, leaders and churches throughout the Florida District and beyond. Fanning the flame for multiplication through changed lives and disciple making for God’s glory is who we are as a district team. I hope all who connect with us will recognize the Florida District is a life giving organization. I thank you for allowing me to serve as your leader. I give God the glory for the great things He has done among us. I also believe there are greater things yet to come for the Florida District as we continue to follow God. Executive Director, Dr. Russ Gunsalus, District Superintendent, Rev. Patrick Styers, delegates and friends of this 50th Annual Conference of the Florida District of The Wesleyan Church.

I have fulfilled my role as Assistant Superintendent by being vice-chairman of the District Board of Administration and available to the Superintendent as needed.

During the Superintendent’s vacation, I worked with the DBA executive committee to address church and property issues that needed immediate attention.

I also have the responsibility of Stewardship Planning Director. This year I planned a workshop at Villas Wesleyan Church in Fort Myers with Attorney Scott Drury, as the presenter. These events include private consultations to help individuals develop a stewardship plan for the future of their family and ministry. I provided individual follow-up assistance after the event.

I am blessed to be part of the Florida District and The Wesleyan Church serving our Lord and Savior Jesus Christ.

NOTES TO 2017 FLORIDA DISTRICT FINANCIAL STATEMENTS STATEMENT OF FINANCIAL POSITION This report is a summary statement comparing the financial position of the District at the end of the fiscal years 2017 and 2016. Funds are categorized by degree of restriction. Equity Fund value is cost plus net of reinvested dividends and fees. All investments are in various bond or equity funds paying dividends. Notes Receivable are loans to churches or record of District money spent on local church property. Fixed Assets represent the non-depreciated cost of property for use by the District. Value of property acquired without purchase is based on County assessment at the time added to Financial Statement. Notes Payable include Wesleyan Investment Foundation loans on our Ft. Pierce, Largo, Sunrise, and Vero Beach properties. The Memorial Scholarship Fund and Ministerial Education Fund represent the income available for grants from the respective endowment funds. Property Account net asset includes Accounts Receivable, Fixed Assets, and Liabilities. Foreman Ministerial Education Endowment Fund is the full name of the Ministerial Education Endowment Fund. FUND ACTIVITY SUMMARY A consolidated report of net asset value by account with a summary of fund activity this year. OPERATIONS FUND STATEMENT OF ACTIVITY Transfers & Reimbursements includes investment income from Property Fund. Multiplication Fund transfer is for administrative costs. Global Partners expense is for promotion of our Overseas Partnerships by District Director. Disbursement for loan principle shows cash flow to Property Fund equity. Other Disbursements are transfers to other district accounts or department funds. MULTIPLICATION FUND STATEMENT OF ACTIVITY Transfers In includes funds from District Operations for development expense and subaccounts for disbursement, e.g. Overseas Partnership. Student Scholarship Funds provide grants to local church youth, ministerial students and children of pastors attending Wesleyan universities and seminaries. Leadership Development Funds support the Florida District Ministerial and Lay Institutes. Leadership Training Funds support apprenticeships, internships, and residencies at churches in our district. Transfers Out are church planting and overseas partnership funds transferred to the respective project accounts. PROPERTY FUND STATEMENT OF ACTIVITY Sale of Property includes payments on Vero Beach contract for sale and proceeds for sale of part of Naples property. Short-term loan was internal fund loan to pay off a property loan prior to sale. Loan Payment Principle is transfer from Operations Fund. Equity Adjustments due to property transactions. DISTRICT TRAINING, DEVELOPMENT AND SPECIAL ASSIGNMENTS

District Superintendent, Rev. Patrick Styers, Delegates and Friends: In order to assist church leaders to achieve even greater glory for the Kingdom of God in Church Year 2016-2017, the Ministerial Institute and Lay Academy offered five areas of assistance for training, growth and development. These five areas are: (1) the LDJ zones and zone leaders; (2) the Lay Academy and the Ministerial Institute; (3) teaching assistance and on-site workshops; (4) a loan library containing over 300 books and reports, research studies on church training and growth; and (5) on-site consultation and coaching services. Florida District’s Lay Academy and Ministerial Institute This has been an exciting church year for the Florida District’s Lay Academy and the Ministerial Institute. Pastors and Local Boards of Administration are encouraged to identify potential and actual lay leaders and encourage them to become certified lay leaders via the Florida District’s Lay Academy. The purpose of the Florida District’s Lay Academy is to prepare church leaders to assist their pastors in achieving the vision/mission of the pastor and church. The Lay Academy courses consist of both classroom instruction and application sessions. The classroom sessions are patterned after the “FLAME” courses. The application sessions allow our students to take what they have learned in the classroom setting and use this information to solve problems they will face in actual ministry situations. The cost of attending the Lay Academy classes is $100.00 for each class. These courses may also be audited at no cost to the student.

The Ministerial Institute teaches the courses required for ordination in the Florida District. Individuals who are seeking credits for ordination via this route are also encouraged to take one or more FLAME courses. All instructors are fully qualified and have been approved by the Department of Education and the Ministry. These instructors are Rev. Dr. Phil Gray, Rev. Rick Stevens, Rev. Daniel David and Rev. Dr. Shelton E. Wood, Jr. The cost of attending one of the Ministerial Institute courses is $100.00 for each course. Tuition should be paid at time of registration (at least 2 weeks prior to first day of course). A Florida District Training and Development table is set up in the hall outside of the conference room. You may register for upcoming courses in Church Year 2017 – 2018. You may also make an appointment to discuss the Supervised Ministries Requirement with Dr. Wood.

Training and Development for Current Pastors

In the Florida District, we consider ongoing professional development to be a priority. All pastors in the Florida District are strongly encouraged to take three continuing education units per year. There are five ways that a pastor can take this training and development. Professional Growth Classes: Attend a seminar or workshop that is offered are offered throughout the

state by various professional organizations (e.g. SkillPath Seminars; see www.skillpath.com).

Audit one of the District Ministerial Institute courses offered this church year. Your expertise as a

pastor will be a great addition to the course and will give you an opportunity to participate in the

mentoring process of future pastors in our district. Cost to register is $100. See list of courses that are

offered under section “For Those Seeking Ordination.”

Attend one of the “Lessons Learned” sessions to be given by our senior pastors. These will be a 2-3

hour session where the senior pastor will share experiences that he or she has gained over their

career. Questions and answers will also be presented in the session. Watch your district newsletter for

session details and dates.

Most of our Wesleyan colleges and sister colleges offer online courses or the ability to audit

master’s-level courses on site if you already have a bachelor’s degree. Go to

Among the booklets available are Stress Management, How to Prevent Burn Out, Principles of Team Building in a Church Setting and Determining Leadership Styles.

Coaching and Consulting Assistance The Florida District also has a certified individual coach, group coach and consultant on staff for the District. Dr. Shelton E. Wood, Jr., is available to coach with individuals, groups (teams) and churches, upon request. Informal Florida District’s Outing and Fun Times Special informal events will be scheduled throughout the church years for members of the Florida District. For example, a canoe run and BBQ is being scheduled in the Spring (2018) for pastors and their families. Summary In the Florida District, we are excited about training, development, evangelism, church growth, and church planting. The church membership and leaders in the Florida District are making a difference in church planting and outreach for the kingdom. Evaluation of this year’s efforts in these five areas will support more proactive approaches in Church Year 2017-2018. Greetings from the Spiritual Formation Team of the Florida District. This team met several times this year. Our goal as the Spiritual Formation Leaders is as follows: “As a Spiritual Ministry Team, we aim to help churches grow, help to lead people to strengthen their relationship with Christ, and to provide training and encouragement to our leaders.” Each department has hosted their own events that included retreats for Women and Men of our District. Teen camp and children’s camp were offered in July. Our Youth Leaders worked with our college students and future college students. All these events are a great opportunity for Wesleyans to get together…. to grow together and to get to know each other! At our last meeting, we discussed budgets for each department for the up-coming year. SPIRITUAL FORMATION - CHILDRENS MINISTRY REPORT

Greetings from the Children’s Ministry! Our Kid’s Camp continues to grow each year, which means churches are understanding the importance of reaching children at a young age for Jesus. We had a total of 60 kids and adults that attended Kid’s Camp 2016!!! Our theme was “God’s Word My Sword.” Many children rededicated their lives to Christ and others accepted Christ as their Savior for the first time!!! Our camp fires are always a great time for children to share what is on their hearts and we are able to pray with them and offer them hope through Jesus. Camp really impacts the lives for our children as they live their lives for Jesus whether it’s their first part of their journey or a continuation. We are looking forward to Kid’s Camp 2017, “Christmas in July.”

SPIRITUAL FORMATION - YOUTH MINISTRY REPORT

The 2016-2017 year for the Florida District Youth is what I would characterize as a year of considerable growth! God continues to do amazing things throughout our Florida District, especially when it comes to youth ministry! In July 2016, we had our annual youth camp with the theme “Limitless”. We learned throughout this camp that with God’s power, mercy and grace, God can do all things in our lives, including the impossible! We had a total of 124 people at youth camp this past year. There was a total of 90 teens and 34 adults serving from 16 different churches throughout the district! Camp speakers included Shawn Clark (Night Light - Ybor), Bill Paldino (Orlando), Rafael Bellinni (Fellowship Community – Spring Hill) and Mike Oliver (Park Place – Pinellas Park). This past year there were 5 teens who gave their lives over to Christ for the first time and 38 who rededicated their lives to Christ! In addition, there were 7 new students who were called into vocational ministry and 14 students of affirmed their call. We were able to have two district all-nighters this church year. The first one took place at Park Place Wesleyan Church from 11/4/16 to 11/5/16. At this event, we had 42 teens and 9 adult leaders from 4 different churches attend. The second all-nighter took place at Orlando Wesleyan church from 5/11/17 to 5/12/17. We had 30 teens and 7 adult leaders from 5 different churches attend. At these events, teens were able to connect with their peers from camp. We went to a drive in movie, played many games, and heard great worship and devotionals from pastors throughout the district. Coming in July 2017, we are expecting another life changing youth camp! This coming year’s theme is “Thrive”! No matter what season we are in, God can use us to grow ourselves and the church. Jeremiah 17:7-8 says “Blessed is the one who trusts in the Lord, whose confidence is in him. They will be like a tree planted by the water that sends out its roots by the stream. It does not fear when heat comes; its leaves are always green. It has no worries in a year of drought and never fails to bear fruit.” We are making a very strong push for the first time to sell out camp this year! Please continue to pray for the teens throughout the district and our leadership team that we continue to remain obedient to God’s call and will for His ministry! We appreciate and thank everyone for their constant support and prayers for the Florida District Youth!

STUDENT DEVELOPMENT DIRECTOR REPORT

Greetings from the area of Student Development! First of all, I am very proud of our Florida students who studied at Southern Wesleyan University (4), Indiana Wesleyan University (9), Oklahoma Wesleyan University (3), Houghton (1) and Kingswood University (2) this year! I am also very excited for the many more who enrolled at one of the Wesleyan schools to begin in the fall of 2017! The awesome thing is that many of these students were able to seek God's guidance for their future and make decisions to enroll at their school of choice as a result of attending one of the District college tours! This year, we took two such tours which visited both Indiana Wesleyan University and Southern Wesleyan University. The first tour set out in October, led by Mike Oliver (Park Place) and Dennis Harmeson (Zephyrhills Wesleyan). Ten students were in attendance on this trip to SWU. At SWU, they were scheduled to tour campus with the Presidential Ambassador, sit in on classes related to their interested majors, meet with Admissions counselors, and enjoy free time to spend around the campus. In the middle of February another tour set out to IWU, led again by Mike Oliver and Dennis Harmeson and joined this time by Joe Jackson (Savanna Church). We had 8 students from around the District set out on this long but exciting trip. During their visit they joined other students from around the States in a General Visit Day, meet with Admissions counselors, tour campus, eat lunch with faculty from the Religion department, and enjoy fun and games at the IWU Rec Center. Special thanks goes out to Kelly Myers (IWU) and Melissa Vess (SWU) in the Admissions departments for putting schedules together and providing housing, meals, and gas reimbursement for our students and sponsors! Again this year, I count it an honor and privilege to have served as our district men’s ministry director. Our annual men’s retreat was held on March 31st- April 1st at Park Place Wesleyan Church. Eighty seven men from all over our district gathered for this event. A total of 11 churches and the district office were represented. The theme for this year’s retreat was “Man Up: becoming Godly men in an ungodly world”. Unlike in previous years, there were no video presentations used in the teaching. All the teaching was provided by pastors and lay leaders from the Florida district. I would like to offer my deep appreciation to Pastors Jason Diaz, Dennis Harmeson and Joe Jackson and to lay leader David Torres for providing inspiring & challenging teaching from God’s Word for our men. Pastor Nick Forbes and his worship team also did a wonderful job in leading us in our praise & worship times. Our retreat was a blessed time of fellowship, worship and encouragement for all who attended. I am again encouraged by the number of men who participated in our retreat this year. I look forward to the coming year as God continues to work in the lives of the men in the Florida District.

SPIRITUAL FORMATION - WOMEN'S MINISTRIES REPORT To Delegates and Friends: Greetings from the Wesleyan Women of the Florida District! It is a privilege to report to you our annual activities for last year: We began by hosting the 3rd annual Koffee Klatch at the District Celebration where our ladies connected with one another over a cup of coffee, had fun getting to know each other and sharing the many unique and interesting activities in which they have been involved over the past year. Our annual fall retreat with the ‘Flourish’ Theme was hosted by Community Wesleyan in Leesburg, we featured Joanne Solis-Walker as our inspired speaker and teacher, worship was led by Heather Bellinni and her team from Springhill and breakout sessions taught/led by ladies from around the district (Lindsay Spotts-Park Place, Charlane Blomberg-Brooksville, and Shannon Paldino -Orlando). I am overwhelmed that our district is so richly blessed to have such gifted leaders willing to share the passion God has given them to educate and build up the ladies in our district. It was a beautiful weekend for many reasons, but most importantly because the Holy Spirit met us there. A mini retreat organized by Laura Guthery and hosted by Paola Wesleyan and the 7th annual Haitian Women’s retreat organized by Cynthia Mathieu and hosted by Hollywood First. ‘Esprit De Corps’ continues this year featuring the Greater Love: Cultivating Sacred Friendships Online Bible Study Series provided by Wesleyan Women’s Ministry at headquarters. We continue to encourage our women’s groups to get into The Word with bible studies provided through our lending program or those provided online from headquarters. Again, I am excited about the coming year and what the Lord will be doing in the lives of our ladies. Every year I come to appreciate even more the supportive leadership the Lord has placed around me on the leadership team. GLOBAL PARTNERS REPORT

To the 50th Annual Conference of the Florida District of The Wesleyan Church, District Superintendent, Board Members, and Delegates, I submit the Global Partners District Director’s report. God has been doing very exciting things in and through the Florida District of the Wesleyan Church. As the Global Partners District Director I want to share some of the ways our district has helped to make lives new. We are continuing to build and strengthen relationship with Pastors and churches in Cuba. Pastor Yunio Gonzalez has continued to trust in God and God has continued to be faithful. In March of this year Pastor Yunio came to Florida for a month of preaching, sharing and relationship building. Many thanks to the Pastors and churches who helped make his trip a fruitful one. Anyone who comes into contact with Pastor Yunio feels the presence of God at work and is encourage to deepen their faith. A few local churches from the Florida District have gone to Cuba to share in the work God is doing there. It is encouraging to hear the stories of how God is working. Pastor Joe Jackson was part of a group that went to Cuba in November 2016. Pastor Joe has shared how the trip is impacting both his church and his family. I believe that as more people from our district experience God at work in other areas of the world God will open more doors and opportunities for people to go and serve. It is my hope and prayer that God would raise people up from the Florida District to become missionaries who will serve and go wherever God leads them. In addition to the work in Cuba, two local churches have partnered for a mission trip to Guatemala in June. This trip included 20 people from Brooksville Wesleyan Church and 4 people from Park Place Wesleyan. It is so good to see local churches working together to form a short term mission team. Let’s pray that we see more of this kind of collaboration in the future. It is also important to highlight that two young adults from Brooksville Wesleyan Church, Josh Rojas and Ian Grantman, are serving as interns with Impacto ministries this summer in Guatemala. Both of these young men are excited to serve Jesus and it is a joy to see God at work in their lives. As we look to the future the Florida District is planning a short term mission trip to Cuba in April 2018. It is important that we keep our brothers and sisters in Cuba in our prayers and also pray that God would work in the hearts of people across the Florida District to answer the call to serve God overseas. We need to see ourselves as missionaries wherever we are. It is important that we continue to seek the Lord and ask for his help and wisdom. If you or someone in your church is interested in serving Jesus as a missionary or helping support the work in Cuba please let me know. In Loving Memory

Forrest James Gearhart February 16, 1922 ~ November 11, 2016 Forrest James Gearhart, age 94, died November 11, 2016, in Fern Park, Fla. He was founding pastor of the Sturgis,

Michigan, Wesleyan church and also the Wheaton, Illinois, Wesleyan church. He served as district superintendent of

the Northern Illinois District from 1968 to 1976, and many boards including the General Board of the denomination.

Forrest and his wife, Margaret Ann, served as associate missionaries with Global Partners from 1976 to 1987, pastoring

Wesleyan Community Church in Guaynabo, Puerto Rico. In retirement he continued to serve for a time as assistant

pastor at Villas Wesleyan Church in Fort Myers, Fla. His wife of 67 years, Margaret Ann, preceded him in death in 2014.

Also preceding him in death were a son, a granddaughter, and two brothers. He is survived by two sons, one daughter,

eight grandchildren, four great-grandchildren, and one sister.

Duane H. Janssen, Sr., 93, of Columbia City, Indiana and formerly of St. Petersburg, Florida, passed away at 11:30 pm Thursday, January 19, 2017 at Miller's at Oak Pointe in Columbia City. Born September 26, 1923 in Willow Lake, SD. He was the son of Eilert and Rose (Meister) Janssen. He graduated from Mitchell High School in South Dakota and received his Bachelor's degree from Marion College (now Indiana Wesleyan University). After serving as a minister with the Wesleyan Church, he was in student recruitment at Oklahoma Wesleyan University, Bartlesville, OK and Southern Wesleyan University, Central (SC). He retired as a fieldman for the Billy Graham Evangelistic Association.

He is survived by his wife, Eunice (Lough) Kincaid; son, Duane (Linda) Janssen, Jr., of Columbia City; daughter, Jean (David) Martinez, of Golden, Co.; five grandchildren; and six great-grandchildren. He was preceded in death by his wife of 53 years (Ouida), parents; son, Robert Janssen; grandson, Bradley Janssen; and sister, Leola Yarrington.

Born in Parkersburg, West Virginia on May 1, 1941; died in Ocala, Florida August 23, 2016. Pastor Dale was with the Wesleyan Church for 50 years, and was former pastor of 22 years at Living Water Wesleyan Church. He served 11 other churches in West Virginia, Florida, and Georgia. He was a graduate of God’s Bible School and College, Cincinnati, OH. He is survived by his beloved wife of 55 years Anna Marie Travis of Ocala, FL; sons Dale Edward Travis, Jr., Micah Aaron Travis, and Kemuel Enoch Travis; daughter Cynthia Ann Wilson; brother Roy Travis; sisters Naomi Douglas and Viola Petty; nine grandchildren; four great-granddaughters. His final message to all of his loved ones and friends: “I’ll see you at Father’s House.” 126

OUR MISSION

The Florida District of the Wesleyan Church exists to equip and empower our local churches to

become a Missional Multiplication Movement in order to fulfill the Great Commission in the Spirit

of the Great Commandment.

OUR VISION

Our vision is to partner with local churches to reproduce believers, leaders, and churches,

throughout the Florida District and beyond.

We will focus on multiplication as a district team. Our plan includes:

1. Developing Leaders (lay and ministerial) – We will train and develop our lay leaders while they explore God’s potential calling on their life through our lay academies located throughout the state. We will also train second career ministerial students through our Ministerial Institute located in the district office and young people through the Wesleyan universities and colleges.

2. New Churches – We will be actively engaged in the planting of new churches with the Missional DNA to reproduce new congregations. Our dream and goal is to plant four churches a year within the Florida District.

3. Creative Partnerships – We will invest in creative partnerships outside of our district with a goal of having five overseas partnerships by the year 2020 for the purpose of developing leadership and planting new churches worldwide.

4. Church Renewal – We will chart trends as we assess and invest in churches with the potential to further strengthen our district team.

5. Multi-ethnic Opportunities – We will focus on planting new Hispanic and Caribbean congregations as we expect 50% or more of our growth will be among these people groups.
