Deficits

resulting from poor location: • situated on an arterial highway (State Road L2161) into the city & feeder to the motorway • enclosed by two T-junctions • location resembles an area outside the city, located between built-up and non-built-up area • hidden behind a crest

resulting from the poor equipment: • existing signs obscured by foliage • lack and inadequacy of traffic signs • high speeds • insufficient lighting • not disabled accessible


Deficits

Many school children (approx. 150 pedestrians at peak traffic-flow times) have to cross the road regularly.

Normal children’s behaviour - the awareness of hazards is non-existent. There is no ›traffic-conscious child‹.


Deficits

Heavy and diverse traffic - an ADT of more than 8,000 motor vehicles per 24 hours with a heavy-vehicle traffic of approx. 10 %.

We are situated on the main road, less than 100m before the crossing, but the crossing is not detectable because of the crest in the road. In spite of everything there is no danger sign.

The foliage reached as far as the road area.

A near accident - but no speed limit. We must act preventively in order to avoid an accident!

High curbs (partly with a height of 15 cm), so that ...

... wheelchair-users could not use the pedestrian crossing.

The area of the crossing was only dimly lit.

• several meetings with the police and the municipality (the Road Traffic Authority, the Building-, Open Space- and Environmental Office, the Civil Engineering Office, the Urban Development Office, the Office for Community Safety and Order, the Work Yard) • recommendation of the Thuringian Minister of Construction, Land Development and Transport • support from stakeholders (e.g. local residents, parents of the schoolchildren, Disabled Committee, ACE) • launching a citizens’ initiative • contacts to representatives (e.g. District Mayor, Mayor of Finance, Order and Construction) • involvement of the media (press, radio stations, television stations) • design of flyers and roll-up posters • donations & sponsorships from the private sector ( e.g. Weimarer Wohnstätte, JENOPTIK AG)

Presentation at the University (under presidency of Professor Brannolte) before the municipal road authorities and the press.

Foliage has been cut back.

Danger sign 134 (›Attention pedestrian crossing!‹) has been installed with a gibbet.

Pictograms (›Attention children!‹) have been applied in both directions to the main road.

They are used only sparingly. But when they are, then the driver must reckon with a very special danger situation!

The street lamp has been given

1) a 1.5-meter-long angled pole arm

2) a 150 Watt instead of the normal 100 Watt bulb

3) a longer running time.

The mandatory sign 274-53 (30 km per hour speed limit) and the danger sign 133 (›Attention pedestrians!‹) have been installed – leading out of the city ...

... and leading into the city.

Handicapped-accessible infrastructure is being implemented. Curbs with an optimum height of 3 cm.

Enforcement of the speed limit - via a speed indicator ... ... and from time to time supplemented with a speed camera.


Future Prospects

The installation of two overhead traffic signs fails due to the under-ground construction area.
