1. Contexte/Context

• Indonesian Annexation: 1975 – 1999

• Infrastructure destroyed in 1999

• Free democratic state: 2006 – 2016

• Donor and Govt. capital investment in water systems: 2006 – 2016

2. Electric pump systems - Problem

• Rural water supply systems are relatively easy to construct, but more difficult to manage effectively.

• Systems which include electrical pumping are particularly vulnerable to failure and long periods of down-time.

• Pumped systems are increasing in number as most springs and surface water sources have now been developed.

8. Training Programme

• 15 new pump technicians

• Training duration: 6 months

• Overall costs: $87,000

• Technical inputs from Lorentz and Grundfos staff

Le 7ème Forum du // 7th Forum of the Rural Water Supply Network : Abidjan, Côte d’Ivoire (29.11.2016 – 02.12.2016)

• Revision of Rural Water Supply Guidelines

– Electric pump system designs an specifications

• Energy consumption analysis (TOTEX)

– 95 sites analysed for energy consumption with energy cost (production) ~ $450,000 pa

• Strategic costing tool- projected cost tool urban/rural

– Investment in CapManEx vs. CapEx

– Tariff, population, coverage modelling

9. Guidelines and Analysis Tools

Le 7ème Forum du // 7th Forum of the Rural Water Supply Network : Abidjan, Côte d’Ivoire (29.11.2016 – 02.12.2016)

10. Leçons apprises / Lessons

Learned

• Understanding how many systems, functionality

and failure modes important

• Accepting the need for more human resources

and budgeting realistically

• Advocating for the long term benefits of

investment in O&M

• Evidence based decisions key

Le 7ème Forum du // 7th Forum of the Rural Water Supply Network : Abidjan, Côte d’Ivoire (29.11.2016 – 02.12.2016)

11. Conclusion

• Down times up to 2 years and more

• Two capital maintenance models trialled with

increase in functionality from 63% to maximum

78%.

• Private partnerships need nurturing & monitoring

• Donor funding volatility and political change

disruptive service delivery

• Government ownership of complex rural

systems strongly advocated
