Background
Quality control of cement performance is crucial for the safety of the population and the durability of constructions
Reliable and standardised testing conditions in private and public laboratories are essential to ascertain high quality of product
The following are the main peculiarities of the cement market in Africa:

Introduction: What is Proficiency Testing?
Necessities for PT
• Determination of performance of individual laboratories
• Determination of performance of specific tests or measurements
• Necessary to monitor continuous performance of the laboratories
• Provides inter-laboratory comparisons
• Provides a quality management tool for products obtained as well as institutionalises maintenace and organisation

Introduction: What is Proficiency Testing?
Aims of proficiency testing schemes
• To provide quality assurance for
individual laboratories
• To enable comparison of performance with other similar laboratories
• To know individual errors within each test
• To facilitate improvement
Benefits of participating in PT schemes • External and independent check on
data quality
• Assistance in identification of measurement problems providing motivation to improve
• Demonstration of quality and commitment to quality issues acts as a selling point
• Prevents loss of reputation due to poor performance increases competitiveness

Introduction: What is Proficiency Testing?
Participation only makes sense, if there is a will to see the real picture and to improve the performance.

Pan-African Proficiency Testing Scheme
Technical Procedure in 2014/2015 • Testing and reporting is done according to the instructions provided
• Only final results provided in a report are requested instead of raw data
Samples: • 1 bag ca. 6kg homogenised cement • 4 bags of CEN standardised sand • 3 cured standard mortar specimens with predictable performance • 1 bag of similarly graded aggregates for sieveing analysis • 1 set of instructions and relevant EN standards provided by the German standardisation body (DIN)

Consistency, Progression and Improvement
Ideal Objectives of the PACE-PTS • Networking with peers
• Training and improved knowledge of proficiency
testing in general as well as various testing procedures
• Dissemination of results and/or tests conducted
• Generating a sustainable own PT scheme suitable for all testing facilities in Africa
• Creating an Africa-wide network
25 Nsesheye Susan Msinjili
PACE-PTS Public Symposium
Consistency, Progression and Improvement
Successes • Participation in PT is mandatory for accredited laboratories according to
ISO/IEC 17025:2005
• Participants have a realistic picture of where they perform well and where they need to improve performance
• The benchmark gives an overall picture of the capacity of the laboratories in comparison to their peers
• As a result of PT scheme in 2012/2013, 3 laboratories sought the need, and hence purchased required testing equipments

Conclusions
Conclusions and Future Considerations • An all Africa-wide cement PT scheme is fitting in with the technological
demands of the African cement market • PACE-PTS started in 2012 and continued in 2014 with a possible followup.
However, the aim is to make the scheme self sustainable in the long-term
• Previous PT scheme detected a number of challenges, mainly based on the lack of equipment for testing or funds to maintain equipment
• In order to cope with the challenges of the cement market in Africa, it is the responsibility of all official bodies to invest in quality control of product and infrastructure; financial support in public laboratories is significant
