The House did retain one curious relic fr om the British House of mons -the "committee of the whole Hou se" (see Chapter 1 ). This co mmittee is a procedural convenience whereby the entire membership of the l owe r house first considered and amended legi slation before finally reporting it b ac k to the House for final action. Th e device had been creat ed in the British House of Commons in the se venteenth century to permit discussion in secrecy of the king's budget requests, with a chairman presiding other than the Speaker, since the latter was considered an agent of the Crown. The device wa s attractive in the American co lonial assemblies for much the same reason, and it was adopted by the Co ntinental Congresses, the Con gre ss of Co nfederation, and the Co n, stitutional Convention.
