Contexte

• La zone de réglage belge a connu durant les derniers mois des périodes caractérisées par un surplus d’énergie supérieur aux volumes de réglage à la baisse disponibles dans la zone pour restaurer l’équilibre
Caractéristiques • Phénomène se produit pendant plusieurs heures consécutives
• Principalement pendant les nuits, les weekends ainsi que lors de journées ensoleillées
• Fin 2011-début 2012, mars 2012 et fin mai 2012
• Pendant ces périodes la flexibilité de la production est limitée: • R1,R2 supplying units
• Nuclear
• Subsidized production (CHP’s, IS, Wind…)

Moyens utilisés face à ces situations:
• Le principe tarifaire actuel est sensé inciter les ARP’s à optimiser le déséquilibre
D-bids à prix négatifs
Tarif de déséquilibre « single – marginal »
Introduction du coefficient alpha dans le tarif
• Mais les D-Bids à prix négatif ne sont pas/peu offerts
• Manifestement le niveau de prix actuel n’incite pas suffisamment les ARP’s à maintenir l’équilibre
• Jusqu’à présent, Elia a pu faire face à ces
situations en activant la réserve interTSO
• La disponibilité de cette réserve « de dernier ressort » est élevée mais n’est cependant pas garantie

Summer Outlook • Estimations Elia basées sur des hypothèses pessimistes mais réalistes:
• La période mi-juillet – mi-août est considérée comme critique (consommation plus faible et aucune unité Nucléaire en révision)
• Risque d’occurrence de situations d’incompressibilité plus tôt au printemps
• ENTSO-e summer outlook (publication in June):
“ The Summer Outlook report 2012 highlights that there are weeks across the summer when it may be necessary to reduce excess generation in various countries”…”As an example it can be observed that the combination of high renewables infeed and inflexible generation in Belgium, Denmark, Germany and the Netherlands leads to high exports to all surrounding countries”

Plan d’action et Priorités (1)
• Lancé en janvier 2012:
• But: mobilisation de nouveaux volumes activables et renforcer les incitants tarifaires le plus vite possible (avant été)
1. Démarches auprès des ARP’s détenteurs de contrat CIPU
Analyse du phénomène:
Dans le but de comprendre et anticiper ces situations
Analyses en collaboration avec les ARP’s en vue d’une optimisation de leur gestion de leur déséquilibre
Utilisation optimale des moyens existants:
Focus sur cadre et moyens existants, sans modification structurelle du système ~ I/D Bids
Elargissement du type d’unités sur lesquelles des volumes de réglage sont offerts (« LC/NC »)
Intégration de nouveaux moyens:
Unités non couvertes pas un contrat CIPU (< 25MW, productions locales, unités vertes …)
Via intégration dans le contrat CIPU de l’ARP correspondant
Ces démarches se sont révélées constructives et vont permettre de bénéficier dès le mois
de juin prochain d’offres – limitées mais nouvelles – de volumes de réglage à la baisse.
Si ces offres devaient être activées en cas de déséquilibre important de la zone de
réglage belge, leur valorisation constituerait un incitant tarifaire fort au maintien de
l’équilibre dans le cadre du mécanisme de balancing.

2. Courrier à tous les ARP’s:
- Explication du contexte, des actions Elia et des résultats (plus d’offres
décrémentales à des prix plus incitants)
- Annonce de la démarche d’Elia, notamment en vue de renforcer les
incitants tarifaires
- Demande formelle de mise à disposition de tout volume de réglage
disponible
3. Mise en place d’une procédure de demande d’offres supplémentaires:
- En Day-Ahead (lorsque risque d’incompressibilité)
- En Intraday (lorsque volumes D-bids épuisés)
4. Renforcement des incitants tarifaires via modification des paramètres

• May not affect the objectives of single marginal pricing: – To achieve more effective balancing incentives ~marginal pricing
– Lower balancing costs for “Balanced ARPs” ~single pricing
– incentivise market participants in keeping and/or helping to restore the system balance

• Possible negative prices by bids from flexible resources
• Adaptation of price setting of interTSO in imbalance tariffs - If all other balancing resources in the Belgian control area are exhausted interTSO is activated as
last resort.
- A strong negative price is required as interTSO is not guaranteed and dedicated for use by
exception
• Both modifications will lead to negative “single” imbalance prices in
case of incompressibility: - A long ARP will pay a high price for the positive imbalances
- A short ARP will receive a high price for negative imbalances
