Questar’s Business Ethics and Compliance Policy reflects and preserves the high standards of business conduct that are a company legacy� Questar is committed to full compliance with both the letter and the spirit of the numerous laws and regulations that affect the company� This statement has been approved by the finance and audit committee of Questar’s board of directors and by executive management�
The following policies apply to all Questar employees, officers and directors:

PROTECTING EMPLOYEES AND THE PUBLICSafety is one of Questar’s core values� We foster an environment where safety is deeply rooted in each employee’s individual behavior and our culture, with a goal that every one of them returns home safely at the end of every day� In 2014, Wexpro and Questar Pipeline achieved record results, recording no employee injuries that resulted in days lost or restricted duty�
In 2014, we significantly improved our contractor-safety programs� We published and distributed a contractor-safety manual, conducted safety summits for Questar Gas and Questar Pipeline contractors, and made significant
progress toward establishing a contractor-safety pre-qualification process�
Weekly, each Questar company holds a management-led conference call to discuss all safety-related incidents and near misses� Corrective actions are identified, and written training topics are developed and shared with all employees�
Our Hazard Awareness Program (HAP) encourages employees to report near misses and unsafe conditions or practices� This program also provides an opportunity for employees to submit safety-related suggestions� In 2014, our business units focused on increasing the quality and number of HAP submittals� The result was a 40 percent increase in HAP submittals, with Questar Pipeline employees increasing their submittals by 70 percent� The program has significantly improved our workplace and process safety�
Questar Gas and Questar Pipeline continue to identify and implement safety improvements generated by the Workers Observing Workers (WOW) program� WOW stimulates safety-related communication as employees share both safe and unsafe behaviors with each other� Employees conducted more than 4,000 job observations in 2014�

At Questar, our decisions are guided by a commitment to ethical conduct, safety, environmental stewardship and community support. Developing and delivering natural gas depends on continued public support. The actions of individual employees are the key; our commitment to them has resulted in our reputation as a top employer and good corporate citizen.
CORPORATE RESPONSIBILITY
In 2014, Questar Gas implemented a new “Certified Safe” program� Employees are encouraged to document daily compliance with job-specific safety behaviors� This voluntary program had nearly universal participation, and reinforced positive safety habits and focus on specific critical behaviors�
Employee safety committees play a key role in shaping Questar’s safety culture and programs� In 2014, the Wexpro and Questar Pipeline committees focused on lockout/tagout awareness� We developed energy-control procedures, purchased new equipment and conducted focused field observations� This resulted in significant improvements to this critical safety program�
The Questar Gas Safety Committee holds semi-annual safety events to focus on various aspects of safety� In 2014, the committee arranged for a professional speaker to travel throughout the company sharing his story of surviving a life-threating electrical incident� The session highlighted the importance of on-the-job safety and left a strong impression on attendees�
Pipeline SafetySince Questar’s 1922 origins, we have engaged in every phase of natural gas service — from wellhead to burner-tip� While delivering the natural gas our customers rely on for their comfort and livelihood, we have earned an enviable record for safety and reliability�
Questar’s pipeline operations are overseen and regulated by the U�S� Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA) and its state partners� PHMSA imposes rigorous standards for pipeline design, construction, maintenance, testing, integrity and operation� Questar has strong relationships with regulators who recognize our priority is pipeline safety, integrity and compliance�
Questar’s pipeline-compliance activities are coordinated and overseen by a corporate chief DOT compliance officer� The business units’ DOT compliance and executive-oversight committees are actively involved in pipeline safety and promote a pipeline safety culture throughout the corporation�
Our management teams and operations employees continuously work with regulators and industry trade associations to improve standards and pipeline safety� Each business unit has a dedicated staff focusing on pipeline safety and integrity� Staffing needs are regularly evaluated to ensure that programs are adequately supported�
Questar’s commitment to pipeline safety begins with the initial design, construction and post-construction pressure testing� We also have extensive programs and practices in place that control, monitor, and maintain our transmission and distribution systems� They include pipeline markers, pipeline patrols, pipeline and facility inspections, remote pressure monitoring

ongoing program to replace and upgrade legacy
pipe�
Questar Gas’s replacement efforts began
decades ago — initially to remove cast-iron and
bare-steel pipe from our system — and continue
today as conditions indicate the need to replace
pipe� The utility is investing up to $65 million
annually in an ambitious multi-year program
to replace aging high-pressure pipelines, with
several projects completed in 2014�
Questar Pipeline and Questar Gas have been
researching historical pipeline records since
2004, when a new geographical information
system (GIS) was installed for storing pipeline
and integrity data� This research helps ensure
that all available records are captured and that
the associated data is entered into the GIS and
is traceable, verifiable and complete�
As part of its integrity-management
program, Questar Pipeline has completed in-
line inspections on 1,274 miles, or 48 percent,
of its system� Over the next five-plus years,
the company will inspect another 580 miles
of its system� To date, Questar Pipeline has
reconciled 98 percent of its entire system for
the verification of maximum allowed operating
pressure�
With the completion of a 3�3-mile pipeline-
replacement project in 2014 and a subsequent
1�5-mile project to be completed in 2015, all
reconditioned legacy pipe within Questar
Pipeline’s system will have been replaced�
Questar Gas has also completed integrity-
assessment inspections on 325 miles of
transmission pipelines and is expected
to complete another 116 miles in high-
consequence areas over the next five-plus years�
In 2014, PHMSA issued a final report
summarizing its findings and results of an
integrated audit and inspection completed
in 2013� PHMSA was generally pleased with
the system’s condition, but noted a few minor
localized concerns� We have taken remedial
measures and reported back to PHMSA� PHMSA
also completed an integrated inspection of
Questar’s Southern Trails Pipeline in 2014 with
no concerns�
Questar Gas completed 64 days of pipeline
safety audits in 2014� There were 14 minor
findings noted, and all have been resolved�

In 2014, Questar Gas replaced several thousand feet of aging mainlines with new, stronger pipe in downtown Salt Lake City.
IMPROVING THE ENVIRONMENTQuestar respects and protects the environment� We believe our reputation as an environmentally responsible operator is a source of competitive advantage� We understand that a company doesn’t get a reputation for environmental citizenship just by claiming one� It’s a judgment made by others� That’s why we nurture a culture in which good environmental stewardship is ingrained in our day-to-day decisions and operations�
Greenhouse Gas (GHG) Emissions Questar complies with the U�S� Environmental Protection Agency’s Mandatory Greenhouse Gas Reporting Rule� This rule requires the natural gas industry, along with many other industries, to report greenhouse gas emissions from its operations� For Questar, GHG emissions are primarily composed of methane and carbon dioxide�
For 2014, Questar reported 7�83 million metric tons of carbon-dioxide-equivalent (CO2e) GHG emissions, more than 93 percent of which resulted from the natural gas burned by Questar
Gas customers� About 0�52 metric tons of CO2e emissions were attributed to methane releases (small natural gas leaks and losses that occur during operations)� We continually strive to decrease these types of emissions by identifying leaks and repairing them as quickly as possible�
Drilling and Production ImprovementsProcess improvements and efficiency gains in Wexpro’s drilling program have helped us minimize our impact on the environment� We use “green” completions, which require less water and result in fewer emissions and waste products by capturing almost all the gas and oil vapors released during a well’s completion phase� We also use rapid reclamation for areas disturbed by drilling, and have received “acreage credits” for our post-drilling reclamation efforts to re-contour and re-seed drilling locations� An established trust fund is continuously replenished to cover future remediation costs�
In 2014, Wexpro completed construction of two large evaporation ponds in Wyoming’s Vermillion Basin to ensure safer disposal of water produced from working wells� The pits evaporate up to 2,000 barrels of water daily that previously had to be hauled away or injected underground� The ponds are equipped with wildlife-protection devices and leak-detection sensors�

A team was formed in 2014 to analyze
opportunities to optimize well production to
maintain the highest volume of gas production
while minimizing the environmental impacts of
truck traffic and gas vented into the atmosphere
during operations� To achieve these goals, Wexpro
developed an automation system that monitors
well performance�
The automation system is constantly improving
Wexpro’s operations by also monitoring stationary-
equipment emissions for complete combustion
and other critical systems to prevent spills�
Replace High-Bleed Pneumatic Valves
Wexpro evaluated all existing wells to find ways
to reduce natural gas emissions and determined
that replacing high-bleed pneumatic controllers
was a top priority� In 2014, we voluntarily replaced
988 of this type of controller with low- or no-bleed
controllers� Annually, this should curtail about
226,000 Mcf of natural gas emissions, and decrease
the volatile-organic-compounds emissions by
about 1,300 tons�
Pipeline Construction and ReclamationQuestar takes great pride in our construction and site-reclamation practices� In 2014, Questar Pipeline replaced a 3�3-mile segment of a main line in a narrow and steep section of Weber Canyon above an interstate highway� Questar Pipeline and its contractor worked very closely with the U�S� Forest Service, even surpassing the agency’s requirements to ensure that the rugged terrain was successfully restored, re-seeded and sensitive sections made impassable when work was completed�
ThermWise Conservation ProgramsQuestar Gas has paid out more than 700,000 rebates since introducing its popular ThermWise conservation programs in 2007� About one in four customers has taken measures to save natural gas, for a total annual savings of more than 5 million Dth, or the amount of natural gas used by about 65,000 residential customers�
The utility, along with the Utah Jazz, Rocky Mountain Power, the state of Utah, Salt Lake City, and waste and irrigation companies, created the Green Team to promote conservation and sustainability� Under the Green Team banner, conservation messages are shared with sports fans who pledge to take action in exchange for tickets and prizes�

Natural Gas Vehicles (NGVs)Questar remains committed to using and promoting natural gas for transportation� We are actively engaged in public and private initiatives� Increasing use of NGVs will be part of any solution to the nation’s clean-air and affordable-energy challenges� There are 48 public CNG-refueling stations within Questar Gas’s service area, making the system the most extensive per capita in the country�
Where possible, Questar’s fleet vehicles have been running on compressed natural gas (CNG) for three decades� In 2014, 44 percent of our utility’s fleet was running on CNG� Our fleet increased its CNG usage per miles driven by 29 percent in 2014� This reduced carbon-dioxide emissions by 25 percent and carbon monoxide emissions by up to 97 percent over gasoline�
In 2012, we capitalized on our experience and national reputation by creating Questar Fueling, an unregulated subsidiary focused on building facilities to serve the growing CNG-transportation industry� The company quickly established itself by building the nation’s largest NGV refueling facility in Houston� The company now operates six stations, with several more in various stages of development�
StreamWise TeamQuestar’s STReamWise Team was organized in 2007 to promote sustainable business practices by encouraging employees to “think green” and seek out energy-efficient products and services� There were several StreamWise team initiatives in 2014 including:
Jordan River Parkway Project – We continue to participate in the Adopt-A-Trail program with Salt Lake City to assist the staff of the Salt Lake City Parks and Public Lands Division in maintaining safe and well-groomed trails� Every few weeks, Questar volunteers walk the adopted area to pick up litter and report graffiti� Questar volunteers also plant trees and paint bridges along the adopted area�
Clean-Air Initiatives – Questar participates in Utah’s
Summer Clear the Air Challenge and started a
similar winter program� These programs encourage
employees to use mass transit, carpooling and
reduce idling to help improve air quality� More
than 500 employees participated�
TravelWise – We partner with the Utah Department
of Transportation’s (UDOT) TravelWise Program�
A TravelWise Integration Plan (TRIP) agreement
sets goals from both Questar and UDOT to jointly
educate, promote, and encourage alternative
transportation such as public transit, carpooling,
and trip chaining�
Recycling – The STReamWise Team continues to
expand its five-year-old recycling program� In
conjunction with Earth Day, the StreamWise Team
sponsors “Shred Fest,” providing employees a
secure way to recycle or properly dispose of more
than 4 tons of unwanted personal documents,
used batteries, cell phones, computers and other

electronic equipment that can contain harmful
materials�
All-in-one collection and removal of recyclable
material at our corporate headquarters and main
operations center kept more than 141,000 pounds
of waste out of local landfills� Questar Gas also
began recycling scrap yellow “poly-pipe” that
previously was discarded�
Questar became a Platinum Sponsor of Uinta
Recycling in Evanston, Wyo� A donation helps
the nonprofit promote waste reduction through
education and providing recycling facilities�
Questar Gas paperless billing
Questar Gas customers have been able to
electronically pay their bills for many years� The
utility also offers its customers a paperless billing
option� About 178,000 — or 20 percent — of
customers have chosen this option�
New Building Construction
The commercial interior of the 3-year-old Questar
Center has received gold-level Leadership
in Energy & Environmental Design (LEED)
certification� The building’s core and shell received
a silver rating� Questar Gas’s new Park City service
center is now being evaluated�
Remediation ProjectsWasatch Chemical – Questar subsidiaries owned and operated Wasatch Chemical Company in South Salt Lake City from 1968 to 1978� In 1986, EPA determined that the site required soil and groundwater remediation� Questar subsidiaries have conducted soil removal and in situ vitrification to remediate the soil contamination� Since 2003, natural attenuation has been monitored to determine the effectiveness� In 2014, we conducted additional groundwater sampling to further characterize the extent of contamination in the investigation area� Correspondence with federal and state agencies continues�
Simon Station Pit – In 1992, an historic open pit at Simon Station was closed under Bureau of Land Management rules� Recent activity in the area revealed soil and groundwater contamination� In 2013, Questar entered into a Voluntary Remediation Program agreement with the state of Wyoming� In 2014, we conducted additional drilling, sampling and groundwater investigation, and an ecological assessment to help determine the contaminants’ origin and migratory pathway� A report on the investigation was submitted to the Wyoming Department of Environmental Quality (DEQ)� We’re awaiting DEQ’s direction for next steps�
Manufactured-Gas Plants – Questar’s predecessors include manufactured-gas companies formed in the late 1800s, long before environmental regulations were enacted� As Utah transitioned from using gas manufactured from coal refraction to natural gas, the manufactured-gas plants were shut down�
In 1929, Questar’s predecessors began supplying natural gas to customers in Salt Lake City and Ogden, Utah� In both cities, residuals from the plants resulted in contaminated soils and groundwater, and remediation continues� The new Questar Gas Park City office was built to meet
LEED-certification standards.

MAKING COMMUNITIES BETTERQuestar depends on the communities we serve in the same way they depend on us to successfully run our business� In return, we make lives better by investing in our customers’ and employees’ quality of life�
Contributing In 2014, Questar and its employees donated $1�18 million to United Way agencies� Another $580,000 was contributed to other nonprofits� Our Education, Arts and Native American Scholarship foundations provided $546,000� These foundations hold assets valued at $7�2 million�
In total, about 140 communities, universities and nonprofits benefitted from Questar’s $1�72 million in contributions�
We are also longtime sponsors and provide staff for both Junior Achievement and Utah Business Week, a leadership camp for high school students� Four adopted elementary schools benefit from our employees’ and shareholders’ generosity�
VolunteeringQuestar has had a dramatic increase in volunteerism� In 2014, 907 Questar employees gave about 9,200 hours of personal time to volunteer for projects across our service territory� This represented a 41 percent increase over 2013, attributed largely to initiatives among Wyoming and Wexpro employees to increase participation�
Questar volunteers get ready to ride in the American Diabetes Association’s Tour de Cure.
Ongoing projects include:
• 1,400 hours spent tutoring 50 elementary school students twice weekly
• 70 volunteers delivering Meals on Wheels to home-bound recipients five days a week
• 100 volunteers preparing weekly meals for veterans and their families at Fisher House
• helping to buy, process and pack more than 150,000 pounds of meat for the Utah Food Bank
• 200 volunteers spent 900 hours for the United Way’s Day of Caring
• sponsoring and providing staffing for Utah’s Multiple Sclerosis Society’s Walk MS and the American Diabetes Association’s Tour de Cure bike ride
• donating time, money and gifts to hundreds of children and low-income seniors through various holiday-giving programs including Sub-for-Santa and the Salvation Army Angel Tree Project
• making hats and scarves for 250 patients at the Huntsman Cancer Institute

A MOTIVATED WORKFORCEQuestar employees are the foundation of our business� They bring their talents and dedication to our workplace and the communities we serve� Employees are engaged in challenging work and show a daily commitment to teamwork, productivity and safe, reliable service� Our culture demands the best from employees and, in return, we offer a respectful, supportive and positive work environment in which individuals feel valued and appreciated for their efforts� This is reflected in our low turnover rate — only 3�55 percent in 2014�
Hiring talented employees is essential to our success� We work hard to hire the right people for the right jobs and provide the training they need to achieve successful careers�
Employee Benefits and CompensationOur competitive benefits and compensation help us recruit and retain skilled workers� The results from our recent employee-satisfaction survey indicate that employees feel they are competitively rewarded for their technical skills, education and job responsibilities� The company’s incentive-compensation programs reward all employees when our business units achieve their goals�

to us� We develop rising talent through onsite
leadership-training courses� In 2014, we held a
week-long executive-management-development
program for a number of our high-potential
employees� They were taught and mentored
by university professors, industry experts and
executive management�
Beyond strengthening our current workforce,
