Samuel Ullman, seorang penyajak pernah memberikan satu pesan bestari: “Nobody grows old merely by living a number of years. We grow

old by deserting our ideals. Years may wrinkle the skin, but to give up enthusiasm wrinkles the soul”.

Apa yang dapat difahami dari kata-kata itu ialah jumlah angka pada usia kita tidak penting. Apa yang penting adalah semangat untuk hidup dan memberikan sumbangan berguna kepada manusia di sekeliling kita dan kekuatan atau keupayaan kita menggunakan fikiran kita dengan bernas adalah sumbangan yang amat berguna untuk semua.

Dalam banyak situasi, kita sebenarnya tidak dapat mengelakkan daripada berkongsi ilmu, pengalaman dan maklumat dengan orang lain.

Bagi mereka yang telah lama berkhidmat dengan sesebuah organisasi atau jabatan, tidak harus timbul perasaan yang kita tidak diperlukan atau sudah hampir masanya untuk kita ‘memperlahankan’ kerja kita.

Sikap atau perasaan ini harus dikikis. Sebaliknya, dengan tempoh masa untuk kita berkhidmat yang semakin singkat, ianya harus dijadikan dorongan untuk kita mencurahkan seberapa banyak pengetahuan dan pengalaman yang ada pada kita kepada kakitangan baru atau yang lebih muda agar mereka mampu memberikan perkhidmatan dengan lebih cekap.

Jika tiada yang lama maka sudah pastinya sukar untuk menghasilkan yang baru. Inovasi atau penambahbaikan akan dapat dilakukan jika ada asas untuk memulakannya.

Tahap pembangunan sesebuah negara dan tahap kejayaan sesuatu bangsa dipengaruhi oleh kualiti dan orientasi minda warga dan bangsa. Membangun

minda bererti memperkaya dan memperkasa akal budi untuk melakukan lonjakan ketamadunan.

Pembangunan minda dalam erti gerakan pencerdasan bangsa harus meliputi pembinaan sikap percaya diri. Kita harus membina keupayaan berfikir secara rasional, objektif dan bijaksana yang mana ini akan menggalakkan kesuburan budaya ilmu, kemerdekaan berfikir dan kebebasan bersuara.

Pembudayaan ilmu harus dilakukan dengan mendaulatkan nilai ilmu, membina semangat cintakan ilmu, membanyakkan bahan-bahan ilmu dan mengangkat martabat para ilmuan.

Berfikir tanpa ilmu tidak membantu pembangunan minda. Demikian juga berilmu tanpa berfikir. Objektif membangunkan minda hanya tercapai jika masyarakat dididik menggunakan ilmu sebagai modal berfikir supaya akan berlaku penciptaan ilmu baru yang dapat menjadikan sesuatu bangsa itu sebagai penyumbang ilmu dalam tamadun dunia.

Realiti persaingan dunia hari ini adalah persaingan reka cipta ilmu. Oleh yang demikian, pemikiran kita harus berorientasi kepada paduan antara pemikiran lojik-saintifik dengan pemikiran imaginatif. Orientasi sedemikian akan dapat membina minda kreatif yang berupaya menghasilkan reka cipta.

Dalam pada itu, prinsip asas agama dari segi kebesaran dan ketauhidan Ilahi perlulah dijadikan sandaran utama dalam usaha meneroka dan mencipta ilmu. Kebebasan berfikir tidak harus tergelincir hingga menidakkan kewujudan Tuhan pencipta sekalian alam, makhluk dan isi bumi.

Pegangan kukuh terhadap agama akan memandu kepada penciptaan ilmu yang meningkatkan nilai-nilai kemanusiaan dan kesejagatan.

Penerokaan, penemuan, penguasaan dan penciptaan ilmu lebih perlu diberikan makna dan erti melalui sifat yang diamalkan oleh para ilmuan. Insan berilmu memiliki kekuatan dari kesediaan untuk terus menerima pandangan, menerima teguran, menerima nasihat dan menerima pendapat dari pihak lain.

Ilmu itu tidak mati. Ilmu itu tidak berakhir. Ilmu harus terus hidup. Ilmu harus terus dikembangkan. Segala ini dapat berlaku, jika kita masih mengamalkan budaya murid, belajar dan terus belajar.

• Program Command, Control, Communication and Computerisation for Information untuk pemasangan CCTV di kawasan yang sering berlaku jenayah

• Kereta peronda polis ditambah sebanyak 2,000 unit untuk meningkatkan keberkesanan dan rondaan serta tiga ribu jawatan pemandu polis

• Elaun gantian motosikal yang sedia ada untuk polis peronda dinaikkan dari RM80.00 kepada RM120.00

YAB Ketua Menteri, Pehin Sri Haji Abdul Taib bin Mahmud dalam menyuarakan perkara

itu turut menegaskan bahawa pihak penguatkuasa undang-undang juga tidak harus tunduk dengan kegiatan pihak yang melakukan jenayah terancang.

Beliau turut memberi keyakinan bahawa kerajaan negeri akan berterusan memastikan kerjasama sebaik mungkin diberikan kepada pihak polis dalam usaha membanteras jenayah di negeri ini.

Dalam usaha menangani jenayah terancang, kaedah juga harus sentiasa dikaji untuk memastikan pelan dan strategi yang digunapakai adalah efisyen dan efektif dengan keadaan masa kini.

Antara jenayah terancang yang dimaksudkan ialah pembalakan haram dan sindiket yang mengawal harga barangan.

Selain itu, orang ramai termasuk komuniti perniagaan dan pertubuhan bukan kerajaan perlu turut sama membantu menyampaikan sebarang maklumat kepada pihak berkaitan dalam usaha membanteras jenayah terancang.

Ketua Menteri menerangkan demikian ketika menyampaikan ucaptama dan seterusnya merasmikan Seminar Jenayah Terancang yang bertemakan Combating Organised Crime: Strategies, Legal Instruments and Effective Policing di Kuching pada Mei lepas.

Sementera itu, Setiausaha Kerajaan Negeri, YB Datu Wilson Baya Dandot dalam ucapan alu-aluannya sebelum itu turut menekankan betapa pentingnya kerjasama semua pihak dalam usaha membanteras jenayah terancang.

Jelasnya, sokongan orang awam amat diperlukan dalam usaha itu. Turut memainkan peranan ialah pihak media terutama dalam menyebar maklumat mengenai usaha yang dilakukan ke arah hasrat berkenaan.

Menurutnya, seminar itu menyediakan peluang terbaik bagi menghimpun pelbagai pihak yang terlibat di dalam penguatkuasaan undang-undang, termasuk individu, organisasi perniagaan dan ahli akademik untuk berbincang tentang jenayah terancang dan berkongsi idea serta pengalaman yang memungkinkan usaha membanteras

jenayah terancang dilaksanakan sebaik mungkin.

Di samping itu, ia mem-beri peluang untuk peserta melihat perkembangan sis-tem undang-undang, per-aturan dan prosedur di luar negara dalam usaha mereka menangani ma-salah jenayah terancang melalui pembentangan kertas kerja oleh panel dari Hong Kong dan Sin-gapura.

Seminar dua hari itu dianjurkan oleh Jabatan Ketua Menteri dengan kerjasama Polis Diraja Malaysia (PDRM) dan Centre for Modern Management (CMM). Ia dihadiri oleh kira-kira 300 peserta terdiri daripada pelbagai agensi penguatkuasa undang-undang seperti Polis, Imigresen, Kastam, Badan Pencegah Rasuah (BPR), angkatan tentera dan pihak berkuasa tempatan.

Sebarang kegiatan jenayah harus dihapuskan kerana ia bukan sahaja melanggar undang-undang malah menggugat keharmonian hidup masyarakat.

Sehubungan itu, kerajaan amat memandang berat isu keselamatan masyarakat dan tidak akan bertolak ansur dengan sebarang kegiatan jenayah, terutamanya jenayah terancang.

Datu Wilson mempengerusikan Mesyuarat Pegawai-Pegawai Daerah yang pertama semenjak memegang jawatan sebagai Setiausaha Kerajaan Negeri. Mesyuarat berlangsung di Pejabat Daerah Kecil TebeduSelain kewujudan dan keadaan

fizikal bangunan pejabat kerajaan, tingkah laku, sikap

dan nilai yang ditunjukkan oleh kakitangan bukan sahaja memberi interpretasi masyarakat kepada imej pejabat masing-masing, malah akan turut memberi kesan terhadap imej kerajaan keseluruhannya.

Sehubungan itu, sumbangan serta komitmen jentera kerajaan di peringkat daerah ke arah pembangunan, kesejahteraan, keharmonian dan kedamaian masyarakat di daerah masing-masing harus ditingkatkan untuk meningkatkan imej kerajaan.

Demikian mesej yang disampaikan oleh YB Setiausaha Kerajaan Negeri (SUK), Datu Wilson Baya Dandot dalam taklimatnya yang bertajuk ‘Engaging the Front liners as the ‘Face’ of Government’.

Beliau menyampaikan taklimat itu ketika sesi bersama Pegawai-pegawai Daerah dalam Mesyuarat Pegawai-pegawai Daerah (Bil.1/2007) bertempat di Pejabat Daerah Kecil Tebedu pada 20 April lalu.

Selain itu, Datu Wilson juga mel-ontarkan beberapa cabaran yang ha-rus ditangani para Pegawai Daerah dalam usaha menilai semula peranan mereka ketika melaksanakan tugas

dan tanggung-jawab yang diamanahkan selaras den-gan visi dan misi pejabat masing-masing.

Antaranya, setakat mana pengetahuan mereka tentang sebarang perkembangan yang berlaku di peringkat daerah pentadbiran masing-masing.

Ia bukan sahaja tentang pembangunan tanah, pelaksanaan projek, jalan dan kemudahan infrastruktur lain, tetapi juga mencakupi masalah sosial, jenayah dan sebagainya.

Mereka juga perlu lebih mengetahui sebarang polisi, pelan, program dan projek kerajaan pusat serta kerajaan negeri, sektor awam dan pertubuhan bukan kerajaan di daerah masing-masing.

Katanya, Pegawai Daerah juga boleh memainkan peranan dalam usaha mempromosikan kempen masyarakat berpengetahuan (k-society) di daerah masing-masing. Selain itu, mereka harus mengutamakan penggunaan teknologi maklumat dan komunikasi di dalam organisasi untuk meningkatkan kualiti dan mutu kerja.

Di samping itu, beliau turut mencadangkan beberapa program atau usaha yang boleh dilaksanakan oleh para Pegawai Daerah iaitu meningkatkan inisiatif kualiti, melaksanakan segala yang telah dirancangkan, meningkatkan imej dan beretika, menggalakkan kerjasama sektor awam-swasta serta sentiasa turun padang untuk berjumpa dengan ahli masyarakat.

Selepas mesyuarat, rombongan SUK meluangkan masa untuk melihat persekitaran Kompleks Imigresen Tebedu.

Rombongan kemudian mengadakan lawatan kerja ke Gedong bagi mendengar taklimat daripada Kementerian Pembangunan Luar Bandar (KPLB) berkenaan status pelaksanaan RGC Gedong yang membabitkan populasi kira-kira 4,241 orang penduduk.

Turut menyampaikan taklimat ialah Perbadanan Pembangunan Ekonomi Sarawak (SEDC) berkenaan status Gerai SEDC yang sejumlah 15 pintu gerai di kawasan RGC Gedong.

Mendengar taklimat daripada Kementerian Pembangunan Luar Bandar dan Sarawak Economic Development Corporation susulan lawatan kerja ke Daerah Kecil Gedong

Semua Pegawai Daerah diingatkan supaya melaksanakan tugas yang diamanahkan dengan sebaik mungkin dalam usaha meningkatkan penyampaian perkhidmatan kerajaan di kawasan masing-masing.

Usaha mewujudkan m a s y a r a k a t b e r p e n g e t a h u a n

adalah selaras dengan tumpuan negara untuk membangunkan modal insan yang holistik, lengkap dengan pengetahuan dan kemahiran serta mempunyai nilai moral dan etika yang utuh.

Terdapat banyak cara untuk mencapai hasrat itu dan salah satu daripadanya ialah melalui amalan membaca secara berterusan sejajar dengan proses pembelajaran sepanjang hayat.

Sehubungan itu, prestasi perpustakaan awam di seluruh negeri akan terus dipertingkat dan para penyedia perkhidmatan di situ perlu sentiasa melihat kemahuan kerajaan serta responsif dengan keperluan persekitaran masyarakat sekeliling.

YBhg. Datuk Haji Mohamad Morshidi bin Abdul Ghani, Timbalan Setiausaha Kerajaan Sarawak ketika merasmikan Seminar Perpustakaan Awam Sarawak 2007 berkata bahawa pembelajaran sepanjang hayat harus dijadikan sebagai sebahagian daripada matlamat hidup kita.

Beliau berkata demikian kepada kira-kira56orangketuaperpustakaanserta pegawai perpustakaan awam dari seluruh negeri Sarawak pada seminar anjuran Pustaka Negeri Sarawak di Kuching bermula 17 April lalu.

Selain itu, beliau juga menyarankan agar para peserta seminar memahami, menghayati dan melaksanakan konsep pembelajaran sepanjang hayat bagi membolehkan mereka berdaya saing

dan disegani sebagai masyarakat yang menjunjung dan mengutamakan ilmu pengetahuan.

Melalui pengalaman daripada seminar itu, para peserta harus berupaya untuk memainkan peranan apabila kembali bertugas ke perpustakaan masing-masing bagi membentuk masyarakat yang berteraskan ilmu dan pengetahuan.

Menurutnya, hanya dengan amalan membaca berterusan dan pembelajaran sepanjang hayat akan membolehkan mereka mengikut arus perdana perkembangan masyarakat sejagat serta menguasai pelbagai macam bidang ilmu yang kebanyakannya tidak dipelajari semasa masih bersekolah.

Dalam pada itu, kerajaan juga amat menggalakkan penjawat awam meningkatkan pengetahuan dan kemahiran masing-masing melalui peruntukan yang besar untuk tujuan pembelajaran dan pendidikan sepanjang hayat.

Seminar selama empat hari itu bertemakan ‘Libraries Support

Lifelong Learning’. Para peserta diberi pendedahan secara menyeluruh mengenai peranan yang boleh dimainkan oleh perpustakaan-perpustakaan dan perkhidmatan-perkhidmatannya ke arah membentuk masyarakat yang berteraskan ilmu dan pengetahuan dengan menggunakan pelbagai kemudahan dan kaedah literasi maklumat yang terdapat di perpustakaan.

Sebanyak lapan kertas kerja dibentangkan serta tiga sesi bengkel diadakan.

Di antara penceramah jemputan yang memberi ceramah adalah Puan Rashidah Hj Bolhassan, Ketua Pegawai Eksekutif Pustaka Negeri Sarawak; Dr. Zahidi b. Dato Hj. Zainol Rashid, Pengarah Perbadanan Perpustakaan Awam Kedah; Puan Siti Zakiah Aman, Ketua Pengarah, Perpustakaan Negara Malaysia; dan Puan Joanna Kitingan, Penolong Pengarah Perpustakaan Negeri Sabah.

Mereka ialah Adiguru Kraf Tenunan Pua, Pn. Bangi ak Embol, Adiguru Kraf Pasu

Iban, En. Andah ak Lembang dan Adiguru Kraf Tenunan Songket, Pn. Hajah Dayang Norsalam bt. Pengiran Perseh.

Setiap mereka menerima wang ganjaran sebanyak RM5,000 dan elaun bulanan sejumlah RM500 selama lima tahun beserta sijil penghargaan dan beberapa kemudahan lain antaranya insurans percuma, pembiayaan sepenuhnya daripada Perbadanan Kemajuan Kraftangan Malaysia (PKKM) apabila mengikut promosi di dalam dan luar negara serta layak mengunjungi doktor panel PKKM.

Anugerah telah disampaikan oleh YBhg. Tuan Haji Ngah Senik, Setiausaha Persekutuan Sarawak di Kuching pada Mei lalu.

Di Sarawak terdapat empat orang Adiguru yang telah dilantik oleh PKKM

iaitu Adiguru Sulaman Keringkam, Tenunan Songket Sarawak, Tenunan Pua dan Pembuatan Pasu Iban. Namun, hanya tiga daripadanya layak untuk menerima Anugerah Karyawan Kraf iaitu dalam bidang Tenunan Songket Sarawak, Tenunan Pua dan Pembuatan Pasu Iban.

Tiga Adiguru berkenaan juga merupakan antara 10 orang calon untuk Tokoh Kraf Negara yang disampaikan oleh YAB Perdana Menteri pada Perasmian Hari Kraf Kebangsaan 2007 pada Mac lalu di Kuala Lumpur.

Kerajaan memberi pengiktirafan kepada para pengusaha atau tukang kraf yang berkemahiran tinggi itu sebagai insentif kepada mereka dan juga yang lain dalam meneruskan warisan kemahiran dan kesenian pembuatan kraf dalam mengusahakan pengeluaran produk kraf tempatan.

Selain itu, mereka juga telah memenuhi tiga kriteria. Pertama,

mempunyai pengetahuan dan kemahiran tinggi dalam bidang kraf, kepakarannya atau ahli dalam seni kemahiran pertukangan, penciptaan, penggubahan produk dan pengeluaran barangan kraf warisan bangsa Malaysia; kedua, memainkan perana penting dalam usaha memulih dan memelihara seni kraf warisan; dan ketiga, kreatif dan inovatif dalam usaha memajukan dan meningkatkan kualiti produk kraf yang dihasilkan.

Tiga adiguru terima anugerah

Anugerah Tokoh Kraf Negara 2007 disampaikan oleh YAB Perdana Menteri kepada pakar tenun songket dari Terengganu, Habibah Zikri, 59 tahun yang berpengalaman dalam bidang itu selama 33 tahun. Beliau menerima wang tunai RM30,000, sepasang persalinan lengkap songket, kemudahan rawatan perubatan kelas satu di hospital kerajaan seumur hidup dan watikah iringan.

Ia disampaikan bersempena Hari Kraf Kebangsaan 2007 di Kuala Lumpur pada Mac 2007.

Seramai tiga orang Adiguru Kraf di Sarawak telah menerima Anugerah Karyawan Kraf 2007 yang merupakan salah satu usaha kerajaan mengekalkan kraf sebagai warisan dan pengiktirafan kepada usahawan-usahawan yang telah lama bergiat dalam bidang masing-masing.

Sempena dengan sambutan ulang tahun ke-10 Tabung Amanah Bakun, masyarakat

tempatan di Sungai Asap telah mengadakan Pesta Asap pada 15 hingga 17 Mac 2007 yang lalu. Pesta ini telah dirasmikan oleh YB Datuk Patinggi Tan Sri (Dr.) Alfred Jabu ak Numpang mewakili YAB Ketua Menteri Pehin Sri Haji Abdul Taib Mahmud.

Persiapan pihak penganjur Pesta Asap 2007 harus diberi pujian. Pelbagai aktiviti dan program menarik telah dianjurkankan antaranya acara sukan dan rekreasi, larian perdana, gusti tradisional payu, kempen derma darah dan pemeriksaan kesihatan dan tidak ketinggalan acara “pentas rakyat” yang berjaya menarik perhatian dan minat bukan sahaja dari kalangan masyarakat tempatan malah daripada para pengunjung dari luar Asap.

Ketibaan tetamu kehormat dan rombongan termasuk Setiausaha Kerajaan Negeri Sarawak YB Datu Wilson Baya Dandot disambut dengan adat menyambut tetamu dengan persembahan khas “Parap” oleh Perkumpulan Wanita Sungai Asap.

Parap ialah persembahan berupa syair tradisional yang dinyanyikan sebagai mengucap terima kasih di atas kunjungan ini oleh tetamu kehormat dan rombongan di samping itu memuji kepimpinan dan kebijaksanaan tetamu kehormat dalam membimbing dan mentadbir negeri ini. Juga diselitkan dalam syair tradisi seumpama ini ialah pesanan kepada tetamu kehormat agar tidak melupakan penduduk di Sungai Asap dan terus berusaha untuk membantu dan membangunkan penduduknya dalam aspek ekonomi, sosial, pendidikan dan sebagainya.

Pesta Asap 2007 bukan sekadar wadah bagi penduduk melafaskan keunikan dan keindahan seni tradisional Orang Ulu Asap tetapi juga merupakan pentas bagi menambah ilmu pengetahuan diri

barangan kraftangan dan produk pertanian serta untuk pameran pembangunan,ekonomi, kesihatan, pendidikan dan banyak lagi. Yang muda, yang tua semua bersemangat untuk terlibat dalam pameran dan jualan hasil produk pertanian dan kraftangan masing-masing.

Semua pihak yang terlibat secara langsung dan secara tidak langsung dalam menjayakan pesta ini nampaknya sungguh bersemangat. Tersenyum, saling menyapa antara satu dengan yang lain, penampilan diri masing-masing pula unik, menarik dan cantik.

Pesta Sungai Asap 2007 bukan sahaja wadah dan pentas untuk meraikan kecemerlangan pengurusan dan dedikasi semua pihak yang terlibat dalam mengurus Tabung Amanah Bakun sejak 10 tahun yang sudah, atau juga sekadar pentas untuk persembahahan manifestasi seni Orang Ulu di perkampungan rumah panjang Orang Ulu Sungai Asap semata-mata.

Penulis mendapati pesta ini adalah satu langkah konkrit yang sangat tepat dan sesuai untuk mengukuhkan jati diri, menyedarkan golongan remaja dan belia yang asyik berkhayalan dan terbuai dengan arus kecanggihan media teknologi elektronik, memulihara warisan seni dan adat budaya masyarakat tempatan, mengeratkan lagi kerjasama dan persefahaman, menghidupkan perasaan kasih dan sayang, justeru membawa kelompok 10,000 masyarakat Orang Ulu di Sungai Asap untuk bekerjasama di bawah satu bumbung, satu suara di bawah satu kepimpinan.

Kempen Derma Darah yang dikendalikan oleh Hospital Kapit turut diadakan pada pesta ini dan sambutan ke atas kempen ini amat memberangsangkan

Gerai-gerai hasil kerja tangan masyarakat tempat mendapat perhatian daripada para pengunjung. Melalui aktiviti seperti pesta ini, masyarakat tempat dapat mengetengahkan hasil seni kreatif masing-masing yang mana ia boleh mendatangkan pulangan sampingan yang lumayan jika diusahakan dengan sistematik

Mengendalikan kes puluhan ribu banyaknya saban tahun dengan bilangan kakitangan

yang terhad mungkin kelihatan tidak masuk akal.

Namun bagi Jabatan Kimia Malaysia, Cawangan Kuching (JKM Kuching), mengendalikan kes yang banyak serta melibatkan jangka masa yang ketat bukan lagi penghalang bagi mereka untuk melaksanakan kerja dengan hasil yang berkualiti.

Jabatan itu yang mempunyai seramai kira-kira 80 orang kakitangan telah mengendalikan lebih daripada 47 ribu kes selama dua tahun berturut-turut sebelum ini.

Sungguhpun demikian, jabatan itu masih mampu mencatatkan penyelesaian pada tahap 99.89 peratus berdasarkan pencapaian Piagam Pelanggan yang turut mengambil kira peratusan laporan dikeluarkan dalam tempoh yang dijanjikan.

Pencapaian cemerlang itu turut mendapat pengiktirafan pada peringkat kebangsaan apabila diisytiharkan sebagai Pemenang Pertama (Anugerah Emas) untuk Anugerah Cemerlang Keselamatan Dan Kesihatan Pekerjaan Peringkat Kebangsaan bagi kategori Perkhidmatan Awam dan Pihak BerkuasaTempatanTahun2006.

Anugerah itu telah disampaikan sendiri oleh Yang Amat Berhormat Perdana Menteri Malaysia pada satu majlis yang dianjurkan oleh Majlis Negara bagi Keselamatan dan Kesihatan Pekerjaan, Kementerian Sumber Manusia yang juga merupakan acara tahunan kementerian itu di Kuala Lumpur pada Februari 2007 yang lalu.

Anugerah ini bertujuan untuk memberi pengkitirafan kepada pelbagai organisasi yang memenuhi kriteria pemilihan dan telah menunjukkan pencapaian yang cemerlang dalam Sistem Pengurusan Keselamatan dan Kesihatan Pekerjaan dalam organisasi masing-masing.

Bagi kakitangan JKM Kuching, pengkitirafan itu telah membakar semangat mereka untuk lebih komited

melaksanakan semua polisi dan objektif keselamatan dan kesihatan yang telah ditetapkan oleh jabatan dengan tidak mengabaikan penghasilan output yang tinggi dan berkualiti pada sepanjang masa.

Perkembangan JKM KuchingPada mulanya Jabatan Kimia

Malaysia, Kuching (JKM Kuching) adalah sebuah Makmal Air di bawah Jabatan Kerja Raya Sarawak di Batu Kitang.

Pejabat itu kemudian berpindah ke bangunan dua tingkat di Jalan Sekama padatahun1963dandikenalisebagaiMakmal Cerakinan Kerajaan Sarawak (Sarawak Government Analytical Laboratory) pada ketika itu.

Bermula tahun itu, makmal berkenaan telah memberi perkhidmatan kepada agensi-agensi kerajaan di seluruh Sarawak sehingga terbina sebuah lagi makmal baru di Bintulu padatahun1986.

Semenjak mula beroperasi, makmal di Kuching telah banyak membantu pihak pembekal air minum awam dalam penentuan kualiti air yang dibekalkan dan juga menasihati mereka mengenai kesesuaian punca air sebelum pembinaan loji pengolah (memproses) air minum yang baru.

Walau bagaimanapun, peranan, fungsi dan aktiviti makmal itu telah diperluas seiring dengan keperluan semasa untuk menyelaraskannya dengan kehendak perundangan serta permintaan pelanggan jabatan.

Sehubungan itu, pembinaan bangunan makmal baru JKM Kuching di bawah Projek Kemajuan Kesihatan Malaysia Bank Dunia pada tahun 1997 adalah tepat pada masanya untuk menjamin perkhidmatan yang berkualiti sentiasa menjadi keutamaan.

Dua tahun kemudian iaitu pada tahun 1999, JKM Kuching mula beroperasi di bangunan sendiri di Jalan Sultan Tengah, Petra Jaya Kuching.

Pentadbiran dan Pengurusan Ketika ini, Pengarah Kimia Sarawak,

Encik Lim Kong Boon dibantu oleh 80

orang pegawai dan kakitangan. Pada tahun lalu (2006), JKM

Kuching mempunyai 42 kakitangan teknikal yang terdiri daripada Pegawai Sains (22 orang), Penolong Pegawai Sains (7 orang) dan Pembantu Makmal (13 orang). Sementara 19 orang lagi merupakan kakitangan Pentadbiran iaitu Kumpulan Sokongan 1 (10 orang) dan Kumpulan Sokongan 2 (9 orang).

Berbanding peranan ketika mula beroperasi, fungsi dan peranan jabatan itu semakin meluas. Kini ia turut menyediakan perkhidmatan analisis, penyiasatan dan perundingan dalam bidang saintifik bagi menyokong penguatkuasaan undang-undang serta program-program berhubung dengan pentadbiran keadilan jenayah, kesihatan awam, alam sekitar dan perdagangan.

Walaupun bidang tugas semakin besar dan banyak, JKM Kuching tetap memastikan tanggungjawab utamanya bagi menyampaikan perkhidmatan dengan cepat serta seberapa segera kepada pelanggannya. Dalam usaha itu, isu berkenaan kualiti tetap tidak diabaikan.

Sehubungan itu, keperluan serta ekspektasi pelanggan yang sentiasa meningkat cuba dipenuhi menerusi usaha inovasi dan menaik taraf keupayaan teknikal jabatan supaya selari dengan teknologi masa kini.

Program-program yang menjurus kepada kualiti juga telah diperkenal mengikut garis panduan yang ditetapkan dan diserapkan ke dalam pengurusan makmal agar budaya kerja yang mementingkan perkhidmatan saintifik yang cekap, efisien dan berkualiti tinggi dapat dicapai.

JKM Kuching telah dianugerahkan akreditasi ISO/IEC G-25 di bawah Skim Akreditasi Makmal Malaysia pada 1997 dan pada 1998 diiktiraf sebagai makmal dengan pengurusan kualiti MS ISO 9000.

Kedua-dua sistem kualiti itu berjaya dinaiktaraf kepada ISO 17025 dan ISO 9001: 2000 masing-masing pada tahun 2001 dan 2003.

Sejak tahun 1998, jabatan itu juga bergiat cergas dalam program yang melibatkan Occupational Health and Safety Management System. Antaranya, Registry of Chemical Hazardous to Health (CHH) and Materials Safety Data Sheets (MSDS) pada tahun 1998, Upgrading Fume Cupboards and Chemical Storage, Chemical Health Risk Assessment (CHRA) and Review on Methods of Analysis & Control Use of CHH pada tahun 1999, Safety and Health Auditing pada tahun 2000

dan Occupational Health And Safety Assessment Series (OHSAS 18001) Certification pada tahun 2001 yang membawa kepada pengiktirafan persijilan OHSAS 18001. Jabatan Kimia Malaysia juga telah mencipta sejarah sebagai makmal dan agensi kerajaan pertama yang mendapat persijilan OHSAS 18001.

Di bawah sistem OHSAS 18001, JKM di seluruh negara termasuk JKM Kuching telah menetapkan 3 objektif OH & S seperti yang berikut iaitu: 1. Mencapai sasaran “Kemalangan

Sifar”2. Mengurangkan risiko dan

pendedahan semasa menggunakan, membawa dan menyimpan bahan kimia berbahayaMematuhi peraturan yang berkaitan

dengan keselamatan dan kesihatan pekerjaan dan keperluan lain yang berkaitan.

Pengurusan Kualiti

Pengarah Jabatan Kimia Malaysia, Cawangan Kuching (JKM Kuching), Encik Lim Kong Boon ketika

ditemuramah oleh RAKAN Sarawak tempoh hari tentang pencapaian Jabatan Kimia, Malaysia, Sarawak menyatakan Anugerah Cemerlang Keselamatan Dan Kesihatan Pekerjaan Peringkat Kebangsaan merupakan acara tahunan dan apa yang lebih penting bagi JKM Kuching ialah mengekalkan pelaksanaan Sistem OHSAS 18001 agar kesemua objektif-objektif yang telah digariskan akan dapat dicapai.

Menurut Encik Lim lagi, “ banyak manfaat yang telah diperolehi melalui pelaksanaan sistem OSH ini, di antaranya ialah semenjak tahun 2004 hingga kini, hanya satu kejadian berbahaya yang berlaku di JKM Kuching iaitu pada tahun 2004. Itu pun berlaku kerana kelemahan kontraktor yang memasang kipas dinding (kes di mana kipas dinding tertanggal dan hampir

menimpa kakitangan). Ini bermakna sudah dua tahun iaitu 2005 dan 2006,JKMKuchingberjayamencapaikemalangan sifar.”

“Kos yang banyak telah dapat dijimatkan oleh kerajaan kerana tiada cuti sakit dikeluarkan berkaitan dengan kemalangan di tempat kerja, tiada rawatan diberikan berkaitan dengan kemalangan di tempat kerja dan tiada pampasan gantirugi, persaraan awal atas nasihat panel perubatan atau tuntutan saman yang perlu ditanggung oleh kerajaan berkaitan dengan kemalangan di tempat kerja”.

“Keuntungan yang tidak langsung ialah kakitangan dapat bekerja dalam keadaan selamat dan juga berasa selamat semasa menjalankan tugas di premis KJM Kuching. Ini secara tidak langsung dapat membantu meningkatkan produktiviti,” tambah Encik Lim lagi.

Tentang pembahagian masa dan penglibatan tenaga kakitangan jabatan dalam mencapai objektif pelaksanaan Sistem OHSAS 18001, Encik Lim menyatakan bahawa secara umumnya, pelaksanaan OSH ini adalah aspirasi setiap kakitangan JKM Kuching. Maknanya, semua kakitangan terlibat dalam menjayakan aktiviti OSH di JKM Kuching.

“Walau bagaimana pun, terdapat satu unit OSH yang ditubuhkan sebagai mekanisma yang menjalankan sistem OSH ini. Struktur unit ini boleh dilihat di mana-mana sudut OSH di JKM Kuching. Melalui unit OSH ini, setiap ahli didalamnya mempunyai spesifikasi kerja yang telah ditentukan dan dilaksanakan. Mereka inilah yang merupakan tulang belakang dalam pelaksanaan OSH di JKM Kuching. Malahan pihak pengurusan juga memberikan mereka galakkan untuk melaksanakan sistem OSH ini,” jelas beliau lebih lanjut.

“Kami kini telah mempunyai pengalaman dan pengetahuan yang amat penting khususnya

dalam menghadapi sebarang kemungkinan bencana yang berlaku di kawasan kami.”

“Justeru pengalaman dan pengetahuan itu boleh dijadikan sebagai panduan khususnya ketika menghadapi saat-saat getir apabila bencana yang sebenarnya berlaku.”

Demikian ulas Encik Joseph Tan Beng Joo, Pembantu Penerangan Daerah Kuching apabila kumpulan dua yang diketuainya telah merangkul Piala Pusingan Setiausaha Kerajaan Sarawak dalam persembahan simulasi yang turut disertai dua buah pasukan lain.

Tiga pasukan itu yang terdiri daripadakira-kira60orangpegawai(20 orang sepasukan) dari pelbagai jabatan dan agensi kerajaan serta pertubuhan bukan kerajaan dan pihak swasta yang masing-masingnya telah diberikan tugas yang berbeza.

Kumpulan 1 telah membuat simulasi wakil rakyat mengunjungi tempat kejadian, Kumpulan 2 membuat simulasi sekumpulan media datang ke tempat kejadian untuk membuat liputan dan Kumpulan 3 membuat simulasi Residen Bahagian

telah datang ke tempat kejadian. Ketiga-tiga kumpulan telah

diberikan situasi yang sama iaitu: “Beberapa orang Ahli Jawatan

Kuasa Keselamatan Kampung (JKKK) telah menghubungi Bilik Gerakan Daerah X pada 8 Februari, jam 8.00 malam. Mereka melaporkan beberapa buah rumah di Kampung X telah ranap akibat tanah runtuh. Sepuluh orang penduduk kampung

telah mati di tempat kejadian dan lima hingga sepuluh orang lagi telah terperangkap dalam timbunan tanah. Mereka memohon bantuan supaya pasukan penyelamat dikejarkan ke tempat kejadian dengan segera untuk mencari dan menyelamat mangsa yang terperangkap dan memberi bantuan kepada mangsa-mangsa yang tercedera dilaporkan seramai 35 orang.”

Menurut Joseph, aktiviti latihan simulasi yang melibatkan masa kira-kira enam jam itu bertujuan menguji tahap pemahaman dan cara-cara pengurusan operasi bencana secara sistematik, pantas dan berkesan melalui aplikasi saluran penyampaian maklumat yang tepat dan teratur.

Bagi kumpulan 2 yang diketuainya, mereka telah membahagikan tugas ahli kumpulan untuk memegang watak-watak sebagai pegawai daerah, pegawai perubatan, bomba, polis, Jabatan Pertahanan Awam, Jabatan Kerja Raya, SALCRA, Jabatan Mineral dan Geosains, Ketua Kampung, penduduk kampung serta media.

Jelas Joseph, antara faktor yang membawa kepada kejayaan kumpulannya ialah keberkesanan gimik kumpulan mereka dalam mewujudkan suasana kekecohan disebabkan para penduduk kampung di tempat kejadian berasa tidak puas hati dengan penjelasan daripada Ketua Kampung berkenaan angka korban yang dilaporkannya.

Menurutnya, suasana ketegangan yang seakan benar dan cara pengendalian suasana itu ditangani dengan berkesan selaras dengan objektif kursus adalah antara babak yang telah berjaya mencuri perhatian para juri.

Watak pihak polis dan pegawai perubatan juga telah menunjukkan kerjasama yang jitu. Dalam simulasi itu, pihak polis yang bertindak sebagai komandan bencana masih perlu mendapatkan pengesahan daripada pegawai perubatan berkenaan bilangan mangsa yang terlibat.

Joseph juga amat berpuas hati dengan semangat para ahli kumpulannya kerana telah sedaya upaya menggunakan pengetahuan sedia ada untuk menghasilkan persembahan yang benar-benar mantap sehingga mampu mewujudkan suasana ketegangan yang seakan realiti.

• Persembahan simulasi itu merupakan salah satu daripada aktiviti utama dalam Kursus Asas Kesiapsiagaan Bencana Siri 1/2007 (Bahagian Kuching) yang berlangsung selama dua hari anjuran Unit Keselamatan Negeri di Kuching baru-baru ini.

• Objektif utama kursus adalah sebagai persiapan menghadapi sebarang bencana di Negeri Sarawak serta sebagai platform

• Disertai 60 orang peserta daripelbagai jabatan dan agensi kerajaan negeri dan persekutuan, pihak berkuasa tempatan, pihak

swasta dan pertubuhan bukan kerajaan (NGO).

• Kursus dua hari itu melibatkan pembentangan sebelas buah ceramah oleh pelbagai agensi dan jabatan kerajaan.

Dalam simulasi itu, mereka telah dapat menunjukkan suasana bagaimana setiap jabatan dan agensi yang terlibat berhubung secara konstruktif antara satu sama lain dan mengadakan koordinasi yang berkesan untuk mengatasi masalah yang sedang ditangani.

Kumpulan itu juga telah berjaya mengawal pihak media dengan baik apabila tidak membenarkan mereka menghampiri tempat kejadian iaitu pada jarak kira-kira 100 meter.

Pihak Jabatan Mineral dan Geosains juga telah memainkan peranannya untuk membuat kajian tahap keselamatan di tempat kejadian.

Sebagai salah seorang peserta kursus, Encik Joseph amat berpuas hati dengan perjalanan kursus dan pengetahuan yang telah ditimba oleh mereka sepanjang dua hari itu.

Menurutnya, kursus seperti itu amat baik kerana ia dapat menyediakan diri para peserta kursus terhadap sebarang jenis bencana.

Katanya, para peserta kursus dalam siri ini juga akan dipanggil semula untuk menghadiri kursus siri kedua yang dirancangkan dalam masa terdekat.

Siri kedua kursus itu akan memfokuskan kepada aktiviti serta kemahiran berbentuk kaunseling dan psikologi.

Kemahiran itu amat perlu untuk membantu mereka terutama ketika berdepan dengan ahli keluarga dan saudara mara mangsa bencana yang berlaku.

Majlis penyampaian hadiah telah disampaikan oleh YBhg. Datuk Haji Mohd. Morshidi bin Abdul Ghani, Timbalan Setiausaha Kerajaan Negeri (Pentadbiran, Keselamatan dan Hal Ehwal Korporat) yang diwakili oleh Datu Dr. Hj. Yusoff Nook.

RAKAN Sarawak: We’ve heard you say often enough the phrase” the power of ideas”. What exactly do you mean by that?

YB DATU WILSON BAYA DANDOT (STATE SECRETARY): We are all equipped with sets of skills, competencies and mindsets that have been shaped by our respective experiences in, encounters with, and exposures to different environments, situations, peoples, philosophies, teachings and ideas. These are the foundational stuff that make up our personalities and qualities that define us as individuals.

While we remain uniquely different from each other, we also

tend to share similar patterns of thinking, behaviour or attitudes, since we all go through the same process of acculturation and assimilation as citizens of a certain country, as neighbours in a certain community, as colleagues in a particular profession, career or business and so forth. And so, we often have similar reactions or responses to a certain idea, situation, event, place or person. Some of our behaviours and attitudes even become habitually ingrained that other people can rightfully predict how we would respond to a particular situation or condition or information.

However, once in a while, we encounter an idea or information that challenges our existing notions and

patterns of thinking and behaviour, even causing us to radically change our set patterns. When that happens, we experience what I call the impact of a “powerful idea”. This new idea shakes our foundations, so to speak, and forces us to make radical paradigm shifts.

RAKAN Sarawak: Can you give us some examples?

STATE SECRETARY : The notion that the “world is flat”, for example. Early on in the world’s history, people thought that the world is flat. Until the voyages of Christopher Columbus proved that the world is round. This new idea made it possible for people to imagine, and eventually, embark on the challenge of circumnavigating the globe. We have become so comfortable with the fact that the world is round and then, when Thomas Friedman wrote a book called it “The World is Flat”, we were intrigued. His ideas challenged us, and it forced most of us to reorient our world views.

Another powerful idea was the use of money. Money is only an idea, and yet, it has become an amazing social institution so much so that people are willing to exchange valuable goods and service for pieces of currency bills or notes.

And when Bill Gates came up with a very simple and yet powerful idea that computers will need software and operating systems, it not only changed his life by making him the richest man in the world, it also ushered in the information age, impacting our lives greatly.

In fact, everything that man has ever accomplished, everything tangible that we have created, well, it all stems from an idea.

Now, in our Sarawak civil service context, we have also undergone some significant paradigm shifts as a result of our Chief Minister’s (YAB Pehin Sri Haji Abdul Taib Mahmud) wealth of powerful ideas on how to run and manage the affairs of the State wisely.

When our Chief Minister espoused his “Politics of Development” idea, among the systems that was “revolutionized” was the administrative machinery or the civil service.

I remember clearly what the Chief Minister once said: “Development is not exclusively a matter of money. It is a total effort involving money, efficiency of government and absorptive capacity of the people. And to bring this about, the administrative machinery should play its role in a proper manner.”

As he had said then, we had to become a “New Civil Service”. This basically means that we had to work in partnership with the private sector and the political leaders in achieving the development goals of the State. As a result, our main role shifted from that of keeping the status quo (of keeping law and order and performing administrative functions) into that of a “development manager” or “facilitator of the development” process.

As a manager or facilitator of the development process, we had to learn to work in tandem with our political leaders in translating the peoples’ aspirations into administrative aims. Moreover, we had to cope with policy changes that required us to understand and work closely with the private sector whom we have come to recognize as our partners in achieving our development goals.

Following this major paradigm shift in our roles, we had to evolve systems,

structures, processes, procedures and approaches that will allow us to move with accuracy, speed, and agility without compromising the integrity of our role as custodians of the State’s resources and the peoples’ rights and assets.

In effect, all the changes that we had seen in our civil service over the years, was essentially a result of the impact of the Chief Minister’s “Politics of Development” idea.

RAKAN Sarawak: How can anyone of our civil servants tap that power? Do you think anyone of us have that capability?

STATE SECRETARY: Why not? In fact, all our civil servants should be able to draw upon their experiences, their knowledge, their encounters with the people they serve to come up with ideas that will generate positive impact or change in our society.

One great example is Dr. Mohamed Yunus, Nobel Peace Prize awardee who pioneered the micro financing idea to help the poor. He came upon this idea because of his frustration in teaching great economic theories while seeing hordes of poor people outside his university campus. He started talking to the people and came across a group of 42 women basket weavers who were in “bondage” to loan sharks because they cannot pay their debts. Dr Yunus was shocked to find out that these women only owed a total of US$27! Because of his desire to help one person, one family at a time, he had the inspiration to start the “micro lending” program among these women. Now, the Grameen Bank has helped over a hundred million poor women throughout the world.

The civil servant’s vocation is to serve the people…When our hearts truly desire to serve others, we will have the inspiration to come up the ideas that may not have a major impact in the world, but will definitely have the power to change a person’s life for the better.

There’s one quote by Antoine de Saint-Exupery that I think brings home that point: “A rock pile ceases to be a rock pile the moment a single man contemplates it, bearing within him the image of a cathedral.”

Every assemblyman, especially the government backbenchers, should make an effort to inform

voters in their respective areas on the government’s development implementation and its efforts to upgrade the livelihood of the community. They must be armed with accurate facts and figure. as these will make the community understand the purpose of the development which was being implemented in their area. When the people understand the reasons behind any development program, we can expect them to fully cooperate thus, paving the way for a faster, more efficient and smoother process of development implementation.

This was stressed by the Chief Minister, YAB Pehin Sri Abdul Taib Mahmud in his speech at the Government Backbenchers’ Seminar 2007 in Kuching last May.

Chief Minister also reminded the assemblymen that they should not make assumptions about the people’s perspective on government development efforts and its careful planning and implementation.

Making easy presumptions on the peoples’ levels of understanding and acceptance of government development programs could lead to misunderstandings, and invite

criticisms of government efforts and intentions. This misunderstanding could create conflict and make the people feel uneasy and lose confidence in the government’s capability and sincerity to improve their lives.

The Chief Minister also stressed that all of the peoples’ representatives should have full confidence in the government’s effort in achieving what has already been planned especially in developing the critical sectors such as industries, infrastructures and housing projects.

He also express his hopes to see all assemblymen demonstrate capable leadership, integrity and sincerity in helping the people in their constituencies improve their lives, as each of them are an important element that makes up a capable government.

He added that every state leader should be able to confidently explain the decisions made by the government and if there is any mistakes committed, prompt actions should be taken to correct it and sufficient and accurate information on the matter must be provided.

The two days seminar, attended by the state assemblymen (ADUN) and government senior officers, focused on the theme “ The Role of Political Leaders: Integrity and Development”.

The first State Backbenchers Seminar was held in 1997.

Today, Sarawak has 71 assemblymen representing 71 constituencies following the realignment of electoral boundaries in 2006, which added nine newseats - Opar, Kota Sentosa, Lingga, Balai Ringin, Bukit Saban, Daro, Bekenu, Pujut and Batu Danau

At a seminar on Tourism Entrepreneur Development held in Kuching last March,

YAB Chief Minister, Pehin Sri Haji Abdul Taib Mahmud urged tourism entrepreneurs to be more creative in selling Sarawak’s tourism products and services to the world by enhancing their collaboration with their counterparts from overseas.

All tourism entrepreneurs and operators in Sarawak should make use of the services provided by both national and state tourism associations to tap opportunities available in the tourism industry.

He added that the tourists, especially from western countries, come to Sarawak to experience our rich history, the uniqueness of the culture and the nature assets available here.

The Chief Minister also enjoined the front liners - hotel staffs, waiters, sales personnel, taxi drivers, tour guides - in the tourism industry to continuously improve and upgrade their hospitality skills and knowledge of facts and information on Sarawak’s history and tourism attractions in order to create positive impression among the tourists.

Quality services, in addition to our peoples’ natural graciousness and friendliness, will always be remembered by tourists and will encourage them to make repeat visits to the State.

The one-day seminar was organized by the Sarawak Economic Development Corporation with the collaboration of Tourism Malaysia and Sarawak’s Bumiputera Tourism Entrepreneur Association. It was attend by 200 participants from the Kuching Division.

This was the second seminar after a similar seminar held in Miri last February.

Sarawak managed to attract 100,000 tourists a year in the eighties.

About 3 million tourists visit Sarawak last year and this generate RM5 billion income for Sarawak. Most of them were from West Europe and ASEAN countries.

Helping change the peoples’ mindset from being too

dependent on government assistance and becoming more capable and confident of their own abilities and capabilities to improve their lives is SALCRA’s major achievement in its 30 years of existence.

The Chief Minister Pehin Sri Haji Abdul Taib Mahmud expressed his satisfaction at SALCRA’s performance in helping increase the income, create better lifestyles and changing the way of thinking of the participants in their oil palm plantation projects.

In his speech during the Thanksgiving Ceremony in conjunction with SALCRA’s 30th anniversary at the Sarawak Indoor Stadium last May, the Chief Minister says that the change in the peoples’ mindset is the most powerful and meaningful contribution of SALCRA to the people.

The rural people participating in SALCRA’s projects are now able to enjoy a better standard of living as compared to their conditions before SALCRA’s projects when most were in the grips of poverty. The good income from SALCRA’s oil palm plantations has given them the

opportunities to have more savings, in addition to enabling them to afford modern-day comforts and amenities. The pool

of educated and capable human capital in the rural areas

has also increased as participants in SALCRA projects are now able to send their children to further their studies.

However, Chief Minister did not want the SALCRA participants to be easily satisfied with their achievements and enjoins them to continue to develop themselves as they actively take part in SALCRA’s projects.

He explained that they should set their sights on creating more value added products including bio-diesel from palm oil.

Deputy Chief Minister, Datuk Patinggi Tan Sri Alfred Jabu said that the success of SALCRA participants proved that the government’s plan works, and that the success stories of SALCRA participants should encourage others to join in SALCRA’s, and in the other development programs of the government.

Besides engineering social transformation by helping change the peoples’ mindset, SALCRA also assists the less fortunate by contributing RM1 million to Sarawak Higher Education Fund and RM1 million for research and

development activities (R&D) on palm oil.

The participants and SALCRA officers also collectively set aside RM500,000 for their children’s education fund.

The thanksgiving event is part of the activities planned in conjunction with SALCRA 30th anniversary which started end of last year. It was attend by SALCRA’s officers and participants from all over Sarawak.

• SALCRA had been allocated a grant of RM21 million by the federal government in 9th Malaysia Plan

• The projects involved 16,378landownersin461villages and long houses in Betong, Sri Aman, Kuching and Samarahan Divisions.

• SALCRAdeveloped49,164hectares lands for oil palm and tea (18 palm estate and 1 tea estate). 41,705 hectares had been planted with palm tress that produced 476,000 tones metric ofpalm fruit. The target now is to expand the estate to reach 150,000 hectares by 2017.

• The latest program is 5,000 of cattle herding in the selected estates.

• Until 2006, about RM202million dividends had been distributed to the participants.

• After succeeding to change the participants’ pattern of lives, SALCRA is now concentrating to increase its productivity. The effort started in 2003.

When the Sibu Rural District Council (SRDC) made the decision to

work around, and take advantage of the multiple forces or challenges that affect development in its areas of jurisdiction, it led to a drastic shift in its direction. As a result of a gruelling brainstorming session which the Council staff took part in late last year, they have now focused on what they dubbed as the “eight forces of change” that impact the development in Sibu Jaya. The shift in direction basically focuses on the transformation of the SRDC areas into well-developed communities that can meet the needs of its increasing population. It requires the SRDC to change the way it has been administering and managing the rural council. Beginning with efforts to change the mindsets and attitudes and upgrade the competencies of its members and staff, the Council is rising up to the major challenge of transforming the biggest rural council in Sarawak into a model council, able to provide services and implement programs that are comparable to that of its urban counterpart in the Sibu Division –the Sibu Municipal Council.

The SRDC’s efforts received an endorsement from the State Secretary of Sarawak recently. YB Datu Wilson Baya Dandot was the first State Secretary to pay a visit to SRDC, since its establishment in 1952. The SRDC members and staff view his visit on ???April 2007 as an indication of the State Secretary’s concern, support and commitment to helping the Council achieve its goals. The visit has been very meaningful and a confidence booster for all the team players in SRDC. The people behind SRDC has been encouraged by the

visit of Datu Wilson Baya and they have taken into account his positive remarks, suggestions and words of encouragement as they continue to pursue their development plans and programs for SRDC.

As part of the process of change, a lot of things had already taken place in the past eight months both in terms of transforming ‘human capital’ and infrastructure within SRDC, particularly in the Sibu Jaya Township. Sibu Jaya, which is located some 25kilometers from Sibu proper, will be the focus of SRDC’s efforts to showcase a holistic rural transformation process.

The 8 Forces Of Change

The ‘eight forces of change’ they identified are:

The ‘annexation’ of Selangau District in the year 2002. The inclusion has increased SRDC’s areas of jurisdiction from 2,100 sq.km to 5,895.5 sq.km., which is almost 5% of the total land area of Sarawak, and 46timesbiggerthanSibuMunicipalCouncil (SMC) area of 129.5sqkm. Consequently, the Council is now faced with greater responsibilities which requires stronger commitment from among its members and staff to

meet the needs and expectations of the residents.

“Encroachment” of more affordable medium and high cost housing and industrial development into SRDC area. As more and more people make their homes within the jurisdiction of SRDC, the Council has to be well-equipped to provide the services required by these rate payers.

“Limited resources” such as manpower, funding and expertise are a reality that compelled SRDC to adopt more prudent approaches to maximise revenues and reduce costs. . SRDC employs 82 full-time staff and generates RM1.7 millions income from its rates collection, a far cry from Sibu Municipal Council (SMC) RM21millionrevenuein2006.Totalrevenue for SRDC was RM7.4millions whileSMChadRM36.8millions lastyear.

who are used to getting urban-standard municipal services while living under SMC controlled areas.

The increased mobility of the population in Sarawak after the completion of major infrastructures such as the Sibu airport, Igan Bridge, Sg Assan Bridge (Upper Lanang Bridge) and Durin Bridge requires the SRDC to come up with proper plans to handle the increased traffic of people, goods and services to and from, as well as within, its jurisdiction.

SRDC’s aim to complement SMC efforts in working towards achieving City Status for Sibu. With this goal in mind, SRDC is expected to facilitate the entry of businesses, investors and developers into its areas of jurisdiction. SRDC has to work with these groups of people to facilitate the profitable operations of businesses in the area. This include ensuring that businesses are not hampered in their efforts to bring in skilled workers and expertise into the area.

Building and equipping new teams with varied skills set, work backgrounds, education levels, age

group, knowledge and experience, within the Council who work together towards the same visions and ideas for a well-developed and modern Sibu Jaya township.

Why SRDC Is Focusing On Sibu Jaya Township?

SRDC is focusing on developing and managing Sibu Jaya for five reasons.

1. The new Sibu Jaya township master plan.

Challenges and issues like illegal dumping of rubbish, illegal renovations, illegal usage of back lanes and other law contravening activities must be resolved immediately as the population increases.

2. Expected increase of population in Sibu Jaya.

In year 2007, there are approximately 15,000 people residing in Sibu Jaya. They are made up of a multiracial community majority of which

comes from the lower and middle income groups. SRDC expects the number to increase to at least 40,000 by year 2020.

3. SRDC aims to be THE nUMBER OnE TOWn MAnAGER

The SRDC Township will showcase SRDC efforts in developing and managing a successful township.

4. Transform Sibu Jaya into ‘A Modern Self- Contained Recreational Township’.

The SRDC is working to develop the Sibu Jaya township into becoming a centre for recreational and sporting activities such remote controlled powerboats racing, motor-cross and bicycling sports.

5. The commitment of HDC-AMCORP in developing Sibu Jaya since 1994.

The SRDC has the long-term support and commitment from its partners such as the Housing Developers Corporation and AMCORP.

Issues And Challenges

The SRDC faces three main challenges in its efforts to develop the Sibu Jaya Township. These include :

1. Organisational Development SRDC faced up to the fact that it

lacks clear focus and direction, and the sense of belonging, esprit de corp, leadership and managerial skills needs upgrading. They were also facing shortage of quality manpower. Having discovered and admitted these challenges, SRDC promptly formulated action plans to overcome these issues. It

started off with a brainstorming sessionon17thDecember2006involving 70 councillors and staff to revise and formulate the current vision, mission and strategies.

To help SRDC achieve its objectives, it decided to adopt and apply Honda’s philosophy of ‘Copy, Improve and Dominate’ (C.I.D). It also adopted Toyota’s ‘Three Principles”; The Art of Ingenuity, Pursuit of Perfection and Rhythm of Fit. In order to produce and develop quality human resources with high level of professionalism and competency, SDRC is applying the following management approaches. • Tofocusonroleandfunction

change, knowledge acquisition and skills enhancement of Councillors and staffs.

• To conduct monthly staffassembly.

• To launch a “zero latenesscampaign”.

Sibu Jaya Township Development and Management Coordination Committee –G25

The Sibu Jaya Township Development and Management Coordination Committee or G25 was launched last year by the Assistant Minister of Housing and Public Health, YB Dr. Soon Choon Teck.

The G25, an idea initiated by the Sibu Rural District Council, reflects the excellent co-operation and the involvement of 25 governmental departments and agencies as they develop Sibu Jaya Township holistically. With G25, each department will know what the other departments are planning and doing for Sibu Jaya, thus making it easier for them to coordinate and integrate their efforts.

The Planning and Development function is led by Housing Development Corporation (HDC) with Sibu Rural District Council (SRDC), AMCORP, JKR, Land and Survey, Sibu Water Board, DID, Bomba, Telekom, SESCO, NREB and LPKP as members. The Community Development function is headed by SRDC with HDC, AMCORP, Pejabat Residen, PDRM, RELA, Jabatan Perpaduan,

KPSU, Jabatan Belia & Sukan, Jabatan Kebajikan, Jabatan Penerangan, DHO, JPJ and KEMAS as members.

The G25 aims to make Sibu Jaya a vibrant town in the near future, with its residents enjoying infrastructures, facilities and amenities comparable to that of any modern and dynamic townships in the country.

2. Community Development With the rapidly increasing

population in the Sibu Jaya Township area, the SRDC were confronted with problems such as vandalism, illegal house renovations, illegal trash dumping, un-regulated usage of back lanes and illegal parking of heavy vehicles.

To solve all these problems, SRDC worked closely with the government agencies, private companies and non-governmental organisations (NGOs). This has resulted in the formation of “Sibu Jaya Township Development” and “Management Co-ordination Committee” which is now known as G25. G25 seeks to address any problem that might arise in the community, including coming up with proactive moves to foster good will among the different races living here. For example, the Council intoriduced activities such as the Sibu Jaya Fest: This “Fiesta For All” event was one in which all members of the community can get involved.

Step 1:Record Work Pattern: Maintain a detailed hourly record of exactly how you spend your time every day. Do this for a month. Be as specific as your coffee breaks, and naps on your desk. The point is that time management is the key to either being a smart worker or a stressed one. Poor time management usually happens when there is tendency to be overwhelmed by the work at hand, a lack of clarity regarding one’s role and deliverables, a pessimistic outlook where the task(s) seems too difficult or even an overconfident attitude where one is confident of completing the work at the last minute. All these behaviours lead to an overall tendency to manage time poorly. And that is perhaps the leading cause of work-related stress.

Step 2:Analyse Work Pattern: Once you have collected the data in step 1, analyse it to see if there are too many missed personal milestones, a tendency to cram a lot of work in a short span of time, and gaps between commitments and deliverables,. You need to use your personal work pattern data to identify strengths and weaknesses in the way you work. As importantly, you need to understand your preferences. Studying our work pattern will help us understand our preferences-do I finish most of my really important work in the evening, do I do most of my ideation at home or at work, do I like to work for long stretches or do I prefer taking frequent breaks, and so on. Insights into preferences such as these could be invaluable in figuring out your personal Work Smart Plan .

Before creating your Work Smart Plan , record (step 1) and analyse (step 2) your work pattern, and use time management as the tangible hook to prevent behavioural quirks such as procrastination, pessimism, fear of failure, and boredom from creating stress. Questioning is a powerful tool for introspection. At the workplace, it is sadly reserved primarily for grilling others. Questions can help raise our awareness and help us become more efficient, responsible and productive.

Step to Become a Smart WorkerStep 3:Create Work Smart Plan: Now that you have recorded and analysed your work pattern, it is time to create your Work Smart Plan. Stephen Covey’s powerful concept of putting the “first thing first” should be the cornerstone of the work smart plan. a Actionable Goals: Seeing your big picture needs

a sharp understanding of your role, deliverables, priorities and capabilities.

You must know what you need to do, when, why and whether you have all the skills and resources to do those things. Understanding this will allow you to figure out a strategy to accomplish these goals. If there are resources you need, then you must first figure out how you can access them. If there are skill gaps, then you have to figure out how to overcome them.

All these lead to reduction of stress by simply creating and following a logical and systematic actionable goal-oriented plan.

b Medium-term Deliverables: Long term planning often ends

up being just that - plans without action. What one requires is a sound action oriented attitude with an outside-in perspective. In other words, figuring out ways to achieve your goals by complete your medium term deliverables through your list of immediate action items.

c Immediate Action Items: This is the functional manifestation

of your actionable goals and medium term deliverables and can be done on a weekly or daily basis. This is where you focus on the means to achieve the ends in your life. Carefully prioritise and break

down the tasks; identify the help you will need and make sure you know if you will get it and when; and assess your progress at the end of the day by marking all your weak and strong

areas.

Step 4:Continuous Learning: Finally, you need to constantly review, assess and improve your work smart plan. Change the things that are not working for you, figure out innovative ways to stay committed, use your colleagues as a support system to stick to your plan and learn from your mistakes. Stephen Covey suggests answering the following questions to help evaluate your progress:i Was accomplishing these goals

the best use of your time?ii What unmet goals should you

carry into the coming weeks?iii What patterns of success and

failure do you see in setting and achieving goals?

iv What keeps getting in the way of accomplishing your goals?

v Are you creating unrealistic expectations?Managing your time well allows

you to be more efficient, credible and reliable. It also shows you the value of your time which is the only way that you will begin to use it more sensibly on things that matter most. Add to that the fact that you can now free up more time to relax and create a better work-life balance. But please remember that you must first understand your behavioural quirks and preferences before making choices to truly work smarter. Therein lies the key to a happier and more productive experience at work. Given the fact that more than half your waking life is spent working, it must surely be worth the effort.
