    At that time bpectial Adam Hasty related to this officer that the Subject was a membar of the Communist Party, ..asi that he was reeiuing in Dallas.

    The Subject was arrested for the murder of Cfficer J.D. Tippit and is a prime suspect in the aesamaination of PI-ea/cent KenmodY.

    On November 22, 1963, Lee Harvey Oswald was arrested in the balcony of the Tezas Theater, 231 West Jefferson Blvd and was charged with the murder of President John F. Kennedy and the murder of Officer J. D. Tippit.

    Sir:

    The undersigned Officer was assigned, along with two

    United States Secret Service Agents, at the JAMES E7,REERT MARTIN residence, 11611 Farrar, for security purposes on December 21, 1963. Mrs. MARINA GSWALD is presently living at this address. The following report, regarding occurancee during this tour of duty, is submitted for your information.

    PAYNE, was observed at the front door. Mr. MARTIN was told

    by Secret Service Agents that Mrs PAYNE had been informed that she would not be permitted to see Mrs. OSWALD. Mrs. OSWALD went to the back of the house and remained out of sight while Mrs PATYE was there. Mr. MARTIN opened the front

    door and Mrs. PAYNE entered without being invited into the house. She brought some packagea which she stated were for the MARTIN children and a package which had come to her address through the mail for Mrs. OWALD. Yrs 057:AID'S package was given to Secret Service Agents after she left for examination tut the packages for the MARTIN children

    were not checked. Mrs PAYNE stated that she wanted to get aquainted with Mr. MARTIN, he reminded her that he had come to her house in Irving and picked up Mrs OTJALD'S possessions. Mrs PAYNE said that so many people had been there she did not remember him. Mrs PAYNE expressed a desire to contact Mrs. OTIALD and was told by MARTIN that she was not having any visiters and that he had been asked not to reveal her where-abouts. Mrs PAYNE'S actions indicated that she knew or at least suspected, that Mrs OTALD was living with the MARTINS.

    Yrs. PAYNE left at 12:20 p. m. She drove a 1995 ChOTIrolet station wagon, color two—tone green, bearing 1963 Texas license number NK 4041 which is registered to her at 2515 west ?ifth Street, Irving, Texas.

    MI'. MARTIN stated that he thought Mrs. PAINF, had gotten his address fron J0 FISHER at the Statler Hotel, she mentioned that she had talked to FIVIR.

    The Secret Service Agents on duty declined to comment on the relationship between Mr. MARTIN nad Mrs. OS'ALD or MARTINS reasons for taking her into his home. They stated that Mrs CSALD had been made some offers, the nature of which they would not disclose, that could bring her a substancial amount of money and they implied that Z.:ARTIN was supporting her and going to manage her affairs for a percentage. They stated that as far as the Secret Service was concerned ZARTIN might as well have the money as anybody else.

    SUBJECT: CRIMINAL INTELLIGENCE(1) JACK MARTIN AKA JACK S. MARTIN TRUE NAME OF EDWARD ST G5 W M DSO 41771_

    Sir:

    The following report regarding SUBJECT, a principal in the assisination conspiracy of JIM GARRISON, is submitted for your information.

    The indices of this Section (CIS-Int. 2965-80a) revealed that SUBJECT, using the name of JACK S. MARTIN, had a dispute with a WILLIAM DAVID FERRIE, deceased principal in the assisination conspiracy. SUBJEC3-was aware of the fact that FERRIE had flown to Texas on November 22, 1963 with a friend, ALVIN ROLAND BEAUBOEF. After SUBJECT heard of the assisination in Dallas, he saw a chance to make trouble for FERRIE and reported the flight information to an assistant district attorney by the name of HOLMAN of FERRIE flying to Dallas. SUBJECT knew that FERRIE had personal knowledge of LEE HARVEY OSWALD and reported this to HOLMAN. This is reported to be the basis for the assisination conspiracy case of JIM GARRISON against FERRIE and some of his associ-ates.

    Information has been received from a confidential source that the true name of JACK S. MARTIN is EDWARD STEWART SUGGS who was wanted for murder by the Harris County Sheriff's office on January 24, 1952. The attached report with a picture of SUBJECT has been identified by SERGIO ARCACHA as that of SUBJECT.

    The indices of the Dallas County Sheriff disclosed that SUBJECT was arrested on May 16, 1952 for Murder and re-leased to Harris County for prosecution. SUBJECT was released on bond and the murder case dismissed August 14, 1957.

    The indices of the Identification Bureau disclosed that SUBJECT was still wanted for the Harris County Murder offense. No other entries could be found under SUBJECT'S name. The Wanted Persons Report has been cancelled on information from the Dallas County Sheriff's Office."

    The indices of this Section (CIS Int. 2779-36d, 36p, 36q, 36r and 36s) disclosed that the Intelligence Division of the New Orleans Police Department made an inquiry of SUBJECT due to the fact that he was arrested here for the Harris County Murder. This investigation was made because SUBJECT had applied to the New Orleans Police Department for a Special Officer's Commission. These entries disclosed the criminal record of SUBJECT and a copy of SUBJECT'S fingerprint classification.

    SUBJECT: JIM GARRISON, DISTRICT ATTORNEY, NEW ORLEANS, LOUISIANA,

    Sir:

    At 6:30 PM, January 16, 1969, Sergeant H. M. Hart received information that the SUBJECT had two investigators in Dallas for the purpose of interviewing Motorcycle Officer J, M. CHANEY about the assassination of President JOHN F. KENNEDY. Further information revealed that the two investigators were staying at the CABANA MOTOR HOTEL, 899 STEMMONS FREEWAY. The names of the investigators were reported to be ALVIN OSER and ALFORD, no further information.

    At 9:00 AM this date, Detective M. H. BRUMLEY and Investigator A. J. CARROLL went to the CABANA MOTOR HOTEL to interview the investigators but they were not in their room. A note wis left by BRUMLEY asking the investigators to contact this office.

    At 1:30 PM this date, Mr. ALFORLI contacted BRUMLEY by telephone stating that he and ALVIN were investigators with the NEW ORLEANS DISTRICT ATTORNEY'S staff and were in Dallas to interview Motorcycle officers BILLY JOE MARTIN and BOBBY HARGIS in regard to the assassination. ALFORD stated that he had made several unsuccessful attempts to contact these officers at their homes and at work and felt like they were avoiding him. ALFORD further stated that he wanted to know if these officers would appear i■ the trial of CLAY SHAM voluntarily at the expense of SUBJECT as he felt that their testimony was necessary to the case.

    Pursuant to your instructions, Sergeant W. L. House contacted ALFORD by telephone and advised him that MARTIN and HARGIS would appear for the trial in NEW ORLEANS only if they were directed to by a lawful subpoena issued through the courts requiring their appearance. ALFORD stated that he would rather have them there voluntarily as he could pay more of their expenses that way but if they had to be subpoenaed he would instigate those proceedings. ALFORD then stated that if they had to be subpoenaed it would not be necessary for him to interview these officers at this time.

    Sergeant W. L. Rouse also contacted motorcycle officer BOBBY HARGIS by telephone and advised lam of these officers efforts in trying to contact him. HARGIS is in Room G-1 at METHODIST HOSPITAL recovering from leg surgery.

    Motorcycle Officer BILLY JOE MARTIN was not available for notification but his supervisor, Sergeant C. F. WILLIAMS was notified of this information and will relay it to MARTIN when he reports for duty et 6:00 PM this date.

    The two investigators checked into Room 315 at the CABANA MOTOR HOTEL at 8:41 PM, January 15, 1969 with registration in the name of ALVIN
