Username and Password

Each BIR end user will be given a unique username and a tem-poray password to log into the system. ISG will send the list of usernames and passwords to the Head of Office (e.g. Regional District Officer) via a password-protected MS Excel document. The Head of Office will then call ISG to request for the pass-word and open the file.

The Head of Office will provide the username and password to the end-users in his/her pilot office.

A job aid is available for help with accessing the system and logging in to eTIS-1. Please follow the guidance in job aid for your first login to eTIS-1. Once you first login, you will be asked to change your temporary password to a password of your choice.

Remember that once you have logged in you will only see menu options which you have the correct system access to.

Latest News eTIS-1 TRS is now being prepared to go into live production application from the previous test and training environments. One-time data migration and conversion from the Integrated Tax System (ITS) to eTIS-1 is being completed. However, due to the voluminous data being migrated, batch periodic update and data synchronization of records from eTIS-1 to ITS will be available from early March 2015.

Technical and functional testing and validation by INDRA (eTIS-1 developer), PwC (Independent Assurer) and BIR teams are also being done to ensure the soundness of eTIS-1 as well as consistency and reconciliation of data in both systems. Is-sues from this testing will be resolved during the coming weeks.

As we are piloting a new system and new processes, you may find errors and issues when using some of the key function-alities. During the first few months from Go Live, a few work-around procedures will have to be followed to facilitate specific tasks within the taxpayer registration processes.

TRS Release Updates:Workaround Procedures

• Saving. After clicking the ‘save button’, wait for the confir-mation message. If confirmation message is not displayed, do not click ‘save again’. Verify that the record was not saved using find taxpayer before registering the taxpayer again.

• SSL cetificate. The current SSL certificate expired on 10 February 2015. BIR is currently procuring the new certif-icate. When you log in to eTIS-1, you will see a pop-up error message saying that the site’s security cetificate was not issued by a trusted certificate authority. You will need to click “Continue to this website” to proceed to login as shown below.

• Multiple login. You may need to try to log in to the system with your access credentials more than once. If you are not able to log in at the first attempt, please check that the URL address is correct and try to log in again. This may require users to log in up to 5 times but is usually successful on 2nd or 3rd attempt. Your account will also be automatically become inactive after three incorrect login attempts. To resolve this, you may request the system administrator to re-activate your account.

• Logout problem. If the system will be left idle for 45 min-utes, make sure to log out properly from the system. Users

who do not log out properly after the idle period cannot use the system even when they log in again. You should contact the on-site Indra handholder who will be able to terminate sessions that are not properly logged out. This includes if the the browser is accidentally closed.

• Register Non-individual (Additional Details Tab). Generation of all tax/return periods during initial registra-tion is based on the accounting type inputted during initial registration. If the accounting type is initially set to Fiscal then the return period that will be generated for all tax types will be fiscal. Users should always select “Calendar” as the initial accounting type of Non-Individual Taxpayers, and then use the Manage Financial Detail functionality to change the accounting period to fiscal (if the taxpayer follows fiscal accounting type)

• Create Application (Authorization Management)

1. Users cannot change the defined trade name during the application for authority to print (AMM> Create Application). Users may then use receipt description “Others” and state the proper trade name appended to the receipt description. Once this is-sue is fixed, Same taxpayer using the trade name must be generated a “Mock ATP” without his knowledge to ensure that the correct sequence of the serial number will be issued using the fixed functionality. The said “Mock ATP” shall be scanned and uploaded in the new application for ATP of the taxpayer.

2. Users cannot modify applications (for ATP) once it is already successfully saved in the system. En-sure details entered in creating application are correct.

• Update Taxpayer

1. Local Employees, when converted to any higher Taxpayer type level (Taxpayer Type Hierarchy) cannot obtain the forms 1701 and 1701Q be-cause their Tax Type (Individual Income Tax) is mapped to 1700 only. De-registration and re-registration also cannot add the said appro-priate form types. High level taxpayer types cannot shift to a lower level taxpayer type (with reference to the Taxpayer Type hierarchy). One (1) user (Client Support Section Chief/ LTAD Regis-tration Section Chief) from each pilot office will have access to ITS-REG to cater to functionalities that eTIS are still being developed

2. Fields for migrated taxpayer records that have NULL values in ITS will be stored in eTIS as NULL and will be required to have values upon update (e.g. First Name, Middle Name, Last/Trust Name, Registered Name, Date of Incorporation, Regula-tory Body, Registration No., Place of Birth, etc.). Require the taxpayer to update his/her record upon having a transaction e.g. 1905, 2305.

• Reports. Reports will initially be generated by batch (scheduled) and will be disseminated by RDC to the user as they become available.

correspondence. Note down on the form 1906 the generated Application Reference Number.

2. Users can generate the Tax Clearance Certificate/Certificate of No Outstanding Tax Liabilities (TCL1) correspondence to any taxpayer as there is no validation of outstanding tax liabilities as basis for generation of correspondence. Pilot offices should per-form manual verification of tax liabilities using the current procedures in ITS and generate the correspondence in eTIS-TRS once taxpayer is cleared

• Migrated ATPs without OCNs. Some ATPs that were migrated from ITS to eTIS do not have OCNs in ITS. Users may then use ITS to check for the OCN/ATP details and reprinting may be done in ITS. For audit purposes, users may use ITS to verify OCNs generated from ITS. Front line officers who need to view transactions prior to 2011 will be coursed thru the CSS Chief/ARDO.

• Out-of-Jurisdiction Generation/ Creation of Appli-cation for ATP. Application for ATP shall be done in ITS for all branches which are out of jurisdiction and registered under eTIS and ITS.

Scenario: Branch and Head Office registered in eTIS only where in the RDO of the branch is different from the head office.

Applicant for ATP: branch

1. Perform Create Application transaction in the RDO of the head office.

2. CSS of RDO of the Head Office should communicate the application details (TIN, APP and OCN) of the branch to the RDO of the branch.

3. Generate the ATP correspondence in the RDO of the branch.

4. Email the generated ATP (PDF File) correspondence to the RDO of the Head Office.

5. RDO of the Head Office will print the correspondence.

• Unable to change taxpayer type (from Employee to Business and vice-versa) and unable to add forms 1700 (for formerly business taxpayers) and 1701 (for formerly employee taxpayers). Taxpayer with this kind of transaction must have all of his/her updates done in ITS.

• Transfer of non-business taxpayers should be initi-ated by the new RDO to follow Revenue Regulations (RR) 7-2012. Follow current ITS procedures on transfer-ring taxpayer.

• For all taxpayer registration updates, end-users will be required to fill-in all mandatory fields. Some ele-ments of the migrated address data have been combined. End-users will be required to update the migrated (com-bined) address of the taxpayer upon having a transaction in eTIS-1. This is for the purpose of address cleansing.

• Caching incidents are being encountered which halts the current transaction. Log-out from the system and try the previous transaction where the caching incident was encountered.

• Periodic update and data synchronization not yet available. Periodic update and data synchronization will be available from early March 2015. Until then, workarounds have been defined for the following functionalities:

• Handling/Transactions of newly enlisted LT Taxpay-ers. Taxpayer with this kind of transaction must have all of his/her updates done in ITS.

How will you be supportedAs requested by the Pilot Offices, additional on-site support will be available to help end-users start to use eTIS-1.

Every end-user is trained for the role they have been assigned and reference materials are available – these should be used first. In each office, eTIS-1 Champions have been assigned to support colleagues with any questions which may arise or practical use of the system.

For the first 2 weeks, INDRA will also assign their staff to iden-tified Pilot Offices to provide additional expertise and support to help with the understanding of the business processes and the use of the system. BIR TRS Core Experts will also be available (although not on every site) to provide guidance. ISG tech-nical staff will be present during the first few days to provide support.

All support requests – functional and technical – which cannot be resolved locally by referring to the materials, asking the eTIS-1 Champion or INDRA Support should be reported to ISG’s IT Service Desk Support. Indra Handholder should also send a copy of all issues captured each day to the RDO and Coordina-tor in the pilot site. For all pilot sites under RR8, a copy should also be sent to ARD Tess Dizon.

• Cutoff dates when a branch or facility shall follow regular registration procedures and when a branch or facility shall be adopted:

1. For branch and facility applying for registration begin-ning February 12, 2015 under the jurisdiction of the pilot RDO whose head office is registered in ITS on or before December 13, 2014, follow regular registration procedures.

2. For branch and facility applying for registration be-

ginning February 12, 2015 under the jurisdiction of the pilot RDO whose head office is registered in ITS between December 14, 2014 and end-date of data synchronization, adopt the branch and/or facility being registered at the non-pilot RDO having jurisdiction of the head office of the taxpayer.

3. For branch and facility applying for registration begin-

ning February 12, 2015 under the jurisdiction of the non-pilot RDO whose head office is registered in eTIS-1 between February 15, 2015 and end-date of data synchronization, adopt the branch and/or facility being registered at the pilot RDO having jurisdiction of the head office of the taxpayer.

• Intermittent behavior of the application as a result of network of issues. Normal procedure will apply - BIR staff are are given five days to complete taxpayer registra-tion.

• System is down. In case of eTIS-1 non availability, the current ITS procedure must be adopted but instead of issuing pre-generated TIN, the CSS chief must add the taxpayer using REG in ITS. The following steps must be followed:

1. Indra shall inform ISG that eTIS will be non-available for a certain period.

2. ISG shall email to all concerned a Notice of Systems Non-Availability duly signed by DCIR Lilia C. Guillermo

3. This notice signals the users to use the manual proce-dures being followed during ITS non-availability.

4. Instead of using the pre-gen TIN, the CSS chief shall use the ITS in adding a new taxpayer. Until the PU&DS is available, the same workaround procedures will be followed in registering the branches.

• After deregistration of tax type and reregistration of the same tax type, form type (under the said tax type) cannot be reregistered. Use the current ITS procedure.

A team of eTIS-1 application champions and Indra Handholders (Business Analysts) will also be available and ready to take your call for support.

Responsibilities of eTIS-1 application champions:

• Provide initial functional support (i.e., eTIS-1 system usage and affected internal BIR business processes) to end-users in their respective workplaces

• Escalate functional issues that they cannot address to the Indra “Hand-Holder” (Business Analyst) assigned to their workplace so that resolution can be provided

• Work closely with Indra to identify areas in the deployment of eTIS-1 that need to be immediately remediated and further improved

Responsibilities of Indra Handholders:

• Be highly visible in their assigned offices so that end-users can seek support quickly when they need it.

• Provide additional functional support and technical trou-bleshooting to end-users on eTIS issues that cannot be addressed by assigned application champions

• Keep a complete log of all functional and technical issues reported from end-users and submit the same, daily, to-gether with recommendations, to central command

• Work closely with the Indra Application Support team sta-tioned in the NODC/RDC to address functional issues that get directly reported to the Service Desk
