The Union Minister for Overseas IndianAffairs and Civil Aviation Mr Vayalar Ravi,believes that “fulfilling the customers’

expectations” is the key to success in a service-oriented responsibility like running airports.Addressing the first-ever conference of airportdirectors organised in Delhi on June 16, 2011,Union Minister for Overseas Indian Affairs andCivil Aviation Mr Vayalar Ravi said: “Compete withthe privately-managed airports... so thatsomeone landing at Chennai or Kolkata airports(being modernised by the Airports Authority ofIndia) can say they are as good as or better thanTerminal-3 of the Delhi airport.” Mr Vayalar Ravisaid that officials must get on theshop floor so to speak or in otherwords not be office-bound but findtime to connect with the passengers:“You have to see what problems thepassengers and all your other customerslike airlines are facing and find solutions,”he said.

The Civil Aviation Secretary, Dr Nasim Zaidi,also asked the airport managers to reorient theirfunctioning to meet the new competitive chal-lenges. Maintaining that `1.35 lakh crore wouldbe required over the next decade for a massiveupgrade and development of aviation infrastruc-ture across the country, he said both govern-ment and private investment would be need-

ed.“In future, there could be more than one air-port in some cities. Therefore, the AAI and air-port managers have to reorient their functioningto meet this competition,” he said.

Noting that the country was projected tohave 400 million air travellers and over 1,000 air-craft in the next ten years, Dr Zaidi said the AAIhad earmarked `12,000 crore for the 11th Planperiod to modernise airports. The Secretary alsostressed on the need to hike income from non-aeronautical revenues. He also said that whilepricing services at major airports was determinedby the Airports Economic Regulatory Authority, inthe near future each airport would have theirown pricing mechanism and the governmentwould lay down the standards they shouldmaintain. “This would depend on the natureof air traffic flow in each airport,” he said,adding all airports would have to maintain

their ratings in service standards or face “seriouspenalty clauses”. Dr Zaidi said that broad policyparameters to this effect and a “new regime” ofsafety and security would be evolved soon.

The Secretary also asserted that the govern-ment would keep a close watch on the health ofthe AAI, which would have to raise enoughresources to meet the growing demand for large-scale modernisation of airports, communication,navigation and air traffic management systems.

AAI ENHANCES PROSPECTS OF “DESTINATION INDIA” MANIFOLD

As an outcome of the influx of air trafficin the past decade, AAI embarkedupon a laudable plan of modernising

and upgrading its airports with a dual aim: first,to match/keep ahead of the increase in density,both of aircraft and the air-travelling populace;and, second, to provide the country with thethe world-class standard airports. Accordingly,60 airports including Kolkata and Chennaiairports were identified for modernisation/upgradation, the rationale being to develop thestate capitals and other airports that have thepotential to attract tourist and business travellers,who would meaningfully contribute towards theeconomic growth of the state. The task involvedwas so humongous and cost intensive, that themagnitude can well be gauged from the fact thatthe capital expenditure of the AAI in the 10thFive Year Plan was `3534 crore, whereas in the11th Five Year plan, it was `12964 crore, anincrease of almost 300 per cent. Themodernisation of Kolkata and Chennai airports isto the tune of `4340 crore (`2325 crore forKolkata and `2015 crore for Chennai). Most ofthe airport infrastructure projects initiated havebeen completed or are near completion andthus, making AAI stand in good stead, as thefacilities provided are not only user-friendly butalso of world-class standards based on the lateststate-of-the-art technology. Therefore, it wouldbe appropriate if I were to state with confidencethat the infrastructure facilities at Indian airportsare looking upwards. As on date, there are noreal dire areas that demand immediate attentionfor the simple reason that all critical areas havebeen well taken care of in our plans ofmodernisation. The new terminal building at ShillongAirport -- designed in keeping with thearchitecture of buildings in the city -- was

inaugurated on June 25, 2011, by Mr VayalarRavi, Union Minister for Overseas Indian Affairsand Civil Aviation, and Dr Mukul Sangma, ChiefMinister of Meghalaya. On the occasion, DrVincent H Pala, Union Minister of State for WaterResources, Mr Abu Taher Mondal, Minister ofTransport, Meghalaya, Mr PP Shrivastav, Member,North-East Council, Mr VP Agrawal, Chairman,Airports Authority of India along with otherofficials of AAI were present. A colourful culturalprogramme was organised by the College ofArts and Culture, Shillong, which made the galaceremony a momentous one.

Union Minister for Overseas Indian Affairsand Civil Aviation, Mr Vayalar Ravi assured theaudience of about 1000-odd that developmentwork at the Shillong airport would be complet-ed soon.

On the occasion, Chief Minister Dr MukulSangma handed over the deeds of 192.253acres of land around the airport to Mr V PAgrawal. He praised the villagers for their selfless

contribution towards developmentof the state. He felt proud to declare the contri-bution on unique and one that had made histo-ry not only in the country but also in the world.

Chairman, AAI, Mr VP Agrawal also urgedthe officials to expedite the works such as instal-lation of Instrument landing System(ILS) and the extension of therunway so that aircraft ofA321 type could also beoperated from Shillong,which has a huge pas-senger potential. Heemphasised the needof air connectivity ofthis beautiful and land-locked state ofMeghalaya with the restof the country and the world for rapid econom-ic growth of the nation. Mr VP Agrawal,Chairman and Mr S Raheja, Member (Planning),AAI, appreciated the works of project officialsand all employees of Shillong, Airport for thecompletion of the task and the successful organ-isation of the inauguration ceremony.

The construction of the new terminal build-ing was undertaken by AAI at an cost of about`30 crore with a target to complete it withinthree years; but it was possible to finish the taskbefore the due date owing to the commitmentof the AAI officials and staff. The members of

the AAI family are proud of this remarkableachievement.

The new terminal building isequipped with the state-of-the-

art equipment such as explosivetrace detectors, baggage X-raymachines, conveyor belts andclose-circuit cameras. In addi-tion, there are six check-incounters and a complete secu-

rity-hold area. Separate blockshave been created for arrival and

departures along with a modern medicalinspection room. The runway of 6,000 ft willbe lengthened to 7,500 ft and will have astrength of PCN (Permanent ClassificationNumber) 54 to cater to operations ofA321type of aircraft. The installation of ILS onRunway 22 is already underway.

Mr Vayalar Ravi, Union Minister ofOverseas Indian Affairs and CivilAviation, inaugurated the New

Integrated Terminal Building at Raja Bhoj Airport,Bhopal, on June 28, 2011. Mr Rameshwar Thakur,Governor of Madhya Pradesh, was the ChiefGuest and Mr Shivraj Singh Chouhan, ChiefMinister, Madhya Pradesh, presided over thefunction. Mr Kamal Nath, Union Minister for UrbanDevelopment, and Mr Kanti Lal Bhuria, UnionMinister for Tribal Affairs, were guests of honour.

Built at a cost of `135 crore, the newIntegrated Terminal Building has an aestheticstructural shape in a curvilinear form. With its totalarea of 26936 sq m and a provision for futureexpansion, the terminal is sleek and artistic andencompasses all modern facilities. The salientfeatures of the building are 14 check-in counters,10 immigration counters, four Customs counters,six security check X-ray machines, two escalators,enhanced parking facilities for 700 cars and 20

buses and apron. The-state-of-the-art buildinghas all modern user-friendly amenities such asChildcare Room, Smoking Room, etc. The apronhas been constructed to accommodate 13aircraft. The runway has been extended to 9,000ft. to facilitate operation of bigger aircraft.

Speaking on the occasion, Union Ministerof Overseas Indian Affairs and Civil Aviation, MrVayalar Ravi mentioned that the new IntegratedTerminal Building with a peak hour handling

capacity of 700 pax was being inaugurated tomark 100 years of civil aviation in the country.This would help enhance the connectivity with-in the state as well with other parts of thecountry and destinations abroad. It would alsohelp boost economic activity. The Minister alsomentioned that to provide a push to the devel-opment of infrastructure, AAI had embarkedupon a plan to develop airports across thecountry. In fact, he also said that Indore wasalso getting ready to be inaugurated soon.

Earlier, welcoming the dignitaries Mr VPAgrawal, Chairman, Airports Authority of India,briefed about the salient features of the newfacility and thanked the state government formaking available the land for the developmentof the airport. He further elaborated AAI’splans for development of other airports in thestate, i.e. Indore, Jabalpur and Khajuraho.

The newly inaugurated facility becameoperational from July 1, 2011.

In addition to the ground-based airportinfrastructure, AAI has taken many strides inmodernising its CNS-ATM facilities, whereAAI has drawn up the Master Plan forimplementation of FANS (Future AirNavigation System). This includes shift fromVoice Communication to Digital DataCommunication, from Ground-BasedNavigation to Satellite-Based Navigation (i.e.GAGAN-Indian SBAS), Modern Radarcoverage with ADS-B, Multilateration, etc. Theimplementation of the CNS-ATM Master Planwill put India amongst the elite group ofcountries that have an efficient ATM Systemsupported by a strong and robust CNSinfrastructure consisting of Digital Data Unit,Integrated ATM automation network, SWIM(System Wide Information Management)Separation Management System. The aim is toprovide a safe, efficient, cost-effective andenvironment-friendly ATM services, applyinggate-to-gate approach and to achieve acollaborative and co-ordinated globalapproach to ensure harmonisation andadoption of the technological solutions

To ensure that appropriate returnsaccrue, AAI has stepped on the marketinggas pedal by taking a conscious decision toutilise forums like RDG and put 16 of the AAIairports on the Routes Online website, whichis frequently visited by major airlines andother stakeholders of global aviation. AAI alsoparticipated in a big way in the RDG Forum2010 held at Vancouver, Canada, to marketits airports and announce its arrival on theglobal aviation arena. It was also our goodfortune that we got an opportunity tohost, for the first time ever in India, theSixth ACI Asia-Pacific Regional Assembly,Conference and Exhibition. This, indeed,was a unique forum for us to showcaseour strength/expertise to nearly 400delegates from across the world.

It would only be apt if I were toconclude on an optimistic note byassuring all air travellers coming to Indiathat we, at AAI, are managing 125 airportsand the whole of the Indian/adjoiningoceanic airspace as identified by ICAO.Thus, you are not only in safe hands butwould also enjoy our hospitality inkeeping with true Indian traditions at ourmodern/world-class airports which wouldundoubtedly make your visit a moremeaningful, pleasant and memorable one.

AAI Chairman VP Agrawal said airport managers in India would have to compete withthe best in the world as the best airports weresituated in the Asia-Pacific region. While hugeinvestments would be made over the next fewyears to improve and expand aviation infra-structure, he said, the airport directors wouldhave to learn to market their airports to cus-tomers as was done the world over. MrAgrawal also asked the AAI to devise innova-tive methods to maintain the plush new termi-nals which had come up in various states in the

recent past.The conference, an initiative of AAI

Chairman, Mr VP Agrawal was aimed atfocussing attention on the various issues con-fronting the AAI-run and managed airportsacross the country. “We are one team and webelieve it will help us learn from each other’sexperience, outline our best practices and col-lectively find solutions to the issues that comeup,” said Mr Agrawal.

AAI as a major Air Navigation Service provider in the region hasembarked on many ANS-improvement initiatives to meet not onlythe challenges of ensuring safety and efficiency of aircraft

operations but also optimising capacity against the demand posed by theincreasing traffic growth in the Asia Pacific region. Further, realising the needfor a collaborative approach among the states for seamless provision ofANS services, Mr V Somasundaram, Member (ANS), AAI, took the majorinitiative of hosting a meeting of the neighbouring ANSPs of various stateswithin the Bay of Bengal, the Arabian Sea and the Indian Ocean (BOBASIO)of the Asia Pacific Region. The first ATS Coordination meeting of BOBASIOwas organised by Airports Authority of India at Indian Aviation Academy,New Delhi, on May 5 and 6, 2011.

The meeting was attended by 43 participants including 10 delegatesfrom Oman, Nepal, Sri Lanka and Thailand, Mr John Richardson, ATM con-sultant from ICAO, Mr P Sanglikar, representative of IATA, DGCA represen-tatives and other aviation experts from AAI across the country.

The meeting, inaugurated by Mr EK Bharat Bhushan, Director General ofCivil Aviation, assumed enormous significance and importance with theparticipation by many of the neighbouring countries of India in their collec-tive quest to find common solutions through a collaborative approach forsafe-efficient and environment-friendly aircraft operations in Asia Pacificregion.

DGCA appreciated the efforts of AAI in organising such a meeting,called for a collaborative approach in sharing information, resources,expertise and procedures among the states of region and keeping them-selves abreast of the international best practices.

Mr VP Agrawal, Chairman, AAI, elaborated on the recent CNS-ATM ini-tiatives by AAI in implementing RVSM, R-NAV Routes, Performance-BasedNavigation, Enroute Monitoring Agency and Reduction of LongitudinalSeparation Minima. The Chairman called for close cooperation among thestates to derive optimum benefits from similar initiatives from the otherstates. The meeting featured presentations of 10 working papers byexperts from India on various subjects ranging from Satellite-BasedNavigation, Air-Traffic Flow Management, Reduced Horizontal Separation,etc. The meeting also enabled the participating states to finalise SAR agree-ments, ATM contingency plans and ATS coordination procedures.

The highlight of the meeting was the presentation of working paper onIndia’s proposal to establish ANS coordination sub-group in the Bay ofBengal, the Arabian Sea and the Indian Oceanic Region with the objectiveof ensuring that participating member states arrive at uniform decisions onANS matters of common interest and benefit from expertise and capabili-ties of one another. The ICAO representative assured that endorsementwould be accorded for institutionalising the formation of the sub-group forregular conduct of such meetings annually by other states in future. Therepresentatives of the participating states from Nepal, Oman, Sri Lanka,Thailand and the representative from ICAO and IATA appreciated the initia-tives taken by AAI in arranging such a meeting. The participants evincedkeen interest in establishing the proposed sub-group as it would permit thestates to access the latest ANS developments in the region, updated SARagreements and coordination procedures and ensure uniform applicationof ANS procedures for seamless services across the states for safe and effi-cient flow of air traffic.

First ANS Coordination Meet sees international participation

AAI Update is fantastic; it makes meproud of being a part of a prestigiousorganisation like AAI. However, there isnot much of information about SilcharAirport with its building extension plan.Now, four airlines are operating fromSilchar Airport including the newly-inducted Jet Airways w.e.f. May 1, 2011.

As part of the cooperation between the International CivilAviation Organisation (ICAO) and Ministry of Civil Aviation,Government of India, an MoU has been signed between

the Airports Authority of India and the Director, TechnicalCooperation Bureau, ICAO, Montreal, on May 31, 2011, forspecialised aviation training to aviation personnel from developingcountries. The MoU was signed by Mr VP Agrawal, Chairman, AAI,and Mr Ivan Galon, Director (TCB) from ICAO. Under the MoU,fellowship programmes for training are to be conducted at IndianAviation Academy (IAA), New Delhi, in the specialised fields ofaviation such as Airport Operations, Management and Air CargoManagement during July and August, 2011. Regional Director,ICAO, Mr Mokhtar A Avan expressed the desire to increase thenumber of fellowships by the Government of India in due courseof time, to enhance the expertise of developing nations in the fieldof aviation training. Dr Nasim Zaidi, Secretary (Civil Aviation),supported the vision of ICAO.

Indian Aviation Academy is a pioneer institute sponsored byAAI, DGCA and BCAS to impart education, training and research inthe field of civil aviation.

The Consultancy Division (C&C Directorate) of the Airports Authorityof India provides various consultancy services, includingconsultancy for establishing new Greenfield airports to various state

governments as well as private operators in India. In the past too, the C&CDirectorate has provided consultancy services to foreign countries.

The AAI will be earning revenue of `3 crore from such assignmentsalone. Apart from this, AAI also earned revenues of more than`2 crore from consultancy services rendered to state governments andprivate operators up to December 2010.

The various consultancy services undertaken by AAI on a charge-able basis are:

• Site selection for establishing a new Greenfield airport.• Preparation of Techno-Economical feasibility study.

• Preparation of master plan for airports• Preparation of conceptual architectural plan for terminal

building and other services.• Flight calibration.• IAL procedure.• Survey and preparation of survey charts.• Aeronautical charts.• CNS work related to NDB/DVOR.

AAI has successfully completed the consultancy assignmentsfor Karnataka Government (Udupi), Gujarat Government (Dwarka Airport), MIAL (Mumbai Airport), JSW Airport at Vijaynagar, Karnataka, Goa (Panaji Airport), etc. in the recent past. More consultan-cy assignments are in progress.

The Sixth Airports Council InternationalAsia-Pacific Regional AssemblyConference and Exhibition was held in

New Delhi from April 5 to 8, 2011. The functionstarted with the traditional ‘Lighting of the Lamp’and seeking the blessings of the Almighty. First,Mr Tan Sri Bashir Ahmad Abdul Majid, President,ACI Asia-Pacific & MD, Malaysia AirportsHoldings Berhad, addressed the congregation.Next, Dr Nasim Zaidi, Secretary, Ministry of CivilAviation, Government of India, who was also theChief Guest, addressed the gathering andwelcomed the delegates.

It was an ideal opportunity for the AirportsAuthority of India (AAI) to host the ACI-AsiaPacific Regional Assembly, Conference onAviation Business Strategies. The AAI show-cased its achievements and the recent develop-ments in upgradation of both airport infrastruc-ture and ATM /CNS systems. Special mentionwas made of the GPS-Aided Geo AugmentedNavigation (GAGAN) system, aimed at makingIndian skies safer. The advanced GAGAN system

has become the pride of the country, as India isonly the fourth nation in the world to have sucha system in place.

The stalwarts of global aviation were alsogiven a glimpse and first-hand information aboutDelhi Airport’s state-of-the-art T-3 terminal, con-structed by GMR, AAI’s JV Partner.

With 526 delegates from 34 countries, theSixth ACI Asia-Pacific Regional Assembly createdhistory of sorts. Leading the team from IndianAirports was Mr VP Agrawal, Chairman, AAI. Theteam comprised Mr SC Chhatwal, the thenMember (Finance), Mr Sudhir Raheja, Member(Planning), Mr Gyaneshwar Singh, IPS, GM(Security). All of them actively participated andshared their views on various aspects of aviationmanagement, ranging from the ever-changingrules of the game to airport financing, airportsecurity and business environment of the future,etc. As a member of the World Governing Bodyof ACI, Mr VP Agrawal contributed immensely inthe various forums held by the World GoverningBody.

The exhibition, which ran concurrently withthe actual Conference, was a blessing to theparticipants, who got access to first-hand infor-mation on the ever-changing technology relatedto aviation.

A total of 39 exhibitors from around theworld displayed the latest innovations in aviationgovernance, thus enriching the knowledge baseof the participants and also, widening their hori-zons. AAI also put up a stall in which informa-tion about world-class airports built by AAI washighlighted, along with a glimpse of GAGAN sys-tems. Since the exhibition and conference werehosted jointly by AAI and GMR, in the true spiritof camaraderie, GMR shared the booth withAAI, aptly depicting ‘True’ Indian Airports.

In a show of hospitality, AAI Chairman MrVP Agrawal took the initiative to arrange an air-craft for international dignitaries for a trip to theTaj Mahal at Agra. It was kind of Mr Vijay Mallya,Chairman, Kingfisher Airlines to accept the sug-gestion of Mr VP Agrawal to provision a specialflight to Agra and back for the delegates, as agoodwill gesture.

The much-anticipated T3 tour was conduct-ed on April, 8, 2011. Delegates from airports inAustralia, Sri Lanka Thailand, Singapore, Maldives,Hong Kong, Korea and Japan visited T3. The tourcovered the international departures area andthe domestic departure and arrivals. There was ashort networking break, courtesy Plaza Premium

Lounge, where delegates enjoyed complimenta-ry snacks. The moment also gave them a chanceto interact and network with their fellow dele-gates. The guests were “wowed” when theystood under the iconic mudras in the arrivalsarea.

A gala function was arranged to honour theawardees of Airport Service Quality (ASQ)Awards 2010. The delegates also got a glimpseof the true and rich cultural heritage of India inthe wonderful ambience of Cultural Gully at theKingdom of Dreams, where all sorts of cuisineswere at their disposal. The delegates were visi-bly excited by the presentation and confessedthat one could not have asked for a better‘Grand Finale’. The dinner was aptly followed byASQ Awards, which was a spellbinding cornu-copia of dance, music, magic and spectacularfireworks.

It would only be apt to place on recordAAI’s appreciation for GMR, the co-host;Foundation, the co-coordinating agency; theSteering Committee; and the Core Group whonot only toiled but also “burnt the midnight oil”to ensure that all the arrangements and execu-tion were ‘Par Excellence’.

Special thanks go to all the volunteers whorose beyond their call of duty to ensure that thedelegates remembered their journey to India asone of the finest.

Akeen chess player, the UnionMinister for Overseas IndianAffairs and Civil Aviation Mr

Vayalar Ravi made the first move toinaugurate the AAI-organisedInternational Grandmasters ChessTournament. The minister alsocomplimented the efforts of the AAI fororganising the tournament and activelydemonstrating its commitment to sportsin the South Asian region.The tournament held in New Delhi fromJune 21, 2011 to July 2, 2011 saw fourinternational grandmasters, FabianoCaruana of Italy, Viktor Laznicka of theCzech Republic, So Wesley ofPhilippines, Hou Yifan of China takingpart in the event. The Indian Grandmasters at the eventwere Krishnan Sasikaran and ParimarjanNegi, who demonstrated their wit andtalent at the tournament held at the AAIOfficer's Institute.

Italian top seed Fabiano Caruanaplayed it safe against Filipino Wesley Soto end all prospects of a 'tie' for the titleand emerged as the worthy winner toclaim the $8000 prize money. KrishnanSasikiran, following his 49-move drawagainst Hou Yifan, finished runner-up andwas richer by $6,000. Parimarjan Negi,who played to his fifth seeding afterdrawing with Laznicka in 42 moves ofCarokann, admitted to having a "bad"tournament.

Before the tournament began, AAIChairman Mr VP Agrawal extended avery hearty welcome to all chess loverswho had gathered to be part of thecompetition to witness the sixgrandmasters.

He hoped other corporate entitieswould get inspired by AAI's exampleand organise similar events in the future,which would give sports a much-needed impetus in the country.

Approved by the Government ofIndia, the tournament was organised inpartnership with the Delhi ChessAssociation, which is an affiliated unit ofAll India Chess Federation, recognisedby the world chess body FIDE.

Though India has made its mark inthe game of chess, and the likes ofViswanathan Anand have brought laurelsto the country, the game has notreceived adequate attention andsupport that it deserves from various

quarters including the corporate world. Therefore, AAI made the move to bringa category-17 international grandmasterschess tournament to India.

Anew automation system and radarnetworking are being readied for thesouthern region. The system incorpo-

rates eight radars at Bengaluru, Bellary,Hyderabad, Mangalore and Trivandram andthree radars at Chennai, which are intercon-nected. The state-of-the-art automation systemis in an advanced stage of commissioning.

The automation system at Chennai willcater to the issues and challenges faced inthe increase in traffic growth with enhancedsafety and efficiency. It incorporates a flightdata processing system (FDPS) capable ofintegrating ADS-C/CPDLC and surveillancedata processing systems (SDPS).

The automation system, when fully installed,will equip the ATCO with: � Processed flight plans; � Means to monitor aircraft movements

throughout the FIR; � Ability to project future aircraft move-

ments and predict conflicts throughoutthe FIR;

� Information on conflicting aircraft move-ments throughout the FIR and flightprogress strips; and,

� Integrated Radar, MLAT and ADS-B dataand single display to the ATCO with safetyfeatures on Medium-Term Conflict Detection,Short-Term Conflict Alert, Approach Path

Monitoring, Minimum Safe Altitude Warningfor air traffic control purposes. The system isso robust that even in the case of SDP fail-ure, the automation system supportsthrough direct surveillance access mode.

Besides the above capabilities, theautomation system also provides supportservices such as database management andadaptation system to store static data onthe operational environment of air trafficcontrol.

There is also a provision to record and replay the voice and data of all the activities of controller workstationssimultaneously.

Airports Authority of India (AAI) hasbeen concentrating at developing theinfrastructure of the airports under its

purview including airports in the southern partof the country.

The opening-up of the skies after the lib-eralisation of the economy and the increaseddisposable income afforded by it has led tomore people preferring air travel. There hasbeen a slew of modernisation activity in thesouthern region with airports getting newequipment and facilities to handle theincreased passenger and freight volumes.

Lauding the efforts of the AirportsAuthority of India, Prime Minister Dr ManmohanSingh inaugurated the new international termi-nal building at Thiruvananthapuram airport at afunction organised earlier this year on February12, 2011.

The Prime Minister emphasised the impor-tance of airports and said the government hadprioritised the enhancement of airport infra-structure in the country as airports were con-sidered gateways to the economic develop-ment of the country. He applauded the effortsof the AAI and the Ministry for Civil Aviationfor developing such an impressive and world-class project for passengers travelling to Kerala.He added that making the terminal and build-ing facilities more user-friendly was the needof the hour as airlines were competing withrailways to attract passengers to air travel.

Speaking on the occasion, Union Ministerfor Overseas Indian Affairs and Civil AviationMr Vayalar Ravi said the new terminal buildingat Thiruvanthapuram Airport was a uniquearchitectural feature.

Built at a cost of `289 crore, the terminalis a state-of-the-art steel tabular shape struc-ture with a pair of portals connected with atop enclosure struss shaped like a wave with30 check-in counters, 26 immigration counters,11 customs booths, four pre-check X-raymachines and three aerobridges.

Mangalore: Ready to handleA310 and A321The new airport at Mangalore was inaugurated

at a function on May 15, 2010, by the thenMinister of State for Civil Aviation, Mr PrafulPatel. The chief guest at the occasion was thethen Chief Minister of Karnataka, Mr BSYeddyurappa. The then Union Minister for Law, Dr M Veerappa Moily presided over the func-tion in which other dignitaries of theGovernment of Karnataka were also present.

The new terminal building was built over70 acres of land at a cost of `150 crore. Thefacility is equipped with two aerobridges, withprovision for adding more in the future. Theairport building is designed to separately

handle domestic and international passengers.The facility can accommodate four A310-classand an A321-class aircraft at a time, with pro-vision for three more aircraft to be added at afuture stage.

Madurai: Gem of an airportHome Minister Mr P Chidambaram inauguratedthe new integrated terminal building in Maduraiairport at a ceremony organised onSeptember 12, 2010. The then Minister of

State for Civil Aviation Mr Praful Patel presidedover the function in the presence of Mr MKAlagiri, Union Minister for Chemicals &Fertilizers. Other dignitaries of the Governmentof Tamil Nadu were also present at the inaugu-ration ceremony.

The new integrated terminal building cov-ers a total area of 17,560 sq m. Constructed atan estimated cost of `128.57 cr, the facility iscapable of handling domestic as well as inter-national traffic even though the airport at pres-ent is only a domestic one. The new buildingwill be able to handle 250 departing and 250

TheVCCS are the latest communicationsystems which integrate the existinghotlines, telephone lines and ATC(VHF) communication with pilots intoa single instrument.

� In July 2010, the Digital AutomaticTerminal Information Systems (DATIS)were installed and commissioned atHubli, Madurai, Tirupati andVijayawada airports of the region.DATIS provides terminal information onairport like runway in use etc andmeteorological information like windspeed and direction etc to arriving air-craft. Pilots can tune on the DATIS fre-quency and receive the informationwithout having to make two-way radiocontact with the control tower.

� Efforts are on to complete towerautomation at Trichy, Tirupathi, Hubli,Madurai, Vijayawada, Calicut,Coimbatore, Kochi, Trivandrum andMangalore by December 2011.

A-SMGCS brings the movement areaof the airports under electronicscanning to provide the ATCO with

details of vehicle and aircraft movement onthe airside of the airport for better surveil-lance, control, routing and control of airsideground movements.

A typical A-SMGCS includes SurfaceMovement Radar (SMR) Sensor, Multilateration(MLAT) Sensors, vehicle transponders calledsquids and a Central Processing System(CPS).

MLAT is a multilateration sensor thatreceives positional data of vehicles fittedwith vehicle transponders in the manoeuver-ing area and presents an integrated displayof the airside of the airport to the towercontroller with aircraft/vehicle identificationand their location through the CPS. In an A-SMGCS environment, all vehicles such as firetenders, jeeps, etc. need to be fitted withtransponders. However, SMR assists MLAT by

providing data on the presence of vehi-cles and aircraft that are not fitted withtransponders.The salient features of A-SMGCS are: � The A-SMGCS provides a display to con-

trollers with the uninterrupted identificationof all suitably-equipped aircraft and vehi-cles on the manoeuvering area.

� In conditions of restricted or reduced visi-bility, the benefits of the system becomemore apparent, allowing the controller tobe completely sure of the position of air-craft and vehicles.

� In addition, the system enhances safety,alerting the controller by detecting poten-tial conflicts on the runway.

� The A-SMGCS uses multilateration technol-ogy to provide accurate surveillance andidentification of all aircraft and transponder-equipped vehicles on the airport surfacewhile the Surface Movement Radar (SMR)usually assists the multilateration (MLAT) sys-

tem by detecting any non-transponderequipped aircraft or vehicle.

� Range of SMR from 0 to 5 NM, Height from0 AGL to FL030, Azimuth 360°

The key benefits of the system are: � Reduction in airside accidents � Reduced runway incursions � Reduction in taxi-time � Increase in throughput � Reduction in weather delay, and � Improved situational awareness in all-

weather conditions In Chennai, two surface movement radars

and 13 MLAT sensors are installed at strategiclocations. Forty vehicles on the airside are fit-ted with vehicle transponders and the displayof the A-SMGCS system is provided to theTower Controller. The A-SMGCS is a pioneerproject installed in Chennai awaiting DGCAclearance for commissioning.

A-SMGCS (Advanced Surface Movement GroundControl System) in Chennai will keep vigil

arriving passengers. The all-glass-and-steelstructure makes use of the maximum amountof natural light. The new integrated terminalbuilding has escalators, elevators, aerobridgesand the-state-of-the-art conveyors.

Mysore: Heritage City comes closer On the same day, May 15, 2010, the thenMinister of State for Civil Aviation Mr PrafulPatel also inaugurated the new airport atMysore.

Union Minister for External Affairs MrSM Krishna presided over the functionwhile the then Karnataka Chief Minister MrBS Yeddyurappa was the chief guest andthe then Minister for Law Dr M VeerappaMoily was the special Chief Guest at theceremony.

Mysore Airport is about ten kilometresfrom Mysore city. The airport had two fair

weather strips (FWS) with a small terminalbuilding that had been constructed twodecades ago. It was used for scheduledflight operations by Vayudoot with Dornieraircraft till 1990. The Indian Air Force/NCCused the strip for training flights apart fromsporadic use by small private charter flights.

A Memorandum of Understanding(MoU) was signed between the Governmentof Karnataka and AAI on June 6, 2005, toupgrade the erstwhile Mysore airport foroperation of ATR-72 and B-737/A-320 air-craft in a phased manner. AAI developedthe new airport in an area of more than 650acres at a cost of around `60 crore. MysoreAirport has also been provided with thes-tate-of-the-art CNS, security and fire safetyfacilities. The new building has a modulardesign and can accommodate 75 arrivingand 75 departing passengers at a time,with the scope for future expansion.

As a CSR initiative, Airports Authority ofIndia (AAI) & NIIT Foundation, a not-for-profit organisation, is setting up

career development centres (CDC) acrossIndia. To begin with, AAI would like to set upthe first CDC in partnership with NIIT in theNew Airport Colony, Vileparle (East), Mumbai.

NIIT Foundation (previously known asTNI), a not-for-profit organisation, sets upCDCs (since August 2008) within urban slumsto provide employability skills to slum youththat help them gain employment in formalindustry such as Retail and BPO.AAI will cover the initial set-up and operation costs forthe CDC for at least a peri-od of three years afterwhich the unit would become self-sustain-able. About 500 students would be giventraining per annum. The students would befrom economically weaker sections residing inthe nearby areas.NIIT will bring the following benefits to thetable: � World-class training material created

specifically for our target audience � Tie-ups with corporates for placement � Certification programme for faculty and

centre heads � Systems and processes to run the CDC

efficiently � Industry-recognised NIIT Yuva Star

Certification for the students.CDC SETUP

The location for the CDC will be identified withthe help from AAI. A CDC typically containsthe following: Education area – a classroom, a machine room; front office andstudents’ waiting area; and, library/readingroom

The target population for the flagshipcourse – Multimedia and advance IT -- is theurban slum youth in the age group of 18 to 25years who have completed 10th (12th prefer-able) and want a job.

The target audience for Basic IT, English I-Step is students currently in school and

require supplementary training todevelop or improve skills in com-puters and English.

KEY BENEFITS � Learn skills that can get them employment

in organised sector such as retail and anyemerging sectors during the course of theproject;

� Improve confidence and develop person-ality;

� Improved education/employment oppor-tunities; and

� Contribute to family growth. A Memorandum of Understanding will be

signed with NIIT to open such centres in 55cities in the next five years. In this financial year,upcoming Career Development Centres will bestarting at Kolkata, Delhi, Chennai, Ahmedabad,Calicut, Bhubaneswar, Guwahati, Allahabad,Varanasi and Behrampur (Orissa).

We have had a busy time the last fewmonths. There was the Annual DayCelebrations – and it was indeed a

wonderful opportunity for all our youngsters toshowcase their talent. In addition to the colourfulextravaganza, we honoured a few outstandingsportspersons and personalities, who have beena beacon of light and inspiration for all of us.

While the show will remain in our memories– at least till the one that takes place next year –it gives me great pleasure to inform all our mem-bers and the AAI family that we have tied upwith the NIIT Foundation to set up CareerDevelopment Centres or CDCs. These centres willprovide skills to those who do not have theopportunity or the means for such training.Simply put, we will be opening the gates to theyouth of urban slums to come forward and beproductive and useful. The first centre will be setup in Mumbai and we hope to put up morewithin the next year.

As for skill training, I am reminded of whatour Prime Minister Dr Manmohan Singh said onthe occasion of the prize distribution ceremonyof the Prime Minister’s Awards for Excellence inPublic Administration.

Giving away the awards, our Prime Ministerpointed out that there was a need to re-fashionour Civil Services as effective instruments fordelivery of services and as agents of improvedgovernance was an ongoing process. The aim,he said, “should be to evolve new and imagina-tive solutions for the problems facing us. Successwould, to a large extent, depend upon a culturalchange in the Civil Services. Excessive caution,reliance on precedents and following the beatenpath have to give way to innovation and inven-tiveness and to trying out new methods.”

Those words for the Civil Services are appli-cable to all of us. We should think out-of-the-boxto usher in “new and imaginative solutions for theproblems facing us”. Kalyanmayee’s membershave been doing that over the years and wehave no reason to stop. Let’s make a firm com-mitment that we will overcome and fight on.

The Airports Authority of India cele-brated the 16th Annual Day on April30, 2011, at Siri Fort Auditorium with

a great show entitled, “The Flight of Life”,which was the theme of the annual day’scelebrations.

Life is a journey loaded with gratificationsand associated impediments. The challengeis to successfully face the impediments upfront, to ensure that we achieve excellence

without granting ingress to complacency.Undoubtedly, it is an optimist which seesopportunities in adversity. It is an establishedfact that the Airports Authority of India, over

the years, has risen on every occasion andfaced the challenges beyond the call of itsduty. There can be no two opinions that all

this has been possible because of thedynamic leadership of our Chairman, Mr V PAgrawal, a ‘visionary’ and ‘perfectionist’,who is creative, full of passion, with a zeal toperform. The sense of well-being of theworkforce under him is always dear to him.

The annual day also celebrated Indianaviation turning 100 and relived the historicalmoment while starting a new chapter in thehistory of Indian aviation.

The annual day started with fanfare withthe arrival of the guests. The guests of hon-our included yesteryear ’s superstar and leg-endary actor Dharmendra, RajyavardhanSingh Rathore, Indian shooter who won thefirst individual silver medal for the country inthe 2004 summer Olympics, Saina Nehwal,ace badminton player and Mrs JijaMahadevan Hari Singh, Ex-DGP(Police),Karnataka and Ex-CVO/Founder Secretary

General, Kalyanmayee, AAI. The function started with the lighting of

the lamp by the dignitaries. Chairman AAI, MrV P Agrawal welcomed the guests. That wasfollowed by the presentation of trophies forexcellence in sports and excellent CSR work.The cultural programme that followed was ariot of colours and light and the childrenfrom the different regions put up perform-ances on different themes.

A beautiful film covering 100 years ofcivil aviation was shown to the audience.

President, Kalyanmayee, Mrs ArchnaAgrawal adressed the guests and apprisedthem about Kalyanmayee’s activities. All theguests of honour were honoured by AAI forthe valuable contribution in their respectivefields. Initiated by Ms Archna Agrawal, President,Kalyanmayee, a parenting workshop,‘Understanding child and teen psychology’

was organised at Rajiv Gandhi Bhavan, NewDelhi, for the employees of AAI. The workshopwas conducted by Dr Swati Yashwant Bhave,Executive Director, AACCI (Association ofAdolescent and Child Care in India;www.aacci.in) and Senior Visiting Consultant atIndraprastha Apollo Hospital, New Delhi.

Dr Swati Bhave is a pediatrician and wasAssociate Professor of Pediatrics in GrantMedical College Mumbai (1981-89) andProfessor of Pediatrics in BJ Medical (1989-91).She was trained in USA in adolescent medicinein 2001 and is an office-bearer in many interna-tional adolescent health associations and alsothe WHO committee of Adolescent Health.

Adolescence, the transitional stage ofdevelopment between childhood and adult-hood, represents the period of time duringwhich a person experiences a variety of bio-logical changes and encounters a number ofemotional issues. Adolescence can bespecifically turbulent as well as a dynamicperiod in one’s life. It has been identified asa period in which young people developabstract thinking abilities, become moreaware of their sexuality, develop a clearersense of psychological identity, and increasetheir independence from parents.

The workshop was well conducted andcovered most of the topics related to par-enting teenage children: strengths and weak-ness of parenting, different types of parent-ing and parenting skills, teenage parenting,

understanding child and teen psychology —why they behave as they do, handlingteenage issues, positive discipline and bring-ing out the best in your child followed bycase studies and question-answer rounds.The session was participative, interactive andwell-attended.

Participants of the workshop appreciat-ed and thanked President, Kalyanmayee forchoosing such a sensitive topic. They alsosuggested to conduct more such workshopsin other locations like RHQ, ResidentialColony. In the interactive session, employeesdiscussed their problems with the doctor.This workshop genuinely helped participantsunderstand teen issues logically and medical-ly. In future, more workshops would be con-ducted at CHQ, RHQ (NR).
