A National Mapping Agency’s Role in a Data Driven World

The change role of OSi as the National Mapping Agency of Ireland in an increasingly data orientated business environment.

It’s all about the data ….

• Every day, we create 2.5 quintillion bytes of data — so much that 90% of the data in the world today has been created in the last two years alone.

• This data comes from everywhere: sensors used to gather climate information, posts to social media sites, digital pictures and videos, purchase transaction records, and mobile phone GPS signals to name a few.

• IBM http://www-01.ibm.com/software/data/bigdata/what-is-big-data.html

…. and the analytics built on that data.

2016: Internet of Things

• The Internet of Things (IoT) is the emerging networked connection of people, process, data and things. The networked connection of these elements will be utilised to generate vastly increased efficiencies, insight, communication and knowledge.

Data as an Enabler

• Common Data Model• Identify and agree the common data set across the Public Service that uniquely defines citizens and

businesses.

• Data Management• Create functions for oversight and governance of critical common data to ensure standardisation of data

and drive data quality.

• Data Infrastructure• Implement the necessary infrastructure to allow aggregation and facilitate sharing of common data on a

Public Service wide basis to support new digital services and secure authentication to existing services.

• Data Insight• Identify opportunities for better data analysis by Public Bodies to target service delivery, improve services

and better inform decision making. This should include creation of a centre of excellence for data analytics to assist Public Bodies in addressing common business challenges in this area.

• Data Protection• Create functions for oversight and governance of privacy and security for the safe and appropriate use of

data as an enabler to support new services and better decision making.

Global Unique Identifier (GUID)

• Unique reference number used as an object identifier

• 30 hexadecimal digits with groups separated by hyphens eg 31a829e8-5a9a-48ba-8ef4-0273aa55e05a

• Generated from random numbers >negligible risk

• Facilitates unambiguous reference

Object Lifecycle Mgmt

The Logical Successor is an object which takes over and continues the role, responsibility or duty of that original object.

The Logical Successor allows the Data Editor to use his or her judgement to assess whether a newly observed object is in fact the successor to the original object.

Condition Rule

A New Object created A new GUID is created

B Object is removed The GUID is deleted and archived

C Object remains stable The GUID is retained

D Class Modification A new GUID is created. The original GUID is

deleted and archived

E Object is split If there is a Logical Successor, retain the

GUID for it and create new GUIDs for the

other objects resulting from the split;

otherwise create new GUIDs for all the

objects created by splitting.

F Object is merged If the merged object is a Logical Successor to

one of the merging objects, retain its GUID

and delete the GUIDs of the others;

otherwise delete all GUIDs and create a new

GUID for the merged object.

G Geometric Modification The GUID is retained

Form or Function Modification If the object is a Logical Successor the GUID

is retained with modification to the

Form/Function values; otherwise the object

is replaced.

H Mixed Modification i.e Form/Function and

Geometry

If the object is a Logical Successor the GUID

is retained with modification to the

Form/Function/Geometry values; otherwise

the object is replaced.
