The Government of Andhra Pradesh issued ordinance / notification of “A.P. land licensed cultivators” under which the loan and other eligible cards are being provided and the card holders can avail finance from the banks for crop production and such farmers are eligible to get cover under loanee category under the crop Insurance scheme. They will be treated at par with loanee farmers from the point of coverage. Guidelines in this regard will be communicated separately. GENERAL GUIDELINES: Branches should follow the guidelines issued vide circular No.143-2008-BC-ITD dt.21.06.08 and 113-2010-BC-ITD dt.07.05.010 for creation of Crop Insurance Premium Rates Table in TBM and for verification of its accuracy.

IMPLEMENTATION OF NATIONAL AGRICULTURAL INSURANCE SCHEME (NAIS) FOR

KHARIFF 2011 SEASON – GUIDELINES

Attention of the Branches / Offices / Societies is drawn to the captioned subject. The Regional Office, Agriculture Insurance Company (AIC) of India Limited, Hyderabad, vide their lr.No. AIC/HYD/NAIS/KHARIF 2011/7581 dt. 17.06.2011 have communicated the guidelines on implementation of National Agricultural Insurance Scheme (NAIS) for Khariff 2011 season i.e. for crop loans disbursed by the Banks during the period from 01.04.2011 to 31.10.2011 in Prakasam and Nellore Districts and from 01.04.2011 to 30.09.2011 in all other districts. The guidelines issued are furnished here below for implementation by our Branches / Societies during Khariff 2011.

Major changes in implementation of this scheme in KHARIF-2011 Season:

1. In four districts viz, Anantapur, Kadapa, Kurnool and Chittoor, Groundnut crop is being covered under Weather Based Crop Insurance scheme (WBCIS). As regards other crops in the said districts the insurance coverage is available under NAIS.

2. As followed in Kharif-2010 Season Paddy (Rice) continue to be under the village insurance scheme in Nellore and Prakasam districts. As the revenue village is the unit of Insurance under the village Insurance scheme, to avoid confusion and facilitate correct reporting, the revenue village list with code numbers are made available in E-Mail address [email protected] and the password is Kharif.

3. As regards Sugarcane crop all the districts where Sugarcane crop either Plantation or Ratoon types is grown is covered under the scheme.

4. Banana plantation in Kadapa is excluded under NAIS and coverage can be reported under WBCIS soon after the notification.

5. The Government of Andhra Pradesh issued ordinance / notification of “A.P. land licensed cultivators” under which the loan and other eligible cards are being provided and the card holders can avail finance from the banks for crop production and such farmers are eligible to get cover under loanee category under the crop Insurance scheme. They will be treated at par with loanee farmers from the point of coverage. Guidelines in this regard will be communicated separately.

GENERAL GUIDELINES:

Branches should follow the guidelines issued vide circular No.143-2008-BC-ITD dt.21.06.08 and 113-2010-BC-ITD dt.07.05.010 for creation of Crop Insurance

1. Insurance coverage is compulsory for all loanee farmers availing normal Seasonal Agricultural Operations (SAO) loans as well as Kisan Credit Card Loans for notified crops in notified areas upto the full (disbursed) loan amount.

2. The guidelines issued by RBI / NABARD in regard to crop loan disbursements shall have to be strictly followed and the declarations shall be furnished based on actual area cultivated under the crop declared.

3. The total amount of crop loan is to be covered compulsorily for food crops & oil seeds at normal / flat rates of premium.

4. Premium computation should be done accurately, as per the applicable rates given in this circular. Branches should allow premium subsidy of 10% in respect of small and marginal farmers, both for Loanee and Non-Loanee categories. Remittance of excess premium shall not entitle for increase in sum insured at a later date and refund of such excess remittances shall be solely at the discretion of Agriculture Insurance Company of India Limited (AIC).I) SMALL FARMER: A cultivator with a land holding of 2 hectares or less, as defined in the land ceiling legislation of the concerned State / UT.

II) MARGINAL FARMER: A cultivator with a land holding of 1 hectare or less. 5. Based on statements received from Branches / Societies, the concerned Regional Office shall consolidate the particulars, prepare Declarations and submit to AIC of India Ltd. as per time schedule.

6. Only one consolidated statement (ARM-4) for one crop per Village / Mandal for each month should be submitted for each category i.e. Loanee and Non-loanee farmers. Monthly Cut-Off dates should be strictly adhered to.

7. PREMIUM SHOULD BE REMITTED BY THE REGIONAL OFFICES THROUGH SINGLE DEMAND DRAFT FOR ONE LOT OF DECLARATIONS FAVOURING “AIC OF INDIA, AXIS BANK A/C No. 008010200023922” PAYABLE AT HYDERABAD. However, separate DDs should be drawn for Loanee and Non-Loanee farmers for each season.

8. Single copy of declaration (as per the correct format).9. Care should be taken to furnish complete and accurate information and codes in the

crop insurance statement (ARM-4) with respect to village, mandal, crop, month of loaning, no. of farmers, sum insured etc. in each month. In case of any omissions in respect of required information, the declaration will be returned along with Demand Drafts.

10. CROP SOWN AREA SHOULD BE REPORTED IN HECTARES ONLY IN ARM-4 STATEMENT.

11. Care should be taken to mention IRRIGATED or UNIRRIGATED since crops like GROUNDNUT (IRRIGATED), GROUNDNUT (UN-IRRIGAGED), COTTON (IRRIGATED), COTTON (UN-IRRIGATED), RED CHILLIES (IRRIGATED), RED CHILLIES (UN-IRRIGATED), SUGARCANE (PLANT) and SUGARCANE (RATOON), are notified seperately.

12. In case of loanee farmers, the entire crop loan disbursed shall be covered on compulsory basis. In case of farmer desires to extend the sum insured upto 150% of the value of the average yield, can exercise the option by submitting a proposal form (like Non-loanee farmers) at the Branch / Society and by paying actuarial premium on additional sum insured on or before 31.07.2011. All the declarations, where farmers opted for extended coverage need to be submitted to the AIC of India on or before 31.08.2011. Even if crop loan amount exceeds maximum sum insured, flat rates only to be charged.

13. Guidelines for coverage of Pragathi Kisan Credit Cards (PKCC) under NAIS:

While issuing Pragathi Kisan Credit Cards, the branches shall specify crop-wise and season-wise sub limits sanctioned on the card. Credit limit for other purposes, if any, need also to be specified on the card.

Since crop insurance premium rates and claims settlement are crop and season specific, while withdrawing of credit by the farmer, branches shall ensure the purpose i.e. crop, acreage and season for which the credit is withdrawn by the farmer.

Loans under Pragathi Kisan Credit Cards shall be covered on the basis of actual withdrawals (and not on the basis of sanctioned limits under the card) and normal coverage during a particular season under the card shall not exceed the crop wise sub limit specified. Farmers desiring coverage of higher sum insured beyond the loan amount, as permissible under the scheme, shall do as per the seasonality discipline applicable for non-loanee farmers.

The State Level Coordination Committee on Crop Insurance can specify an alternative seasonality discipline (truncating the period of withdrawals eligible for coverage) during periods of calamities to discourage exploitation of the scheme provisions.

Separate crop insurance declarations may be submitted for Pragathi Kisan Credit loans and regular crop loans, if any.

Coverage of insurance can also be extended to crop loans disbursed through Rythu Mitra Groups / Joint Liability Groups.

14. Guidelines for covering Notified Crops of Non-loanee Farmers (each paper shall be submitted in duplicate):

OPTIONAL COVERAGE: The Non-Loanee farmers at their option can avail coverage for notified crops under NAIS by submitting the proposal form alongwith date of sowing certificate duly filled in by the farmer and certified by Agricultural Officer / Village Revenue Officer.

Branches / Societies, while accepting the Non-Loanee proposal form should invariably obtain the Date of sowing certificate from the farmer.

The age of the crop on the date of submitting the proposal should be less than ONE MONTH from the date of sowing.

Non-loanee farmer desiring coverage under NAIS should have a Savings Bank Account in the branch where the proposal is submitted.

The crop insurance declarations for non-loanee farmers should be submitted only in the form prescribed for non-loanee farmers and should be accompanied by separate Cr.IBA towards premium, separate statement giving month-wise / mandal-wise / crop-wise / non-loanee farmer-wise details of coverage and copies of proposal forms, copies of farmer-wise date of sowing certificate.

The formats of Loanee Decleration, Declaration format for Loanee farmers opting higher sum insured, loanee proposal forms, date of sowing certificate non-loanee proposal form, statement showing month-wise / mandal-wise / crop-wise / non-loanee farmer-wise details are enclosed for the use of branches.

The cut-off date for submission of proposals by non-loanee farmers to branches / Societies for all crops is 31st July 2011 and for submission of ARM-4 by the branches to Regional Office is 5th August 2011.

AIC reserves the right to verify all the non-loanee records, if deemed necessary.

The Govt. of Andhra Pradesh have notified the implementation of National Agricultural Insurance Scheme (NAIS) taking “Village as Insurance Unit” during Khariff 2011 in the following Districts for the crops mentioned against each district.

iii) If any claim is refused by the AIC due to delay caused in submission of the crop insurance statement/s by any branch / society, the concerned Manager and Officer (Adv.) / MD will be held personally responsible for all the consequences that may arise.

5) Small and Marginal Farmers are entitled for 10% premium subsidy (normal coverage) Normal premium rates are not applicable for Annual Commercial / Annual Agricultural Crops.

1. Normal Coverage: Sum Insured (i.e. part-A of loanee and non loanee declaration formats):

a) Compulsory coverage of full loan amount for loanee farmers.b) Optionally upto the limit as per Col. ‘C’ in case of non-loanee farmers.c) Normal premium rates as per Col. ‘D’ shall be applicable.

2. Extended Coverage: Sum Insured (i.e. Part-B of loanee declaration format):

a) Coverage is optional upon submission of a proposal before 31.07.2011.b) If the loan amount is less than the value of Threshold Yield i.e. Col. ‘C’,

extended coverage will be beyond loan amount upto the limit as per Col. ‘C’.c) Normal premium rates as per Col. ‘D’ shall be applicable.

3. Additional Coverage: Sum Insured (i.e. Part-C of loanee and Part-B of non loanee declaration format):

a) Coverage is optional upon submission of a proposal.b) Beyond Normal and / or Extended coverage and upto 150% of value of

average yield i.e. upto the maximum limit as per Col. ‘G’.c) Actuarial Premium Rates as per Col. ‘F’ shall be applicable.

d) All the declarations where the farmers opted for extended coverage need to be submitted to the AIC on or before 31.08.2011.

IMPORTANT CONDITIONS APPLICABLE FOR COVERAGE OF RISK:

1) Loans given for unsown areas will not be covered by the Scheme, because, indemnity claims will arise under the Scheme, only after the crop has been sown and in the event of crop failure. Mere disbursement of loans by the branches / submission of proposal by a Non-loanee farmer will not entitle him for compensation under the scheme.

2) In the areas where crop is sown but, withered away / damaged on account of adverse seasonal conditions and where there is no possibility of reviving the crop, no further loaning should be made by the branches / Societies. Any further loaning in such cases shall not be covered by the scheme.

3) The branches while disbursing the crop loans should ensure proper end use of the loan disbursed, i.e. loans insured for a crop should have actually been utilized for raising the same crop which can be ascertained from field as well as revenue records.

IV OTHER GUIDELINES:

1) While submitting the crop insurance statement (ARM-4) to the concerned RO, Branches / Societies shall mention the name of the Village / Mandal where lands are located as notified Village / Mandal and not the name of the Village / Mandal where the farmer resides.

2) Branches / Societies are advised to submit the ‘NIL’ statement under crop insurance for April 2011 and May 2011 if they have no transactions(before receiving these guidelines)

3) The premium has to be debited as and when the loan is disbursed.4) Wrong declaration of name of the Crop, Mandal, etc. should be avoided. 5) a) ARM-4 (crop insurance) statements should be submitted crop wise, Mandal / Village wise and month wise, separately for Loanee and Non Loanee farmers.

b) The ARM-4 (crop insurance) statements for Rice crop in case of Nellore and Prakasam districts shall be prepared revenue village wise with mandal name and submitted to concerned ROs.

6) Premium should be remitted through single Cr.IBA for each month for loanees and non-loanees separately.7) Agricultural Jewel Loans are not eligible for coverage under NAIS.8) Whenever clarifications are sought by AIC or the banks indicate revisions,

the same must be furnished within 15 days from the date of submission of declarations, to entertain the revisions.

9) The Regional Offices should submit, consolidated data on number of SC/ST farmers covered, Village / Mandal wise, as the Government of Andhra Pradesh requires the same.

10)The Regional Offices shall review the reporting register each month and obtain a certificate from the Branch Manager, counter signed by the Officer confirming Crop insurance of each crop and correctness of code numbers in the statement.

11) The Regional Office in turn shall send a certificate to Head Office, Credit Department, confirming that the branches have covered all crops and crop loans / PKCC limits under crop insurance as per the scheme duly signed by Regional Manager, Senior Manager (Credit) & Nodal Crop Insurance Officer at Regional Office.

All the Branches / Societies are advised to peruse the above guidelines carefully, implement the same scrupulously without any deviations and submit the statement (ARM-4) to the Regional Office every month on or before 5th of succeeding month.

Branches / Societies / Regional Offices are also advised to go through the instructions given vide following Circulars on maintenance of crop insurance register manually, coverage of eligible crops, remittance of premium on or before the stipulated date etc. and follow the same scrupulously.

It is reiterated that for any mistakes committed in coverage of eligible crops, collection of premium, preparation of crop insurance statement or delay in submission of statements that may result in loss to the farmers, the Manager / Officer (Adv.) / Managing Director concerned will be held personally responsible and made accountable.
