Review of Events The 5th Internaonal Biennial Conference of IHCNF was jointly organized by the Government of Odisha, Indian Heritage Cies Network Foundaon (IHCNF) and UNESCO New Delhi. Sustainability” held in Bhubaneshwar from 2nd - 4th February 2017. He highlighted that monuments and

the associated cultural activities play an important role in the lives of people of Odisha and give them a

special identity. He emphasised on the need to create awareness on cultural heritage, their protection

and preservation from the continuous onslaught of development and its related effect. (Page 5)

A summary of projects and activities that are ongoing and completed during the last quarter. The updates

REVIEW OF EVENT

The 5th International Biennial Conference of Indian Heritage Cities Network was jointly organized by the Government of

Odisha, Indian Heritage Cities Network Foundation (IHCNF) and UNESCO New Delhi and steered by the Department of

Housing and Urban Development and supported by the Bhubaneswar Municipal Corporation, BUKC from Bhubaneshwar

Smart City Mission, Tourism and Culture Department of Govt of Odisha. The conference on the theme ‘Role of Culture and

Heritage in Urban Sustainability’ took place in the Infosys Campus, Bhubaneshwar, Odisha from 2nd- 4th February 2018.

IHCNF under its mandate contributes towards raising awareness on the

values of urban heritage for the sustainable urban development for

cities. It is in this context that the International Biennial conference on

the theme ‘Role of Culture and Heritage in Urban Sustainability’ took

place in Infosys Campus, Infocity, Bhubaneshwar from 2nd- 4th Febru-

ary 2018 with the support of the Government of Odisha. The hosting of

this conference in Bhubaneshwar in Odisha, a state with rich cultural

and natural heritage reinforces the commitment of the state and the

city towards the preservation of Odisha’s heritage and its recognition as

an important asset to achieve sustainable development.

Nearly 100 delegates from India and abroad participated in the

conference. It was one of the largest gathering of people working in the

heritage and developmental sectors to take place in Odisha with partic-

ipants from Karnataka, Gujarat, Delhi, Maharashtra, Jammu, Punjab,

Rajasthan among several others and international participants from

Nepal, South Korea, France, United Kingdom, Singapore, Japan and

New Zealand. The 3-day conference brought together prominent

speakers from India and abroad along with the participation of city

administrators, professionals from art, craft and conservation field and

academicians from various parts of India. The conference provided an

opportunity for exchange of knowledge and experiences and recent

advances made by cities to harness their heritage assets for sustainable

development. This conference explored themes relevant to current

trends and concerns addressing heritage in India’s urban scenario as

well as around the world such as: Smart City and Heritage, Urban Sus-

tainability and Climate Change, Resilience of Historic Cities, Sustaining

Traditional Communities and Livelihood and World Heritage.

The 5th International Biennial conference was inaugurated by the Hon-

ourable Chief minister of Odisha Shri Naveen Patnaik in the presence of

Dr M Ramachandran, Chairman IHCNF, Shigeru Aoyagi, Director

UNESCO New Delhi, Shri G Mathivathanan, State H&UD Secretary, Dr

Krishan Kumar, Vice Chairman BDA & Municipal Commissioner, IHCNF

trustees, chairs and speakers and other invited guests.

In his inaugural speech the Honourable Odisha Chief Minister said that

along with development of modern amenities and facilities, cities

should also be vibrant with socio-cultural life, centred around heritage,

art and craft. IHCNF Chairman Shri M Ramachandran while welcoming

all delegates on behalf of IHCNF and UNESCO New Delhi impressed

upon the unique collaboration that emerged for the conference and the

importance of inter-sectoral and partnership activities to add value to

the discourse on heritage and sustainable development. Director and

UNESCO representative to India commended on the coordination be-

tween the Government of Odisha and IHCNF. Ms Minja Yang, the key

note speaker at the inaugural said that the city authorities can have

more heritage linked activities and exchanges with other partner cities

through IHCNF for knowledge sharing and experience gathering. Secre-

tary H& UD Shri G Mathi Vathanan gave the vote of thanks.

The Hon’ble Chief Minister also inaugurated a students competition on

the theme ‘Smart Strategies for maintaining the culture and identity of

historic cities which was organized with the support of the Architecture

Department of KIIT, Bhubaneshwar. Nearly 7 architecture colleges from

all over India participated in the competition. The undergraduate archi-

tecture students who participated in the competition displayed their

ideas on the theme for different heritage sites. The first prize was won

by Under Grad students of Chitkara School of Planning and Architec-

ture, the second Prize awarded to Dept. of Architecture Jadavpur

University and 3rd prize was won by Piloo Modi College of Architecture.

A special heritage walk was also organized for the conference delegates

to experience the Ekamra Walks Old Town Circuit during the confer-

ence.

REVIEW OF EVENT

The first day of the conference had a session on ‘Smart City and

Heritage’ had presentations on Bhubaneshwar and Pune Smart city by

Ms Sridevi Changali and Mr Kiran Kalamdani respectively which

highlighted various proposals that have been included in the Smart

Cities mission and presented various challenges it faced to include her-

itage as one of the core component of the mission. Mr Rajender Singh’s

presentation on Warangal and Tirupati focused on aspects of heritage

area improvement as part of the Smart City proposal. Mr Tushar

Chakravarty highlighted the need for heritage values to be translated

and transported as public good to an urban scheme and his presenta-

tion illustrated and encapsulated negotiating pivots within the Smart

Cities Mission. The first day of the conference concluded with a Cultur-

al Programme which had Odissi and Gotipua dance performances by

the Aradhana Dance Academy which was sponsored by the Department

of Culture, Govt of Odisha.

The second session was on the theme of ‘Urban Sustainability and Cli-

mate Change’ had Dr Dan-Yeun Jeong as one of the speakers who pre-

sented the desirable approach for establishment of climate change

strategies in historic cities and what capacities should be built so that

the strategies can be efficiently and effectively implemented. Prof Man-

jit Singh further made a presentation which gave suggestions to inte-

grate climate change and urban sustainability with flagship missions of

Government of India i.e. Smart Cities, AMRUT and HRIDAY. Mr Saswat

Bandyopadhyay presented the pathways towards sustainability and

resilience through an inclusive heritage based perspective and Dr Ester

Steekelenburg made a presentation on how to capitalize on heritage

assets as a tool for destination branding and urban livelihood from

experiences in Myanmar, Thailand, Indonesia, Macau and Hongkong

was presented.

The second day of the conference started with the session on

“Resilience of Historic Cities’ in which Dr J C Gaillard highlighted the

challenges and opportunities of fostering the resilience of historic cities

through the lens of heritage. Mr Kamlesh Yagnik presented Surat as a

case study of Resilient city which is also the first city in India to have an

official resilience strategy followed by Dr Garyfalia Palaiologou making a

presentation of case studies of historic cities in the UK exposed to im-

pacts of climate change and human induced threats and the role of

cultural heritage in enabling the resilience agenda.

The fourth session on World Heritage and Cities had Ms Shikha Jain

making a presentation on the urban conservation, heritage

management and UNESCO inscription of Jaipur.

Ms Kiran Joshi in her presentation reviewed Chandigarh’s original

World Heritage nomination and made a case for re-defining the cultur-

al value of the historic areas at risk and assessing the potential of ur-

ban conservation and heritage management in the city. Ms Chandra

Shova Shakya presented the re-construction efforts at World Heritage

site of Patan Darbar square in Nepal after the 2015 earthquake was

presented highlighting the role of the community to coordinate securi-

ty and clean up efforts in Patan within days after the earthquake and

the role of the reconstruction to heal the urban fabric.

A major highlight of the conference was the Heritage Dialogue series

on Day 2 of the conference. It provided a forum for dialogue to under-

stand the challenges in the way of heritage issues in Odisha. The par-

ticipants included those working for conservation at local, state, and

national level. A special Ekamra Old Town Walk was organised by a

local NGO in the afternoon for the delegates of the IHCN which includ-

ed a Jugalbandi of classical music in the Mukteshwar temple precinct

and a visit to the Ekamra Van, the medicinal plant garden on the bank

of Bindusagar.

The final concluding session of the conference was on the theme

‘Sustaining Traditional Communities and Livelihood’ in which the

speaker Ms Laila Tyabji brought into focus the opportunities of craft

and the preconceptions that prevent its full potential power from be-

ing recognized. Ms Yaaminey Mubaiye presented craft of copper and

brass utensils practiced by the Thatheras of Jandiala Guru in Amritsar

and the process of listing of their craft as a dialectical interaction with

the practitioners, delineating the traditional practice within the trans-

forming context of their historic past and the changing present and the

present possibilities for a sustainable future. Dr Aruna Bagchee, pre-

sented the case of Chanderi’s handloom weavers where in she

highlighted the significance of weaver’s homes as their artisanal work-

shop which represents a unique typology of dual purpose vernacular

architecture and the results of a pilot project to safeguard this valuable

built heritage in the historical town of Chanderi. Highlighting the need

for architects and designers to engage with artisans to enable their

skills to contribute to building our cities, Mr Sibanand Bhol presented

case studies of projects in Bhubaneshwar wherein he highlighted the

scope and role of traditional crafts and expressions in contemporary

design.

The winners of the 5th Biennial IHCN Student Competition 2017

on ‘SMART strategies for maintaining the Culture and Identity of

Historic Cities’ was announced and prize distribution ceremony was

held at the closing ceremony of the conference.

The Honourable Chief Minister of Odisha Shri Naveen Patnaik address at the 5th International Biennial Conference on ‘Role of

Culture and Heritage in Urban Sustainability’ is our special feature. The inaugural speech at the 5th International Biennial

Conference is as follow:

I am delighted to be here today to inaugurate the 5th International Biennial Conference of the Indian Heritage Cities Network at

the heritage city of Bhubaneshwar. I thank the Indian Heritage Cities Network Foundation, UNESCO and Housing and Urban

Development Department for this initiative. I welcome all delegates to Bhubaneshwar, a city that is a confluence of history,

heritage and modernity.

Odisha is known for its rich cultural heritage, with Bhubaneshwar at the centre stage. Our Kalingan style of temple architecture,

as can be seen in places around Bhubaneshwar, Puri and Konark, dates back to the 7th century AD and is a great attraction to

the people visiting the state. Some of our monuments such as the Sun temple at Konark, the Jain caves at Khandagiri and

Udaigiri have literally preserved our glorious history over thousands of years. Bhubaneshwar’s cultural heritage is

epitomized by Ekamra Kshetra, which has been the cultural capital over the centuries.

Our monuments and the associated cultural activities associated plays a very important role in the lives of people of Odisha and

give them a special identity. It is thus necessary to create awareness of cultural heritage, their protection and preservation from

the continuous onslaught of development and its related effects. While developing the Smart City of Bhubaneshwar we are

laying equal emphasis on preservation of its cultural identity and heritage and also on promotion of tourism.

Along with development of modern amenities and facilities, our cities should also be vibrant with the socio-cultural life centered

around art, craft and heritage. There are several cities in India and abroad where this has been done and I am hopeful that the

conference will be a platform for exchange of ideas and best practices in this field. At the same time, I also hope more cultural

sites found across Odisha come into the purview of the UNESCO World Heritage sites. My Government is committed towards

taking steps towards identifying, preserving and protecting these sites through listing and documentation, preparation of

tourism promotion and conservation plans and developing heritage resource management plan.

I am hopeful this conference will provide an excellent platform for knowledge sharing and spreading of awareness on

conservation of heritage and urban sustainability.

IHCNF PROJECTS AND ACTIVITIES

ACTIVITY REPORT

Heritage Management Plan for Bikaner & Dungarpur

IHCNF successfully completed and submitted the Heritage Resource

Management Plan for Bikaner and Dungarpur in Rajasthan to the Gov-

ernment of Rajasthan in April 2017. Following the completion of this

project a meeting was convened to discuss the same with the IHCNF

team headed by Director (Projects) IHCNF on 1.12.2017 at the

Rajasthan State Secretariat in Jaipur under the chairmanship of Dr

Manjit Singh, Principal Secretary, Local Self Government Rajasthan. The

meeting was attended by Shri R K Vijaivargia, Additional Chief Town

Planner, DLB, Govt of Rajasthan, Shri Dilip Gupta, Commissioner, Mu-

nicipal Council Dungarpur and NIUA representatives. A presentation

was made on the HMP for Bikaner and Dungarpur which included pro-

posals for Restoration, conservation, creation of facilities for tourism

and improvement of heritage areas and precincts. It was decided that

the Municipal Corporation of Bikaner and Municipal Council, Dungarpur

shall ensure that the plan is implemented in its true spirit and progress

will be monitored regularly. It was further decided that all the data of

heritage assets identified and mapped by IHCNF in this project shall be

incorporated on the GIS Rajdhara platform and the website of Dept. Of

LSG and the concerned Municipal body.

Subsequently follow up meetings were held in Bikaner on 14th Febru-

ary 2018 and 22st March 2018 which was chaired by Shri Anil Gupta

(IAS) and also attended by Shri Nikhia Gohayan (IAS) and other Munici-

pal Corporation officials. The HRMP for Bikaner was endorsed and

approved.

Heritage Dialogue Series, Bangalore

IHCNF launched the 1st edition of Heritage Dialogue Series in Banga-

lore on 18th December 2017. The dialogue was attended by Dr M Ra-

machandran, Chairman, Shri Subir Hari Singh, Vice-Chairman and Prof.

K T Ravindran, Trustee IHCNF. Invitees to the dialogue series included

government officials, professionals and activists working in the herit-

age sector through different mediums with the aim to safeguard Ban-

galore and Karnataka's cultural heritage. The dialogue series brought

together a diverse group of people working in the heritage sector and

provided an opportunity to discuss current issues and need of the

sector and the way forward for IHCNF and important stakeholders to

address current issues and need of the sector. The key recommenda-

tions that emerged from the discussion included the need to focus on

people; the intangible heritage wherein tangibility is portrayed in

terms of their materiality and also to take up political engagement

which can act as an excellent platform to extend constitutional position

for safeguarding heritage.

Implementation of HRIDAY Badami

Meeting of the Technical Committee on HRIDAY Scheme was held at

NIUA New Delhi for making a presentation on the revisions made in

the DPR for projects proposed in leiu of the parking plaza at Badami on

12th January 2018 and 6th March 2018. Senior Project Officer from

IHCNF Badami office attended the meeting along with representatives

from KUIDFC and Darashaw.

A workshop on IEC initiatives under the HRIDAY scheme was convened

by NIUA on 16th February 2018 which was attended by Director

(Projects) IHCNF. The detail strategies for IEC initiatives for all 12 cities

under HRIDAY scheme was taken up for discussion during the meeting.

All anchors were asked to prepare the concept note for IEC activities

for their respective HRIDAY cities. A proposal for Photography contest

and a draft comprehensive IEC proposal for Badami was submitted to

MOUD in March 2018.

The implementation of projects under the HRIDAY scheme has seen

mixed results in the last few months. The construction of UGD network

and wash pens in Tatakkote village has commenced and almost 53% of

the work has been completed. The civil works for Zero waste manage-

ment has also been completed upto 60%.

IHCNF PROJECTS AND ACTIVITIES

ACTIVITY REPORT

Preparation of Tourism Master Plan for the 12 Heritage

Tourism Destinations in Karnataka

As part of the ongoing preparation of Tourism Master Plan for 12

Heritage tourism destinations in Karnataka the tourism master plan for

Badami, Aihole, Patadakkal, Bijapur, Kalaburagi, Sannati and Malkhed

was submitted to the Department of Tourism, Government of

Karnataka followed by a meeting with Director Tourism on 24th March

2018. Prior to that stakeholder consultation meetings was held in

Bijapur on 2nd March 2018 and 6th March 2018 to discuss the tourism

master and proposed projects and take necessary feedback for

finalization of projects based on their priority.

The Tourism Secretary , Govt of Karnataka Shri T Anil Kumar (IAS) visit-

ed Kalaburagi, Sannati and Malkhed on 22nd March 2018. The IHCNF

team working on these sites accompanied him during this visit. At San-

nati the team visited all the potential areas in and around Chandralam-

ba temple precinct including the existing/non-functional Yatri Niwas

and Bus Stand. This was followed by a visit to the Mahastupa Site near

Kanaganahalli, Sannati.

At Malkhed the team visited the 800 yrs old Sri Jayteertha Brindavan/

Uttaradi Matha which is situated on the banks of Kagina river and the

riverfront. IHCN-F representative discussed various proposals for

Malkhed fort, Uttaradi Matha and Riverfront development. In Kala-

buragi the team visited Government museum, Fort, Haft Gumbaz, Khaja

Bande Nawaz Darga, Budhha Vihar & Appankere etc. IHCN-F represent-

atives discussed the potential and interventions for each of these sites.

IHCN-F team subsequently had a meeting with DC Kalaburagi on 23rd to

discuss projects and proposals. This meeting was mainly focused to

streamline various projects by different agencies working on these

sites.

Preparation of Nomination Dossier for the Monuments and

Forts of Deccan Sultanate (Bidar, Gulbarga, Bijapur)

As part of the ongoing preparation of UNESCO world heritage serial

nomination dossier stakeholder consultation meetings were held in

Bijapur and Gulbarga on 2nd March and 6th March 2018 respectively.

The IHCNF team headed by Executive Director attended the meeting. A

presentation was made by IHCNF to explain the UNESCO World Herit-

age Nomination process and selection of monuments with outstanding

Universal Value, the need for Management plan for the site, and action

to be taken for the implementation of Management plan. The roles and

responsibilities of different stakeholders for implementing the Manage-

ment Plan, setting up of a coordination and management authority for

management of sites under serial nomination was also discussed.

The second review meeting to monitor the progress of work under this

project was held on 9th April 2018 which was chaired by Commissioner

heritage, DAMH and attended by ASI and District Tourism dept officials

from Bidar, Bijapur and Gulbarga. IHCNF team made a presentation on

the works completed so far.

The meeting was attended by IHCNF advisors Shri Veerana Hallakati and

Ms Shikha Jain.

This meeting was followed by a presentation by

Dr Sudha Ravindranath on the NRSC’s work in the field of archeology

and heritage. The presentation focused on geospatial techniques for

archaeology and the broad areas of application in the field of archeolo-

gy using high resolution satellite imagery. The Regional Remote Sensing

Centre-South, NRSC, ISRO was requested to provide necessary guidance

to the IHCNF team for the preparation of maps required for the nomi-

nation dossier.

IHCNF Staff Missions and Engagements

Jaipur, 1st December 2017: Meeting convened at Rajasthan State Sec-

retariat under the Chairmanship of Dr Manjit Singh, Principal Secretary,

Local Self Government Rajasthan to discuss the Heritage Management

Plan for Bikaner and Dungarpur. IHCNF team headed by Director

(Project) made a presentation on the completion of the project.

Bangalore, 13th December 2017: Meeting convened under the Chair-

manship of Dr. Sharanaparakash Rudrappa Patil , Minister for Medical

Education and Shri Priyank M Kharge, Minister for IT, BT, Science and

Technology, Tourism and in the presence of Secretary to Government,

Department of Tourism and Director Tourism at Vikas

Soudha, Bengaluru to to discuss Tourism Destination Development for

Deccan Heritage Circuit covering Gulbarga, Malkhed and Sannati.

Mysore, 26th December 2017: Visit of Executive Director for meeting

with Commissioner DAMH and Commissioner, Mysore Urban Develop-

ment Authority to discuss the establishment of the Community Radio

Station on Culture in Mysore.

Bhubaneshwar, 8-9th January 2018: Visit of Executive Director IHCNF

and Director (Projects) for Preparatory meetings with H&UD Secretary,

Director Tourism and other Officers, Government of Odisha for the

conduct of IHCNF’s International Biennial Conference. Meetings held

with Secretary Culture and Vice Chairman BDA & Municipal Commis-

sioner and Infosys Bhubaneshwar on arrangements required for the

Biennial conference.

Bhubaneshwar, 18-20th January 2018: Visit by IHCNF team headed by

Director (Projects) to finalize various arrangement for the conduct of

Biennial Conference. Meetings held with H&UD Secretary, commission-

er-cum-Secretary, Tourism & Culture Dept, and other tourism Depart-

ment officials and Infosys staff.

Bhubaneshwar, 31st January– 4th February 2018: Meeting between

Executive Director and H&UD Secretary Govt of Odisha to finalize vari-

ous arrangements for IHCNF’s International Biennial conference.

Press conference on the International Biennial Conference chaired by

Vice Chairman BDA & Municipal Commissioner along with Chairman

IHCN on 1st February 2018 at the BMC Conference Hall. In the side-

lines of the conference on 2nd February 2018, a meeting was also held

between Chief Secretary, Govt of Odisha and Chairman IHCNF which

was attended by H&UD Secretary Govt of Odisha and Principal Secre-

tary Tourism Department and Executive Director IHCNF. The meeting

provided an opportunity to present IHCNF activities in India and discuss

potential activities of IHCNF in Odisha.

Hyderabad, 19 February 2018: The Executive Director IHCNF, Ms Shikha

Jain, Advisor IHCNF and Director (Projects) attended meeting between

Commissioner Archeology, Heritage and Museums, Govt of Karnataka

and Director Archeology and Museums, Govt of Telangana to discuss

the submission of serial nomination dossier and management plan For

‘Monuments and Forts of Deccan Sultanate’ jointly by Government of

Karnataka and Telangana.

Bikaner, 22rd March 2018: Visit of IHCNF team for a stakeholder

meeting with Shri Anil Gupta (IAS) and Shri Nikhia Gohayan (IAS) and

other Municipal Corporation officials to get necessary approvals for

Heritage Management Plan for Bikaner.

Mysore, 15th March 2018: Site visit to Ranganathaswamy temple,

Ghats and sandal oil factory in Mysore for inclusion in the TMP for

Mysore.

Choudadanyapura, 24th March 2018: Meeting with stakeholders to

discuss projects under Tourism Destination Development.

UNESCO hosted South Asian Symposium on 11th December on the

occasion of the 19th General Assembly of ICOMOS which was held in

Delhi from 11th - 15th Dec, 2017. The symposium discussed shared

issues in heritage management in South Asia. 3 specific issues

discussed related to cultural rights in the context of post-disaster

recovery processes, disaster risk management for cultural heritage,

and education for heritage management.

ITIHAAS in collaboration with UNESCO New Delhi organized “Young

voices in heritage”, a Heritage Conclave on 8th December at UNESCO

Auditorium. The Forum provided opportunity to about 40 schools and

school students from Delhi who have been part of Itihaas’s heritage

activities over the last 5 years to share their experiences.

UPCOMING EVENT An International Conference on Urban Conservation to Rejuvenate

the Heritage and Culture of Historic Cities is scheduled to take place

in Kolkata from 16-18 November 2018. The significance of such inter-

national conference in India with thousands of years of culture and

civilisation and in Kolkata (Calcutta), the cultural capital of India

which was once the second capital of the British Empire, will be great

as it will be a forum of exchange of ideas and innovations. The city is

the container and within this there is diverse culture with myriads of

colour, the understanding, protection and rejuvenation will be the

subjects of presentations and discussions. The conference will be

organised by Centre for Built Environment (CBE), a knowledge based

a non-profit registered professional society of architects, urban de-

signers, city planners and other urban experts, in collaboration with

other institutions and organisations. There is an open call for pro-

posal for submitting abstracts and making presentation.
